Supporters of the We Invest in Nationhood(WIN)partycontinued their protest on Friday, demanding the prompt election of a Leader of theOpposition.

WIN expressed concern that the Speaker’s silence raises questions about the impartiality of the parliamentaryprocess.
“This unexplained silence stands in contrast to the Speaker’s publicoathtoexecutethefunctions ofhisoffice‘withoutfearorfavour, affection or ill will,’ and raises legitimate concerns regarding the impartial administration of parliamentaryprocesses,”theparty said.
WIN further argued that the swearing-in of the President immediately after the elections demonstrates that urgency is possible when prioritized and accused the administration of deliberatelystallingtheprocess.
“The Leader of the Opposition is not symbolic. The Constitution requires consultation with the officeholder for major appointments, including the Police Commissioner, Chancellor, Chief Justice, and members of the Judicial Service Commission Delayingthisofficeunderminesthe balance of power and signals a disregard for constitutional governance,”thepartystated.
Protests are expected to continue on December 8 and 10, following the Mohamed’s extraditioncase.

OilFundearnsUS$141Min interestfor2024- NRF Report
The Natural Resource Fund (NRF) in 2024 accumulated an interest of US$141M in 2024, a substantial increase of almost 63% compared with theUS$55Mearnedin2023.
This is according to the 2024 NRF Annual Report, laid in the National Assemblyearlierthismonth. The document provides highlightsontheactivitiesof theFund,inaccordancewith theNRFActof2021.
It states, “Net return generated by the Fund totaled G$29,469.77 million (US$141.34 million) for the year 2024, a substantial increase of 62 77% (G$11,364 52 / US$54 51 million) from 2023 on account of a higher account balance and sustained high interest rates on overnight deposits during the year. Hence, an annual portfolio return of 5.095% was achievedbytheFundin2024 compared with 4 824% in 2023 ” Notably, the report explains that the Board of DirectorsoftheNRFmeton May 16, 2024, where it approved the Investment MandateoftheFund.“Itwas mandated that the funds be maintained in overnight deposits at the Federal Reserve Bank of New York. It was agreed that the Bank will continue to monitor the overnight interest rate and relatedmarketdevelopments and inform the Chairman of any key changes to consider thefeasibilityofrebalancing the Portfolio items,” the documentoutlines.
Towards the end of the year, a proposal was under consideration by the Board of Directors to revise the current investment mandate. However, at the financial year end, there was no change to the Investment Mandateasthefederalfunds rate remained relatively high.Thedocumentrevealed that between the period January1,2024toDecember 31,2024,Guyanaproduceda totalof225.4millionbarrels of oil, compared with 142.8 millionbarrelsin2023. Tothisend,itwasnoted, “As at December 31, 2024, themarketvalueoftheFund stood at G$676,725 57 million (US$3,245 69 million), reflecting a growth of 52 93% (G$234,209 44 million / US$1,123 31
million) from the level recordedin2023.”
The report explains that the NRF accounted for inflows of US$2,567 96 million for the year 2024, representing an increase of 59.68% when compared withinflowsofUS$1,608.22 millionfor2023.
With regard to outflows, governmentwithdrewatotal of US$1,586 0 million in 2024, which reflected an increase of 58 26% (US$583 87 million) from the US$1,002 13 million drawn down by the GoG in 2023.Thereportmakesnote that Brent crude oil prices fellslightlyby3.12%during 2024 moving from US$77.04/bbl. at the start of theyeartoUS$74.64/bbl.as atendofDecember2024.
TheGuyanaPoliceForce (GPF) will soon issue warrantsandsummons95of the top speeding offenders who have failed to pay their ticketsorattendcourt.
In a statement on its Facebookpage,theGPFsaid that the decision follows the implementation of the Automated Speed Ticketing System,launchedearlierthis year under the Safe Road Intelligent System (SRIS) Project.
“President Ali recently statedthathewasbriefedby the Guyana Police Force Traffic Team and expects thatwithinthenext48hours, widespread charges will begin, including the exploration of possible suspension of licences,” the statementsaid.
From the date of its launch, the system has generated thousands of tickets, which the Force claims has resulted in a significant reduction in speeding violations across majorroadways.
The technology utilizes radar speed sensors alongside high-definition cameras which are connectedtoasecure,cloudb a s e d p l a t f o r m t o automatically detect and ticketvehiclesexceedingthe legalspeedlimit.
“ M o t o r i s t s a r e encouragedtocheckwhether they have any outstanding tickets by visiting the online p o r t a l a t https://speed.gpf.gov.gy and ensuring that their information is up immediate paymentofticketswillavoid any legal proceedings,” policesaid.
Failure to pay fines will result in offenders facing legal proceedings and an arrestwarrant–alegalorder issued by the court authorising the arrest of a person who has failed to appear before the court- for unpaidtickets.
TheGPFsaidthatfailure to comply after a warrant is issued can result in further legalpenalties.

