Two steps forward, one step back

Since I last wrote, great progress has been made. Americans are getting vaccinated, companies are starting to open back up and people are just simply getting back to normal. However, I can't acknowlegde the progress without recognizing the tribulations newly affecting us, especially in the rental housing industry. I know the eviction moratorium and its extension have truly impacted our industry in ways that we could not Deidre Wilson have imagined. The NAA is very proactive in advocating against the moratorium; as a result, a class action lawsuit was filed. The lawsuit will be seeking compensation for the financial damages that the industry has suffered under the CDC order. Each owner member is invited to sign up to be a part of the lawsuit. You can log into the National Apartment Association website to include your firm.

While we continue to adjust and pivot when we need to, the GCAA has several upcoming in-person events/classes. We saw an amazing Trade Show turnout that we hope encouraged you to feel safe at our in-person events. To ensure that keeping each other safe is at the forefront, we will continue to encourage wearing masks, social distancing, and hand sanitizing. We will also be introducing a hybrid option for certain classes, committee meetings and seminars. This will allow those who feel comfortable attending to do-so and those who may not feel as comfortable to still have remote access to that program. We will continue this for all future classes and committee meetings. We thank you for your patience and continued dedication to the Association.

We did it!

Well folks - we did it. After cancelling our 2020 Trade Show in the height of the pandemic, we finally were able to see the American Heroes Trade Show come to life. Safety was of the upmost importance for this event and we hope that shined through. We required masks for attendees, exhibitors, and volunteers. Those in attendance also had the option to let others know their comfortableness with contact by using Betsy Kirkpatrick red and green stickers for attendees and exhibitors to place on their nametags. Red meant preferred distancing while green meant handshakes and hugs, please!

As an Association, we really wanted attendees to feel comfortable while giving them the tools to communicate with others about how they felt. Despite the delta variant and mask mandate, we managed to have an extremly successful event. We had a total of 641 attendees and 126 total exhibitors. This event is something so many wait for and to see it come to fruition was so rewardng. On the next page, you'll find an event recap that captures the fun had that day at the Park Expo! We want to thank everyone who attended and exhbited at the 2021 Trade Show. And, we'd like to thank the Trade Show Committee and GCAA staff for executing a wonderful event. You made this event the success that it was!

How long have you been an instructor?

I started training leasing consultants in 2016 with my company and took the Train the Trainer course with the GCAA that year. I then taught the Sales and Building Relationships module with NALP (now CALP) and currently teach the Human Resources module with CAM. My area of expertise is people. Selling to people and managing people. I think I love speaking about the human element so much because there is never a dull moment and it’s the foundation of everything we do.

What do you gain from the training experience?

Training keeps me sharp! It keeps me up to date in this constantly evolving industry and challenges me as a leader. The last class I taught, I was driving home, and I had to ask myself if I was truly leading my team everyday the way I just trained a class to. Training challenges me to walk the walk.

What does the teaching process look like for you?

We go hard in the paint. When there is a group of individuals that are using their time and money to invest in themselves, I take that very seriously. I want them to get as much out of their day with me as possible. It’s very open and informal but I really try to facilitate a classroom that speaks to every individual in the room. I don’t want you to just pass a test, I want you to be an empowered credential holder.

Why did you become an instructor?

Helping people is “my why”. If I know the quickest way to get from point A to point B because I’ve done it before, I want to show people my map of least resistance.

I didn’t gain experience and knowledge for me to keep to myself, I gained it to share with others.

Goverment affairs highlights

“Regulation imposed by all levels of government accounts for an average of 32.1 percent of multifamily development costs. In fact, in a quarter of cases, that number can reach as high as 42.6 percent,” according to research released in 2018 by the National Association of Home Builders (NAHB) and the National Multifamily Housing Council (NMHC).

A change in 2019 associated with the administration and inspection of private water distribution systems in housing developments in Charlotte-Mecklenburg led to a substantial increase in the cost of housing with no discernible public benefit.

The purpose of this article is to bring attention to how a local regulatory change significantly impacted the cost of housing construction which ultimately impacts housing affordability for the residents of our community.

