Apple Awarded $30 Million iPad Deal from LA Unified School District June 19, 2013

CUPERTINO, California ― Apple® today announced it received the Los Angeles School Board of Education’s approval to begin a massive roll out of iPad® to its students across the school district starting this fall. The $30 million commitment for iPads is the first phase of a larger roll out for the country’s secondlargest public school district. “Education is in Apple’s DNA and we’re thrilled to work with Los Angeles Unified public schools on this major initiative as they plan to roll out iPads to every student across 47 campuses this fall,” said Philip Schiller, Apple’s senior vice president of Worldwide Marketing. “Schools around the world have embraced the engaging and interactive quality of iPad with nearly 10 million iPads already in schools today.” “The Board voted unanimously for Apple because iPad rated the best in quality, was the least expensive option and received the highest scoring by the review panel that included students and teachers,” said Jaime Aquino, LAUSD Deputy Superintendent of Instruction. “The vote is another step forward in the District’s plan to equip every one of its students with a device by 2014. When completed, the LAUSD will become the largest district in the nation to provide each of its students with the technology.” Apple will provide iPads that include the Pearson Common Core System of Courses delivered via a new app as part of the integrated solution. Apps such as iWork®, iLife® and iTunes®, in addition to a range of educational third-party apps are also included. Apple designs Macs, the best personal computers in the world, along with OS X, iLife, iWork and professional software. Apple leads the digital music revolution with its iPods and iTunes online store. Raytheon to Supply Radars, Contractor Logistics Support to USAF June 19, 2013

Raytheon has secured two separate subcontracts for the supply of APG-63(V)3 active electronically scanned array (AESA) radars and contractor logistics support services to the US Air Force (USAF). Awarded by Boeing, the first contract covers supply of sixth production lot of APG-63(V)3 AESA radar modification kits and spares for installation onboard the USAF and Air National Guard's (ANG)F-15C aircraft. The latest award forms part of an original contract secured by the company for the F-15C upgrade programme in 2007. Raytheon Space and Airborne Systems business Tactical Airborne Systems vice president Mark Kula said the company has been a partner on the F-15 for more than 40 years. According to Raytheon, the all-weather, multi-mode radar APG-63(V)3 is designed to provide the F-15C fleet with extended range, enhanced tracking and precision engagement capabilities, while also offering warfighters a substantial edge during combat. Over 46 radar systems and spares have been delivered to date by Raytheon since the original contract was awarded. APG-63(V)3 is designed to provide the F-15C fleet with extended range, enhanced tracking and precision engagement capabilities. Under the second sub-contract, the company will supply contractor logistics support to the ground station (GCS) elements of USAF's Northrop Grumman-built RQ-4 Global Hawk unmanned aircraft systems (UAS) fleet. Specifically, on-site field support services will be provided for mission control, launch and recovery operations, as well as testing and maintenance of the ground segment to ensure availability of the Global Hawk GCS, deployed and operating at Beale Air Force Base (AFB) in California, and Grand Forks AFB in North Dakota, US.

Cofiroute USA Signs New $60 Million Operating Contract for 91 Express Lanes Extension in California June 20, 2013

