More works matters
It is gratifying to see facilities enhancement works around the Club getting underway, Rob has reported on the individual works and they will all help the Club to improve the quality of service to members and help make the Club safer for us all.
Please save the date!
The need for major replacements is a rare event so we are often a tad out of practice as most of the Club’s major equipment is replaced at the 15 – 20 year mark. So, replacing the turquoise Kobelco crane became a major event for the Club. After significant discussion and research, the decision was made to order a replacement crane—and after it got the green light, the manufacture, delivery and commissioning were completed without a hitch. This is a credit to the suppliers, their agents, our management and OpsCom.
Having been on the forerunner of the Planning and Works Committee, the CDC, I know it takes immense patience to navigate the relevant regulatory issues—it is not an exaggeration to say that these can take five to seven years.
HEBE6 JEBES SEP/OCT 2022 u REPORTS
Managing in the pandemic
The AGM in November will be held under the new rules and this means that there will be a change in the election of GenCom. A Nominating Committee has been formed and you have been notified of its composition. There will be more from the Committee’s Chair as they seek to give effect to the AoA.
In his report, Paul deals with the current restrictions to help manage operations during the pandemic. In most other aspects we are acting as if we are back to normal.
Sailing events are happening (albeit a little down on entrants), sail training is booming and Sailability (along with the SHK Scallywag Foundation) is setting new records.
The Annual General Meeting (AGM) will be held at 7.30 pm on Thursday 10 November 2022 at the WM Hotel in Sai Kung. The preparation has started and you will get the formal notice of the meeting in early October 2022.
Updated Articles of Association
The General Meeting of Members was held on 21 June 2022. As you now know this was approved by a substantial majority and the AoA took immediate effect. My heartfelt thanks for your support!
Hong Sports Institute National Team
Harvey, Rob and Alfie are justifiably proud (as, no doubt, are their parents) that four sailors from our Club were selected to join the Hong Kong Sports Institute National Team. These sailors are Daniel Chan, Peter Jessop, Seb van Ommeren and Tommy Wong and their success is a remarkable personal achievement.
The event was a cooperation between the Home Affairs Bureau—now the Cultural, Sports and Tourism Bureau (CSTB), the Hong Kong Sailing Federation (our national body), the Hong Kong Jockey Club Charities Trust, Royal Hong Kong Yacht Club, Aberdeen Boat Club and Hebe Haven Yacht Club. This was a major achievement with record numbers sailing in all three events. Please read Bridget’s report for more detail. New crane
As I write this note to you all, the Annual Report is being drafted and, as the individual reports come by me, I cannot fail to be impressed by the contribution of both management and the various committees. It is simply amazing to see how well you have all done despite the challenges.
HKSAR 25th Anniversary Sailing Cup.

The emerging issue is the renewal of our private recreational lease in 2027. For most Clubs, this is already a very time-consuming experience, and the upcoming renewal has an added wrinkle in that all Club’s will need to fund a waiver fee which is estimated to be one-third of fair market value. There is no precedent so the CSTB has offered to indicate a non-binding amount well before the renewal process starts in late 2025. It is incumbent on the Club preserve its cash until the indicative waiver fee is known. forward There are two popular club events scheduled in the near future. The first is in early October and is called “Steering the Course" and is jointly arranged by the Club and Sailability Hong Kong in support of a World Sailing initiative to help increase participation by women and girls in the sport of sailing.

