I

n this year’s Primary Election, Della Au Belatti is shifting gears and running for Lieutenant Governor after nearly 20 years of representing her district and community in the Hawaii State House.

As the second highest-executive position in Hawaii, the Lt. Governor supports the administration’s goals, policies, and overall functions of the state. Moreover, the position serves as the bridge to the legislative branch and manages intergovernmental relations. As the second in command, the Lt. Governor becomes the Acting Governor in case the Governor is out of state or incapacitated.

In her 20-years of legislative service, Bellati has championed Hawaii’s people by providing health care, more opportunities, and lower costs through good governance.

She was a Health Committee Chair and House Majority Leader, where she led efforts to pass legislation protecting reproductive health care, strengthening Hawaii’s mental health care services, and

helping Hawaii navigate through the difficulties of the COVID-19 pandemic. She also served as Chair of the House Committee on Public Safety.

“I want to enact change through sound policies and programs that get to the heart of these challenging issues that we have had to endure for so long,” Bellati said.

“As a legislator, I helped bring the community together to champion laws to break down those barriers to provide health equity for all Hawai‘i’s people. I helped to orchestrate landlord-tenant mediation, drawing down federal funds and inviting our state’s judiciary branch to the table to find amicable solutions. People were able to remain in their homes instead of being tossed onto the streets.”

Belatti also served as co-convenor of the Good Government Caucus where they championed government transparency through finance transparency, election integrity, and government accountability.

“I believe change starts with leaders who are willing to listen to people, understand the challenges, and have the track record, tenacity, and consensus-building capabilities to truly make Hawai‘i the Aloha State,” Belatti stated.

Hawaii’s Future Depends on Capable Leaders with Integrity, and By Supporting the Filipino American community doesn’t just stop at Voters Making Informed Decisions voting for Filipino American leaders. As residents and voters, we also

awaii’s August 8 Primary Election is a defining moment for voters to decide what kind of leadership they want guiding the state through the next years. It sounds cliché and evident, but what matters and why it’s worth mentioning is voter turnout could make the difference each election cycle.

At the center of this election are the races for Governor and Lieutenant Governor -- offices that carry enormous responsibility and influence. These leaders will help determine how the state responds to urgent challenges, from affordable housing and healthcare to economic stability, inflation and emergency preparedness Voters should treat these races with the seriousness they deserve. The voting process is not just abstract – the ballots residents’ cast – but it has real-life consequences and often dollar values in the ways of policies.

From surveying and talking with members in the Filipino community, there is a majority opinion that we need leaders who are not afraid to challenge the status quo. We need leaders who take accountability for the promises they’ve made during the campaign season. We need leaders who have a clear vision and plan.

Hawaii cannot fully meet the needs of its diverse population without leadership that reflects the communities it serves. That is why greater Filipino representation in public office is necessary. Filipino leaders bring lived experience and cultural understanding. Their presence in government can help bridge gaps and support programs that serve not only Filipino residents, but all of Hawaii’s people. Filipinos’ presence in government spurs civic engagement, especially when Filipinos see that their government representatives look and talk like them, elevating a level of mutual comfort and confidence.

The public deserves leaders who possess uncompromising integrity and the courage to make difficult decisions without giving in to pressure from well-funded political action groups.

Just as important, elected officials must be capable and empathetic, grounded in good moral character, and committed to serving the people rather than themselves or donors. In the end, democracy depends not only on who wins office, but on whether those chosen to lead are worthy of the public’s trust.

In the past six years alone, Hawaii has had to navigate several crises, including the COVID-19 pandemic, the 2023 Maui wildfires, and the impacts of the Kona Low earlier this year, amid rising costs of fuel and goods due to the Middle East conflict.

Hawaii lawmakers had to respond to these emergencies with policies, funds, and programs to support the community. Crisis management is one of the important skills we need to look for in candidates. Crisis management is not just about responding to emergencies, it’s about creating preventative plans to crises, or when they do happen, that these plans and programs are in place to rebuild affected communities as soon as possible.