IRVINE, Calif. – Cofiroute USA, a VINCI Autoroutes subsidiary, signed a $60 million five-year contract with the Orange County Transportation Authority (OCTA) and the Riverside County Transportation Commission (RCTC) for the operation of 10 miles of new Express Lanes on State Route 91 (SR-91), which are located in the south of Los Angeles. The contract, which is scheduled to come into force on completion of construction in 2017, covers SR-91’s lane monitoring, maintenance of highway equipment, supervision of the toll system, back-office and customer service management. Cofiroute USA has been participating in the lane’s and its free flow toll system since the project started in 1995, operating the existing 10 miles for the OCTA since 2002. The new free flow toll section is part of a vast highway development program worth nearly $1.3 billion. The Riverside County agency is responsible for the project management. The construction includes the widening of the SR-91 to a seven-lane freeway, building an interchange and an extension of the existing Express Lanes. Awarded by the RCTC to a joint venture comprising Atkinson Contractors and Walsh Construction, construction will start at the end of 2013 and are expected to take three years to complete. Kirk Avila, general manager of the 91 Express Lanes for OCTA, said the expansion will benefit the entire regional transportation system. “OCTA is very proud of the role that the 91 Express Lanes plays in helping reduce congestion,” Avila said. “We look forward to continuing our partnership with RCTC and Cofiroute USA on this project.” Gary Hausdorfer, president and CEO of Cofiroute USA, said that the new contract is the result of Cofiroute USA performance and experience operating the existing 91 Express Lanes in Orange County. The Orange County segment of the toll road runs for 10 miles, from the Costa Mesa Freeway (SR-55) in the west to the Riverside County line in the east. Cofiroute USA has continuously operated express toll lanes (HOT Lanes) longer than any other toll road operator in the United States.

L.A. Metro to Purchase Electric Buses for Los Angeles County Transit Riders June 27, 2013

LOS ANGELES – The Los Angeles County Metropolitan Transportation Authority (Metro) Board of Directors today approved a contract with BYD Motors for the manufacture and delivery of up to 25 new all-electric buses as part of a $30 million clean air bus technology pilot project. This is the first time in Metro’s history that allelectric, zero-emission transit buses will be purchased and placed into revenue service as the agency evaluates electric bus technologies and their applicability to meet L.A.’s rigorous transit needs. The BYD contract contains a local jobs component that stipulates that the firm implement a local jobs program. BYD will comply by performing final assembly of bus components at its new manufacturing facilities in L.A. County. A Lancaster, California plant, which opened in May, is the international firm’s first manufacturing facility in the United States. In 2011 Los Angeles Mayor Antonio Villaraigosa co-authored a motion with Metro board members and County Supervisors Don Knabe and Antonovich to jump-start Metro’s Super Low/Zero Emission Bus Program to meet future vehicle emission reduction targets set by the California Air Resources Board. The program seeks to test rapidly evolving electric vehicle technologies that have enhanced operating characteristics including extended range, better integrated subsystems and lighter weight construction. BYD’s electric buses use the company’s own iron phosphate rechargeable batteries which can reportedly travel 155 miles between charges with a full passenger load. The firm has manufacturered more than 1,000 electric buses in China and was rated highest in the proposal process for technical compliance, project management and past performance. The program is part of a larger effort to test clean air prototype buses prior to the next Metro replacement bus proceurement in 2016. Funding for the buses has been made available using Measure R funds dedicated for transit operations. Currently, Metro has a fleet of 2,238 clean air compressed natural gas buses operating on 183 bus routes throughout Los Angeles County.

Governor Brown Signs AB 116, Adds Fuel to CA Housing Recovery July 11, 2013

Governor Brown has signed Assembly Bill 116 (Bocanegra) extending for two years 3,500 existing parcel maps representing 400,000 housing units that can now be constructed. This ensures projects that create thousands of construction related jobs and billions of dollars in economic output may move forward. “Housing is driving California’s economic recovery,” said Mike Winn, CEO of the California Building Industry Association (CBIA). “Governor Brown has now helped ensure that we can move ahead at full speed, providing homes, communities and jobs for California.” Winn added, “By enacting AB 116 the legislature and governor have saved housing employers from duplicating the entitlement process, which is extremely costly. Saddling builders with unnecessary bureaucratic and duplicative procedures discourages growth and job creation.” Since 2008 and the collapse of the housing industry, CBIA has fought four separate times to keep these parcel maps enacted while fighting through the recession. “This is really the culmination of a half a decade’s effort to survive the downturn and keep these “pipeline” projects viable so when the market returned so could these communities,” said Silvio Ferrari, Vice President of Legislative Affairs for CBIA. Ferrari continued, “Now that we are finally reaching a turning point in the recovery, the work by Assemblyman Bocanegra and the action taken by the Governor has stopped us from taking a step backwards.” The housing sector is leading California’s recovery. It generates $328 billion in direct and related economic activity and 10% of the state’s economic output. Projected housing starts estimate around 75,000 units in 2014 and 100,000 units in 2015. This is the equivalent of 400,000 jobs and $67.2 billion in output.