The second is the 24 Hour Charity Dinghy Race on 22 – 23 October 2022. Planning for this is well underway and it is always a spectacular sporting and social event.
The general office refit is nearing completion. The aim of this refit is to provide a better experience for members and their guests visiting the office and for the staff working in the office. The layout is also being reconfigured to provide better use of the available space and we are installing an emergency exit.
Bathroom renovation
Garden Bar, Regatta Deck and Access Lift
Once the architects are appointed, we will involve members in the concept design process.
• Upgrading electrical transformers to meet the Club's electricity requirements.
• Improving access to the marina.
Boat rack walkways
HEBE8 JEBES SEP/OCT 2022 u REPORTS
• Improving the design of drainage and sewerage connections.
Work on modifications to the boat rack walkways is well underway. As you will have seen, to enable the work to be performed, member's boats are moved to provide access for our contractor and to prevent damage to boats. This work will be carried out in stages and is estimated to be finished by the first quarter of 2023.
Although not regularly reported, other projects which are ongoing include:
ROBERT QUINLIVAN Vice Commodore
One project that has taken a little longer than anticipated is the ground investigations work in the Garden Bar. This investigation involves drilling holes in the ground down to the bedrock and digging ’trial pits’ to assess ground conditions. This assessment will then be used in the design of the lift and Garden Bar. This work should be largely complete by the time of publication.
Work on the ladies bathroom and disabled toilet is complete and by all accounts the new facilities have been well-received. Work on the men's bathroom is underway and after the work is complete, the temporary toilets and changerooms will be moved to the boatyard to provide better facilities for staff.
• Analysis of the ground conditions in the marina to develop potential solutions to be able to withstand higher storm surges.
As I look back at the last Planning and Works Committee report in the July edition, I am pleased to say that our projects are continuing to progress broadly in line with the timelines previously indicated. My thanks to the Club's staff, particularly the projects and operations teams for all their efforts.
Moving forward, we are well into the process of appointing key vendors for the Regatta Deck project. Knight Frank have been appointed to assist with modifying our lease to accommodate the proposed height of the new structure plus some proposed ancillary works in relation to the location of our electricity transformers, a process which we anticipate will take 24 months subject to Lands Department's comment and District Lands Conference(DLC)'s Provisional basic terms offer (PBTO). Architects and Quantity Surveyors are also being vetted and appointments will be confirmed shortly.
To finish, some very important thanks: Firstly to Inge Strompf Jepsen, Julie Mackenzie and Chris Tidball for their extra efforts this past month on the Regatta Deck design process including the significant time spent screening and assessing potential vendors. This work is critical to the success of the Secondlyproject.thanks to Helmut Aberrar and David Lam who have recently stepped down from the PWC - I thank you for your contributions to the Committee over many years.

PAUL C. ARKWRIGHT General ManagerHEBE10 JEBES SEP/OCT 2022 u REPORTS
In keeping with our diverse membership, we’ve been putting on a diverse range of member events—sometimes all on the same day! Saturday 16 July, for example, saw a triple event at the Club with Summer Saturday Series out on the water (with Meals on Keels), Live Rugby on the big screen in the Garden Bar (with Burgers and Bangers fresh from the BBQ) and a private swanky dinner function in the Inner Restaurant (with an amazing spread laid on by Chef Dennis) all in addition to our usual Restaurant & Balcony covers. Well done team Hebe for pulling all of that off!
New menus on the way Chef Dennis who came on board in late June has been doing a phenomenal job in the kitchen and you’ll start to see some new dishes (and some old favourites back) on the menu. We’re gradually paring down the menu, while increasing the frequency with which we rotate items on there. This helps further reduce food wastage and allows you to enjoy seasonal items and more regular changes in offerings on the menu.
Well it’s been a hot couple of months, and plenty happening both on and off the water at Hebe. Here’s a little roundup… Hebe happenings
Why not treat yourself and your friends to a private banquet gathering in the Inner Restaurant, where we can accommodate up to 30 diners. Chef Dennis will sit down with you and design a tailor-made menu for you and your guests. Whether you have specific dishes in mind or want us to come up with something creative— Dennis is your man with a plan and a pan (well quite a few actually). Contact us fnb_mgr@hhyc.org.hk or call 2719 7916 for details.
Enjoy a day out on Hebe One We’re making booking Hebe One that bit easier with a new online booking system, that enables you to see what dates are available for hire and book it with a couple of clicks for parties on the water of up to 21 people. Check the availability of Hebe One and book your next trip today – simply scan the QR code.
Tailor-made private dinners

1. Wearing a mask at all times in the Club (unless seated in the dining areas consuming F&B).
4. Not gathering in groups of more than 4 anywhere in the Club, except in the designated Vaccine Bubble areas where we can seat up to 8 at a table.
People protection Works have commenced on the boat rack safety walkaways, which is why you will see a few more boats sitting on the hardstand rather than in the racks, as they are decanted off to allow the fitting of the new walkways to help keep our boatyard staff safe, while they tie down your boats in bad weather.
11 Wonderful washrooms
3. Using the Vaccine bubble LHSApp to scan in at the Restaurant & Balcony entrance together with a Vaccine check and temperature check.
Pest protection
We’ve also stepped up our back-of-house inspections and are conducting twice-daily random checks on the kitchen and food storage areas—to ensure all F&B staff adhere to our strict health and safety policies—giving you further peace of mind in everything served from our F&B outlets.
I’ll keep you posted with my periodic updates by email, and will continue to respond to all your questions and suggestions that you send in. Until then, enjoy yourselves on the water and come sample some of our scrummy new menu items when you get back ashore.
The female changing & assessable washroom are already in service and have been well received. The marbling on the floors is intentional and part of the non-slip design to help keep you safe even when it gets wet with batches of swimwear-clad mini sailors coming in and out. The male changing room renovation work started on 11 July and will hopefully be finished soon after you’ve read this. Guys your turn now to use the temporary washrooms in the car park.
Keeping everyone safe COVID protection
2. Using your LHSApp to scan in at the Club entrances together with a temperature check.
We can expect more of the same in terms of COVID regs. At the time of writing, on 26 July the Government had again extended existing social distancing regulations to 10 August. The Club continues to follow our COVID-prevention protocols, and as an extra precaution now also requires all students and instructors attending Sailing Centre and Sailability Courses to conduct daily RAT tests and show a negative result before coming on-site.
F&B protection
In the hot months, as well as the sun coming out, so too do the midges and mozzies. To help mitigate, we have installed new mosquito/sand-fly traps around the Club and stepped up pest-control measures club-wide.
I thank everyone for their continued patience in adhering to the regulations which we all have to follow and, in summary, still require:

The turnout on Saturday, 16 July 2022, for Races 4 & 5 of the Peroni Summer Saturday Series 2022 was, according to Race Officer (RO) Rob Allen, Sailing Centre Manager at the Hebe Haven Yacht Club, better than expected given the warm conditions.
First off at 1400 were the three IRC boats in a 14-knot gust. Arcturus+ approached the line at the pin end whilst H3O came in at speed from behind Hebe One. Taking a more cautious approach, RB brought up the rear. Amaze, Ichiban & Fei Chi approach the finish
The mark boats then did an excellent job in setting up the A3 Geometric ‘Gate‘ Course for Race 4 on an axis of 240 degrees heading towards the University. The outer A1 top mark for the IRC fleet was at 0.8 nautical miles and the inner A2 at 0.6 nautical miles for the HKPN Division and Dragon Class. No offsets were laid and everything was in place for the 1355 warning signal.

The third and final race of the HKSAR 25th Anniversary Sailing Cup was hosted by the Hebe Haven Yacht Club on 25 June 2022.
Initially, the Leisure and Cultural Services Department approached the Hong Kong Sailing Federation to seek its support in organising an event to celebrate the twenty-fifth anniversary of the return of Hong Kong to China. After consultation with the three major yacht clubs, the 25th Anniversary Sailing Cup was conceived, with each of the clubs organising an event. The Hong Kong Jockey Club was appointed the exclusive sponsor. The proposal raised some concerns as the clubs needed to adapt or amend their existing racing schedules. In the case of HHYC, the Mirs Bay Race, scheduled as Race 2 of the UK Sailmakers Typhoon Series 2022, was rescheduled as Race 5 on Sunday, 24 of July, and replaced by an island race more practical to accommodate both events, with everyone racing on the same course.

CHILDREN’S CANCER FOUNDATION
The Sunshine Crew is now ready for the HHYC 24 Hour Dinghy Race! CCF wishes this forthcoming event a tremendous success, and to raise money helping children suffering childhood cancer.
Another year, another challenge! Energized by the summer breeze, Children's Cancer Foundation (CCF) is excited to participate again in the 24-hour Charity Dinghy Race organised by Hebe Haven Yacht Club (HHYC). We must thank HHYC for their continued support to our Sunshine Crew by offering free Pico trainings and inviting them to various regattas last year. The experience was truly life-changing to our Sunshine crew members who acquired professional skills, developed sensitivity to weather conditions and demonstrated excellent teamwork. We could never forget how big the transformation our crew members had and how much their selfconfidence was enhanced. We are also pleased to be the major beneficiary of the charity race since 2002. Last year, with the contribution from HHYC, we have sponsored a 17-year-old patient, who suffered from left pelvic malignant bone tumour and underwent severe functional deficits. Despite facing financial difficulties, the family is now able to purchase an advanced amputee prosthesis. The contribution is a silver lining to the families we care, and that is what we feel the deepest gratitude for. This year, we are delighted to welcome four new members to join our Sunshine Crew team. Throughout the trainings provided by HHYC, the newbies have acquired not only professional skills, but also the courage to overcome obstacles ahead and the perseverance as they ride on waves. Let the sun shine upon our newbies and hope they can develop their potential to the fullest!

Looking ahead, 2022 funding will support more initiatives as we reach out further into our community offering sailing opportunities for those who are not covered by our existing programmes. We will also continue to recruit new sailors and undertake the preliminary training of those who wish to join our regional and international race teams. We are hoping for the reinstatement of sailing in the Paralympics in 2028 and we need to be ready. IDEAL (The Intellectually Disabled Education & Advocacy League) is a self-help group formed by the parents with disabled children some 30 years ago. We have now about 350 family members. We are a non-subvented NGO, and rely on donations and funding from charities to run our services. We are privileged to become one of the charity fund beneficiaries for the past few years.
Last year, we are delighted to receive the charity fund of HK$75,000. Your funding has helped us to move on with our regular trainings and activities to enhance our member families' living skills and integration into the community. Even during the COVID 19 lockdown periods when our members had to stay home from schools and training centres, we strived to deliver our training sessions via zoom to keep our members engaged. We will continue with our training projects into next year, and hopefully can develop more contingency plans to meet our member families’ needs. We are really grateful for HHYC’s generosity to help us to achieve.

