Guyana to benefit from Diacel's international partnership Regional telecommunications company Digicel has announced an agreement with an international company

to

improve

its

service

across

the

Caribbean.

Digicel (Guyana) and the Guyana Telephone and Telegraph (GTT) are in tight negotiations with local authorities to work out the terms of operation within the industry now that the country has liberalized the sector. This new agreement is expected to benefit every territory in which the company operates.

By Alva Solomon PRESIDENT David Granger has called on Guyana's heads of missions overseas to vigorously pursue the nation's interests at various levels.

The Head of State made the charge on Monday morning at the Pegasus Hotel in Kingston where the country's Foreign Service representatives have gathered for a five-day conference. The event is being held under the theme: "Advancing Guyana's Diplomacy in the 21st Century."

According to Greenidge, for a successful foreign pol-

icy to be effective, there is need for extensive and intensive knowledge. He also spoke of the country's border controversies with neighbouring Venezuela and Suriname, noting that Guyana's situation is unique in which its borders pose a threat to its existence as a state. Ambassador Audrey Waddell, Director General of the Ministry of Foreign Affairs, told the

gathering that there is need for adaptation to the changing external environment.

She said that last year the ministry made strides in advancing its foreign policy objectives as she pointed to establishment of a mission in Geneva , Switzerland,as well as upgrade of the consulate in neighbouring Trinidad and Tobago to a full- fledged diplomatic mission.

A Renter's report some days ago reported that the US, historically a major backer of multilateral lending institutions, will not renew its contribution to the Inter-American Development Bank Fund, which supports pilot development projects, particularly in developing countries, like the Caribbean and the Americas.

They said the IDB provides loans to governments and businesses to finance projects ranging from large-scale infrastructure to small businesses and had loaned Latin America $13.8 billion and $ 11.3 billion in 2014 and 2015, respectively.

The US has been a major contributor to the Fund providing a large

percent of the entire contribution.

President Donald Trump has promised however to reduce the amount of foreign aid that the country has been providing by 28 percent.

Understanding the need to produce locally, President Trump has also promised to return a lot of the jobs that multi-million dollar companies had outsourced to Third World countries where low wages help to increase profits and also lowered the amount of taxes to be paid.

Rather than seeking to enter foreign markets, self-reliant countries ensure that facilities are provided or avenues are created for the establishment of factories and other means of producing the needs required locally.

This should first be fulfilled, and that citizens are comfortable with what is produced, before wanting to sell to foreign markets.

Once basic necessities are provided for, then the sky is the limit.

Despite Guyana's abundance of resources and the number of foreigners that have come to harness them, the authorities have still cried insufficient funds to develop the potential that Guyana is known for.

The discovery of oil has promised Guyana increased funds and the possibility of a better quality of life for its citizens. Guyana has been plagued by corruption and violence and it is believed that the country has come to a different place following the 2015 elections.

Some believe that the oil will put Guyana on the foundation of greatness, that it will give the country the break it needs to attain sustainable development. Sustainable development to a logical mind should mean providing the facilities to continuously provide what is needed for an improved standard of living, rather than having to obtain it from other outside sources.

It would therefore be a good idea to invest in a number of industries in Guyana and to open up the country's space with more roads and modes of transportation. Guyana has a small population, so maybe it is also time the country start to increase its citizenship.

U.S. citizens caught in foreign surveillance reports that connected to the Trump transition. According to some sources, the unmasker is former National Security Adviser Susan Rice. One might ask how does it relate to the investigation of Russian meddling in the 2016 US General elections and any collusion between Trump's campaign and Russian agents? Not much. It is a diversionary tactic to get the investigation off the front pages.

Surveillance is done by any legal means necessary. Imagine the surveiled person is caught speaking to or mentioning a US citizen. Such a person cannot be named in an NSA report. In other words, that person is "masked." When such a person is named in a report, that person is "unmasked."

Certain standards must be met to unmask a person. There must be a "valid need to know" on the part of the requester. Additionally, it is necessary to understand the intelligence value the report is designed to generate. Only 20 NSA officials can determine when the standards for unmasking are met.

SUSAN RICE REPORTEDLY REQUESTED UNMASKING It is reported that Dr. Susan Elizabeth Rice, President Barack Obama's National Security Adviser, requested that the names of persons on Donald Trump's campaign and transitional team be unmasked. Her stated reason was to "understand the context in which they were mentioned in intelligence reports." She did not request that the information be circulated publicly. Most legal experts state that her request was legal.

Let us, for sake of argument, say that President Trump's connections to Russia are legitimate, should he not provide us with evidence that it is? He could start by releasing his most recent tax returns, not a 2005 one. The irony is that he will not and he would not be compelled to do so by a Republican-controlled Congress.

They will not succeed and the truth will come out.

Ctntorinl Advancing Guyana's diplomacy GUYANA'S diplomats recently met in Guyana for the Heads of Missions conference which was held under the theme: "Advancing Guyana's Diplomacy in the 21st Century."

It is the first time all of the heads have congregated since the government took office just under tw o years ago. although at an orientation summit last year quite a number of them were present. The Heads of Missions conference, in addition to the objectives set out by the administration, would no doubt provide a platform for discussing the challenges of diplomacy and analysing the international arena and how current trends affect Guyana's security and future. It offers the heads of missions the opportunity to meet with the President, prime minister, foreign minister and other key stakeholders and officials.

In his address at the opening of the conference. President David Granger said that a small State like Guyana, with limited resources, can ill-afford the contentious and confrontational amphitheatre of international relations and. therefore, it must pursue in its national interest, the safeguarding of its territorial integrity and promotion of trade and economic development through diplomacy. He noted too. that an important part of Guyana's diplomatic policy is to garner international and regional support to ensure the safety and security of its citizens.

