Three months after ExxonMobil Guyana Limited(EMGL)broughtits fourth Floating Production Storage and Offloading

(FPSO) vessel, ONE GUYANA, on stream in the Stabroek Block, the

country's daily oil production has finally reached900,000barrels.

T h e m i l e s t o n e , announced by EMGL on Wednesday, follows the ONE GUYANA FPSO

achieving its initial production capacity of 250,000barrelsofoilperday (bpd) from the Yellowtail Development When the vesselbeganproducingoilin August, it brought Guyana's total installed capacity to 900,000bpd,however,daily output only recently ramped uptomeetthatfullpotential.

The US$10 billion Yellowtail project received government approval on April1,2022.

The FPSO, constructed by Dutch shipbuilder SBM Offshore,isthelargestonthe StabroekBlocktodate,with aninitialaverageproduction capacity of 250,000 barrels bpd and storage for two millionbarrels.

ExxonMobil said that production at Yellowtail reaching full capacity, combined with strong operating performance from theLizaPhase1,LizaPhase 2,andPayaradevelopments, contributedtoachievingthis majormilestone.

TheGovernmentofGuyana'slatestinitiativetorestore cleanliness and order to Stabroek Square is both commendable and timely On Monday, the Ministry of LocalGovernmentandRegionalDevelopmentlaunchedits “Going Forward” engagement, bringing together vendors, city officials, and citizens in a collaborative effort to keep the iconic market square clean. This initiative led by Minister Priya Manickchand and supported by Georgetown's Mayor, Alfred Mentore marks a renewed commitment to reclaiming Georgetown's reputation as the “GardenCityoftheCaribbean.”

Themoveisnotjustcosmetic.Itrepresentsanimportant step in addressing the long-standing neglect of the capital for decades by successive the PPP/C Governments. The installation of garbage bins at forty-foot intervals around Stabroek Market, coupled with twice-daily waste collection, is a practical solution to one of Georgetown's most persistent problems: poor waste management. It was also heartening to hear the minister emphasising cooperationratherthanpunishmentbyengagingvendorsas partners instead of targets of enforcement also reflects a moremature,community-centeredapproachtogovernance.

Minister Manickchand was right to emphasise that Stabroek Market is more than a commercial space; it is a livingemblemofGuyaneseculture,history,andresilience. For generations, it has served as the heart of economic activity in Georgetown, where vendors, taxi drivers, and commuters intersect in the daily city life. Yet, despite its cultural significance, Stabroek Square has long suffered from neglect. Overflowing garbage, poor drainage, and disorganisedvendinghavecreatedanenvironmentthatnot only undermines the city's beauty but also poses serious publichealthandenvironmentalhazards.

The new waste management plan, complete with bins, collectionschedules,andvendorengagementisthereforea welcomestep.However,cleanlinessmustbeunderstoodnot asaone-timecampaignbutasasustainedcivicculture.For too long, Georgetown's challenges have been addressed in cycles of short-lived enthusiasm followed by prolonged neglect. If this new initiative is to succeed, it must be accompaniedbyconsistentenforcement,publiceducation, andarenewedsenseofcivicprideamongcitizens.

The presence of Mayor Mentore alongside Minister Manickchand is a hopeful signal that cooperation between centralandmunicipalauthoritiesispossibleandnecessary Too often, partisan divides have hampered meaningful progress in city management. Georgetown's revitalisation cannot succeed if it becomes another political football. Whatisneededinsteadisasharedvision,onethatprioritises functionality, aesthetics, and livability over political oneupmanship.

Still,restoringthecapitaltoitsformergloryinvolvesfar more than waste management. Traffic congestion, poor zoning, inadequate drainage, and the absence of modern building codes remain pressing concerns. Georgetown's infrastructureisunderstrain,andwhilethegovernment'soil windfall provides an unprecedented opportunity for transformation, development must be guided by both foresightandfairness.Beautificationprojectscannotcome attheexpenseofsocialequity.Thefamilieswhodependon vending for their daily bread must be supported, not displaced.

This is where Minister Manickchand's assurance to vendors that the government wants to see their businesses thrive takes on real significance. Social justice must walk hand in hand with urban renewal. I have been following Guyana's gold production since my foray into the Mazaruni in August 1974. It's inconceivable that over the past five years for gold production to be falling at a time when the price of gold has been breaking all records!

I have a 9-point plan to plugthegoldloss/smuggling haemorrhage,asfollows:

Visiteachgoldcampfor a week under the guise of rendering gold-recovery support to establishing true production This will be compared with declared production.