A knife is a vital piece of safety kit for safety boat drivers, crew, cruiser and dinghy sailors and instructors. However, there are many knives available so it could be difficult to know what to look for.
Blade shape
Fixed-blade knives This type of knife is usually kept in a sheath and often used by divers. These are quite suitable to keep onboard. The knife should be stored in a known place that is easily accessible in case of emergency. However, it should be kept far away from children and in a dry location – which may prove challenging in a RIB! The Gill Safety knife is just one example of a knife that may be fixed in position or kept on your boat for emergency use.

There are various blade shapes fit for different purposes but for marine use, most safety knives should have a rounded or flat tip. This avoids puncturing equipment and guards against accidentally injuring yourself or another person. In rescue situations it may be that a sailor is trapped—they may be tangled in the ropes or need to cut their harness or clothing to free themselves. These types of knives can safely be placed close to the body without the risk of additional injury.

The folding personal knife Anyone involved with on-water activity at HHYC—be it, powerboat crew, instructors, or volunteers, should seriously consider having a personal safety knife that is always kept on their person. Even yacht sailors should consider such a knife as there are instances where people have fallen overboard, and the safety knife was on their boat. One incident in Europe involved a capsized RIB; the safety kit was in a locker inaccessible once that boat was upside down. A crew member became trapped after their lifejacket inflated and they were caught under the upturned boat. Luckily, on this occasion, another crew member had a safety knife on his person and was able to use it to free the trapped crew member. A more local example involved an experienced dinghy sailor at an HK club who slid under the toe-straps as the boat capsized and became wedged in the boat as it inverted. He had his own safety knife and easily cut the strap and freed himself without much difficulty. The Gerber, Spyderco and Palm knives are all highly recommended.
The “Gerber” E-Z Out Safety Knife is the number one recommendation and is also the safety knife recommended by the RYA. The Spyderco H-1 Atlantic Salt is a more expensive but highly recommended top-quality knife, the blade is made from non-rusting H-1 Steel. The Palm Folding Knife has been purchased by HHYC. It is of a similar design to the Gerber and Spyderco but slightly less costly.

Lubricating and protective oils such as three-in-one or even WD-40, can be used, although this can be quite messy so best to apply a small amount on a cloth. The best option is newer dry-film lubricants that bond to the blade’s surface. These can be bought quite cheaply as wipe-on cloths.
Knives come in many designs and multi-blade models provide a few extra useful functions.
Steel is a combination of iron and a small amount of carbon. For knives, an alloy is produced that includes various percentages of other materials that add certain properties to the knife blade. Quality blade manufacturers may blend over a dozen materials to provide specific qualities in their knives. Stainless steel contains a higher percentage of chromium which makes it more resistant to corrosion—the chromium oxide creates a barrier to oxygen and moisture, helping to reduce rust formation. Marine-grade stainless steel has the highest chromium content but is also the most expensive. Titanium is a lightweight metal that contains little or no iron and as such, it is almost completely resistant to saltwater corrosion.

Knife care
There is a particularly obvious risk associated with high-performance dinghies—often crew members will be wearing a harness with a hook. Such boats tend to have more ropes, more complex rigging and capsizes are often faster and potentially more serious. HHYC recommends that anyone sailing with a trapeze should always carry a safety knife with them. Instructors and parents should also always carry a personal safety knife, but we do not encourage younger children to have their own knives for obvious reasons. Over the past few years, there have been several incidents in Hong Kong where safety knives have been used successfully to prevent a more serious situation from developing. The danger is real, and we should all take the opportunity to reduce such risks.
Blade materials
Multi-blade knives
Of particular use to water users will be a shackle key and a marlin spike. However, the overriding consideration with a multi-blade knife must be ease of use and maintenance.
Design
The design of a knife is important. It should be very firmly closed so that under no circumstances can the blade be accidentally exposed. At the same time, it must be easy to open and ideally should have a mechanism that holds the blade open while in use to avoid any risk of injury. Any knife also needs a lanyard, so it is not easily lost though beware; a knife on a cord around your neck introduces a new and significant risk of becoming tangled. Ideally, the knife should be attached to your lifejacket—buoyancy aids with pockets are ideal. Of course, some larger yacht sailors may choose not always wear a lifejacket and, in that case, a knife with a cord and clip may be kept in your pocket and clipped to your belt.
Though, depending on the knife it may not be as sharp as a traditional steel blade. A new type of steel—H-1, is used by some manufacturers. This type of steel replaces carbon with nitrogen and is also very highly resistant to corrosion. Teflon is sometimes used as a blade coating and is effective in reducing corrosion but can be scratched off in use.
A Swiss Army type multi-blade knife is not suitable for a marine environment. Too many blades may be difficult to maintain and not easy to operate in difficult conditions.
No matter the design or material, any safety knife needs appropriate care to prevent corrosion or deterioration. The golden rule is to wash your knife in fresh water and completely dry it after it has become wet; salt water will attack even the highest quality blade. Knives kept aboard or in lifejacket pockets need to be checked and cleaned regularly.