"The protection and projection of Guyana's sovereignty are essential elements of Guyana's diplomacy. Guyana lacks both the economic strength to sanction other states and the military capability to extend its power beyond its borders. A small state, notwithstanding its limitations, can seek to influence international relations in order to achieve its foreign policy objectives." the Head of State said.

It is against this background that he charged the Heads of Missions to ensure that the pursuit of the national interest. which is inextricably linked to territorial integrity, is at the forefront of their work programme. President Granger's message to his ambassadors is clear that while they pursue economic and other opportunities for Guyana, our territorial sovereignty, which has been under threat, should remain the centre focus of their missions.

- President Granger PRESIDENT David Granger said that international peace and economic integration are the utmost goals of the Caribbean and were the basis upon which the signing of the Treaty of Rome, occurred 60 years ago.

The President was at the time speaking at the Photographic Exhibition and Cocktail Recephon in commemoration of the 60th Anniversary of the Treaty of Rome, held at the Umana Yana in Georgetown on Wednesday evening.

"The Caribbean today, like Europe 60 years ago. yearns for peace. The Caribbean seeks international peace, which is characterised by a dignified and secure life for om peoples. It seeks economic progress which is undergirded by special consideration to the needs and vulnerabilities of small-island developing and low-lying coastal states such as Guyana." the President was quoted as saying in a release by the Ministry of the Presidency.

While congratulating the Emopean Union (EU) on its 60th Anniversary, the President. who serves as the current Chair of the Caribbean Community. said that it is these common goals that also saw the Caribbean, which is part of the African Caribbean and

Pacific Group of States (ACP). entering into mutually beneficial. preferential agreements with Europe.

"The Caribbean, as party to successive Lome conventions and signatories to the Cotonou Agreement, looks forward to building on four decades of ACP-EU relations." the President said.

The President said it was the Treaty of Rome that inaugurated a programme of economic integration, which allowed the Emopean Union to become a formidable economic community, accounting for 20 percent of global exports and with over 62 percent of its trade being intra-regional.

"The Treaty of Rome was inspired by the philosophy of promoting peace through economic integration. Two World Wars in the first half of the twentieth century had taken a terrible toll on Europe. The scars of the Second World War were still visible in 1957. 12 years after it had ended. The Treaty of Rome was signed by six states, which were encouraged by the experience of the European Coal and Steel Community signed six years earlier. They were convinced that peace and economic progress could be seemed best through deeper economic integration." the

The Ministry of Foreign Affairs, minister and staff are the international face of Guyana. What this ministry does, be it representing government's policies abroad, adhering to international relations principles, or staffing of personnel, is of vital importance. In a complex world where changes are taking place very often, this ministry has to be able to grapple

Meanwhile. European Union Ambassador to Guyana, Jemej Videtic said that the founding members signed the Treaty having been inspired by a dream of a peaceful, common future of Emopean integration. He added that discussions on ACP-EU relations beyond 2020 are ongoing, and that these discussions must take place in a transparent manner, in an atmosphere of partnership and cooperation.

"It is of course of major importance to Guyana and

other Caribbean countries that these discussions proceed. especially in view of the challenges facing the region and indeed the wider world."

Ambassador Videhc said. The Ambassador pledged that the Emopean Union will continue to be a strong and constant partner of Guyana and the Caribbean Community.

A professional foreign service can only be arrived at if those involved clearly understand what is the role and objective of the Service and it is from this position that the current conference is seen as very timely as it is necessary for our diplomatic representatives to understand their role and responsibilities as external actors, as well as the underpinnings of national development.

American American domestic development that harkens back to the slave days of the antebellum South when Blacks were still treated as disposable chattel.

Elections have consequences. Sometimes it's a "be careful what you wish for moment" where everything seems right and peachy in the here and now but triggers feelings of regret and "buyers remorse" the next day. It's a lot like downing that last shot of Tequila and then mentally blacking out, only to forget that the toothless woman at the bar with the sagging udders, looked a lot like Marilyn Monroe at that particular time. So much so that by the time you'd gotten all alcoholically merry, got her into your room, lip-locking all the way and with your "little head" whispering in your sozzled, Tequila-drenched brain that she could very well be the next Miss America, it was way to late for you to stop.

Then the next morning you get a WFT moment and look at yourself with open revulsion as if you'd just woke up from sleeping with a pig with lipstick.

This aptly describes how many of President Donald J. Trump's supporters now feel only this kissing a pig thing has now become very embarrassing. But they are so far in, that they cannot find a way to disengage from him. Besides, after the revulsion of having coitus with a human porker wears off, there is the fact that Trump's coming to power has sparked * the rise of the rabid "white wing" of the V; Republican Party.

This ignorant, bloviating, racist, blinkers-on, unthinking herd that believe that its time for 21st century "white power" is now more vocal than ever before. Donald Trump is the willing standard bearer of a segment of the American population that still believes America is only for White people; that Black and Brown people should "go back to their country," that its very important in 2017 to re-litigate and re-define the aims of the American Confederacy as somehow a patriotic, progressive movement, and that the White race is entitled to own and control America — and the world.

That's the gist of social thinking and development in America in the age of Trump. The narrative is simple, selfserving, warped but still easy to understand. This is how to goes: for too long white people have been ignored, maligned, and challenged for their place in society by Blacks, Hispanics, Jews and "others." The 'takers' in American society that if unchecked will 'pollute' the White American gene pool and turn the country into something that the Founding Fathers never envisioned.