Our supplement issue cover story highlights the Filipino American candidates running for office with their backgrounds and platforms. The first duty of a responsible voter is to be informed. As the primary approaches, residents are encouraged to study the candidates and examine their records.

A vote should not be cast out of habit for a particular political party or name recognition, but with careful thought about who is prepared to serve with integrity and purpose. Vote for your community, the state of Hawaii, but above all, vote for your future.

Candidate responses were edited for space and clarity. This cover story is for informational use and not an endorsement by the Hawaii Filipino Chronicle.

n this year’s Primary Election, several Filipino-Americans are running for re-election in their respective positions. Both newcomers and experienced politicians are aiming to represent their local districts in the State House, State Senate, and even the U.S. Senate.

Familiar names such as State Senators Joy San Buenaventura (State Senate, D-2), Donna Mercado Kim (State Senate, D-14), and Rachele Lamosao (State House, D-19) are running for re-election this year.

In the State House, we have candidates on the ballot also seeking re-election to extend their terms, such as Greggor Ilagan (State House, D-4), Shirley Ann Templo (State House, D-30), Daisy Hartsfield (State House, D-36), Trish La Chica (State House, D-37), Diamond Garcia (State House D-42), and Darius Kila (State House, D-44).

Newcomers worth noting are Eric Caceres Barsatan (State House, D-36), Trysten Fernandes Caberto (Kauai City Council),

Lynn Vasquez (State Senate, D-13), and Amanda Domingo Ybanez (State House, D-30). Two newcomers eyeing State House, D-39 are Loren Keola Doctolero in the Democratic primary and Danny Degracia in the Republican primary.

The majority of the candidates are running for re-election in their respective seats.

With major concerns such as Hawaii’s rising costs of living, accessible healthcare, job opportunities, affordable housing, traffic congestion, and more, Filipino-American candidates in the upcoming primaries are focused on offering solutions to improve Hawaii’s quality of life.

To guide voters in the Filipino community, Hawaii Filipino Chronicle reached out to Filipino American candidates running in this Primary Election to share their backgrounds and platforms.

I have been a committee clerk and legislative analyst at the House of Representatives, a program specialist at the Hawaii Department of Health, and a former columnist for Honolulu Civil Beat. both a judicial clerk in Hawaiʻi’s Fifth Circuit Drug Court and a funeral director on Kauaʻi. Working with grieving families during some of the most difficult moments of their lives taught me the importance of treating every person with dignity and respect.

PLATFORM: I propose a principle-based approach to local government grounded in one central idea: community over commodity. I support lowering property taxes for owner-occupied homes while increasing rates for hotels, vacation rentals, and non-owner-occupied homes, with an exception for properties rented long-term to local residents. I would advocate using the additional revenue to invest in capital improvement projects such as affordable housing and environmental stewardship, while expanding successful visitor management tools, including reservation systems, so beaches and culturally significant places remain accessible to the people who call Kauaʻi home first.

I’ve always believed in rolling up my sleeves to help—whether it’s serving as vice-chair of the ‘Ewa Neighborhood Board, leading the Nānākuli High and Intermediate School Community Council, or volunteering at food drives in ‘Ewa Beach because nobody in our community should go hungry. For nearly 20 years, I taught in Leeward O‘ahu, starting at Campbell High and eventually leaving Nānākuli High and Intermediate for the State Capitol. As a mom and a teacher, I’ve seen firsthand why we need safe communities and great schools. ost of us are disgusted and have lost all trust in our government.

I for one am sick and tired of reading yet another story about still yet another corrupt Hawaii politician caught taking bribes and or giving their friends lucrative non-bid government contracts that we’re paying for.

The days of sweet-heart deals made in Vegas hotel rooms must end.

Dancing to the tune of big money SuperPacs must end.

The power plays, bullying, and backroom deals of WAM and Finance must end.

On August 8th we can do something about it, but we gotta show up.

First and foremost we must elect Della Au Belatti to be Hawaii’s next Lieutenant Governor. Representative Belatti has the experience, and has demonstrated without question her willingness to shine a light on, and expose the corruption and back-room deals.

