Most Illustrious Grand Council Cryptic Masons of California Most Illustrious Peter G. Champion, KYGCH 161st Grand Master GENERAL ORDER 2021-01 RESPONSE TO THE CORONAVIRUS DISEASE 2019 (COVID-19) PANDEMIC Whereas, on March 5, 2020, California Governor Gavin Newson declared a state emergency in California due to COVID-19, Whereas, on March 11, 2020, the World Health Organization (WHO) declared the COVID-19 outbreak a global pandemic, Whereas, on March 13, 2020, President Donald Trump declared a state of emergency nationwide due to COVID-19, Whereas, on October 23, 2020, Most Worshipful Grand Master Arthur Weiss issued a directive prohibiting Masonic gatherings of any kind in California due to COVID-19 until further direction is received from the Grand Master, Whereas, on October 23, 2020, Most Worshipful Grand Master Arthur Weiss issued a directive allowing continued use of Zoom or other online platform to conduct virtual stated meetings, Whereas, on April 14, 2021, Most Worshipful Grand Master Arthur Weiss issued a reopening directive which allowed Masonic lodges to resume holding in-person meetings and events, as long as those meetings and events met the requirements imposed by the state and local health departments, and the Grand Lodge of California, Whereas, on June 2, 2021, Most Worshipful Grand Master Arthur Weiss issued Reopening Directive II addressing removal of state-imposed restrictions on meetings and events effective June 15, 2021 which will allow Masonic lodges, Masonic organizations, and youth orders to conduct in-person meetings and events in compliance with county and city restrictions, if any, but will also allow lodges to continue, at their discretion to hold virtual stated meetings, Whereas, use of electronic meeting software has allowed Companions to attend and participate in Council meetings despite the concerns with distance, transportation, or health status, Whereas, many Companions of the Council are unable to attend once in-person meetings resume due to distance, transportation concerns, advanced age, health status, or other valid reasons, Whereas, our Constitution in Section 10-1 defines the Grand Master’s duties as, “The Grand Master, during the interval between Annual Assemblies, has all the executive power of Grand Council, except the granting of Charters…”, I therefore issue this General Order in response to the continuing COVID-19 pandemic: Sword & Trowel

1. VIRTUAL STATED ASSEMBLY. At the time called for the Stated Assembly of any Council for the purpose of conducting business, the Council may be opened in Ample Form as a tiled Assembly, using electronic meeting software, subject to the following restrictions: a. The software program must have a secure method of admittance, e.g., a password or private access emailed to members (and verified brothers from other Councils with approval of the Illustrious Master) by the Recorder b. The Ample Form opening and closing will be conducted by: i. The Inspector or ADR who has demonstrated proficiency in the same by his Department Grand Officer and certified by the Grand Director of Ritual, OR ii. A Grand Officer of the Grand Council of Cryptic Masons of California who is permitted to open in Ample Form pursuant to Section 18-3 of the Constitution c. The ADR or Inspector or authorized Grand Officer is online for the entire Stated Assembly and conducts both the opening and closing of the Stated Assembly d. The proper quorum and necessary officers are present e. The Order of Business is: i. Opening in Ample Form ii. Pledge of Allegiance iii. Recognition and Moment of Silence for Departed brother(s) iv. Reading of Minutes of prior Assembly or Assemblies v. Reading and acceptance of Petitions vi. Communications vii. Bills viii. Reports of Committees ix. Unfinished Business x. New Business xi. Elections xii. Recorder’s Announcements of coming events xiii. Closing in Ample Form f. Balloting on Petitions is prohibited g. Conferral of Degrees is prohibited h. Voting (other than Elections) may be done by voice vote or raising of hands or electronically, at the discretion of the Illustrious Master. 2. BLENDED STATED ASSEMBLY. At the time called for the Stated Assembly of any Council for the purpose of conducting business, the Council may conduct a tiled and blended in-person/virtual Assembly subject to the following restrictions: a. Opening and Closing Ritual i. A proper quorum of Companions and necessary officers meeting in person shall open the Assembly in Full Form prior to using an electronic meeting software and must end use of the electronic meeting software before closing the Assembly in Full Form OR

