Depending on the disability, In Queensland , paediatricians, clinical psychologists and neurologists assess and diagnose. Input to a diagnosis may be required from speech language pathologists, occupational therapists and psychologists also. Where to get a Diagnosis? Assessments can be conducted in the Qld public health system or privately. Waiting times vary considerably, so it’s worth putting your name down on waiting lists as soon as you can. 1) Private system The first step is to make an appointment with your GP who will refer your child to a paediatrician. The paediatrician will assess your child and if indicated will refer you to a clinical psychologist and (may) also included a speech and occupational therapist to complete the assessment. The professionals then communicate their findings with each other to reach a joint decision regarding diagnosis. 2) Public system For Autism there are two paths to access a diagnostic services in the QLD public health system: • Child Development Services and • Paediatrician services through Cairns Base Hospital or state wide specialist services The team currently working with your child (or your GP or Child Health Nurse) will advise which team is best for you to access and your GP will be able to refer you to the most appropriate service. What is the cost of a diagnosis? Diagnostic assessment through the Qld public health system is provided at no cost to families. The cost of private assessment will depend on the fees set by individual practitioners. Families who choose private assessment may be able to recover some costs through Medicare rebates, or private health insurers. Medicare assessment and treatment rebates fact sheet is available from Medicare medicare.gov.au or Commonwealth Health Department at health.gov.au What happens after the diagnosis? The assessment team will contact the family to discuss the diagnosis. Recommendations for interventions will be made. Supports funded by the health system (NDIS will not cover) The health system has responsibility for assisting participants with clinical and medical treatment. This includes:      

the diagnosis and assessment of health conditions clinical services and treatment of health conditions – including all medical services such as general practitioners, care while admitted in hospital, surgery, the cost of medical specialists and so on medications and pharmaceuticals sub-acute care such as palliative care, geriatric and psychogeriatric care post-acute care, including nursing care for treating health conditions and wound management dental care and all dental treatments.

Individuals and families sometimes also have a role in funding the medical and clinical services, such as out of pocket expenses, gap payments and private health insurance fees. The Scheme will not cover these costs.

A mental health care plan is a plan your doctor writes with you about treating a mental health condition. It helps you to access eligible allied health professionals like psychologists, social workers or occupational therapists who can help you to get better and live well. A mental health care plan can be useful for people with minor mental health conditions or very serious conditions, shortterm concerns or long-term illnesses. You don’t already have to be diagnosed with a mental health condition to talk to your doctor about making a mental health care plan. It is invaluable to find a GP who understands autism spectrum disorder and who is across all the different Medicare rebates that can be accessed. The first thing to do after your child has been diagnosed is: 1) Put the kettle on. Sit down. Take a deep breath; 2) Say to yourself, “It’s going to be alright, everything is going to be okay.” 3) Make yourself a cuppa, (or a wine) grab a snack (preferably chocolate) and read ahead . . . Contact The National Disability Insurance Agency (NDIA) and ask for an 'access request form' to see if you are eligible for funding. NO where in the disability field is cheap, in fact I swear things are five times the price as soon as you mention the words 'special needs', or 'disability', so every bit helps, if you are entitled to carers allowance, payment or carers adjustment payment etc, apply for it now, do not wait.

1) Diagnostic Assessment Medicare rebates are available for assessment, diagnosis and the creation of a treatment and management plan by a consultant paediatrician or a psychiatrist for a child aged under 13 years of age.

