RCA TOURNAMENT RULES AND REGULATION 3 Day MATCH Player Registration & Nomination: 1. Every team must register a maximum of 18 players (working or students, no visitors are allowed) should be holding iqama, and not registered with any league in KSA. For the Test Match, 15 players to be declared at the start of the match. a. If a violation is found in the list of 15 the team will be financially panelized and may not be able to take part in the upcoming RCA season. b. The player will be fined 200SR and a ban. c. A team must make sure the 15 players squad is present at the ground at the start of the match. 2. A player for any reason is not available for any emergency maybe replaced with the approval from the GS. 3. Captains will nominate their team (11 players) plus a maximum of 4 substitute fielder before the toss. Any other registered member of a team which is not included in the squad of 11 cannot replace the nominated member of the squad of 11. MCC Law 1 applies. No player may be changed after the nomination without the consent of the opposing captain. 4. A player that is nominated as a playing member may join the team at any time during the match. (Subject to the normal penalty that he cannot bowl for the number of over he was absent). a. No substitute can be used in the start of the game if the nominated player is absent. b. If a player leaves the field for more than 3 overs before the end of the first innings, he cannot open the innings, he may bat after the same number of overs he was absent or 5 wickets are down. c. The restriction in clauses (a) and (b) above shall not apply if the player has suffered an external blow (as opposed to an internal injury such as a pulled muscle) whilst participating earlier in the match and consequently been forced to leave the field. Nor shall it apply if the player has been absent for very exceptional and wholly acceptable reasons (other than injury or illness). d. In the event of a fieldsman already being off the field at the commencement of an interruption in play through ground, weather or light conditions or for other exceptional circumstances, he shall be allowed to count any such stoppage time as playing time, provided that he personally informs the umpires when he is fit enough to take the field had play been in progress. e. Substitute fielders shall only be permitted in cases of injury, illness or other wholly acceptable reasons. ‘Wholly acceptable reasons’ should be limited to extreme circumstances and should not include what is commonly referred to as a ‘comfort break’ 5. Timings: 7. Starting time for morning session match is 8:30am. Toss to be done at 8:15am. If teams are not on time, then the team coming late will be financially panelized. With the understanding between the umpires and two captains, overs will be calculated at the start of the match and umpires must confirm the total overs to be played due to loss of time for that particular day. In the event of both team no show, the team will not be part of the RCA upcoming tournaments and teams will be financially penalized. 8. Bowling team should bowl 40 overs before 11:35am 9. The starting time for afternoon session is 13:30pm. If a team is late, than the teaming coming late will be penalized for the time they are late. This will be a financial fine decided by the RCA Committee. 10. Tea break will be taken after 28 overs been bowled in the second session after lunch 11. Both ends will be used for bowling 12. In the day, 80 overs will be bowled. 13. The captain of the batting side shall have the choice of taking a new ball at any time after 55 overs have been bowled with the previous ball. The umpire shall inform the other umpire and indicate to the fielding captain and the scorers whenever a new ball is taken into play. However, the ball needs to be replaced after 105 overs and this should be replaced by a new ball. If the ball is to be replaced, the umpire shall inform the batsmen and the fielding captain. There is no say of the captains or the players to change the ball. Umpire should make the decision. Umpire’s Responsibilities: 14. The umpires shall control the game as required by the Laws (as read with these playing conditions), with absolute impartiality and shall be present at the ground at least 20mins before the scheduled start of the first day’s play, and at least 15mins before the scheduled start of each succeeding day’s play. 15. RCA will appoint two umpires to stand in each match. 16. Neither of such umpires shall be from the same team as the participating teams. 17. Neither team will have a right of objection to an umpire’s appointment. 18. The umpires should be in the ground 5 mins before the teams to go to the wickets 19. The safety of all persons within the ground is of paramount importance to the RCA. In the event that any threatening circumstance, whether actual or perceived, comes to the attention of any umpire (including for example weather, pitch invasions, act of God, etc. then the players and officials should immediately be asked to leave the field of play in a safe and orderly manner and to relocate to a secure and safe area (depending on each particular threat) pending the satisfactory passing or resolution of such threat or risk to the reasonable satisfaction of the umpires, RCA General Secretary to give final verdict. 20. The umpires shall be the final judges of the fitness of the ground, weather and light for play. 21. If at any time the umpires together agree that the conditions of ground, weather or light are so bad that there is obvious and foreseeable risk to the safety of any player or umpire, so that it would be unreasonable or dangerous for play to take place, then they shall immediately suspend play, or not allow play to commence or to restart. The decision as to whether conditions are so bad as to warrant such action is one for the umpires alone to make Page 2 of 5