The first Flamborough Head Lighthouse was built is 1674 by Sir John Clayton and was made from with the milky white chalk of the cliffs on which it still stands. Believed to be one of the tallest chalk buildings in the world, the tower was an early form of maritime communication that pre-dated lighthouses and acted as a flag signalling station to relay messages from ports to inland settlements regarding the arrivals of ships and valuable cargo.

Situated on the east coast of the United Kingdom stands a lighthouse whose history stretches all the way back to the 1600s. The headland from which the lighthouse takes its name extends several miles into the North Sea and features spectacular sheer white-chalk cliffs that rise up to 120 metres high. The cliffs provide nesting sites for many thousands of seabirds and are of international significance for their geology.

In 1806, the present lighthouse—designed by Samuel Wyatt, was first lit and is still in use today. Back then, it had a distinctive light characteristic of two white flashes followed by a red flash which was a result of the lighting apparatus provided by optics specialist George Robinson. It consisted of a revolving vertical shaft with a three-sided frame on which were mounted 21 argand lamps, seven on each side, with parabolic reflectors. On one of the three sides the reflectors were covered with red glass which was the first recorded use of red glass in a lighthouse and represented the first use of the colour as part of a light characteristic. The lighthouse became the first lighthouse of Trinity House to use paraffin in 1872 which was only recently introduced as a lighthouse illuminant. Along with the new lamp, a new revolving optic was designed to maintain the lighthouse’s signature light characteristic with a faster revolution of 30 seconds between flashes. This was quickened once again to every 15 seconds in 1907. In 1925, the lantern was made taller by 2.5 meters to accommodate a new 15-foot lens. The new lens is a large (first-order) revolving catadioptric optic made up of four asymmetrical panels and now only displays four white flashes every 15 seconds. Following automation, the last lighthouse keepers left in 1996 but the lighthouse remains operational to this day. With a range of 24 nmi, it is a safe beacon for any vessel that is navigating the raging tidal conditions of the North Sea. The Flamborough Head Lighthouse can be visited during seasonal tours and is now a Grade II listed building. Set amidst spectacular cliffs pockmarked with sea caves, sea arches and columns, the headland is a romantic and dramatic backdrop that is set to welcome intrepid mariners, nature lovers and romantics.

Though ultimately a fire was never lit atop the chalk tower, the building found other uses including as a signalling station for the Royal Navy and a wire station in the 19th century. Despite this, the tower’s presence was enough to deter smugglers and its looming presence was used to monitor disputes between local fishermen.

The Hebe Dragons Laser team has been expanded and we now have 8 sailors again. Most of us are doing some sailing over the Summer, joining the Hebe Dragons Dad team in the J/80 racing on Jelik 7 (Zac and Sanibel), Stella has done a clinic on Lake Garda and Ella has been busy with her AI work as well as getting her RYA power boat license.
We started in Northern Germany (Warnemunde) with some very windy conditions and big waves on the Baltic Sea. This was great practice and a test of our sailing skills. We trained for three days before the Europacup regatta started, but we did not get much racing in because three of the four days were canceled due to over 35 knots of predicted wind gusts. We sailed for one day, three races in very windy and wavy conditions.

We then moved on to the UK to Hayling Island, famous for its very strong current and 3m tide difference. It was also a challenge to get to the UK with Heathrow cancelling our flights. Hayling Island Sailing Club played host to this year's UK Nationals for the ILCA 4,6 and 7. We trained for three days, I really enjoyed learning about the current: sailing in wind against tide conditions was new for us and it creates short and sharp waves. The beach launches from the soft sandy beaches were also interesting as you need quite some power to pull your Laser through the sand. There are always changing sandbars at the entrance which we had to watch out for—we got stuck on the first day between sandbars, we were boxed in and we had to lift our daggerboards and rudders and try to walk over the sandbank with a very strong current. The regatta took five days where each day had two races, except one day we could not race because of very light wind so the next day we completed four races. Peter finished 2nd overall in the ILCA 4 Open U16 and 5th overall. I came in 33rd and Daniel in 42nd. Tommy in the ILCA6 finished 7th in the Silver fleet. We also saw Richard Tsui again, a former Hebe sailor who moved to the UK and he finished 48th in the ILCA 6. The other alumni Hebe Dragon we met was Lumiere who sailed in the ILCA 6 as well.
Let's not forget I had a seal popping up next to my boat whilst sailing back to the club, how amazing was that! We are now taking two weeks of rest before Peter, Daniel, and I will travel to Portugal to Vilamoura to compete in the Youth Worlds for ILCA 4. Interestingly, our coach is driving a van with two Lasers on the roof and a big trailer behind with 6 lasers and a rib. He drove from Germany to the UK and the boats are now travelling via Marseille in France to Vilamoura. We loaded and unloaded the boats which was a new experience for us as well and luckily all our sailing gear (sails, tillers, clothes) can travel with the van as well since there are some luggage handling issues in Europe and some sailors already lost their luggage We are all looking forward to coming back to Hebe after the Summer for the great fried rice and Nasi Goreng which we really miss but also to share our experiences with the current Hebe Dragon Laser Sailors. It was great to see Richard and Lumi again and get to hang out, sail, and eat with them.