The Public Procurement Commission (PPC) came out of its long hibernation recently, has developed belated insight,andgivestheimpressionoftakingmattersinhand. Whatitdidn'tsee,ordidn'twishtosee,before,thePPCis nowhighlightinginits2024-25AnnualReport. Minutesof tender boards are consistently not published, hidden from thepublic.
Billionsoftaxpayerdollarsareinvolved,butRegional, Ministerial,Departmental,andAgencyTenderBoardsdrag theirfeetinproducingtheminutesoftenderboardmeetings forpublicscrutiny AccordingtothePPC's2024-25annual report, that was the glaring situation almost across the board,andwhichthewatchdoggrouphasnowflaggedasa chronicissuethatmustbeaddressed.
Anotable exception to the concealing of tender board documents is the National Procurement andTender Board Administration (NPTAB). If the main tender agency in Guyana can provide its minutes for public consumption, then that should be the standard followed by the smaller tenderboards. ThePPCissayingthatitisnotso,andthat thereisasignificantlevelofnoncooperationtoitseffortsto getthosetenderminutesfromtenderboardsattheregional, ministerial, departmental, and agency levels. The PPC reportedthatthisisnotthefirsttimethatitisrunninginto brickwallsinitseffortstoobtaintenderdocumentsanddo itsoversightwork. Nowafterheavyfinancialdamagehas been inflicted, the PPC is bustling with newfound seriousness.
There are several questions that we at this paper think deservesomestraightanswers.
What messages are these regional, ministerial, departmental,andagencytenderboardssendingbyputting up a wall against submitting tender documents, when requestedbythePPC? Oneisthattherearethingstohide, and on any occasion that that is so, it is usually not for reasonsthatmeetanyhonestyorethicaltests. Thefactthat somuchtaxpayermoneyisatstake,whywasnotthesame hue and cry being made today by the PPC not given the widest national exposure before, since it is not a new concern?
President Irfaan Ali has always insisted that his government gives very high priority to transparency and accountability, so how could these suspicious sets of circumstances be allowed to fester so long? If only a handfulofthetenderboardsidentified,therecouldbesome appreciation that the PPC was exercising restraint in the hope that those tender boards that were at fault would resolvethesituation,giventhetimeanddiscretionallowed. Thetruthistheopposite:thePPC's2024-25annualreport statedthatrequestsfortenderminutes/documentsresulted in“marginalacquiescence”and“limitedadherence.”
Whether “marginal acquiescence” or “limited adherence”, the only interpretation of what has been happeningisthatjustafewtenderboardswereresponsive to the PPC's efforts to gather minutes and/or documents relatedtotheworkofsuchboards.
Whatdothepeoplethatwerepartoftenderboardsthink they were doing, operating a family business, and in a carefreemanneraswell? AndwhywasthePPCsosubdued before putting this before the public? Its own oversight workwasbeinghandicapped,yetthePPCwascontenttodo littlemorethanshufflepapers,andutterpolitesoundsoutof public earshot. What game was the PPC playing in the recentyearsofitsexistence? Early HIV diagnosis could reduce AIDS-related deaths in Latin America and the Caribbean:PAHO
The Pan American
Health Organisation (PAHO) urges countries of the Americas to strengthen their response to HIV, warning that around onethird of people living with HIV are diagnosed too late, whentheirimmunesystemis already severely weakened andtheirlivesareatrisk.
The call comes ahead of World AIDS Day, observed on 1 December, and aims to raise awareness about the importance of early diagnosis, immediate initiation of antiretroviral treatment, and access to c o m p r e h e n s i v e care—critical measures for preventing advanced HIV disease, saving lives and reducingstigma.
According to the latest data, an estimated 2 8 million people were living with HIV in Latin America and the Caribbean in 2024.
While the Caribbean achieveda21%reductionin new infections since 2010, Latin America recorded a 13% increase over the same period. AIDS-related deaths
declined from 42,000 to 27,000inLatinAmericaand from 12,000 to 4,800 in the Caribbean.
“Our Region has made significant progress—from expanding access to longactingmedicinestoadopting simplified treatments that transformlives,”saidPAHO DirectorDr.JarbasBarbosa.