Encouragetheminersto declare true production Such figures can be used to obtain a loan from the lendingagencies. This will form the basis ofanannualgoldproduction certificate.

Stimulate the miners to declaretrueproduction/sales as this will be the modus operandi of a possible sale, or merger The formula b e i n g : value of asset = 3 x annual sales

Check on workers who suddenly take a day's leave and stay in camp. Are they

taking a laxative while in camp? Some workers have been known to swallow nuggetswhilediving!

Can the mine afford a bodyscanner?Itcanbeused to scan each worker leaving theproductionarea.

Ban the flight of drones over the mining areas apart from those on medical missions and forestry surveillanceduties.

All motor vehicles must bethoroughlysearchedatthe borders. Examination ramps must be constructed at such borderstocheckvehiclesfor falsebottoms.

Body scanners must be

installedatallborders.

A mining camp should be a restrictedarea. Entry of outsiders should be prohibited, unless by prior arrangement.

By corollary, employed miners should be debarred from leaving the camp between the hours of 18:00 and 06:00 Such curfew should be rigorously enforced.

Coalition's record on aviation safety oversight cannot be denied

The company has been given many contracts; t r a n s p a r e n c y a n d accountability from NDIA were missing in awarding thesecontracts.

TheselectionofD.Sawh MechanicalEngineeringasa sole sourcing of engines raises several critical questionsthatrequireurgent attentionandcancellationof thiscontract.

The public needs to pay attention in this purchase. It

is wastage of money The cost of the pump engines is almostdoublethepricefrom the suppliers The Vice President, if the President is unwilling,musttakeaction!

In examining the attached cabinet note, it comesacrossasthatDSawh is a manufacturer of highquality diesel pump engines of various horse powers when it is known that D Sawh does not manufacture pump engines and has not been involved in quality workmanshipingovernment projects.

GiventhatDSawhisnot a manufacturer of pump engines,whyisthecompany selected as a sole source? Why have other suppliers not been invited to supply the pump engines? Why is the request or demand for pumpenginesnottendered?

And if there is an emergency for the pump engines, why is D Sawh selected?D.Sawhwillhave toprocuretheenginesfroma supplier There are more

reputable companies that can procure the pump engines and install them as well. Why not invite the (real) supplier of pump engines such as MaCorp, Caterpillar, Farm Supplies, Doosan, Hyundai, Swiss Machinery procured by Cummings Engines, among others who are agents of pump engines? They will provide warranty and maintenance service for theseengines.

Can the VP justify why this company is given the contractto sole source these enginesatsuchastronomical costs?

The high official at the Public Utilities Ministry has now become a central characterinGPL'snepotistic drama. His tenure has not justcontinuedthetrendithas acceleratedit.Andthisisnot his first rodeo. Enter Miss JL, a close associate of the officialwhochampionedthe promotion of one Miss “Highly Competent” - we will call this one Miss SP Butbeforethatendorsement, Miss SP had already wreaked havoc in GPL's Customer Service Division. Her tenure was marked by misinformation, confusion, blatant lies that, when exposed, dissolved into crying spouts and personal narratives about mortgages andchildren,asifemotional appeals could substitute for accountability Clearly,itdid withMissJL.Herleadership was so poor that even the department's director was reportedlyrelievedtoseeher transferred.

Despitethistrackrecord, Miss JL pushed for her promotion That decision was not just reckless it was expensive. Miss JL, relying on her associate's misinformation, fired staff without conducting proper due diligence. Now, GPL is facing multiple court cases, and the legal costs are climbingintothemillions. And where is Miss “Highly Competent aka Miss SP" now? Transferred again, this time to the Loss Reduction Section, where she is reportedly recycling the same misinformation that triggered the last crisis. Uncontrolled migration threatens national stability

The October 26, 2025 bombing of a gas station in Georgetown, allegedly by a Venezuelan national and accomplices, though

d e s c r i b e d b y t h e Government as a terrorist act, has exposed the reckless approach to handling the influx of migrants into this country

For too long, concerns have been raised that shortsightedness and self-serving political interests will destroy the country we have built through centuries of struggle. This is a country that continues to fight for

peaceful coexistence under the motto “One People, One Nation, One Destiny,”

despite our different historical experiences. That aspiration is now under severestress.

