Street Lights on New Leesville Boulevard The City of Raleigh has begun the process of installing the streetlights in Harrington Grove. The HG Board discussed vigorously with the city the various options for lighting style. However, due to the increased expense and or structural limitations of the various styles, the only viable option was the telephone pole style. Hopefully, the project will be completed by the end of the year and Harrington Grove will be a more enlightened neighborhood.

3: Vandalism and Utility Trailers 4: Winter Tips

DOT has started the work in Harrington Grove to re-pave a number of our roads. This is the first phase of a three part plan. DOT’s approach has been to perform work on the smaller roads first and then return to complete some of the larger roads in the next year or two. The target date for the completion of the project was November 17, however, based on the lack of recent progress, the project will extend beyond this date; this was due in part to DOT’s need to finish some I-40 repairs over the past two weeks. The City of Raleigh provided $100,000 in seed money to push up Harrington Grove on to the priority list.

5: Community Information & Dates

City's Leaf Collection Program Begins Nov. 13 The City of Raleigh will resume its annual leaf collection program on Monday, Nov. 13. Crews will make a complete sweep of Raleigh prior to Christmas, beginning with the neighborhoods south of New Bern Avenue and rotating clockwise to other areas of Raleigh. A second sweep of the city is scheduled to begin on Jan. 2, with completion on Feb. 2.

Each week, advertisements in local newspapers and announcements on cable channel 22 will let citizens know when their neighborhoods will have leaves collected. Residents can also call the Raleigh Leaf Line at 890-3720 for a daily update or online for more information. Note: The City will not pick up loose leaf piles on privately maintained roads—This applies to “The Commons” and “The Woods” subdivisions in Harrington Grove unless those subdivision HOA’s are able to receive an exception to the policy from the City of Raleigh. Residents should rake their leaves into piles at the curb, avoiding creating piles in the street. If possible, residents should also avoid piling leaves on top of water meters. Leaves and other yard waste will continue to be picked up at the curb, along with garbage and recycling, on your regularly scheduled weekly collection day. When set out on the curb for regular weekly collection, yard waste should always be placed in clear plastic bags, permanent containers or biodegradable paper yard waste bags. Yard waste also may be tied into bundles of not more than five feet in length, 18 inches in diameter and 75 pounds in weight. Please do not place leaf piles on sidewalks or roads especially New Leesville Blvd. or North Radner Way. www.hghoa.com


Welcome new HG HOA Board Members!

Connie Moore, HOA Secretary and Board Member: Moved to HG in 2000 and joined the Board to help the community. Connie was a board member of a condominium for two years in Texas prior to moving to Harrington Grove.

Paul Amend, Treasurer and Board Member: Paul, his wife Lisa and three children have been living in Harrington Grove for two years. Paul has more than 10 years in finance and business administration. His hobbies include woodworking, yard work and enjoying the sandy beaches of Sunset Beach, NC. Paul is honored to be serving the board of this wonderful neighborhood.

Dutch Dasanaike, Board Member: Dutch is a Senior IT consultant and President and has lived in Harrington Grove since 1998 with his wife Karen, son Noah, daughter Emmy and golden retriever Spencer. Dutch has been a Community Watch Neighborhood Captain in The Glen.

Harrington Grove Highlights Vandalism in Our Back Yard

Sadly, our playground was recently vandalized here at Harrington Grove. Two of the child rides were unbolted (the pelican and dinosaur) and were later found in the pool at the Pool and Racket Club. Parents, families, and teens, please take pride in your neighborhood and be aware of activity around you. The upcoming holidays mean that families will be going on vacation, children will be out of school, and we all might have more visitors than normal. Take this time to reflect on the little things you can do to safeguard your property (put away those bicycles and close those garage doors), our neighborhood (report suspicious activity), and our peace of mind. If you hear or see any suspicious activity after hours in any areas of concern, please feel free to call York Security or the Raleigh Police Department. Such efforts will keep down crime, protect our children’s play structures, and keep our own fees and costs of repair down.

New Rule Standard Regarding Utility Trailers in Harrington Grove The HG HOA Board has approved an amendment rule which adds utility trailers to the existing covenants as follows: Article VII, Section 2 of the Declaration of Covenants, Conditions and Restrictions of the Harrington Grove Community Association, Inc. (“Declaration”) is amended with the following rule pertaining to subparagraph c. “c. Each Owner shall provide space for the parking of automobiles off public streets prior to the occupancy of any building or structure constructed on such property in accordance with reasonable standards established by the Architectural Control Committee. Notwithstanding anything contained herein or in any Restrictive Covenants applicable to the various neighborhoods or subdivisions to the contrary, no mobile house trailer , vehicle or enclosed body of the type which may be placed on or attached to a vehicle (known generally as “campers”), recreational vehicle, commercial vehicle of any kind, utility trailer, or boat or boat trailer of any kind shall be parked on the street nor upon any Lot, unless totally contained within a garage or appropriately screened from view of the neighboring lots and from the street (if required by the restrictive covenants). The sufficiency of such screening shall be determined solely at the discretion of the Architectural Control Committee. It is not the intent that the provisions of this subparagraph shall conflict with the provisions of any of the Restrictive Covenants for any of the neighborhoods or subdivisions; however, to the extent that there is any conflict in whole or in part between this subparagraph and such provisions, then the provisions of this subparagraph shall prevail.” Screening may be required as applicable to the subdivision’s restrictive covenant.

Spring flowering bulbs can be planted this month. Use premium sizes for best display. Lilacs can be limed this month. Continue composting leaves and other organic yard waste. Final fertilization of cool season fescue lawns later this month.