Now it's their time. The 'justification for their cause' is based on the unjust and un-American attacks on the country's most defenseless people — immigrants, Blacks, Asians and "all others" whose ancestors did not come here on the Mayflower. This is what undergirded the rise and victory of Donald Trump. It is a narrative bereft of facts, truth or historical precedent and perspective. Its is a conclusion drawn based on skin color. White privilege, and an inward nativist approach to

- wanted bulletin to be issued for GBTI Manager POPULAR Gold Dealer, Saddiqi 'Bobby' Rasul, appeared at the Georgetown Magistrate's Court on Monday, charged with six counts of obtaining money by false pretence.

Rasul. who owns SSS Minerals Trading Enterprise, appeared before Chief Magistrate. Ann McLennan and pleaded not guilty to the charges, which alleged that he is involved in a $956M fraud at the Guyana Bank for Trade and Industry (GBTI).

Magistrate McLennan ruled against the objections of the Prosecutor and released the 34-year-old businessman on $3M bail. The charges alleged that betw een

March 21 and 22. 2017 at Bartica. with intent to defraud. he obtained the sum of $290M. $298M. $L38M. $45M. $89M and $96M from the Guyana Bank for Trade and Industry (GBTI) by falsely pretending he had cash in his account at Citizens Bank to honour the cheques he encashed.

His lawyer. Sandil Kissoon explained to the court that his client is being criminalised for the negligence of GBTI. which decided to pay the money without verifying the standard balance of RasuTs Citizen's Bank account.

In Kissoon's application for bail, he explained that

his client does not pose a flight risk since he is a prominent businessman in Bartica. who owns several dredges, mining claims and lots.

Police Prosecutor. Alvin Moore strongly opposed bail, on the ground that the accused is under investigation for similar offences.

According to the Prosecutor. police will soon issue a wanted bulletin for a female Manager at GBTI. Prosecutor Moore said that the Manager did not follow protocols laid out by the bank when paying out the monies.

According to officials.

Citizens Bank over two weeks ago closed the accounts of Rasul. after noticing several suspicious transactions in his accounts. At the GBTI's Bartica branch, cheques drawn on Citizens Bank and totalling over $900M were deposited to RasuTs accounts.

It is protocol that banks would normally hold other banks' cheques until they are cleared, before making payments against them. However, it appears as though this procedure was not followed bv GBTI officials.

smuggling cigarettes into prison THE reputed wife of convicted drug lord, Barry Dataram, appeared before Chief Magistrate Ann McLennan at the Georgetown Magistrate's Court on Monday, charged with smuggling contraband into the Mazaruni Prison.

However, Boodnarine and Dataram absconded to Suriname mere days before the trial Magistrate made her ruling in the drug possession case.

By Svetlana Marshall FORMER Commonwealth Secretary-General, Sir Shridath Ramphal feels it is imperative that Guyana secures its oil rights now before the decades-old standoff with neighbouring Venezuela enters a new phase.

Sir Shridath's warning comes in the wake of recent announcements of substantial oil finds here; the ongoing border controversy between Guyana and its western neighbour. Venezuela; and the coming of age of the UN-brokered Good Offices Process, which was agreed between the two countries more than 25 years ago to find a peaceful solution to their centuries-old squabble.

In this regard, newly-appointed United Nations (UN) Personal Representative on the border controversy. Mr. Dag Halvor Nylander, a Norwegian diplomat is expected to arrive in Guyana next week to meet with officials here. Sir Shridath and Guyana's Permanent Representative to the United Nations.

Ambassador Michael TenPow confirmed to the Guyana Chronicle.

Reminding the Guyana Chronicle that the recently extended Good Offices Process only holds good up to the end of 2017. Sir Shridath said: "By the end of the year, if it doesn't yield satisfactory progress of a solution, then we go to the ICJ [Interna-

tional Court of Justice]. So we can look ahead to 2018 seeing us in the court, which we hope will put an end to this evil."

US oil giant. ExxonMobil recently made another significant oil discovery on the Snoek Well offshore Guyana. in the Stabroek Block.

ExxonMobil affiliate. Esso Exploration and Production Guyana Ltd. commenced drilling of the Snoek Well on February 22. 2017 and encountered 82 feet (25 meters) of high-quality, oil-bearing sandstone reservoirs.

In an exclusive interview with this newspaper on the sidelines of the 2017 Heads of Missions conference on Monday at the Pegasus Hotel. Sir Shridath stressed that while the Good Offices Process would not have an immediate impact on oil explorations here, it is important to have the border controversy betw een Guyana and Venezuela resolved as soon as possible.

"Well, it wouldn't have an impact now... The oil is not now; production is years away.

"But what we should do now is prepare for it; and because it is not a good time economically, people are impatient, inevitably." Sir Shridath said, adding: "But we have to prepare properly; we have to secure that oil. We have to get rid of the Venezuela issue, and we have to do all that, as the lawyers say. seriatim; one after the other."

Rights RIGHTS activist, Ms Jean LaRose was on Monday robbed at gunpoint after making a transaction at a city bank.

LaRose. who serves as the Programme Administrator at the Amerindian People's Association (APA). shared her experience via a Facebook post following the incident.

Similar consultations will commence soon on the Guyana Sovereign Wealth Fund Bill. A Sovereign Wealth Fund (SWF) is a state-owned investment fund that is made

up of surpluses from official foreign currency operations, the proceeds of privatisations. governmental transfer payments, fiscal surpluses and/or receipts resulting from resource exports.

These monies can be used for investment purposes to benefit the country's economy and citizens. Guyana's Sovereign Wealth Fund Bill was drafted by the Commonwealth Secretariat, with input from the government.

The Bill is fashioned after international model, particularly Norway, with emphasis on the Santiago Principles, which promote transparency, good governance, accountability and prudent investment practices.