22. When there is a suspension of play it is the responsibility of the umpires to monitor the conditions. They shall make inspections as often as appropriate. Immediately the umpires together agree that conditions are suitable for play they shall call upon the players to resume the game. 23. If play is in progress up to the start of an agreed interval then it will resume after the interval unless the umpires together agree that the conditions of ground, weather or light are so bad that there is obvious and foreseeable risk to the safety of any player or umpire, so that it would be unreasonable or dangerous for play to take place. 24. Play may be suspended due to safety and security concerns by the umpires on the advice of the RCA General Secretary. 25. Where play is suspended under clause 22 above the decision to abandon or resume play shall be the responsibility of the RCA General Secretary Change of Umpire 26. An umpire shall not be changed during the match, other than in exceptional circumstances, unless he is injured or ill. RCA reserves the right to this. 27. Team Captains may indicate in their reports any failure on the part of umpires to apply these rules. 28. At all time the umpire’s decision is final. Failure to accept the umpire’s decision will result in penalties being awarded by the Discipline & Umpires’ Committee. 29. Umpires have the right to stop a game, suspend a player and drop a player in case of any offense or misbehave. 30. Umpires must make sure to conduct the match in the right spirit and if found guilty, 50% of the umpiring fee will be deducted. 31. If umpires are late for more than 15 minutes from the start time, 25% will be deducted later than this 50% of the match fee will be deducted. Umpire’s Duties: 32. Before start of a match, umpires should make sure that the crease is properly marked and boundaries are clearly visible. 33. The umpire should check the ball before the start of each inning. Only four piece balls are allowed. 34. Umpires should watch for any waste of time during the game, in this regard Umpire’s role would be more important to complete the 80 overs in the day. In the morning session the fielding team has to complete their 80 overs by 6:00pm. Time wastage includes; a. Deliberate time wasting tactics by the bowling or batting side, e.g. un-necessary discussion on the Ground, unscheduled water breaks, frequent discussions on the pitch etc. b. Slow bowling rate (a good bowling rate is estimated at 13 overs per hour). c. Umpire may warn the side on the first instance. One the second instance it shall award 5 penalty runs against the team wasted the time. MCC Law 42 applies. 35. Umpire MUST SIGN the match summary sheets at the end of each day innings, ensuring signature of both Captains. Umpires should be responsible to take the ball and bring to the next day. Scanned copy of the summary sheet must be submitted to Mr. Aasif Sheikh by end of the test match and emailed to aasif.sheikh@gmail.com. Original shall be kept with the team and submitted to towards the end of the test matches for verification. Teams must make sure score sheet is completed in full. Page 3 of 5

Scorer’s Responsibilities: 36. It is the responsibility of each team to have competent scorer for their match. If a team fails to do so, it will have to be content with the scorer from the opposite team. In case of any discrepancy, the umpire shall decide the last score. A team without a scorer cannot assert any claims. Limitations: 37. Restriction on Field Placing; a. The semi circles have the middle stump as their center at either end of the pitch. The radius of each of the semi circles is 30 yards (27.53) the ends of each semi circle are joined by a straight or dotted line drawn on the field on the same side of the pitch. b. At the instant of delivery, no more than 2 fielders are allowed behind the square leg umpire. 38. There is no restriction on the number of overs to be bowled by any bowler. No Ball: 39. SHORT PITCHED DELIVERY (applies to the whole innings): a. At 1st instance short pitch will be called no ball. b. At 2nd instance short pitch will be called no ball and 1 run extra will be awarded to the batting side plus final warning to the bowler. c. At 3rd instance short pitch will be called no ball and 1 run will be awarded to the batting side and the bowler will not be allowed to bowl further in the innings. 40. FREE HIT: In the Test Match, there is no free hit. 41. No player may leave the field except for injury or illness and only that too, after permission from the umpire. No substitute can be used without notifying to the umpire. Once a player has left the field for more than 15 minutes, he cannot bowl on his return until he has been back on the field as long as he was off. 42. Drinks may only be taken after 10 overs. This rule applies to the batsmen as well the fielders. Any unscheduled breaks must be with the umpire’s permission. Runners & Substitutes: 43. A runner (wearing same clothing & equipment) is to be only permitted when a batsmen is injured during the game e.g. (Twists Ankle, Pulls Muscle in Leg or Thigh, has leg Cramps etc) at the discretion of the umpires. They are not to be allowed where a batsman is tired or fatigued due to lack of fitness. The Captains of the teams have absolutely NO SAY in this matter. 44. Batsman who decides to leave the crease due to injury may come back at any time during the inning after the fall of any wicket. In case a batsman retires on his will, may be allowed to return only after the permission of the opposing captain, otherwise he will be written retired out not retired hurt.

Match Results: 45. The team scoring more runs and gets the other team is less runs win the match. 46. Match is drawn if there is no results 47. Team conceding a walkover will be penalized a sum of 400 SR Discipline: 48. Any player, who misbehaves, uses abusive language, is rude to other players or umpires on or off the field will be summoned before the discipline committee. This misbehavior involves calling names, kicking down the stumps, throwing away bat in protest etc. 49. Each team will be held responsible for the behavior of its players and its SUPPORTERS. If SUPPORTERS of a team are not behaving according to the standards, the team may be penalized after a warning. On repeated offenses of supporters, the team may be disqualified from the tournament which will be decided by the discipline committee. 50. Smoking is strictly prohibited on the ground during the hours of play. Any player or umpire found guilty shall be fined SR 50 on the first occurrence and SR 100 on the repetition. 51. No mobile phones are allowed at any time in the ground during the hours of play. Any player or umpire found at fault shall be fined SR 50 on the first occurrence and SR 100 on the repetition. 52. RCA code of conduct for players & officials version 1 and code of conduct for umpires’ version 1 shall be applicable in full. 53. Any rule which is not mentioned above, in that case MCC law will get applied. 54. Any email not addressed to GS will be considered as null and void.