We be “New” Companions, This article starts my year as the Most Illustrious Grand Master of Cryptic Masons for the State of California. I have had the pleasure of serving the Grand Council for many years, and now it is time for me to step up as the MIGM. As most of you are aware, I have recently had three strokes and am in the process of recovery. I have been blessed with well wishes from Companions around the state, and working with all the Grand Council officers has been a wonderful and enlightening experience for me. Nobody gets to the position of Grand Master for the Grand Council of Cryptic Masons without a lot of help, and I will need additional help this year. I have so many people to thank that I hardly know where to start. My Cryptic Council father, Brett MacDonald, is the first person I owe a thank you to because he was the one that started me on my Grand Council path. Next, I would like to thank Guy Chalmers, Deputy Grand Master, who has permission to speak on my behalf this year, and all the officers and officer’s coaches who so patiently worked with me as I progressed through so many degrees and lines in the various Masonic organizations. Without their assistance, I would never have had the ability to learn all that was necessary to progress as I have. The next group of people I wish to thank are the Grand Officers that have gone before me. Being able to observe their work was truly a rewarding experience and equipped me with the knowledge necessary to accomplish what I have done. The COVID situation today is in flux. There’s a lot to be unhappy about there. Our society as a whole was challenged with shutdowns of most business, food service, and recreation opportunities. Our children were forced to adapt to distance learning over the inconsistent Internet and alone for the most part. As Brothers of the ancient craft of Masonry we are gifted with some incredible knowledge and direction accessed by research and learned through practice. This past year, most of us have attended Assemblies by Zoom. Most of the Companions who I have spoken to say they like the idea of a blended meeting where the Assembly is opened in person and then resumes in Zoom for those who are out of area or elderly. There is a structure to build on, and I hope to see the day when this all is commonplace. Looking at the future of our Cryptic Council, there is another article in this Sword and Trowel that describes 10 things your Council might want to do. You are not required to open assemblies in person for the time being. Please feel free to contact Richard Fonseca or Mark Harris if you have questions about blended assemblies. Thank you. Thoughts for the New Cryptic Year 1. Assign members to call on companions to attend Zoom meetings/ and reserve seats at inperson opening for Assemblies. 2. Assign members to check on companions that were absent, but expected to attend. 3. Our Councils are not small. Average size worldwide of Masonic Lodges is 35 members. 4. Some Grand Lodges require Lodges to divide when they reach fifty members. 5. Fraternal connections are more than mere social connections. 6. California added thirty new lodges in the last decade. 7. When able to assemble, plan a Cryptic Festive Board, or family pot luck 8. Have discussion questions for Assemblies (publish questions in Trestleboard prior to Assembly). 9. Wear your Cryptic purple to lodge or a Christmas or Thanksgiving parade. 10. Share a paragraph for the Sword and Trowel, what Cryptic Masonry means to you.

2020 Ample Form Usage by ADR & Inspectors 2020 Election Procedures

1. Dues Collection: You should send out dues’ notices no later than October, with payments from members due by December 31st. MMS Database is used by Grand Recorder for per-capita billing to each Council of Cryptic Masons, with data updated by December 31. 2. Membership control: MMS Database is used to compute amount of per capita Council needs to pay. Billing is accomplished by Grand Recorder & payment is due by Jan 15th each year. Important changes to your membership include new members, demits, remits & deaths. Maintain e-mail addresses for members & you can easily then forward monthly newsletter, Workman (Royal Arch Masons) & Sword & Trowel (Cryptic Masons) to them. 3. Do not cavalierly suspend members for non-payment of dues. There is a Constitutional process that should be followed rigorously in order that members, who may have moved & not received your dues notice, are treated fairly. See following sections of relevant Constitution in order to learn about this process: Section 30-10. SUSPENSION FOR NON-PAYMENT OF DUES. 1. Any member whose dues & assessments are unpaid for a period of 12 months may be considered for suspension. 2. Prior to such suspension, Recorder, at first Stated Assembly following first day of August of each year, shall furnish to Illustrious Master a list of members who have not paid current dues & assessments. Such members, if possible, shall be personally contacted with reference thereto by Illustrious Master, Deputy Master, Principal Conductor of Work or member appointed for this purpose, who shall report thereupon at next Stated Assembly. 3. Members who have not paid current year's dues & assessments by last day of October, & for whom remission of dues has not been recommended by Illustrious Master, shall be notified by Recorder under seal of Council by first class mail to his last known address that either his dues for current year be paid or cause shown for such failure or he may be subjected to suspension by Council at last Stated Assembly of year. Council may, by vote, suspend such members effective 31st day of December, provided their dues have not been received & no action has been taken to remit dues for that cause. Sword & Trowel

4. Per Capita: Per-capita is billed to each Council by Grand Recorder. Per Capita payment, due each Jan 15th, does not require action by Council to be paid. 5. Insurance: You will be billed for Insurance payment by Grand Secretary-Recorder. Insurance payment, due each July 15th, does not require action by Chapter, Council or Commandery to be paid. 6. Minutes: Take good minutes, but don’t over-do it by trying to capture everything that is said. Focus on having a clear representation of motions made & vote count by which they passed or failed. In addition to keeping petitions in a separate file, it is good practice to replicate basic petitioner information in minutes. It is also a good practice to keep names of attendees at each meeting in minutes. If conferring a degree, keep a copy of cast members & candidate(s). 7. Grand Sessions: Before April meeting, remind Dais officers they are responsible to attend, & arrange a stipend if your Chapter, Council or Commandery can afford it. Remind members who expect to attend to be sure to take their dues cards. If Dais Officers cannot attend, they may issue a proxy, or they may elect a representative. This is true also for Commanderies, whose members cannot issue proxies. Appropriate forms can be obtained on Grand York Rite website: Scroll to "Elected Representative & Proxy Credentials." 8. Grand Council of Thrice Illustrious Masters of California: Be sure current Illustrious Master & Illustrious Past Masters’ know they are eligible to receive this Order. Share petition with them & send to Grand Recorder. Petitions for all three bodies are available at website.