Additionally, Guyana is putting the necessary systems in place to become

a member of the Extractive Industries Transparencv Initiative (EITI). The EITI is a global organisation of 51 member countries, which have subscribed to establishing, upholding and promoting the standards and tenets of good governance, transparency and accountability in the management of extractive industries. At its core the EITI promotes the belief that natural resources belong to the people and are to be extracted and managed on behalf of the people; both for current and future generations. The MSG consists of a tripartite of government, civil society and industries stakeholders. Establishing a MSG is an important requirement of EITI.

The woman said she did eventually scream when he hopped into a car that was parked just behind hers and drove off.

"Everything happened so fast! I'm still shaken!"

Ms LaRose said, adding: "I'm posting this so you people can be even more careful."

She later told the Guyana Chronicle that all of her personal belongings, including her house keys, work information, various cards and an undisclosed

sum of money were in the bag.

With the loss of these personal items. Ms LaRose said she's now left feeling very vulnerable.

She has since made a report to the police.

Ms LaRose, who has been a prominent leader in the Indigenous Peoples struggle for their rights, is also a former chair of the Board of Directors of the Guyana National Newspapers Limited (GNNL).

Balack called "Red Bar" appeared before Magistrate Charlyn Artiga at the Whim Magistrate's Court.He was not required to plead to the indictable charge which alleged that between September 6. 2016 and March 31. 2017. he murdered his wifeXilwantie Balack called "Daling" and buried her in the backyard behind his bora and ochro garden.

He was remanded to prison until May 2. 2017. when he will make his second court appearance at the Mibicuri Magistrate's Court.

The farmer showed no remorse when the charge was read to him and as he exited the courtyard, his children looked on with despair.

One of the children said they are all still in a state of shock and disbelief over the

On March 31. the skeletal remains suspected to be that of Lilwantie Balack ,40,was dug up in the backyard of the Black Bush Polder home she shared with her husband. She was last seen and heard from sometime in August 2016. a few days before her 40th birthday.and the family was told by the husband that she was visiting relatives in the United States.

However, seven months later the woman's children

did not hear from her. something they found to be rather strange. It was not until March 29.2017. after visiting the office of the Prime Minister in Region Six. that an official report was made to the police. The father, who is a farmer, was immediately taken into custody; he initially denied knowledge of her whereabouts but cracked under pressure during interrogation and reportedly confessed to her murder last Thursday night.

He reportedly strangled her until she became unconscious following an argument. after she had told him she wanted to migrate to the US. It was then that he decided to bury her in a garden aback of his yard at Mibicuri North. Black Bush Polder. Relatives also noted that Lilwantie suffered years of physical abuse from Balack. The couple had lived together for 20 years and had four children together.

Nathoo was initially taken into police custody but was released after Balack reportedly confessed to the crime. When she learnt of his confession. Nathoo said she felt "sick in her stomach."

With the support of her family. Nathoo said she would move on but will not forget what she endured.

"I can't sleep, I can't eat after all this. I don't think I can have feelings for anyone anymore. I will move on with my life. I have my family who are very supportive and I am sorry I didn't listen to my mother first because she never wanted me to go. She never approved of me going to live with him...I really sorry what happened to her [Lilwantie].

In recent days, the Technician has been reportedly demanding $400,000 from a woman, whose relative is required to do a corrective

surgery for a fractured foot.

The woman, who hails from Kwakwani. Region 10. reportedly pleaded with the Technical, stating that she could only afford to pay $20.

000 but the Technician insisted on the $400. 000.

He allegedly explained that there are other practitioners who would have to be paid to get the surgery done. The matter is currently engaging the attention of the Public Health Ministry.

In Guyana people often said that the bicycle was the poor man's car. And it probably still is for a lot of people in what someone named uthe bicycle land of the Caribbean."

The commercials used to say that the Raleigh "all-steel" was "the world's champion bicycle," that Humber was "the aristocrat of all bicycles," and that its trademark was a "symbol of quality, superb design and unrivaled strength." The Hercules ads invited you to "ride in comfort."

During the 1950s, and even earlier, almost all the bicycles imported into Guyana were manufactured by Raleigh Industries of Britain. The most prominent of them carried the brand names of Raleigh, Humber and Rudge. Other wellknown names were Hercules, Armstrong, BSA and Phillips. Most bicycles were the standard women's or men's roadster models.

These owners fussed over their bikes as if the bikes were poodles — thus the bikes came to be called poodle bikes.

Advertised features of the British bicycles included deep-domed mudguards, chromium plated disc on oil bath gearcase, Sturmey-Archer 3 or 4 speed gear, yoke-and-hinge or double-caliper brakes, translucent tires, Brooks saddle, finger-moulded rubber handle grips, chromium-plated springs, and Dynohub lighting equipment.

On the other hand, some bikes were equipped to do useful work. They had luggage carriers, bicycle baskets, shopping trailers and other accessories.

The luggage carrier at the back was generally put to good use carrying almost any item imaginable, including people and schoolbooks. A bicycle was a great Christmas gift for a child.

Bikes took people over long distances to work, office workers, trades people, and small businessmen all used them in their different ways. The village midwife rode one on her way to assist with a delivery.

The Raleigh Chopper of the 70s, high-rise and very stylish, was considered very "cool" for young men at that time.

Times and technology change. Twospeed evolves into twelve-speed. Bicycles from England are replaced by bicycles from Brazil, China, India, Cuba and the USA. The Caloi bikes and Gimpex bikes may be replaced by the Mountain Climber and the BMX machines. Bicycles will however be around for a long time. They will continue to serve as useful vehicles or as fitness machines.