Here was a man who defended Venezuela’s sovereignty, who resisted the partitioning of the Caribbean into obedient satellites, who saw clearly the role of powerful states in sustaining the GuyanaVenezuela border dispute
The United States would not have found him convenient
But here lies the irony: hisdefeatmayhavehadlittle to do with Washington. Nor with the economy, which second only to Guyana’s had been one of the region’s fastest growing
The country’s debt burden, though real, could not have produced the electoral earthquake that swept his party from office No foreign hand wasneeded

During the hearing, U.S. prosecutors led by Special
Prosecutor Terrence Williams, KC, informed the court that all evidence in support of the extradition request had been submitted.
Speaking with reporters outside the courtroom,
Williams said the
documents, including diplomatic notes and warrants, were previously lodgedwiththecourt.
He emphasised that the prosecution had already disclosed all evidence contained in the U S request, noting that the
details could not be discussed publicly as the matter remains before the

I don’t want to speak in details about the evidence in the request, in the American request, becausethatmatterisbefore thecourtandIdon’twantto speakaboutthecontentofit, and the persons involved.

Afterconfirmingthatfull disclosure was made, defence attorneys requested that the case be referred to the high court to address constitutional concerns arising from the extradition proceedings.
Williams said the prosecution did not oppose the request for additional time, and the court subsequently set deadlines for written and oral submissions. “The defence asked for an adjournment to prepare submissions on constitutionalissuestheysay arise from the request. We did not oppose them getting more time, but asked that a date be set for written submissions so the oral
arguments can move more quickly, ” Williams explained.
Defence attorney Roysdale Forde elaborated on the issues raised, stating that the defence requires adequate time to review the full disclosure before advisingitsclientsonhowto proceed. “Today they have finally indicated to us that they have completed their disclosure process, we requestedasconsequenceof that an opportunity, it has always been our position, with the close of disclosure, we can have the opportunity to review all the documents as a whole before we advise our client on a way to proceedtotheconstitutional issues. I had to point out again to the court that this has been our consistent position, so I made an application for the adjournment for at least two weeks to process it and prepare,”Fordesaid.

Wheelers Cycling Club, Kaieteur Attack Racing Cycling Club, Flying Ace Cycling Club, and KFC Evolution Cycling Club,
directly accuses the GCF’s leadership of violating multiple provisions of its

Britton notes that “no emergency is stated or implied” in the GCF’s notice, which means the standard constitutional timeframe applies. Because the Federation failed to c o m p l y w i t h t h i s requirement, “any business transacted at that meeting is liabletobedeclarednulland void,”hewrites.
Beyond the issue of defective notice, Britton’s letter takes aim at the Federation’s attempt to exclude various members from participating in elections, including former executive members connected to the Interim Management Committee (IMC).
The GCF’s meeting notice reportedly stated that “members previously involved with the IMC are ineligible to participate ”
Britton argues that this instruction violates the Constitutionoutright.
According to the letter, there is no constitutional provisionthatauthorizesthe Federation to deem any category of member or club ineligible based on past involvement with any committee.
It states that any sanctions must be imposed o n l y t h r o u g h t h e Disciplinary Committee, as outlinedinArticleXI(6),and onlyafterdueprocess.
No member can be excluded without a written complaint,noticeofcharges, an opportunity to be heard and a formal determination bytheCouncil.
The attorney stressed that the GCF has not followed any of these mandatorysteps.Asaresult, the attempt to exclude members is not only unconstitutional, but also “unlawfulandvoid.”
The letter also rebukes attempts,explicitorimplied, to block certain individuals, including former executives suchasRobinPersaud,Mark St Claire, and Dave Ramnarine, from contesting theupcomingelections.
Brittonreiteratesthatthe Constitution contains no provision disqualifying former, suspended, or removed executives from seeking office unless they have been formally sanctioned through the prescribed disciplinary process.
Since no such sanctions exist, any attempt to bar these individuals is “unconstitutional and amounts to an abuse of authority.”