YOUTH SAILING CAMPS 2022 青少年航海夏令營 HEBE46 JEBES SEP/OCT 2022 u SAILING CENTRE
The idea of sailing camps for youngsters at Hebe Haven Yacht Club goes back almost 20 years when sailing manager, Rob Allen, came up with a programme, formalized in 2004, which attracted between 20 and 25 young sailors. Held annually from then on, the camps proved popular and grew rapidly in size.
Numbers of participants reached as high as 120 and their ages extended from six to 15. But, as Allen points out, the club did not have the instructors and support staff to handle the variety of courses on offer and today participation has been stabilized at around 80 young sailors per camp. This 30% cut has also allowed for improvements to the courses provided by the club’s Sailing Centre, and more individual attention where needed.
The camps encompass more than sailing and take in paddle boarding, kayaking, beach games and even basketball – hence the term ‘multi activity week’. This can mean “as many as 30 kids on shore engaged in physical activities that go towards promoting a healthy outdoor lifestyle and, as you would expect, contribute to character building.” Snorkeling is also included in the camp itinerary and is conducted from the club’s catamaran, Hebe One, in Rocky Harbour. “All these activities go towards feeding the principles of a summer camp,” says Allen.

The Covid restrictions over the past two and a half years have affected dinghy sailing and the summer camps. The Hebe Dragons have lost more than 30% of their members but, on a positive note, a lot more is being done to attract new recruits. “This has spurred the Sailing Centre into action and that’s why our Sailing for Schools and school holiday camps are so important. We are already seeing results,” says Allen. “The catchment area is all Hong Kong. We’ve even had a group of 150 students from Discovery Bay!”
At the time of writing, Okoth and eight Hebe Dragons were heading off to Singapore, despite quarantine requirements on their return, to take part in two regattas and a sailing camp.
“The Sailing Centre has between 20 and 25 instructors / assistant instructors providing weekly assistance, all qualified either through us – some 80% – or the Hong Kong Sailing Federation. I’m very proud of our achievements in both the competitive and recreational aspects of what we do and praise must also go to club staff, Nigel Slattery and Lily Mae Reid. They make sure it all happens,” says Allen. “Not forgetting the huge support from our Rear Commodores, Harvey Jessop and Bridget Chan.

Over the past two decades, the club has sensibly invested money in the Sailing Centre as it represents the future of the club’s core interest – sailing. It has paid off. The centre, under the strength and guidance of Rob Allen, now employs nine full-time staff and an amazing 50 part-timers. A crack team of youngsters – the Hebe Dragons – does the club proud at national and international dinghy racing events.

There are currently nine weeks of summer camps, with more than 720 young sailors taking part. Incidentally, Sailability, which is home-based in the club and provides instruction and support for disabled sailors, “has its own programmes running through the week alongside ours,” says Allen.
Head Race Coach Alfred Okoth recently took a team of six Hebe Dragon sailors to compete in the UK Laser Nationals at Hayling Island on the south coast of England. One of the sailors, 14-year-old Peter Jessop, scored an impressive 5th place out of a field of 48.
“Of the 80 kids that join the weekly camps, some 30% are members and 70% who are non-members. I would say, 20 to 30 of them come back and join the club as cadet members. This is very encouraging not only for us, but also for sailing in Hong Kong. Sailability’s participation figure can be between 50 and 60 sailors.” Dinghies used during the weekly camps include Optimists, Lasers, Quests and Pico’s. As an aside, Allen says the club now has 82 dinghies and six J/80s, all used regularly. For back-up and support, there are 11 safety boats and the multi-purpose, 43-foot catamaran, Hebe One.