There was a time when every bicycle owner had to buy a license plate and secure it to the front hub to legally use the roadways. No more! A British Guiana 1933 porcelain bicycle license plate is now listed as a collection item on the internet. It's history.

That is exactly what the Rainforest Tours and Safari Club is offering as the 15th Annual Pakaraima Mountain Safari was launched at the Tocuma Indigenous Restaurant at Waterloo Street, Georgetown on Tuesday.

The Guyana Tourism Authority (GTA) has collaborated with the Rainforest Tours and Safari Club and other private partners to present another nature oriented experience to locals and visitors.

It was related by GTA's Director, Indranauth Haralsingh that to date, the Safari has drawn some 200 persons, making it the largest yet.

The participants will occupy 30 vehicles and 40 motorcycles.

On April 8th participants will assemble at GuyOiTs Regent Street branch at 16:00 hours (4:00 pm).

They will receive stickers and other souvenirs identifying them with the Safari. The Safari officially begins with participant's departure from Georgetown at 19:00 hours (7:00 pm). The Safari ends on April 16.

The Pakaraima Mountain Safari has been described as an event that has attracted some of the most daring men and women from around the country and even further afield.

Safarians come to experience some of the country's most diverse flora and fauna through an unforgettable adventure into the wild, and ruggedly beautiful areas of Guyana.

DESPITE the objection of the student population, members of the University of Guyana (UG) Council voted to hike tuition fees at its March 20, extra-ordinary meeting.

A statement from UG on Thursday noted that the decision was made following intense discussions at the meeting, which was chaired

by Chancellor. Eon Nigel Harris.

"In making the decision the Council examined the University's projected budget deficit, the pressing needs of the University, and projected alternative income streams." stated the release.

It was outlined that the increase will be applied to tuition fees for all programmes and for both continuing students and new students for the 2017-2018 academic year.

15 per cent (about G$2500 a month), and new students will be required to pay 18 per cent (about G$3000 a month).

The Council also decided to incrementally increase the tuition fee by 10 per cent for the 2018-2019 academic year for all students and a further 10 per cent for all students for 2019-2020. According to the statement, before the decision was taken, comparative data on private high schools and Universities in Guyana and the Caribbean region were examined.

THE body of Lawrence Mc Lennon Farley, distinguished banker, former member of the Board of Directors of the Institute of Private Enterprise Development (IPED) and Vice Chairman of the Salvation Army Advisory Board, was on Thursday cremated at the Memorial Gardens Crematorium, Le Repentir.

His cremation came moments following a well-attended, but moving Thanksgiving and Home Going Service for his life, held at Smith Memorial Congregational Church, Brickdam.

Men's Guild.The first tribute was offered by Divisional Commander of the Salvation Army, Major Enmierson Cumberbatch, who extended condolences to the bereaved wife and other family members of Farley, on behalf of the officers and members of the Guyana Division and the Salvation Army Advisory Board.

Acknowledging Farley's passion for music, the major also rendered on Saxaphone a hymn; "To God Be the Glory" in his memory, while another was rendered by Saxaphonist, Keith Campbell, host of television show "Kool and Klassy Jazz", introduced by Farley.

Major Cumberbatch alluded to and expressed gratitude for the outstanding service rendered to the Salvation Army by Farley in an advisory capacity for more than 20 continuous

years.

A stickler for discipline and one with strict regard for time, he was remembered by the major as being always on time for meetings to which he always made valuable contributions.

Meanwhile, offering a tribute on behalf of IPED of which Farley was a director, was Indar Singh, who recalled that Farley joined the Board of IPED 28 years ago, on December 1,1988, when the institute, established in April 1986 was in its infancy.

A senior credit manager employed with the Guyana National Cooperative Bank (GNCB) at that time, he was approached by the founder of IPED, Dr. Yesu Persaud and wilhngly acceded to the offer.

Since then, his service and dedication to the institute have

been remarkable, Singh said.

Family members shared reflections of the great moments they spent together, attesting to what a wonderful husband, father and caring person he was - always kind and helpful.

The eulogy was delivered

by Farley's daughter,Shabiki Cazzabon.and the prayer of Comfort by Pastor Oslen Small.

In the many other tributes, Farley was remembered as a devoted family man who was never known to complain.

After studying abroad, he returned and became a successful banker and banking was his first love.

He was a man of integrity with exemplary leadership styles who has left a legacy of honesty to be inculcated by his offspring and those around him.

other THE Guyana Defence Force's (GDF) mandate to support the infrastructural development of the country was boosted with a donation of equipment from the Chinese People's Liberation Army (PLA).

The items were officially handed over on Monday during a brief ceremony at the Coast Guard Ship Hinds.

Ruimveldt. where President David Granger said that this donation by the People's Republic of China is an important one as it further cements relations between the two countries. The donation consisted of 31 pieces of equipment including patrol boats, bulldozers, one excavator, water tankers, fuel tankers, tipper trucks, off-road ambulances and several other vehicles.

The President said that infrastructural development is a top national priority and that the GDF's technical corps must be strengthened to allow it to contribute effectively to national development and to execute its mandate of protecting the territory and preventing transnational crime.

"National defense is inseparable from national development. Public infrastructure enables and ensmes public security by guaranteeing safety for our citizens, by providing assurance to investors and visitors and contributing to an enabling environment for investment." the President said.

He said that transportation and communication infrastructure will open opportunities for investment and promote the development of the productive sectors, while also facilitating easier access to inputs and markets.

"We look forward to the continued support of the People's Liberation Army and the People's Republic of China, especially in strengthening the technical capability of the Defence Force. This ceremony is a tangible expression of the commitment of our two republics to international peace and security. This ceremony is an expression of the fraternal ties between the Guyana Defence Force and the People's Liberation Army.