While Venezuela faces its own challenges, our porous borders allow free m o v e m e n t w i t h o u t regulation There are harrowing stories of Indigenous and other Guyanese in the hinterland regions living in fear due to the unmanaged influx of migrants, many of whom are here illegally, unmonitored, and unwilling to subject

themselves to the laws of the land. This has resulted in rising violence and crime. Besieged by Venezuelan gangs, many Guyanese have been forced to abandon their homes and flee inland for safety

Some may see the bombing as a case of the “chickens coming home to roost.” The regime is now making frantic efforts to establish an electronic identification system for residents and visitors

However,givenitshistoryof failure, there is widespread skepticism that such a programme will be managed

efficiently and not collapse likemanyothers.

Guyana today is overrun by foreigners. This is not because Guyanese are opposed to outsiders, but because the government, driven by selfishness, incompetence, and lack of foresight, has allowed the situation to reach a dangerouspoint.

The 30th edition of ConferenceofParties(COP) on climate change was held in Belum, Brazil, over the last week, a decade after the Paris conclave when nations committed to a goal of keeping global temperature rise below 2 degrees Celsius and quite possible 1 5 degreesasfaraspossible.

Countries are far from achieving either goal primarily because there has not been much movement awayfromfossilfueluseand the wealthy countries have not honored financial commitments to the poor countries that depend on fossil energy For COP on climate to be effective and reach goals, the developed countries must honor commitments on financing as well articulated by PresidentAliinBelem.

It is not surprising that the climate crisis, such as rising global temperatures and a multitude of natural disasters, has intensified since the Paris Agreement. But there has not been serious action to stem rising temperatures Promises made in Paris have not been implemented or honored Developed countries are not on track to meet their target in funding, carbon emissions, and shift away fromfossilenergy

A recent study revealed that just about 5% of initiatives or goals were achieved. And worse, the current global geopolitics of the most powerful and richest nation, USA, is not conducive to climate mitigation; President Trump is not supportive of any antiglobal warming policy and a majority of legislators back him.

Apart from Trump's position on fossil fuel, it is not possible to move away from oil as it is the predominant and cheapest form of quick, accessible, a v a i l a b l e e n e r g y

Developing countries rely almost exclusively on fossil energy, and several of them are flush with as well as major producers of oil and gas as their primary natural resource which fund nationaldevelopment.

That is why energy companies in developing countries, like Exxon in Guyana, are increasing production of oil from 100K bpd seven years ago to almost 820K bpd today because of demand and providing funds pivotal for G u y a n a ' s n a t i o n a l development.

President Ali chastised the rich countries for not honoring commitments. The president, as is most of the world, is concerned about global warming; Vice President Jagdeo when he was President was among the earliest global leaders to promote the idea of local carbon development strategy (LCDS). President Alihascontinuedtopromote it. So, climate mitigation is not new to Guyana. That is why PresidentAli was at the COP30.

ThePresidentrecognises the tremendous significance that COP30 has for Guyana. His visit is an apt signal of the importance of climate change to Guyana; the country is below sea-level and stands to flood with risingocean.Guyanaandthe region face a diversity of climate risks and have been bearing and will continue to bear the brunt of the climate crisis with floods, heatwave,

andrisingwaterthatthreaten coastlines.

The developed countries can't agree on reducing use of fossil fuel and switching to renewable energy but are insisting that the developing countries reduce their use of fossil fuel. The developing countries have no choice but to continue to rely on use of fossil fuel as they cannot afford to develop renewable energy And those with large supplies of oil and gas, like Guyana, justifiably want to develop their own industries as a reliable means to earn revenues to fund their own development.

Unlike the developing countries, European countries and USA did not display much interest in COP 30. The US withdrew from the Paris Agreement and President Trump was a non-attendee; Mr Trump describes global warming as a hoax. The leaders of major European countries were also absent from COP30. Without USAand Europe on firmly on board, collective action against rising temperatures can't be enforced.Thepoorcountries will not fall in line unless pressured by the developed countries.

Poor countries cannot immediately desist from usingfossilfuel.Therehasto be a balance between development (fossil fuel use) and mitigation (using renewable energy and technology) and funding againstclimaterisks.

Guyana's approach to and position at COP 30 is pragmatic, and PresidentAli has proposed a collaborative approach based on: funding for development and investment in renewable energy One can add to the

I had the once-in-alifetime opportunity to meet the Ralph Lauren brothers, one of the world's premier fashion designers, at a network event on Christmas Eve a few years ago (if anyone should question this, I do have pictures). I was wearingtanpants,abluepinstripe shirt, and a blue sport jacket. Thus is a classic look anywhereintheworld. They complimented my fashion coordination I jokingly said "I can afford your brand". Then I showed them the brand name of my jacket. They then said to me "It's not about wearing expensive clothes, but it's looking presentable" We have to train ourselves to dress in this manner at all times.