For the week starting 25 July, the Hebe Dragons will start training with around 10 sailors from the National Sailing Centre and will also compete in Changi Sailing Club’s monthly regatta on Sunday, 31 July. We are expecting around 40 sailors in this upcoming regatta.
Saturday evening was the opening ceremony dinner where coaches, sailors, parents and organizers alike got to meet and mingle. Whilst learning was the primary objective for this training and regatta series, all of us welcomed this precious opportunity to meet new faces and catch up with old friends who share a passion in sailing.

For the last leg of this trip, we will continue our training series at the National Sailing Center and finish it up with another weekend regatta there.
During the finals, Katie and Decimus competed in six races with 13 other finalists in the Silver Fleet. The wind condition was generally light on the second day with scorching sun and a heavy downpour during midday. Decimus delivered consistency in his performance and finished first overall. He was thrilled to receive a medal from his first ever overseas regatta.
Our first regatta was the Republic of Singapore Optimist Knockout Championship. There were over 70 sailors registered under the Gold Fleet and over 60 participants under the Silver Fleet. Cyrus Yung was competing in the Gold Fleet whilst Katie Lai, Jaime Rougat and Decimus Chan were competing in the Silver Fleet.
Regardless of whether the Hebe Dragons would win a medal or not in these regattas, we strongly believe that every sailor will benefit and cherish this memorable experience and precious friendship built during this journey.
The format was quite unique to Singapore regattas so it was a new experience for the Hebe Dragons. On the first day all sailors were split into subgroups and only Top 2 and 3 from each subgroup in Gold and Silver Fleet, respectively, would enter into the finals on the following day. There was also a repecharge for those who did not do as well on the first day to get a last shot at re- entering into the finals. Katie Lai and Decimus Chan both worked hard and finished number 1 in their respective subgroup on the first day and entered straight into the finals for Sunday.
This summer, our head coach Alfred Okoth organized a series of trainings and regattas for Hebe Dragons to gain new sailing experience in Singapore.

Senior Sailing Graduation With the restart of sailing in May we also saw the continuation of training and the graduations of an additional two groups of seniors who joined our 2021/2022 programme sponsored by The Hong Kong Club Foundation. They started their training in 2021 and have now finally completed their five days. This included on the water, on shore and disability awareness training, as they learnt how best to support our sailors of all abilities on and off the water. They are now looking forward to joining us as volunteers. A huge thank you to The Hong Kong Club Foundation for making this programme possible and for their continued support of a new programme in 2022/2023. This new programme includes different elements of sailing and caters for those who can help us with on shore sailor support /maintenance and much more.
What a mix of weather we have seen during the past two months and our sailors and volunteers, old and young, have been at HHYC rain or shine!! They were tying down boats ready for the typhoon and putting everything back and ready for use, sailing, volunteering with other groups and/or assisting with our never-ending maintenance. A huge thank you to everyone – you make a difference.

Sailability has a new flagship called Mo Han, thanks to a donation by the Li Ka Shing Foundation. Mo Han means “no limits” in Chinese. Mo Han has been designed as a therapeutic platform for people with disabilities, to be used not only for sailing but for whole person development. With the acquisition of Mo Han, the beneficiaries of Sailability’s programmes will develop team working and big boat handling skills in a way that was previously not possible.
The 40-foot Solaris cruiser is equipped with three cabins, six berths, and can hold up to 14 passengers and crew. She has a deck which can accommodate wheelchair access from the stern and will include several layout and sail handling modifications to allow efficient operation by sailors with disabilities and other people on Sailability’s programmes.
Built in Aquileia, Italy, and transported to Hong Kong on the Beluga Ace vehicle carrier, Mo Han arrived in Hong Kong on 1 July 2022. After fitting out at the Royal Hong Kong Yacht Club boatyard she sailed into Hebe Haven on Saturday 23 July.
Gavin Menzies, a retired British Royal Navy admiral and a part-time historian, began his studies on Zheng He's unbelievable voyages in 1990. He announced his findings in 2003 to the world in his book, 1421 – The Year China Discovered the World. The book sent shock waves through the world's history arena as Menzies believed that Zheng He discovered Australia 350 years ahead of Captain James Cook; that he discovered America 70 years before Columbus; and that the Chinese completed the round-the-world navigation 60 years ahead of Magellan. This was indeed a significant breakthrough in the studies of Zheng He's voyages. Regardless of whether Menzies's theory could be fully proven, it has long been recognised by the world that the seven epic voyages of Zheng He were a glorious chapter in the world's navigation history.
HE'S VOYAGES TO XIYANG
ZHENGREVIEW
Zheng He, an outstanding navigator and diplomat in ancient China's Ming Dynasty, made seven successive voyages to Xiyang over a period of about 30 years. Leading an enormous fleet of over 200 vessels and a staff of 27,000 men, the great navigator sailed extensively in the vast West Pacific Ocean and the Indian Ocean, visiting over 30 countries in Asia and Africa, and carrying out diplomatic, cultural and trade activities. They were warmly received by the peoples of the various countries visited. Zheng He had made a remarkable contribution to the historical development of friendly relations between China and other countries in the world.
Zheng He is highly respected as a pioneer in the great navigation era of centuries past and as a model for China's integration with the rest of the world.