Chronic Disease Management Plan (formerly called Enhanced Primary Care Plan) This Plan allows a GP to coordinate health care of patients with chronic medical conditions, including patients with these conditions who require multidisciplinary, team-based care from a GP and at least two other healthcare providers. Up to five sessions a year are partially covered by Medicare rebate and have no age restrictions. health.gov.au/internet/main/publishing.nsf/content/mbsprimarycare-chronicdiseasemanagement Once the above two entitlements have been exceeded, you can use private health cover to subsidise private OT, speech and psychology services for therapy. Department of Health Medicare Safety Net (MSN) The MSN helps with high out-of-pocket costs for certain Medicare services. Once you’ve spent a certain amount on approved services in a calendar year, you might be able to get extra Medicare payments for the rest of the year. The Payment Finder located on the website can help you locate a range of benefits that you may be eligible for, including Family Tax Benefit, Child Care Benefit, Child Care Rebate, Parent Payment, as well as some or all of the following: humanservices.gov.au/customer/payment-finder Carer Allowance A fortnightly supplementary payment for carers who provide additional daily care and attention for someone with a disability. Not means-tested. Carer Payment A fortnightly, assets and means-tested income support payment for people who provide constant care for their child with severe disability and are unable to work as a result. Assistance for Isolated Children Scheme (AIC) Payment made each term for students who cannot go to an appropriate state school because of geographical isolation, disability or special health needs. Annual Payments - Carer Supplement This is an annual lump-sum payment to assist carers with the costs of caring for a person with a disability. To be eligible for the payment you must be receiving the Carer Allowance or the Carer Payment as of the 1 July each year. The payment is approximately $600 and you do not need to apply for it. You will automatically receive it if you are eligible however it’s always a good idea to check with Centrelink. Annual Payments - Child Disability Assistance Payment This is an automatic yearly payment if you are receiving the Carer Allowance for looking after a child with a disability or serious illness as of the 1 July each year. The payment is $1000 for each eligible child who qualifies for the Carer Allowance. If you are getting Carer Allowance for 2 children, you will get 2 payments. If you share the care for a child and get a part rate of Carer Allowance, you will get a part payment of the Child Disability Assistance Payment in the same ratio

Health Care Card A Health Care Card is automatically issued for your child when you receive the Carer Allowance. It entitles your child to concession rates for prescription medicines and other concessions, such as discounted public transport for some cardholders, bulk billing by selected doctors and higher refunds through the Medicare Safety Net. Carer Adjustment Payment A one-off payment of up to $10,000 following a catastrophic event when a child under seven years of age is diagnosed with a severe illness, medical condition or major disability. You have two years following diagnosis in which to apply. To get this payment: -you must provide care full time for a child under 7 who has a: *severe illness, *severe medical condition, or *major disability -you must get Carer Allowance for the child -you must have a very strong need for financial help -the child must need this care for at least 2 months -the child must have the severe illness, medical condition or major disability because of a catastrophic event -you and your partner can’t be getting Carer Payment or be able to get another income support payment from Centrelink Pensioner Education Supplement A small subsidy payment for secondary and tertiary part-time and full-time students who are already receiving a benefit or payment. Inclusion Support Programme (ISP) The ISP assists early childhood and child care (ECCC) services to include children with additional needs by providing tailored inclusion advice and support from contracted inclusion agencies, as well as funding to support more challenging inclusion barriers. education.gov.au/inclusion-support-programme Payments for people over 16 years of age Once young people are over 16 years of age there are other funding supports available, such as the Disability Support Pension, Youth Allowance, Youth Disability Supplement and more.

Virgin Airlines have introduced a Disability Assistant Concession fare. The fare offers a 50 per cent discount for an assistant's airfare for all domestic Australian travel. That includes business class and flights booked with points. Sunflower Lanyards first started in the UK and now catching onto to major Australian and international airports. Wearing a sunflower lanyard helps airport staff & colleagues to recognise that you have a hidden disability without you needing to declare it. This allows you to travel independently through the airport whilst knowing that if you need any additional support during your journey, any airport staff will be able to support.

The Child Development Service (CDS) operates to:  assist infants and children referred with special needs to maximise their developmental potential and functional abilities.  help children reach optimal health, quality of life and well-being.  support families/carers of children with special needs and provide carer education. Who receives the service?   

Young children with developmental delay or disability, from birth up to (but not including) prep school year, requiring multidisciplinary assessment and intervention. Young children with developmental delay, from birth up to (but not including) prep school year, with more than one specific need within the following areas of development i.e.: gross motor; language and communication; fine motor; cognitive /adaptive; daily living; social; or behaviour. Children whose development is considered at risk, e.g. : very premature and low birth weight or high risk babies What services are offered? 

Assessment of child’s development and special needs

Individual and group intervention.

Support, education, and practical assistance for families and carers.

Advice on and loan of therapy equipment.

Home, kindy and day care visits/programs. “Specialist” clinics.

Referral to and liaison with other agencies.

Outreach Services are offered to: Rural Communities: e.g. Yarrabah, Innisfail, Mossman, Mareeba and Atherton. Remote Communities: Weipa, Napranum, Aurukun, Lockhart River, Mapoon, Kowanyama, Pormpuraaw, Coen, Cooktown, Hopevale, Wujal Wujal, Bamaga, Thursday Island.