Specifically, this issue involves a regulatory change in the permitting and inspection procedure for site domestic water lines for private water distribution systems. Prior to July 2019, the review and inspection of this scope of work was administered by Charlotte Water as a delegated authority by the State Division of Water Quality (DWQ). All underground domestic water lines, public and private, were permitted and inspected by Charlotte Water and the project civil engineer would observe the installation and pressure test and would certify the private lines.

Effective July 2019, that changed. The administration for the private portion of this work (past the meter and up to the building(s)) was transferred from Charlotte Water to Mecklenburg County Building Standards. This resulted in all private underground domestic waterlines having to be permitted and inspected by the Mecklenburg County Code Enforcement department thereby bringing the review and inspection of these lines under the State Plumbing Code. Charlotte Water continues to inspect the public lines, which do not fall under the jurisdiction of the plumbing code. This regulatory change in essence disqualified the C900 pipe as an approved material in private water distribution systems per the North Carolina plumbing code.

However, on June 22, 2021, the NC Department of Insurance (NCDOI) deemed C900 piping and its associated fittings as a proven water pipe that should, therefore, be acceptable as approved alternate materials in the State Plumbing Code.

Developers were given the go-ahead to resorting back to use of the C900 pipe but with that deemed approval came a requirement regarding the testing of such installation. And the hiring and paying for third-party inspections to test such installations when the local inspection jurisdiction determines it is unqualified to or incapable of performing such tests and inspections.

This was great news, but it solved just one of the problems that emanated from the July 2019 regulatory change. A couple of other requirements continue to have practical and cost implications for developers as it relates to private water distribution systems. For example, there is a Charlotte Water operational procedure requirement concerning the installation of backflow prevention devices at all fire hydrant connections to the water distribution system where that system ends up serving a combined domestic and fire protection use.

This means that either: 1) provisions have to be made for installing a backflow prevention device at every fire hydrant or 2) that the domestic and fire protection water distribution systems must be completely separated (e.g., install dual pipes).

Secondly, permitting a private water distribution system under the Plumbing Code requires that plan review occurs as part of a building permit submittal.

This precludes the ability to permit a site/utility construction package in advance of, or separate from, a proposed building. Often, site work is initiated in advance of building permits. This submittal process must be initiated by a licensed contractor and cannot be initiated by a developer or design professional. This means that a site utility contractor, once engaged, must submit for his own plumbing permit to install a private waterline, else installation of the water distribution infrastructure cannot begin until after the proposed building(s) is approved for a building permit. The hiring of a thirdparty site utility contractor means additional costs.

How does this change impact housing affordability? Between July 2019 and June 2021, the additional cost of the regulatory change that prohibited the use of the C900 pipe cost developers as much as $600+/unit in some developments and the ongoing maintenance cost for any future replacements or repairs would be more expensive as well.

While the C900 pipe was rendered an allowable material as of June 22, 2021, the other issues as outlined above, continue to financially devastate housing projects that are already experiencing rising costs in labor and materials.

The RHA PAC Backs Landlord Tenant Changes Legislation This year, the RHA PAC has been focusing on a broad range of multifamily apartment government affairs issues, that have included the CDC eviction moratorium, Section 8 program, landlord tenant issues, and much more. Every day, policies are enacted by legislators that can have a long-term impact on the viability of the multifamily apartment industry. Part of what we do is advocate on behalf of the Greater Charlotte Apartment Association for public policies. SB 644 – Landlord Tenant Changes was one of those policies.

On July 2nd Governor Cooper signed SB 644! This bill unanimously passed both legislative Chambers in the North Carolina General Assembly and was AANC’s top priority in this legislative session. It streamlines and advances landlord/ tenant law in North Carolina, by addressing debt collection clarifications, resident criminal record screenings, and clarify rights for the collection of property in small estates. These issues have been a long-awaited priority for our industry and is a huge win for our rental housing providers!

Representatives of the GCAA, and others join forces to try to address the outstanding issues with the administration and permitting process. These processes are long and in the meantime the cost for housing continues to escalate. At the end of the day, the resident, pays the ultimate price.