We also have 13 emerging leaders running for election to the Hawaii State House of Representatives. Each has a proven track record in the community. They share our values, AND our commitment to pulling back the curtain, shining a light, and making positive change happen.

These 13 can win, AND create that tidal wave of positive change we so desperately need, but we must step up and help them.

There are 51 members in the House.

With 17 votes the Hawaii Constitution allows House members to “pull bills to the floor” which eliminates the corrupting power now held by committee Chair’s to unilaterally control legislative outcomes.

Q

: What first attracted you to the world of politics and elections?

A: My interest in public service began long before I decided to run for office. As a physician, I have cared for thousands of patients and witnessed firsthand how decisions made at the Capitol affect people’s health, finances and quality of life. I realized that treating one patient at a time is important, but good policy can improve the lives of entire communities.

Throughout my career, I have served in healthcare leadership roles, testified on numerous bills at the Hawaii Legislature, written policy articles and worked with community organizations to advocate for better healthcare, affordable housing and government accountability. Those experiences showed me that I could contribute beyond the exam room.

I decided to run because I believe our community deserves experienced, ethical and independent leadership focused on solving real problems— not politics as usual. I am running to bring practical, evidence-based solutions and a lifetime of public service to the Hawaii State Senate.

Q: In what ways has your medical background helped your campaign?

A: My decades as a physician have taught me to listen carefully, to solve problems based on evidence and to put people first. Caring for patients has given me firsthand insight into the challenges families face. Q: What are the 3 most pressing problems facing our state? What are your solutions to these problems?

A: I believe three issues deserve immediate attention: the high cost of living, access to healthcare and government accountability.

What Are the Benefits of Voting for the Democratic Party

he United States is safe because we have military strength to protect ourselves.

By April 2026, in the Iran War, video-gamer-in-chief Pete Hegseth, with Trump’s full approval, emptied the U.S. stockpile of many of our most expensive missiles. Hegseth, the former FOX weekend talk show host, is Trump’s Secretary of Defense, or, as he calls himself, the Secretary of War. It’s important to vote for Democrats because for over 16 months Republicans, who control both the House of Representatives and the Senate, have defiantly refused to stop Trump.

The president and video-gamer-in-chief, Pete Hegseth, is making America weak by depleting our entire weapons stockpile in the Iran War. Democrats have demanded Hegseth’s resignation and an end to Trump’s war. Republicans have blocked all the Democrats’ efforts to do both.

Trump chose to start this war without approval from Congress. The Constitution does not give the president authority to start a war; that power lies solely with Congress.

Pete Hegseth, U.S. Secretary of War, blew up 803 missiles on the very first day of the Iran War. It takes one year to manufacture 800 missiles. The US is in Day 122 of the Iran War as of June 30, 2026. The Pentagon said the Iran war costs $29 billion, but the real cost is closer to $200 billion – and counting.

The oil prices are the economic pain people feel. Farmers are without the fertilizer they need to grow their crops. They both have to change the crops they grow and reduce the amount of food they can grow. Doctors need the helium shipped from the Middle East for MRI scanners to help diagnose conditions in patients.

President Barack Obama achieved the goal of Iran having no nuclear weapons without wasting hundreds of billions of your tax dollars by using diplomacy. In 2015, Obama got Iran to agree to inspections and prohibitions in his Joint Comprehensive Plan of Action (JCPOA), preventing Iran from developing nuclear weapons.

Trump ripped up Obama’s JCPOA in 2018, giving Iran free rein to produce, purchase, and stockpile nuclear weapons.

It’s important to vote for Democrats who have tried to stop Hegseth’s reckless depletion of our military weaponry and put an end to the voluntary war against Iran. How tough is the United States if video-gamer-in-chief Pete Hegseth blows up all our weapons just for fun?

Venezuelan Boats and Likely War Crimes Trump still gives Pete Hegseth free rein to waste missiles in the Caribbean Sea and eastern Pacific, even on boats not headed to the U.S. From September 2025 to June 2026, more than 200 persons have been killed under Hegseth’s orders, without any proof that the boats were carrying drugs.

