This year marks the 80th anniversary of the Home Builders Association of Greater Kansas City (KCHBA) and the 70th anniversary of the Fall Parade of Homes in Kansas City — it also marks the introduction of some new and exciting changes to the Parade of Homes. For the first time, the KCHBA is partnering with Harvesters during the Fall Parade. One in seven people is food insecure in Harvesters’ 26-county service area. Kansas City home builders want to reduce that number by providing 35,000 meals — but we need your help. From now until the end of the Fall Parade the KCHBA will accept non-perishable food items at its headquarters at I-435 and Holmes, as well as monetary donations virtually through the website, kcparadeofhomes. com. In Wake of Harvey, NAHB Urges Action on Lumber Supply NAHB Chair Granger MacDonald issued the following statement on Hurricane Harvey and its potential effects on lumber prices as Gulf Coast residents prepare to rebuild after the catastrophic storm. “Our thoughts and prayers are with the people of my great state of Texas and our friends in Louisiana as they suffer through the extreme flooding and other damage caused by Hurricane Harvey. Yet even as they cope with the immediate effects of the disaster, many are already looking to the future and the long rebuilding process ahead.

“In the aftermath of the devastating storm, demand for softwood lumber is expected to increase dramatically as home builders and remodelers repair and replace housing in Houston and across Texas. This crisis makes it more important than ever that the United States quickly achieve a lasting trade agreement regarding U.S. imports of

Canadian softwood lumber. “NAHB applauds Commerce Secretary Wilbur Ross’ decision to postpone application of duties on Canadian softwood lumber. The delay will give the parties time to seek a negotiated solution. This is important because tariffs — basically just a tax on consumers — will be felt most harshly by families trying to rebuild. And lumber prices will rise even more as flooding in Texas and Louisiana constrains timber harvests there. “We need a more permanent solution. That is why we’re calling on Interior Secretary Ryan Zinke and Agriculture Secretary Sonny Perdue to work collaboratively to open more public lands for domestic timber production. This is the most straightforward way to diminish reliance on imported lumber and to meet demand as Texas and Louisiana look to rebuild.” NAHBNow, 8/30/17

Miami County and Paola building officials with George Schluter and HBA staff

Miami County to Stay on 2006 Code Cycle The HBA recently met with various building officials from Miami County, Paola, Osawatomie, Louisburg, and Spring Hill to discuss building codes. Miami County currently operates under the 2006 IRC and was considering the possibility of updating to the 2012 code. The building officials stated that the most common response they hear from builders when they learn about the county’s 2006 code is “thank you.” It is widely considered a fair, safe, and workable code that provides more flexibility and is less costly to build than newer code cycles. There are significant cost increases from the 2006 to the 2009 to the 2012 codes, largely due to certain energy related items. The officials commented that if they were to adopt an updated code, it would likely need to be amended back down to more reasonable regulations. It was also noted that most builders working in Miami County will already be designing and building homes that meet 2012 standards or even exceed them. Inspectors and plan reviewers stressed that they will absolutely accept plans built to the higher standards of the newer codes without any additional work from the builder. When discussing whether to update to

a newer code cycle, HBA Board member and codes expert George Schluter advised the building officials to only adopt what they truly plan to follow and can enforce. The consensus was that all the municipalities in Miami County will continue working with the 2006 code. However, they may look at adopting a few life safety sections of the updated codes - items such as lumber spans and carbon monoxide measures. Thank you to the Miami County Economic Development Council for inviting the HBA to be part of this conversation. Most municipalities in the Kansas City metro area will be working to adopt the 2018 IRC when it is published this fall.

The goal of the Council is to form a unified coalition that can work with various cities and utility companies to protect the interests of the development community and promote further growth. They discussed the need to be more proactive in forming relationships with these groups

instead of reactive to proposals after the fact. They also discussed current development issues, largely in Johnson County and Kansas City, Missouri. In fact, the Council has already created two subcommittees, one focused on Missouri and the other dedicated to Kansas. In this way, developers can work together on issues relevant to their side of the state line and maximize their effectiveness as a community.

New Silica Rules Go Into Effect Sept. 23 NAHB is advising its members to be prepared as enforcement for the silica rule in construction is currently scheduled to begin on Sept. 23. The rule was originally scheduled to go into effect for the construction sector on June 23, but OSHA issued a 90-day delay. Some state-run OSHA programs, such as Virginia, have chosen not to follow OSHA’s delay of enforcement and

began implementing the new standard in their state plans. State-run OSHA programs have six months to adopt the federal rule or develop one that is equally effective. NAHB’s legal challenge on the silica rule is still pending. The case is scheduled to be argued before the court on Sept. 26. NAHBNow, 8/24/17

Stephens emphasized, however, that the main area ripe for home builders is Twin Creeks, which is a 15,000-acre area that straddles Platte and Clay counties between Interstate 29 and Highway 169. Twin Creeks is expected to draw 75,000 people over the next 20 years. Hunt Midwest has already platted 500 homes in this community.

Stephens also provided an update on the KCI corridor. She said Kansas City needs a new terminal – not a new airport, but a new terminal. “When KCI was built in 1972, 3.8 million people went through it in a year. In 2016, 11 million passengers passed through KCI. There is not enough room, especially given the expanded security mandates.” Stephens also noted the new terminal would create thousands of new jobs.