California Major-Metro Markets Construction Activity Increased 45.7% Year-Over-Year, BidClerk Data Finds Quarter-Over-Quarter Private and Public Construction Activity Increased 31.3% July 18, 2013

CHICAGO – For majormetro regions in California, including Los Angeles-Long BeachSanta Ana, CA; San Francisco-Oaklan d-Fremont, Sacramento-Arden-Arcade-Roseville, CA; San Diego-Carlsbad-San Marcos, CA; and Riverside-San Bernardino-Ontario, CA, construction activity increased in both year-over-year and quarter-over-quarter analysis, according to a new 2nd quarter 2013 report from the BidClerk Construction Index™ (BCI). In a year-over-year breakout of major-market California public and private construction projects that were actively bidding, the BCI found that overall construction activity increased 45.7% compared to a 9.8% increase reported by BCI in the 1st quarter of 2013. In the same year-overyear analysis, private construction increased just 1.2%, but public construction increased dramatically, rising 62.5%. The total value of all the California Major-Metro projects reported on BidClerk that bid in the 2nd quarter of 2013 was $8,873,669,926. BCI’s quarter-over-quarter data showed increases in both private and public construction. When compared to the 1st quarter of 2013, public construction in the 2nd quarter increased 38.1% and private construction increased 8.6%. This compares to BCI’s 1st quarter 2013 report, which showed a quarter-over-quarter increase of 22.9% for public construction and a 20.6% increase in private construction over the 4th quarter 2012. One high-profile California project that bid in the 2nd quarter on BidClerk was the new gymnasium building at Folsom Lake College, in Folsom, CA. (207195 – BidClerk ID). The 45,000 sq. ft. gymnasium and associated site work started construction in May 2013, which will continue through October 2013. The architect is Steinberg Architects (San Jose) and the design/builder/construction manager award went to Flintco Inc. (Roseville). The contract for general contracting was awarded to C&C Construction (Rocklin). The project value is $14,000,000; the general contractor package is valued at $3,000,000.

California Department of Transportation Awards Contract to HoudiniEsq Thomson Reuters EliteÂŽ and HoudiniEsq Battle for Caltrans Contract July 25, 2013

RESEARCH TRIANGLE PARK, N.C. – Innovator and leader in Legal Practice Management Software-as-aService for enterprise, LogicBit Software Corp. announced today that it has been awarded a contract with the California Department of Transportation to license its legal practice management software HoudiniEsq to the agency. IDE Awards Contract to Energy Recovery for Desalination Project in California July 31, 2013

Sea water desalination and water reuse solutions provider IDE Technologies has chosen Energy Recovery's new energy recovery device (ERD) technology for the Carlsbad Desalination Project in California. The ERD technology can be used to reach carbon-neutral goals while reducing overall energy costs. Energy Recovery will provide 144 of its PX Pressure Exchanger Q300 units to the seawater reverse-osmosis (SWRO) plant, facilitating the estimated production output of 189,250m続 of desalinated water a day. PX Pressure Exchanger devices capture hydraulic energy from the high-pressure reject stream of SWRO processes and transfer the energy to low-pressure feed water with an efficiency of over 98%. The overall energy consumption of the process is reduced as the device itself consumes no electrical power and recycles otherwise lost energy in the form of pressure. Energy Recovery's PX technology is expected to save the plant approximately 116 million kilowatt-hours of energy annually, leading to a 41,000t reduction in CO2 emissions. Energy Recovery CEO Tom Rooney said, "We're excited to bring our experience and technologies to help this project and future U.S. desalination plants maximize their energy savings just as we have helped quench demand in regions and countries lacking fresh water like Australia, China and the Middle East North Africa." The Carlsbad desalination plant is set to come on-stream in 2016. It will provide enough drinking water for 112,000 households. The plant is a joint venture between Kiewit/JF Shea Construction, and has been contracted to IDE Technologies as the SWRO design contractor. The company will operate it and is also responsible for all process and performance guarantees.