Why old cases cannot resurrect an invalid treaty

One of the most p e r s i s t e n t rebuttals to the argument that the 1931 United States–United KingdomExtraditionTreaty does not apply to Guyana is that“thecourtshavealready decided.”

C e r t a i n l o c a l commentators have been quick to invoke judicial precedent, waving the decision in King v Director of Prisons as if it were a constitutional exorcism capableofbreathinglifeinto a treaty that was never alive in the first place. But law is not magic Judicial precedent cannot validate a treaty that was never extended to this territory; it can only interpret what alreadyexists.

of the issue: before independence, the 1931 Extradition Treaty was never, in my assessment, extended to British Guiana. Without that foundational fact, the entire edifice of “precedent” collapses under itsownlegalweight.

The defenders of the treaty’s continued validity often rely on King v. Director of Prisons et al. in which the court concluded that Guyana had not repudiated the 1931 treaty and therefore could not rely onthe“cleanslate”doctrine of international law The logic was that Guyana, having inherited the treaty fromBritain,continuedtobe bound by it because it had

notexpresslyrejectedit.But that reasoning assumes — andthisiscritical—thatthe treaty applied to British G u i a n a b e f o r e independence. It is built on the premise that the treaty was already in force for the territory and thus could be “saved”bytheSavingsLaw Clause of the 1966 IndependenceConstitution.

Yet, where is the evidence? The 1931 Treaty was extended to numerous colonies and protectorates — Palestine, Transjordan, Cyprus, and others throughformalexchangesof notesandOrdersinCouncil.

British Guiana, however, is a

For a treaty to bind a territory, there must be an express act of extension or application. Under Articles 16and17ofthe1931Treaty itself, the United Kingdom couldapplythetreatytoany of its colonies or

protectoratesthroughformal notification to the United States Historical records show that this process was used many times. Yet in every documented extension, British Guiana’s name is missing. Or is there somehiddendiplomaticnote that is archived somewhere that can be produced. If it can,itshouldbe.

Under international law, a treaty applies only where the contracting states expressly agree that it does.

A colony was not automatically covered merely because it flew the UnionJack.UnlessanOrder in Council or exchange of notesexplicitlysaid“British Guiana,” the treaty did not extendhere.Andifitdidnot apply to British Guiana, it couldnothavebeen“saved” atindependence.

That is why arguments invoking “precedent” miss the mark The so-called precedents, including King, were predicated on a historicalinaccuracy—that the treaty was already valid for British Guiana. Thus, when critics point to King v Director of Prisons, and to other decisions and say “the matter is settled,” they are ignoring the vital precondition of all legal reasoning that facts matter Aprecedentbasedon a mistaken factual assumption has persuasive weight only until that assumption is disproven Once it becomes clear that British Guiana was never included in the list of territoriestowhichthe1931 Treaty was extended, King, and other decisions cease to be binding in any meaningful sense on that issue.

The debate, therefore, is not about whether Guyana rejected the treaty after independence — it is about whether there was ever a treaty to reject. The 1931 ExtraditionTreatycouldnot havebeen“saved”underthe SavingsLawClauseifitwas never part of the colony’s existing law at the moment of independence The savings clause preserves

Terror accused further remanded as disclosures continue

The case involving t h e d e a d l y terrorist attack continued on Wednesday at theGeorgetownMagistrates' Courtwithalloftheaccused further remanded as further disclosureswerepresented.

AppearingbeforeActing Chief Magistrate Faith McGusty were the accused: 33-year-old Venezuelan

Daniel Alexander Ramirez Poedemo, 44-year-old Venezuelan Alexander Bettancourt, Venezuelan nationalKrystalLaCruz,and Guyanese national Johnny Boodram Prosecutors

presented additional disclosures,andanotherdate wassetforthesubmissionof finaldocuments.

Boodram's attorney, Mikel Puran, told reporters thathehadrequestedseveral documents from the police, including the station diary, charge sheet, and feeding books covering the period

from October 27 to November 3 — the time during which Boodram was in custody until he was brought before the court.