Besides the airport improvement project, Stephens noted that adjacent to KCI on

the west side of I-29, CVS Pharmacy is building a 726 square foot distribution center, which will provide 360 jobs and will be open sometime next year. Additionally, she mentioned that several empty buildings in this area have also been bought or leased recently, including Equity Plaza, the Ambassador I and II buildings and the former Lifetouch building. Stephens concluded her presentation by noting that Platte County’s population is nearly 100,000 right now and is expected to increase to 150,000 in the next 10 to 20 years. Harvesters was the featured community spotlight at the area council and Mike Svetlic spoke to the group about its partnership with the Parade of Homes with the goal of raising 35,000 meals between now and the end of the Fall Parade. NAHB Reports that New Single Family Homes are Getting Smaller Bigger isn’t always better. In fact, when it comes to the average and median size of new homes, a smaller size could mean a larger number of sales. The reason is simple: Following the recession, buyers of large, higher-end homes made up a greater proportion of the housing market. But in recent years, demand for smaller, entry-level homes has increased as the economy strengthens. Between 2009 and 2015, the median square footage of a new single-family home grew from 2,135 to 2,467. But

over the last two years, it’s gradually decreased to 2,388 square feet. NAHB Chief Economist Robert Dietz noted in a recent Eye on Housing post that this rise and fall in home size is consistent with historical patterns in the wake of a recession. “The recent declines in size indicate that this part of the cycle has ended, and size will trend lower as builders add more entry-level homes into inventory,” Dietz wrote. “Affordable (quality) housing is a key component to a stabilized and prosperous society,” according to Richard Holtcamp, first vice president of commercial real estate construction at Bank of Blue Valley and a platinum sponsor of the HBA. “Historically, our country’s percentage of homeownership (specifically since WWll) has ranked among the highest in the world. And whether or not you like where we’ve ended up today as a society, look at the economic machine that we’ve become! Whether we trend with, or away from homeownership, demand for affordable and decent housing itself will continue to be desirous in our society and help to sustain the industry,” said Holtcamp. Holtcamp noted, however, that he is concerned about the availability of both general and skilled labor to keep the machine running; and a term that has started being thrown around more and more over the past few months with regard to new homes — “sticker shock.” Banking and Building

“I’m currently serving my fourth year on the Board of Directors and have enjoyed the ability to both network and dive into some of the deeper issues concerning the local HBA and the industry,” said Holtcamp. “Our existing board has a tremendous amount of knowledge and hands-on experience at its disposal.” Holtcamp believes his involvement with the HBA has strengthened his connections with both individuals and resources to stay in tune with what is going on in the marketplace. “Working daily with a number of local builders and hearing their concerns and challenges, contacts that I’ve developed through the association can often be a means to bring those concerns to the forefront.” As the market has recovered from the recession, a number of area municipalities have experienced their own stresses and strains from reduced staffing and/ or the skilled resources to fill positions in the inspection and permitting offices, according to Holtcamp. “The HBA attempts to be proactive in communicating with the various municipalities and acting on behalf of its membership. Year-To-Date Home Building Reports a 10% Increase Over 2016 New residential permit activity in the Kansas City region leveled off during July bringing the year-to-date total to a 10 percent increase, compared to the same period in 2016. Local cities and counties issued 512 permits for new single-family units, resulting in a year-to-date total of 3,647 according to the Home Builders Association of Greater Kansas City’s monthly Residential Building Permit Statistics report. Multi-family construction reports 1,185 units permitted so far in 2017, compared to 2,409 at this time last year. “The Home Builders Association of Greater Kansas City marked its 80th anniversary with a celebration on Aug. 29,” said HBA Executive Vice President Josh Clark. “Local home builders are proud to have built the communities that area residents call home and look forward to a bright future as the region continues to grow.” Three counties – Jackson, Johnson and Wyandotte – account for most of the growth in permits during 2017. Lee’s Summit has permitted 118 more single family homes during 2017 than in 2016 and the unified government of KCKS/ Wyandotte County has issued 93 more permits. The cities of Shawnee and Spring Hill in Johnson County have increased by a total of 59 permits. The total number of permits issued within Clay county has remained relatively unchanged from 2016 with the decrease in Kansas City (72 fewer permits) offset by increases in Smithville, Liberty and Kearney.

A Look Back at 70 years of the Fall Parade of Homes This September marks the 70th year the Home Builders Association of Greater Kansas City has held the Fall Parade of Homes. In the early days of the association, the event was known as the Home Week Tour and, in 1949, the entry fee was $10. Builders could also purchase signs to use at their homes. National Home Week was promoted through various outlets. For instance, in 1952, the committee arranged for advertising in the Star and other local papers, streetcar and bus signs, window and truck banners, guide folders distributed through Chamber of Commerce meetings, public service announcements on radio and television, and pennants at each home. The cost for this media blitz? -- $3,905. Beginning with the 1955 Parade, the KCHBA produced a guidebook for distribution to consumers. This first book, with 108 entries, included renderings

and floorplans, detailed descriptions and advertising from association members. The preface to the guidebook states: “This book has been designed not to last just a day or a week but for as long as your interest in homes and the finer things in life stays fresh. No doubt, after you have made the Tour, you will find yourself again and again referring to the homes and plans pictured herein. Perhaps you can adapt an idea from one home and combine it with the features of another to truly bring your dream home to life.” These words are still true today as HBA staff often hears from consumers who collect the parade guides and contact a builder years after a particular tour to request the home he entered into that parade.