This ceremony is a symbol of the friendship between Guyana and China." the President said.

This handing over of military equipment at this time is once again a significant testimony of the friendly and practical cooperation between the PLA and the GDF. I will spare no effort to push forward the relationship between our tw o armies and bring Chine-Guyana relations to new heights" he said.

Minister of Public Infrastructure. Mr. David Patterson. who was also present at the ceremony, said that Government is very grateful for the donation. The Minister said that there are GDF engi-

neers and equipment currently seconded to the Ministry, which help the Ministry to pioneer new roads and new frontiers and that opening up these new frontiers is in keeping with government's vision to create linkages to the hinterland. "With this equipment we will use them to push roads into the interior locations in our coast of connecting the coast to the hinterland." he said.

Apart from the donation, the PLA has also brought in a team of technical and military officers, who will provide training to GDF troops on the operation of the equipment. The team is headed by Senior Colonels Zeng Xianglin and Lu Ying who were present at the ceremony. Inspector General, Col. Nazrul Hussain and other senior GDF officers were also present at the handing over ceremony.

The Ringling Bros, circus is closing down next month after more than 100 years in operation, according to a press release from Feld Entertainment, which has owned the circus for the last 50 years .T have made the difficult business decision that Ringling Bros, and Bamum & Bailey® will hold its final performances in May of this year," CEO Kenneth Feld said.

Nearly every major department store, including Macy's, Kohl's, Walmart, and Sears, have collectively closed hundreds of stores over the last few years to try and stem losses from unprofitable stores and the rise of ecommerce. But the closures are far from over. CVS also said this month that it's planning to shut down 70 locations. Mall stores like Aeropostale, which filed for bankruptcy in May, American Eagle, Chicos, Finish Line, Men's Wearhouse, and The Children's Place are also in the midst of multi-year plans to close stores.

Many more announcements like these are expected in the coming months.

So staying alive in business is not quite an easy task these days. Starting any business is a huge challenge whether you are inheriting customers or inheriting a brand. heeds HEEDING Government's call for overseas-based Guyanese to return and invest in Guyana, a Guyanese company with international partners is now tapping into the local renewable energy market.

GreenHeartTree Energy (GHTE) has for more than a month been powering the Paramakatoi Flavours Sun Dried Tomato Processing Plant, using its lOkw system.

GHTE was formed following President Granger's call for overseas-based Guyanese to return, invest and contribute to the development of the nation during his visit to Toronto. Canada in September 2015.

The company, headed

by Esmonde "Gamo" Klass.

Chief Executive Officer (CEO), has since registered in Canada and Guyana.

In a press statement.

GHTE said its intention is to forge relationships with multi-national companies that will bring investment to Guyana.

According to the company, its engineers ran multiple simulations to determine the correct system size based on battery storage capacity, solar PV capacity and the predicted electrical loads requested in the Request For Proposal (REP) by the Institute of Applied Science and Technology (IAST).

The collection and disposal of garbage in the city is becoming increasingly expensive due to a number

of reasons, including changing demographics, climate change and global warming, change of consumption, consumerism, and changes in the type of garbage generated by local commercial activities.

"The council is appealing to all property owners to settle their accounts with the council. Those who are experiencing financial difficulties can feel free to come in and talk with the trained staff at the City Treasurer's Department. The Mayor and City Council remains committed to delivering to all citizens a city that is safe, healthy and prosperous."

Guyanese POLICE in Westchester County, New York, are pursuing new leads in which a shaven-headed Guyanese woman allegedly raised thousands of US dollars by falsely claiming to have cancer, in 2015.

CBS New York reported this week that the allegations surfaced Sunday night that Shivonie Deokaran's former boyfriend is now coming forward to make the stunning admission that he had no idea she'd made the whole thing up.

To justify their outmoded and reactionary beliefs they block out reason and education and fall back on the Bible as their source of information, taking its teachings as literal and unchanged for 2,000 years. These beliefs are in sync with white supremacist ideology: If you believe that Black people are inferior and that you, because of your lack of pigmentation, are "made in God's image" then when violence is visited on Black people its no big deal — they are inferior and sinful, not God's people, and therefore subject to the will of White people.

When they step out of line they should be punished. Such racial desensitizing makes both conscious and unconscious racists all over America.

This is important that during this very trying period that Blacks, Asians, Hispanics and "others," come together to beat back this growing racism. We must expose, at every turn, this new "Altwhite/Right" narrative that is an attempt to refocus public attention and political capital away from people of color. President Trump may say that he's for all Americans but his actions tell us very differently. Today, many of those he's picked to lead his administration are the new "Alt-white/Right's" principal ambassadors . They are the ones that egg on a vainglory President addicted to self-aggrandizement, feeding him a steady putrid diet of racist memes dressed up as policy. Incapable of coherent thought or informed reasoning, President Trump is a willing tool for manipulation by the leaders of the "New White Wing" and their enablers.

We were told that with President Barack Obama's victory we reached racial irrelevance — color was moot, the Black/White playing field was finally leveled. I'm leery about this narrative from the New White Wing. You see, not too long ago White Americans were just that — White Americans. At that time they used "race" to define and brand African-Americans creating a persona that saw them as "odd and outside of mainstream America." Whites were simply Americans, while Blacks were Negro or some other concocted name or distinction always denoting "others and outsiders."

The thing is that these designations, change, and brands are all in keeping with how White Americans see Black people. One of the most telling moments in recent times that demonstrated this kind of flawed thinking was in the 2008 Presidential Elections that was won by Barack Obama — America's first Black President. When a majority of Blacks voted for him, the White narrative was that race motivated them. But when Whites voted for Trump, Romney or Bush race did not matter. The inference here is that Black people only see things through racial eyes — blinded by race — while White Americans don't (they are race/color-blind). Its this kind of cockeyed reasoning that drives the "New White Wing."