Keep live Christmas trees watered during holidays. Live trees consume more water than you may imagine. Wrap boxwoods with fishing line to prevent breakage and damage from upcoming ice and snow. Evergreens, shrubs and trees can be pruned without harm for Christmas greenery decorations.

Protect the outside faucets. Clean and reverse the ceiling fans. FANS SHOULD TURN CLOCKWISE IN THE WINTER, COUNTERCLOCKWISE IN THE SUMMER.

Replace batteries in the smoke detectors and test the smoke alarms. Replace raised deck nails. Apply weather-stripping to windows. Caulk those places where air and water shouldn't get in.

24-HOUR, 7 DAYS A WEEK, NO STREET PARKING RULE ENFORCED IN “THE COMMONS”: Homeowner vehicles (and visitor vehicles when space permits) are required be parked on an approved parking pad/driveway but not in the street; these are private streets with 24-HOUR no-street parking rules due to the narrow streets with safety and navigation concerns in “The Commons & Woods” subdivisions. Violations are subject to monetary fines after being warned. For visitors who require parking on the street for 48 hours or longer, homeowners should request a visitor parking pass from York Security, 863-8090 in advance of their arrival. There was no damage to the property and the fire was put out. 10/24/06 - Eaglesfield Dr: Security Officer observed the "Community Watch" sign was laying in the grass. It might have been knocked off the post at the end of the street. 11/10/06 - Eaglesfield Dr: The Security Officer received call from York Mobile in regards to several kids playing basketball in the street. 24-HOUR, 7 DAYS A WEEK, NO STREET PARKING RULE ENFORCED IN “THE WOODS”: Homeowner vehicles (and visitor vehicles when space permits) are required be parked on an approved parking pad/driveway but not in the street; these are private streets with 24-HOUR no-street parking rules due to the narrow streets with safety and navigation concerns in “The Commons & Woods” subdivisions. Violations are subject to monetary fines after being warned. For visitors who require parking on the street for 48 hours or longer, homeowners should request a visitor parking pass from York Security, 863-8090 in advance of their arrival. NOTE REGARDING WINTER LEAF PICKUP IN THE “COMMONS & WOODS” SUBDIVISIONS: With the current policy, the City of Raleigh does not pick up loose leaf piles from privately owned/maintained roads. Because the Commons and Woods roads are private, all residents within these two subdivisions are directed to BAG in CLEAR PLASTIC BAGS and place it near the curb ALL leaf accumulations during the City’s leaf collection period unless your subdivision receives an exception by the respective Commons or Woods HOA Board. The Oaks, Phase 2 has amended the Restrictive Covenants pertaining to metal fences—This applies only to The Oaks, Phase 2. An ARC request form must be submitted in advance prior to any fence installation within Harrington Grove. 1. The second sentence of Paragraph numbered 4 of the Restrictive Covenants recorded in Book 6643, Page 216, Wake County Registry, is deleted in its entirety and the following is substituted therefor: “Chain-link fencing is not permitted, except that 2”x4” mesh may be used with split-rail fencing to contain animals within the yard. Metal fences may be permitted in accordance with the provisions of Paragraph 18 of these restrictive covenants. 2. To the extent that there is any conflict between the provisions of this Amendment and the Restrictive Covenants, the provisions of this Amendment shall control. Except as expressly amended or modified as provide herein, the terms and provisions of the Restrictive Covenants shall continue in full force and effect and are hereby reaffirmed by the Amending Parties.

Don’t park/stop within 50 feet of intersection or traffic signal/sign during school bus pickup and drop-off. (Prohibited by North Carolina General Statutes and controlled by Raleigh PD in HG).

Don’t install fences without receiving ARC approval.

Don’t remove large trees from homeowner property without prior approval.

Don’t park or store boats, trailers, utility trailers, watercraft on streets or on unapproved property locations.

Don’t drive 2 or 4-wheel motor scooters on HG streets or HG walking paths which is prohibited.

Per City of Raleigh Ordinances: “POD and Pack Rat” type storage containers may remain on your driveway, not to exceed twenty (20) days. Unregistered (no license plate) vehicles parked on the streets are subject to towing.

Do remove portable basketball courts from streets and public right of ways; violations are subject to City of Raleigh fines/removal: Section 12-1022, Code of Ordinances, City of Raleigh.

To avoid unnecessary fines and correction of infractions, please contact PPM to ensure you’re in compliance before you start work around your property or if you have HG related questions. Vehicle wasn't spotted anymore. 10/01/06 - New Leesville Rd: Security Officer observed a street sign down on the corner of New Leesville Rd. and Eaglesfield Dr. 10/17/06 - New Leesville Rd: Security Officer observed that the fence at the end of New Leesville had been broken (2nd rail). 10/28/06 - New Leesville Rd: Security Officer observed a tree had fell and had broken the fence on the side of New Leesville Blvd. The tree has been cut and put on the side of the street.

09/01/06 - Security observed trash and debris scattered in the area from the recent storm. 09/04/06 - Security observed a bike unsecured by the club house. 09/08/06- - Security observed a truck in the parking lot. The Officer recorded the the plate #. 09/16/06 - Security observed that the club house pool gate had been left unsecured. The individual that held a party there had called the Officer to notify him. The Officer also notified the HOA President of this. Please Note: 09/20/06 - Security observed an unsecured scooter in the bike path area. The Officer took the scooter to York Office (Cameron Village), tag, and placed in inventory. This is a 09/22/06 - Security observed a male & female loitering in the parking area. Non-compliance is subject to city fines or removal of the basketball stands by City or Raleigh Code Enforcement. We need to identify all suspicious persons so that we can reduce the acts of vandalism.