A Growth & Development Clinic is held on a monthly basis to follow-up at-risk infants and children who have spent time in the Cairns Special Care Nursery (SCN). Who’s on the team? Children, parents, family members and carers are an integral part of the team. Our professional team includes: Team Leader Physiotherapists Occupational Therapists Speech Pathologists Social Worker Administrative Officer Visiting Professionals include:      

Paediatricians/registrar Qld Paediatric Rehabilitation Services Team SCN nurse Spina Bifida and Hydrocephalus Team Referrals to other professionals, e.g. dieticians, social workers, psychologists, can be arranged.    

Liaison with Other Agencies: After written consent is obtained from the parents, relevant liaison takes place with other agencies to ensure a coordinated service approach, e.g. Disability Services, Education Qld, RFDS and Dept of Child Safety.

How can the service be accessed? Referral may be made to the Child Development Service by parents, carers, doctors, health professionals or community agencies. A CDS referral form is required and can be obtained by phoning the Child Development Service on phone (07) 4226 4323. Note: Parents/carers must have given consent before a referral is made to CDS. The referral will be discussed with the team at the next weekly case conference

The parent/carer will be contacted either by phone or letter about the outcome of the referral. If the referral has been accepted, an information package including a Health Questionnaire Form will be forwarded to the parent/carer to be completed and returned.

The parent/carer will then be contacted to arrange an appointment for an initial assessment by one of the unit’s professional staff. (A waiting list for CDS services exist.)

What does it cost? This service is provided free of cost to children and their families. It is funded by the Cairns and Hinterland Hospital and Health Service.

The department provides early childhood development programs (ECDPs) and services to support children aged 0-5 years with significant educational support needs arising from a diagnosed or suspected disability in the categories of intellectual disability, autism spectrum disorder (ASD), physical impairment, vision impairment, hearing impairment and speechlanguage impairment. Cairns is the only location to have centre-based ECD program and this occurs at Parramatta State School. parramatss.eq.edu.au/Enrolments/Pages/Early-Childhood-Development-Program-(ECDP).aspx The following have quite regular playgroups during school term – parents stay.     

Innisfail has a playgroup on Thursday Cairns has playgroup on Wednesday (predominantly under 3) Mareeba has playgroup on Wednesday Atherton has playgroup on Thursday Rural and remote services are different depending on location and need of children

Continued funding for ECDPs - The Queensland Government will continue to fund ECDPs beyond 2020. The funding was announced in the 2019–20 State Budget in June 2019.

Inclusion and Professional Support Program Paid to approved child care services, including out of school hours care and holiday programs, so that they can provide extra care for children with special needs. Your childcare service will need to apply through their Inclusion Support Facilitator. Teachers in kindergarten services and long day care services can access support to assist children with disability to participate in their programs. The Department of Education and Training recognises our responsibilities under the Disability Discrimination Act 1992 (DDA) and the Disability Standards for Education 2005 (DSE) that all schools are required to make reasonable adjustments to ensure students with disability are able to access and participate in education on the same basis as students without disability. All students with disability are entitled to rigorous, relevant and engaging learning programs, drawn from the Australian Curriculum, that address their individual learning needs. Eligible children and young people, as all children, are entitled to enrol at their local school and provided with high quality education. All schools receive direct to school resourcing for students with disability based on total school enrolment and Education Adjustment Program (EAP) data irrespective of whether or not they have a Special Education Program (SEP). SEPs give support to students with disability (Prep to Year 12) in state primary and secondary schools and assist classroom teachers in the development and delivery of the students' educational program. SEPs refer to a clustering of specialist teachers with experience and/or qualifications in dedicated areas of specialisation. SEPs can be based at a single site or can go across multiple sites as a ‘cluster special education program’. A ‘Cluster SEP’ reflects the decision of a group of principals to maximise their additional resource allocations to support students with disability across a number of schools. The cluster SEP will have a SEP that is identified as the lead program. The school that manages the lead program is identified as the host school.

Bullying is repeated behaviour that:   

is harmful; targets a certain person or group of people; and embarrasses, dominate or intimidates the person being bullied.