ON CLOSING RIKERSISIAND NEW YORK, NY - On March 31, Council Member Jumaane D. Williams, Deputy Leader, released the following statement regarding Mayor Bill de Blasio's announcement vow to close Rikers Island.

STATEMENT FROM COUNCIL MEMBER WILI IAMS "The number one question asked since the campaign to end Rikers began is, 'would you take a jail in your neighborhood?' That question helps highlight some of the major issues with the criminal justice system.

"First, it assumes that jail and prison is the only answer we have, even for the approximately 80% of people in Rikers who have not been convicted, and are too poor to post even nominal bail. Second, it puts everyone on the defensive, making harder critical thinking by immediately thinking we don't want 'them.'

"No one with a conscience, can see what's happening on Rikers Island and think the facility should remain open. Part of the problem is its distance from the rest of the City. The isolation assists in keeping any problem out of sight, and aids in dehumanizing 'them.'

This is a problem certainly, and in fairness for the officers put in a system designed for the results we've seen.

"Now that there's been a commitment to close the detention center, we must think of a responsible way to shut down Rikers Island. While it could mean new facilities, it doesn't necessitate it. A combination of pre-trial tools and policies and existing penitentiaries could suffice. Not to mention the ongoing positive shift to investing in a preventative paradigm.

"People like to say the criminal justice system is broken, however, in actuality the system is working how it was designed to work. It's a part of the foundation of this country. A simple reminder made today by reporter Mara Gay who reminded us that 'Rikers Island bears the name of Richard Riker, the city recorder who sent blacks back to slavery in the south without fair trial.'

"It was very dark and residents complained of the discomfort this caused them. The Prime Minister, with his initiative, collaborated with the Ministry of Public Infrastructure and currently we're installing about 14 street lights in various parts in the community." Harbajan said.

Harbhajan explained that other works are being carried out to upgrade the long neglected community.

He said that the Prime Minister also collaborated with the Neighbourhood Democratic Council (NDC) to clean and clear some drains, which were clogged in the community.

Several roads in the community were also filled with crusher ran and similar works will be carried out in other nearby communities.

Harvey Ardeen of the Whim Kali Temple is grateful for the newly installed street lights. He said prior to the installation of the lights, residents were afraid to travel at nights or even visit the temple.

A WEST Ruimveldt woman was remanded to prison on Wednesday by City Magistrate Fabayo Azore for the illegal possession of ammunition and cannabis, which were found in her home during a police raid last week.

Loren Springer, single mother of two. denied that on March 30. 2017 at her West Ruimveldt home, she had three live rounds of .38 ammunihon in her possession

GJ VTechnical Institute, recently observed that the "Trade of Trades" Exhibition, brought industries, students, and businesses together to create windows of opportunity for all to be involved. He further noted that the trade fair provided an opportunity to demonstrate our linkages - our forward linkages, our backward linkages, our lateral linkages, our linkages with industry, our with secondary education and our linkages with tertiary and higher education."

Of all of these diverse linkages listed by the GTI Chairman, the one that immediately caught my attention was the linkage that he cited concerning industry. And the first question which came to mind was: what roles and contributions should industry play in the development of technical skills that can, in turn, lead to the acquisition of those skills which are vital to the creation of jobs, especially for the youth of the nation?

There is another question that is closely related to this one: how many external industries took the opportunity to evaluate the skills exhibited by the nation's students and motivate them to make wise career choices? While there was no mention of the presence of external industries at this fair, one hopes that if none were invited, there could be a re-run for such special invitees.

Indeed, a special open house or exhibition for representatives of large and small industries would present them with first-hand information about the qualities and the skills of GTI's graduates. This would also provide these businesses with opportunities to make meaningful contributions to the development of technical skills in Guyana.

On the other hand, these industries should not be encouraged to just sit back and seek to hire only GTI's top performers, although doing so makes a significant contribution to the employment of Guyanese youth; they should also be proactive in offering to provide funding for the maintenance and development of GTI's pro-

grammes.

Such involvement might take the form of direct financial contributions to GTI or scholarships awarded to individuals pursuing

Private sector industries already absorb the majority of GTI's graduates — even without making any contributions to their skills development. Many years ago the Guyana National Engineering Corporation adopted the GTI and contributed significant funding; if this relationship no longer exists, other industries should be approached to become sponsors. Of course, the sugar and bauxite industries have

grabbing the best students because they have the financial ability to recruit the best. A classic example of this behaviour was the norm at Ogle, now the Eugene F. Correia International Airport, where the aircraft operators never thought to develop their own mechanics but

by SHAN RAZACK The great Barbados and West Indies batsman Clyde Waleott, who become a Cricket Coach on the sugar plantations in Guyana in 1954, captained British Guiana during the Tournament. In 1958 he wrote in his book, "Island Cricketers": "for this we had largely to thank our spinners, Lance Gibbs and Ivan Madray, two young players with an undoubted future, who could well assume the mantle of Ramadhin and Valentine in the West Indies one day." And Waleott, as C.L.R. James wrote, "is always circumspect in his speech."

Lance Gibbs became the best off-spinner in the world in the 1960s, taking 309 Test wickets in 79 Tests. But Madray played in only two Tests in which he got no wickets.

He left British Guiana in 1958 to play for Penzance in Cornwall. In 1960 he moved to the Lancashire League, there he had a successful career until his retirement in 1967.