The Coast Guard patrols the waters surrounding the US to stop drug trafficking, using cutters, aircraft, and specialized boarding teams – without blowing up extremely expensive weapons or committing bloody killings with no evidence of drugs that Hegseth orders.

Democratic Congress members who viewed some of Hegseth’s films of the boats being blown up are sickened, describing them as

“snuff films.” Republicans defend these murders. The United Nations, international law experts, and even American lawyers are denouncing these as potential war crimes.

In February 2025, Trump began firing JAG officers (military lawyers who advise on matters like whether acts are war crimes) to get them out of their way.

Democrat military veterans in Congress issued advisories to the military that they are required to disobey unlawful orders. Trump called them traitors, retaliated by trying to demote and court-martial Sen. Mark Kelley (retired U.S. Navy captain and astronaut), opening FBI investigations and Dept. of Justice investigations. The six Democrats are Pennsylvania Rep. Chris Deluzio (former U.S. Navy officer); Pennsylvania Rep. Chrissy Houlahan (former Air Force officer); New Hampshire Rep. Maggie Goodlander (former intelligence officer); Colorado Rep. Jason Crow (former U.S. Army officer), Michigan Sen. Elissa Slotkin (former intelligence officer).

Ebola and USAID Then there’s the Ebola virus. When Ebola broke out in West Africa during the time of the Obama Administration, he appointed a task force to contain the disease.

In 2014, Ron Klain was appointed to be the White House Ebola Response Coordinator. He oversaw and coordinated federal efforts to detect, isolate, treat, and contain the Ebola virus in West Africa and averted the further spread of the disease.

Trump let Elon Musk, an unelected foreigner unfamiliar with our U.S. government, and his six-pack of 19-to 24-year-old “DOGE Bros” (who are also unfamiliar with our government) dismantle our federal agencies.

One of the most critical agencies these folks axed was USAID, which played a critical part in stopping the spread of the disease. A major outbreak of Ebola is happening in East Africa, with 267 deaths and more than 1,000 cases as of June 25, 2026. A doctor in France has been confirmed to be the first case of Ebola outside Africa.

Nicholas Enrich, former lead official for global health at USAID, served under four presidential administrations. Trump lied about keeping food and humanitarian aid in Belgium storehouses instead of sending it to Africa to save lives. International authorities estimated that in the one year since, over 700,000 people have died, most of them children, and nearly all of them preventable.

ICE and CBP Keith Porter, a 43-year-old black father of two, was shot and killed outside his home by an off-duty ICE agent on December 31, 2025, in Los Angeles. He was celebrating the New Year with his family.

Renee Good had just dropped off her son at school. Alex Pretti, a Veterans Administration hospital ICU nurse. Both Renee and Alex were shot multiple times by ICE in January 2026 in Minneapolis.

52 people died in ICE custody during the first 500 days of Trump’s second term, and ICE refuses to give information to Congress, families, and the public.

What Are the Benefits of Voting for the Republican Party

H

ave you ever heard the saying, “If you always do what you’ve always done, you will always get what you’ve always gotten?” Let that sink in for a moment. I certainly don’t want to insult anyone. Truly, I don’t. But the reality is, I most certainly will.

Hawaii voters are a great example of this.

Why? Every election cycle, we seem to keep the Democratic party in power.

Of course, there are perhaps a few factors as to why, and the very same reason could be the very common sense reason as to why the Filipino community should support the Republican party. And perhaps change the course of Hawaii politics through common sense. I don’t like local politics; I prefer foreign policy.

In 2024, I ran for Congress to challenge our current Senator (who seems to embarrass herself and her constituents every time she decides to speak).

To my surprise, the Filipino community and the local unions threw their support for her again, as they did previously.

See the pattern? But wait, here is the kicker. The Filipino community or the local Filipino paper did not support its own. Why would they not support another Filipino, born in the Philippines and through naturalization became a legal citizen of the US (maternal parent born in Hawaii and grandfather’s service in the US military)?