Bus Tour Committee: This committee’s members play key roles in planning and executing the GCAA’s annual New Construction Bus Tour, a major annual undertaking that showcases new apartment products in our market. They also assist with smaller-scale tours which have specific areas of focus, such as the Rehab Tour and the Affordable Housing Tour.

(Meets on the last Wednesday of the month at 9:30 am).

Diversity, Equity & Inclusion Committee: The purpose of the GCAA DEI Committee is to be a strong advocate for Diversity, Equity, and Inclusion in all aspects of the apartment industry in the greater Charlotte area, to provide training and leadership on diversity, and to promote awareness of best practice policies and procedures that will align with these objectives. The Diversity, Equity & Inclusion Committee is dedicated to the work of increasing access and opportunity for underrepresented populations in the apartment industry.

Education Advisory Council: This council oversees the NAA Education Institute Designation Programs, including CALP, CAM, CAMT, CAPS, and CAS. Council members provide guidance in the areas of policy, member and community outreach, faculty development, program evaluation, curriculum design, and student participation. Council members must be GCAA volunteer instructors.

Government Affairs Committee: The government affairs committee monitors legislation and code issues affecting the multifamily industry at the local, state, and national levels. Its members represent the apartment industry to Charlotte City Council, Mecklenburg County Board of Commissioners, and other elected bodies. This committee also works closely with the Apartment Association of NC and other state affiliates to influence policy decisions within the NC General Assembly. It meets the 1st Friday of the month at 8:45 at the GCAA. - Housing Affordability Subcommittee operates under the Government Affairs Committee. It monitors and reviews current and developing issues and policies that impact housing affordability and devises possible solutions. The Subcommittee meets the third Friday of every month from 9am – 10am.

Serving on one of the Greater Charlotte Apartment Association's Volunteer Committees is a great way to connect with our growing organization and the ever-changing apartment industry. As a committee member, you'll network with other industry professionals while participating in important Association business and decision-making.

CHOOSE TO BE INVOLVED IN 2022!

Green Committee: This group’s focus is to educate GCAA‘s the owner/operator members about the latest trends and opportunities in environmentally conscious, sustainable multifamily operations.

The committee organizes educational programs, has guest speakers, goes on outings, and contributes to GCAA’s publications and website.

Multifamily Career Awareness Committee: This committee will promote multifamily industry careers to high school and college students via career fairs and other job exploration opportunities. The multifamily industry can often be overlooked but with this committee, we will show our next generation of leaders that it is a viable option and one that should be explored.

Membership Committee: This committee is focused on recruiting new members and retaining existing members. Committee members develop ideas to demonstrate the benefit of GCAA membership including leading orientation and designing exciting member experiences. The group organizes annual membership drives and other fun networking opportunities.

Next Gen Committee: This group’s efforts focus on increasing association involvement of members who are “young” in the industry. Next Gen volunteers organize social events at which GCAA members can network with industry peers, learn more about the Association, and explore multifamily career opportunities. Meets the 3rd Wednesday of the month at 9:30 am at the GCAA. Outreach Committee: This group works to strengthen the rapport between multifamily industry professionals (GCAA members, specifically) and the local public by identifying areas of need in the community and planning activities that will provide appropriate service and support. In recent years the Outreach Committee has partnered with Keep Charlotte Beautiful, the Urban Ministry Center/Moore Place, Charlotte Family Housing, and others. Meets the 2nd Thursday of the month at 9:30 am at the GCAA. PSC: The Products & Services Council is open to any/all GCAA Associate (supplier) members in good standing; its overriding goal is to enhance the valuable working relationships between GCAA-member apartment owners/operators and suppliers. PSC Subcommittees focus on specific areas/programs and include Associate Development, Trade Show, Golf, and Executive Dinner/Reverse Trade Show.

Programs Committee: This committee researches and schedules quality programs for the monthly General Membership meetings. Its goal is to secure a range of engaging speakers and to present subjects that will appeal to our diverse membership. The committee also schedules seminars of industry-related topics for the membership like Landlord-Tenant Law, Fair Housing and Pool School that complement the NAAEI designation offerings. Meets on the third Tuesday of the month at 9:30am.