“Thatwouldhavebeenwhen Johnny Boodram was in custody till when he was placed before the court, whichisstandard.AndIalso

requested the originals of Johnny Boodram's taxi service ID and his base receipts, which are in the car,”Puranstated.

The Director of Public Prosecutions (DPP) has discontinued the criminal charges filed against prominent businessman Azruddin Mohamed over alleged unpaid taxes for the importation of his Lamborghini.

The decision the DPP Chambers said in a press release is as a result of the formal extradition request from the Government of the UnitedStatesofAmerica.In a statement issued on Wednesday, the DPP's Chambersconfirmedthatthe charges,whichwerebrought by the Guyana Revenue Authority(GRA)onMay15, 2025,werewithdrawnunder Article 187(1)(c) of the Constitution of Guyana Mohamed had faced two offences: 1. Causing a false

declarationtobemadetothe RevenueAuthority,contrary to Section 217(1)(a) of the CustomsAct,Chapter82:01.

2. Knowingly engaging in fraudulent evasion, contrary toSection218(e)ofthesame Act.

According to the DPP, the decision to discontinue the charges was made “in light of the extradition requestandthehearingofthe said extradition request, and taking into account all relevant legal principles, including international comity,appropriateness,and fairness to the defendant.”

According to the Guyana Police Force, businessman Sudesh Ganesh of Lot 57 Leonora, West Coast Demerara was arraigned at the Sparendaam Magistrate's Court 1, before Magistrate Clive Nurse where he was charged for encumbering the street.

The police stated that the offence was committed on La Bonne Intention (LBI), Public Road, East Coast Demerara on November 6, 2025. Ganesh pleaded guilty and was fined $10,000, the police reported. increased due to various government investments in highyielding varieties, subsidies and infrastructure, with 2024’s annual rice production meeting a record-breaking 725,282 metric tonnes. The first crop of 2025 has already surpassed half of the target, recording a total of 413,239 metric tonnes, setting Guyana on a strong path to achieving its annual goal.

Several key initiatives have been implemented that are driving this success, all aimed at reducing production costs and improving farmers’ livelihoods. Among these

measures, adequate resources are being provided to farmers to help boost yields, including increased fertiliser allocation. Farmers can now receive an entire bag per acre, rather than half a bag.

Additionally, the Guyana Rice Development Board (GRDB) has introduced a new payment system that enables the agency to make direct payments to farmers at a rate of $300 per bag. This ensures greater transparency and accountability in faster transactions, resulting in fair compensation for rice farmers.

To combat the infestation

of paddy bugs, the GRBD conducted a series of interventions, including field spraying to minimise harmful effects on crops. Plans are also underway to establish a dedicated interest-free bank to support investments in technology, expansion of farm-lands and modernised equipment to assist with the production process. President Dr Mohamed Irfaan Ali also announced that soon, farmers will also be able to benefit from a tool that provides them access to real-time information while in the fields.

“Within four months, the farm-

ers must be able to use the tool we’ve been investing in to access education in the field, to access real-time information in the field, to access weather in the fields, to access extension support in the field, and to access technology in the field.” These interventions, along with the government’s drive to strengthen the agricultural sector, will position the country to not only meet its longterm production goals but also enhance food security and create more opportunities for farmers across Guyana.

The government is finalising development plans for the Rose Hall Airstrip, which will soon go out for Expressions of Interest (EOIs)—a key step in what President Dr. Mohamed Irfaan Ali calls one of Guyana’s most ambitious infrastructure drives yet.

Speaking at the Berbice Development Summit 2025 on Monday, President Ali outlined an aggressive blueprint to reshape Regions Five and Six within five years, a feat he said would normally take a country “15 years of planning.” The plan includes a deep-water port, new highspan Berbice River Bridge, four-lane highways, and Hope-like canals to unlock

vast tracts of farmland.

The Corentyne River Bridge will also link Guyana to Suriname, strengthening regional trade. Ali said the initiative is part of a broader push to make Guyana the world’s most competitive hub for agro-processing and food production, with modernised airstrips, housing developments, data centres, and a gas project positioning Berbice as the next frontier of national growth. “We are now finalising the document, and soon we’ll be going out for an expression of interest in relation to this,” President Ali told the gathering.

tournament General Manager, Ms Okeisha Douglas handed over her company’s contribution to Co-Director Kashif Muhmmadoftheorganising group, Kashif & Shanghai Organisation.

Ms Douglas in brief remarks said that her companywaselatedtoplaya part in this tournament whichhasthreecomponents.