I mentioned earlier that Hawaii politics can change through common sense. Voting for a fellow Filipino candidate is common sense. By doing so, it breaks the complacency of the current party.

There are no current checks and balances. Fraud is rampant, and it didn’t happen overnight. From Medicare, Medicaid and SNAP benefits, food bank and I’m sure there’s more to come. Supporting Filipino republican candidates, it also creates leadership roles or at least provides a pathway.

Immigration is a hot topic and reasonably so. The Filipino community should understand this more than anyone else.

There is a connection to the plantation era in Hawaii.

My grandfather immigrated and worked in the plantation, and served in the military not long after. Although very young, I went through the naturalization process. The Republican party supports legal immigration, not through open borders.

Get in line, wait, and go through the process like everybody before us. Do we not teach our children not to cut in line? Learn English.

Filipino community represents Hawaii’s highly unionized workforce. Just because you give them your monthly union dues doesn’t mean you have to vote Democrat.

Finally and most importantly, our faith.

There is a significant portion of Hawaii’s Filipino community that is Roman Catholic (receives communion) or Evangelical. The very same Filipino community who are unionized and supports abortion every time they support a Democrat candidate.

Perhaps after reading this editorial, we shall start asking ourselves if we have been doing the same thing over and over, and that perhaps common sense should prevail.

Tariffs get reduced when they enrich Trump, such as the reduction in Swiss tariffs a few days after Swiss business leaders presented him with a personalized gold bar worth more than $130,000 and a Rolex desk clock.

The Republicans’ June 2026 bill makes life intolerable for the very constituents who elected them to office and for Americans across the US. In Trump’s Big Ugly Bill of 2025, Republicans cut more than $1 trillion from Medicaid and the ACA credits that help people pay for health insurance. This was the largest cut in Medicaid funding in the program’s history. The bill allows health care providers to deny services to adults who cannot afford co-payments of up to $35.

The bill also uses block grants for ACA subsidies and Medicaid state funds so that there is no adjustment for inflation or changes in population. A June 2026 Republican bill eliminates an additional $2 billion in funding for ACA health insurance plans – funding for maternal health, telehealth, mental health services, substance abuse treatment programs, and HIV/AIDS prevention.

No teachers? What About College?

The Republicans’ June 2026 bill cuts out funding for 30,000 teachers by cutting Title 1 grants by $2 billion. Remember, Pete Hegseth’s Iran War cost Americans $1 billion each day.

It eliminates funding for teacher training and community schools and puts pressure on state budgets by slashing funding for low-in-

come students. The Republican 2026 bill increases student loan rates, cuts funding for need-based financial aid, and eliminates job training programs.

Democrats Need Your Help – Vote!

Mayor Zohran Mamdani’s 2027 $125.8 billion budget is a model of what progressive Democrats can do if Republicans are not blocking the way.

Investment in safety, education, worker protections, and health and well-being highlights include launching the city’s first municipal day care system, supporting the Office of Hate Crime Prevention and the Office of Community Safety and the Safer Streets and Sammy’s Law, introducing the Supervised Release Intensive Case Management program, expanding access to mental health care and supporting survivors and seniors, and improving disease testing capacity, among many others.

Bernie Sanders and Alexandria Ocasio-Cortez have long advocated for Medicare for all so that all Americans have access to health care.

Governor Mikie Sherrill announced plans to increase the supply of housing in New Jersey to lower housing costs for families. Thirty municipalities will be chosen to receive technical assistance and planning support to expand home development through the New Jersey Housing Opportunities for Municipal Equity and Success.

Democrats need the votes to pass legislation aimed at keeping medical care and education available to all Americans.

Vote for those who want to help you, not for those who want to take away what you have and need.

awaii’s primary election is on Saturday, August 8, 2026.

The primaries are a direct way for the parties to hear from the voters. You have the chance to choose a candidate you want to vote *for*, rather than having to settle for one someone else picks for you.

A millennial explained why voting is important. Ten passengers are on a bus. The bus driver gives them the choice: they can drive the bus to get ice cream or drive it over a cliff.

