2.4.4 Needs Index Standard: A needs index for determining priorities for development of services within the community should be established within the comprehensive plan.
Commentary: As referenced in 2.4.2 above, Hillsborough County has recently completed a Needs Assessment Survey of current park and program customers. The survey was made available through web link to Survey Monkey to all participants with email addresses. A link was also provided on the PRC website. The survey closed on March 1, 2014, and results are being analyzed.
The Statewide Comprehensive Outdoor Recreation Plan also includes a needs assessment based on regions of the state. Results of this survey are also taken into consideration when planning new or improving existing facilities. Reference to the need of conducting a community needs index survey is included in the Comprehensive Plan update.