In this pictorial series in English and Chinese, this is the story of Zheng He, navigator, and diplomat in China’s Ming Dynasty, who made seven successive voyages to Xiyang over a period of about 30 years. Research in recent years has suggested that Zheng He’s voyages may have preceded those of other explorers such as James Cook, Magellan, and Columbus, sending shock waves through the world history arena. What cannot be argued is that the epic voyages of Zheng He, presented here in illustration and with 32 colour images, are an important chapter in world navigation history.

Steering the Course – the global women’s sailing festival Last year was the first time of our Club partnered with Sailability Hong Kong to support this World Sailing initiative to help increase participation by women and girls in the sport of sailing. Last year’s event, chaired by Juliet Ashton, saw the 10day festival integrated with our ever-popular HHYC Open Dinghy Regatta in addition to a variety of activities including dinghy, kayak and paddleboard taster sessions; trips on a cruising catamaran; seminars and an inter-club ladies/girls regatta.
HEBE58 JEBES SEP/OCT 2022 u CLUB UPDATE
Going into September and October, our Club will play host to several big sailing events: the Steering the Course – the global women’s sailing festival, Hong Kong Match Racing Nationals, Port Shelter Regatta and the 24 Hour Charity Dinghy Race.
This year marks the 25th Anniversary of the Establishment of the HKSAR. Under the facilitation of the Hong Kong Sailing Federation (HKSF), the HKSAR 25 Anniversary Sailing Cup, hosted by the three main Yacht Clubs in Hong Kong, successfully concluded at the end of June. This event attracted more than 140 entries exceeding our goal of 100, with an average of 73 sailboats showing up in each race over three consecutive weekends. On the last race day which was hosted by our Club—and was incorporated with our Typhoon Series Race 2—we had 92 boats turn out at the starting line. This is an all-time high for our Club! For this race, in consideration of boats of different racing experience, we have specially designed a safe and scenic course by sending the boats sailing around the Ninepin Islands, then back to Bluff Island and finishing at Little Palm Beach. This course was generally appreciated by most of participants. We had teams excited to tell us they did not expect to finish this course. The pre-race shore celebration and the race itself was made possible by mobilising many staff and volunteers to get involved—a huge thanks to them for all their efforts in making it happen.
Due to Hong Kong’s strict quarantine policies and a recent wave of migration, there was a sharp drop in participants in this year’s Summer Saturday Series and Typhoon Series by nearly a quarter compared to last year. It appears this is not just our Club that has encountered this phenomenon. The participation of Nations Cup held by RHKYC in April also dropped from 94 boats last year to 59 boats this year, a drop of 37%! Of course, it was not ruled out that bad weather also affected the participation. But in general we are all facing the problem of losing sailors in Hong Kong.
This summer is much hotter than usual. Despite the impact of the COVID prevention and control measures, our Sailing Centre is still as busy as always in July and August. We have summer camps every week and yacht racing every weekend.
This year the festival will run from September 30 to 9 October. Hong Kong Match Racing Nationals (October 1, 2 and 4) and Port Shelter Regatta (October 8 and 9) will also be integrated into this festival. The main day Steering the Course – the global women’s sailing festival on Wednesday, October 5, will include running a race management training, organising a mini J/80 race, and sailing on Sailability Hong Kong’s brand new 40 Solaris keelboat Mo Han.
Ladies, girls, men and boys don’t miss this!

We officially opened the new site for the Marine Office, which will provide a modern spacious work environment for staff and members. The new office is also next to a new meeting room—for the different subcommittees and members who wish to book them for different training sessions, protest hearing and other functions. The new Terex crane arrived, has been commissioned and is now in service for members. As part of our facilities upgrade for the boat racks, we may have to temporarily relocate some members’ vessels between August and December 2022 during the construction phase. We are also coordinating between departments to help optimise the berthing of vessels across the Club.

Curbing speeding in Shelter Cove Many of us have experience the, at best annoying, and at worst downright dangerous wakes that violently rock keelboats as a speeding vessel passes by. To help curb the increasing number of speeding vessels in Shelter Cove, the Club has take several mitigation measures: 1. Reported the issue to the Marine Police who have escalated this to senior management and are stepping up the number of speeding patrols and enforcement measures against errant skippers. 2. Setting up a no wake zone around the pontoons. 3. Increasing no speeding signage both on and off the water. 4. Implementing a 3 knot maximum speed limit around the South dock. We will continue to do all we can to help kill boat speed around the Club and its mooring areas.