Editor’s Mumblings Companions, we are on the edge of socializing again or should I say re-socializing, learning how to greet, shake, talk face to face and not over or through a mechanical item. GREAT We have not met together in over 14 months, though this pandemic and now the flood gates are open or will soon open. This is the light at the end of the tunnel. A whole new world is now open to us and we must learn how to adapt. Why do I say this? Many of us have noticed an increased listening when we are on Zoom. We have Companions attending while listening while driving their cars, away from home, while home because they cannot travel or drive or taking care of their loved one. In Northern California where people live far apart or it takes 90 minutes to drive to and from their Convocation, Assembly, or Conclave Zoom has been in the right place and the right time. We must learn how to gather two different groups together and become a Council of Cryptic Masons or a Chapter of Royal Arch Masons or a Commandery of Knights Templar. What do I mean by “Two difference groups”? First Group: those of us who want to meet, greet, and do ritual together and Second Group: Those of use who want to meet, greet, and do ritual together but cannot due to Medical, Age (unable to drive), or attending a loved one. How do we bring these two groups together and become one, one Council of Cryptic Masons? Do we forget about the second group and concentrate on the first group because they can attend and do ritual, until they become Medical or age and have to drop out, that my Brothers, Companions, and Sir Knights is NOT the Masonic Way. I am just a peon in our Masonic Structure but we must begin to “think”, how do adapt to this new age of electronics and is another Pandemic on the horizon? Do we have a technology person in each lodge and in today’s world we do have the possibility of having more than one technology person? Does this technology person bring in a laptop computer and everyone that cannot attend sign into that laptop on Zoom and the person using the laptop zoom in on the person speaking but blocking out all signs and ritual? This is beyond any kind of “Editor’s Mumblings” and maybe I am wrong, Masons are a world of signs and ritual and if you cannot attend, step aside. But I believe Masons are a group of people wanting to make a better world, be a better person, until the day they lay down their working tools and go that house not make with hands, eternal in the heavens. All Masons have a God Given Right to attend, to vote, to know what is happening at a Stated Meeting, Convocation, Assembly, Conclave not necessarily to see and hear the ritual. I personally know of Masons who cannot attend because they cannot drive at night but love their lodge, York Rite. I know Masons who cannot attend due to work, medical but would love to hear what is happening, who/what are they voting, and etc. We must learn to adapt.

Tribute to the 2nd Rangers-National Memorial Day From Guy Chalmers Peace Dear Mr. Valrey, It was my honor and pleasure to speak with you Monday, February 8th, 2021, when you confirmed that we would share your story as a part of a tribute to the 2nd Rangers on the 2021 National Memorial Day Concert, broadcast on PBS on May 30th. As producer, and on behalf of the whole organization, I thank you. The contributions of the 2nd Ranger Company are such an important part of the country’s history. What you and your fellow Rangers gave, and particularly those in your unit who made the ultimate sacrifice, must be remembered. Though we can only share a snapshot of that experience on our Concert, we can at least bring awareness. General Colin Powell will make remarks as a part of this tribute. Legendary singer Gladys Knight will perform a song in tribute to the 2nd Rangers and all those who served valiantly in the Korean War. The Chairman of the Joint Chiefs of Staff and the Joint Chiefs of Staff also participate in the Concert, paying tribute to all the men and women who have served in our nation’s military. I know you and I had initially discussed your traveling to Washington, D.C. for the taping, but as we agreed, your health is the most important concern in that decision. We understand that you are not able to travel to Washington, D.C. and that you prefer not to have any sort of crew visit you to pre-tape an on-camera moment for the broadcast. That is understandable and fine and we are grateful still to share your story. The script will be crafted from the conversations you had with Barr Weissman and from descriptions of our research about the 2nd Rangers. We have a copy of your service photo that will appear along with other photos of the company. We have been talking to Timothy McCoy and several other 2nd Rangers to ensure our short piece includes accurate information. The National Memorial Day Concert is America’s national night of remembrance taking us back to the real meaning of Memorial Day. Hosted by Tony Award-winner Joe Mantegna and Emmy Award-winner Gary Sinise, longtime supporters of veterans’ causes and our troops in active service, the concert brings us together as one family of Americans to pay tribute to the service and sacrifice of our men and women in uniform, their families at home and all those who have given their lives for our country. For more than three decades, it has been broadcast nationwide on PBS and around the world to our troops on American Forces Network. Capital Concerts, which produces the National Memorial Day Concert, is a nonprofit company. The concert is not sold on DVD or distributed in any form that can be purchased nor does the concert earn revenue from any type of sales.
