Prior to his VA appointment, he held the position of Commander at the Tripler Army Medical Center, where he was responsible for an operating budget of $440 million and 508,000 enrolled beneficiaries. Dunning graduated from Furman University with a Bachelor of Arts in Political Science. He holds a Master of Science in Strategic Studies from the U.S. Army War College, as well as a Master of Public Administration in Comptrollership from the University of Missouri, Kansas.