Three votes for getting ice cream. Four votes to go off the cliff.

The other three don’t make a choice and let the decision be made by majority rule.

Vote to show you care about government. Not voting is a sign that you are okay with the status quo.

When you vote, you are choosing someone whose policies will determine what laws they will approve, modify, or not approve.

Find out what the candidates’ values are and how involved they are in their communities, whether they are solution seekers, hardworking, able to understand other people’s viewpoints, respectfully try to reach common ground, and willing to compromise so the parties involved feel they have been given a fair shake.

Voting is your chance to elect officials who share your values and priorities In 1993, Bill Clinton tried to institute universal health care for all Americans, just as other developed countries have. Republican opposition killed his efforts. Despite significant opposition, Clinton signed the North American Free Trade Agreement (NAFTA) into law in 1993 to bring economic opportunities and jobs. From 1994 to 2000, NAFTA made Canada, Mexico, and the US into a free trade zone.

Clinton promoted families by signing the Family Medical Leave Act, which gave workers 12 weeks of unpaid, job-protected leave each year for qualifying events while maintaining health benefits.

Barack Obama and Joe Biden prioritized bringing down costs for Americans.

Obama gave tax credits for college tuition and for working parents. He pushed through the Affordable Care Act to bring down the cost of health insurance and expand Medicaid support for rural hospitals and health centers, so millions of Americans had access to medical care. His priority of keeping Americans safe led to the painstakingly negotiated JCPOA (Joint Comprehensive Plan of Action) to prevent Iran from developing nuclear weapons.

Obama saw economic strength as critical to our country’s well-being and negotiated the Trans-Pacific Partnership to make the US the lead trade partner in the Pacific Rim, where 40% of world trade takes place. He brought the US into the Paris Accord to combat global warming. When Ebola emerged, Obama created the task force, headed by Ron Klain, to contain the spread and avert an epidemic both globally and in the US. Biden valued economic well-being for families. He negotiated caps on the ten most commonly prescribed medications, including $35/month caps for insulin and inhalers. He and Kamala were in the process of negotiating caps on the next set of commonly prescribed medicines. Biden directed his Department of Justice to break up monopolies that gouged people on prices (like Ticketmaster) and set his agencies to eliminate junk fees across different industries.

Biden made the US the leader in semiconductor chip production, bringing $100,000 jobs to states like Arizona. He championed livable wages across industries, raising the standard of living for families. Biden did “drill baby drill” to beat OPEC’s monopoly over gas prices. He increased the US’s strategic oil reserves to reduce US vulnerability to price hikes from oil-producing nations.

When you vote, you get to elect those who share your values so they can prioritize government action for the good of all.

Senator Mazie Hirono recently pointed out the very real importance of electing someone who values the people: “$600 million for a vanity ballroom – $29+ billion for an illegal war – $300 billion to rebuild Iran – $14 million for an algae-infested pool (that Biden estimated cost $1.33 million) – But not a single penny for the 770,000 hungry kids in our country (SNAP benefits).”

Voting is convenient and easy – by mail, early, or in-person.

Hawaii believes in people choosing the officials who govern them by making voting easy and accessible.

Voter Service Centers open ten business days before the election to offer accessible voting, in-person voting, and same-day registration. The voter service centers will be open from July 27 to August 8 for this year’s primary election. If you already asked for an absentee ballot, it should get to voters by July 21, 2026, so you have enough time to learn about the candidates and issues before the election.

The 2016 election wasn’t decided by Hillary Clinton’s large 2.8-million-vote gap over Donald Trump. Her loss was determined by 78,000 votes from only three counties in Wisconsin, Pennsylvania, and Michigan – just two votes per precinct. If just three voters in each of those precincts had cast their ballots, Hillary Clinton would have been elected instead of Trump.

The 2000 election was decided by only 537 votes out of the 5.96 million (a margin of 0.009%) cast in the state of Florida.

This gave George Bush 271 electoral votes, one more than the 270 required to win. Al Gore won the popular vote by 543,895 (a margin of 0.52% of all votes cast).