It may include:      

verbal insults like teasing, name-calling, harassing; physical behaviour like hitting, kicking, pushing; “mucking about” that goes too far; cyber-bullying like offensive messages or posts on social media; or anti-social behaviour like exclusion, gossip, spreading rumours or offensive gestures. Bullying can happen anywhere like at school, in parks, on your way to school, in other places used by the school or online.

Is bullying illegal? Bullying can be illegal. It is a crime for someone to: be physically violent towards you; intimidate or threaten you; stalk you (stalking includes following, watching, or contacting you repeatedly in a way that scares you); damage or steals your things; or harasses you because of your race, gender identity, sexual preference, HIV/AIDS status or disability. You can read more about discrimination at yla.org.au/qld/topics/violence-and-harm/discrimination. It becomes cyber-bullying if they use their mobile or the internet to do any of these to you. It is also a crime to cyber-bully someone. Bullying at school All schools have a responsibility to take reasonable steps to protect the health, safety and wellbeing of their staff and students. This includes taking steps to support students who are being bullied by their peers. This can include being pulled by classmates outside of school hours or off school property e.g. being cyber bullied. It should have a clear procedure for students to report bullying, and provide support for students who have been affected by bullying. If you go to a public school, this will include having an anti-bullying plan in place to deal with bullying and cyberbullying. You can ask your school about their anti-bullying plan and see what the school is doing to stop bullying from happening. I’m being bullied at school - what can I do about it? Bullying is not ok and you don’t have to put up with it. You have the right to feel safe. You may be able to solve the problem by just ignoring the bully. But if you feel threatened, or you are being bullied at school or outside school, you tell someone about what is happening to you. Someone at your school should respond to the situation. Lodge a formal complaint with your school The school has a legal duty to do something about the bullying if it is happening at school. If telling someone is not enough to stop the bully’s behaviour, you can make a formal complaint to the school. Make a complaint to the Department of Education or other governing body.

The Catholic Education Commission in each state or territory has relevant information. Independent schools are autonomous and governed by their own school boards. For policies regarding in independent school please contact the school directly. Make a report to the police - If someone has been or has threatened to be physically violent to you or sexually harassing you, you can report this to the police. Seek protection from police - Courts are able to make a protection order to protect you from people who are stalking or bullying you. The exact orders will depend on the individual case and may impose certain conditions and restrictions on the bullies such as keeping them apart from you in school. Take legal action - In some instances you and your parents can take legal action against the bullies or the school. This is because the school has a “duty of care” to ensure the safety of all its students by requiring a regular level of teacher supervision. In simple terms, this means that the school must ensure that there are enough teachers around that will make sure any cases of bullying are observed and dealt as often as possible. Carer Gateway Support Services

The Australian Government is investing $550 million to provide free services for carers. From April 2020, the new service delivery model designed by carers, for carers should be fully implemented and operational. Carers Queensland will be supporting carers during the transition to the new Carer Gateway Service Providers.

Wellways will be carers’ first point of contact for Carer Gateway services in Queensland, (South West Sydney and Nepean Blue Mountains). New services include face to face counselling, planning assistance and financial packages. If you care for a family member or friend, then these services are for you.

How to access these services To access the new services, you will need to register your interest in the new Carer Gateway support services by completing an expression of interest form on the Wellways website. Carers will receive notifications information, news, and updates through regular email communications. In the meantime, you can continue to access support through your current service providers until the new Carer Gateway Service Providers start delivery services in April 2020. Mission Australia has been appointed the Local Area Coordinator and Early Childhood Early Intervention (ECEI) Partner for NDIS. Disability advocacy is acting, speaking or writing to promote, protect and defend the human rights of people with disability. Disability includes impairments of physical, sensory or mental functions which may affect undertaking activities or participating in community life. Queensland's Human Rights Act from 1 January 2020. The key things to remember are: It’s not retrospective. It only applies from 1st January and things that happen on or after today. Everyone in Queensland is protected by it – you don’t need to be a resident or have a particular citizenship or visa status. Complaints can only be made against the Queensland public sector; private businesses, private schools and health services, and the federal government and its agencies (including Centrelink and Medicare) are not obligated to comply with it. None of the rights in it are absolute – that is, they are allowed to be limited, but only after careful consideration and only in a way that is necessary, justifiable, and proportionate. This means that if you're in the public sector in Queensland - state government departments and agencies, local councils, organisations providing services to Queenslanders on behalf of government, and their employees - you now have obligations to act and make decisions in a way that's compatible with human rights.