It was Walcott's knowledge of the social and psychological character of these players that endeared him to them. He was compassionate, and, as Madray said: "I would have walked to the end of the earth for Clyde Waleott ... He always brought out the best in me ... I recall in the 1954 Quadrangular Series, in the match against Jamaica, I had already

He writes: "The more I saw of these youngsters, the happier I became. After their success in the first round against Jamaica they showed no sign of overconfidence... one of the most dangerous states of mind one can bring to cricket.. .but a quite determination to do as well as, or better than, they had done before.

During a break, which came after Kanhai had topped his century, I talked to him in his dressing room. I explained that a century was something that came sometimes to quite ordinary cricketers, but that a double century was a comparatively rare thing even for the very best player. If he reached his coveted target, I promised him, I would give him a bat.

I think he felt that, as much as anything, he had let me down; that I wanted two hundred runs from him and that he had failed me. I talked to him-he was in a sort of a daze and my words took some time to sink in. I told him not to worry, that he had done very well indeed and would have plenty more chances to score double centuries in the future. At this he brightened up when, perhaps subconsciously, he realized that he had not let me down after all. A clever and likeable cricketer, and one of great promise, he fully deserved the bat which, of course, I gave him even though the 'conditions' had not been exactly fulfilled.

Once during an Inter-County final between Berbice and Demerara at Rose Hall 'Oval', Canje, the late Leslie Amsterdam, the little man with the broad bat made 40, but it was an innings not to be forgotten for its grace, poise and charm. While Walcott appreciated the innings, he nevertheless said that: "If one were to get into the National or Test side, 40 runs were not good enough, one should aim at 140.

Walcott, a burly "Bajan" who has the unique distinction of scoring a century in

each innings of a Test series twice (against Australia in 1955), whose work on the sugar estates cannot be evaluated in terms of how many players he brought to national and international prominence. Rather, it must be seen in the light of creating an abiding interest in the game, that on the estates, if you are not a cricketer and aspiring to be another Kanhai, Butcher or Solomon, it is because you are incapacitated, or past the age when anyone cares much what you are.

Everyone on the estate with the necessary facilities and cricket grounds played the game and played it well too. Since Walcott made his presence known and felt it has been a big thing to discover who would emulate Kanhai, Butcher and Solomon. The players on the estates were so razor keen that the national side during that period was never wanting of batsmen.

We need to look back a little on the state of cricket in BG, prior to Walcott taking up his appointment. After its brief upsurge during the 1930s, BG had not performed particularly well in the territorial competitions and this was reflected in the fact that it steadily lost its "quota" privileges. When the West Indies toured England in 1933, BG's sole representative was wicket-keeper Cyril Christiani. Peter Bayley was the only Guyanese player on the team which visited

He was accompanied by wicket-keeper Clifford McWatt and speed merchant John Trim during the tour to India in 1948/49, and Trim alone during the tour to Australia and New Zealand 1951/52.

Walcott moved up and became a Social Welfare Adviser. His protege, Joe Solomon, took over and carried out the good work and

further still, Roy Fredericks, another product of sugar estates' cricket, was corralled as a national coach. Nearly every team in the city had a player who has formulated his style and developed his talent on the sugar estates.

Clyde Walcott had served our cricket well too. He has captained the national side and led it well, although there were rumblings at times that "they had to get a Bajan to lead our team". But this came from a narrow-minded few who had forgotten the transports and delight into which they were wafted when Kanhai, Butcher, Solomon and Madray brought their magic to Bourda. Guyana cricket needed Walcott, if it needed anyone and he bridged a gap of understanding in similar fashion to Worrell when he took the helm of the West Indies team. Walcott had never been an island. He had always been there, ready, willing and able to give of his experience and to use his vast influence to get the best for his players. It must have been a tremendous moment for him when leading Guyana to victory over his fellow countrymen before his fellow islanders at Bridgetown â&#x20AC;&#x201D; his own backyard.

Clyde Walcott was one of the first players who made the world recognize that in the West Indies, they played the game for all its worth. Walcott's success in the 50's represents a renaissance in Guyana's cricket.

The West Indies, the 1975 and 1979 world champions, are pre-sently sitting in ninth position on 84 points, five points behind eighth-ranked 1992 winners Pakistan.

Several big ticket players including Chris Gayle, Sunil Narine, Lendl Simmons, Carlos Brathwaite, Kieron Pollard, Darren Sammy and Darren Bravo are currently in India to participate in the IPL even as a three-match ODI series against Pakistan gets underway on Friday in Guyana.

In the last few years a number of high profile Caribbean players declined central contracts from the West Indies Cricket Board (WICB), leaving them under no compulsion to appear for na-

tional duty. One of the diktats of the WICB that has irked the players is being asked to play the Regional Super50 in order to qualify for selection for ODI squad. Considering the aforesaid players all feature in domestic T20 leagues like the Big Bash, which clash with the Super50, they have refused to sign the binding WICB contract.

Richards insisted that the situation has come to pass only because members of the WICB have done a "lousy job" in creating an environment where players feel treasured by the national set-up.

"When you have an arrogant administrative unit, guys are going to pick and choose," Richards told ESPNcricinfo in Mumbai on Wednesday. "We must remember that many of the players come from humble backgrounds. I have no qualms in saying this, some of these administrators think they are as important as the players on the field. They are not.

"I think it is a bigger issue than about the guys playing in our domestic competition. Most of the guys played there when they first started out, that's what they wanted to do. The players have done their bit in terms of their representation.

We lost a series in the UAE recently [in 2016 against Pakistan], now we have lost the T20 series in West Indies to Pakistan.

All this after winning the last World T20.

That sends a message in my opinion that all is not well with all the players who are representing West Indies at this stage."