DHS Awards $95 Million BPA to VIP/Meridian for Cloud System August 13, 2013

FOLSOM, Calif. – Visionary Integration Professionals (VIP), teamed with its wholly-owned subsidiary, Meridian Knowledge Solutions (Meridian), has been awarded a $95-million single-award blanket purchase agreement (BPA) with the U.S. Department of Homeland Security to provide more than 250,000 agency employees with a secure, cloud-based enterprise talent management system (ETMS). This precedentsetting contract will deploy the largest shared services model with consumption-based pricing agency-wide. Further, it is the first major consolidation of learning and talent management systems in the federal government within a FedRAMP certified infrastructure. Once VIP implements ETMS across DHS Headquarters and the other eight operational Components ( US Customs & Border Protection, US Immigration and Customs Enforcement, US Citizenship and Immigration Services, US Secret Service, Federal Emergency Management Agency, US Coast Guard, Transportation Security Administration, and Federal Law Enforcement Training Center) DHS will have a single platform for analyzing employees’ skills and automating the design, delivery and tracking of programs for developing talent. VIP and Meridian have partnered with CGI Federal to support the ETMS with a secure and FedRAMP-certified Infrastructure-as-a-Service. The Federal Risk and Authorization Management Program (FedRAMP) gives government agencies a standard approach to assess and monitor the security of cloud service providers. “The IT landscape at DHS today consists of at least four separate technology platforms for learning and development,” said Jonna Ward, chief executive officer of VIP. “We believe this project will create a DHS that is more efficient and agile and will serve as a model for other agency consolidations and shared service cloud deployments.” VIP is the prime contractor for the BPA and will supply IT services including software planning and analysis, design, integration and testing of the ETMS. Meridian, a wholly-owned subsidiary of VIP, will deliver DHS the ETMS software, technical support and ongoing customer service. Meridian’s platform is used by public- and private-sector employers including Dept. of Defense, California Health Benefit Exchange (Covered California), AutoZone, and Project Management Institute.

San Bernardino County Awards SCS Engineers $14.8M Landfill Gas Contract August 21, 2013

San Bernardino County, Long Beach California has selected SCS Engineers, which is has its corporate headquarters nearby, to support three landfill gas extraction and treatment systems over three years. The company - an employee-owned, engineering and construction firm specialising in solid waste management and environmental services - said that the project scope also includes environmental engineering support services for the entire county. SCS explained that the $14.8 million contract covers the operations, maintenance and monitoring of the landfill gas extraction and treatment systems located at the Colton, Mid-Valley, and Milliken Sanitary Landfills, as well as on-call non-routine landfill gas engineering services at all 39 of the County’s active and closed landfills. The company added that its engineers will operate the landfill gas collection and control systems at these sites to fulfil South Coast Air Quality Management District Rule 1150.1, Mohave Desert Air Quality Management District Rule 1126, as well as applicable State and Federal air quality and greenhouse gas requirements. Robert Legaspi, project manager at SCS Engineers who will lead the project, landfill gas services are an important niche for the company, and this contract fits in well its portfolio of work. SCS’s Long Beach office will provide engineering support. EDF Renewable Energy Announces Operation of the Catalina Solar Project August 22, 2013

SAN DIEGO – EDF Renewable Energy today announced that the 143 MWp (110 MWac) Catalina Solar Project, located in California’s Mojave Desert, has reached commercial operation. Catalina Solar, representing EDF Renewable Energy’s largest utility-scale photovoltaic project and the world’s 8th largest photovoltaic plant*, is comprised of 82 MWp Solar Frontier and 61 MWp First Solar PV modules and is expected to generate electricity for 35,000 homes. EDF Renewable Services will provide operations and maintenance services. Located on 900 acres of privately owned land southwest of the Tehachapi and Piute mountains, the thin film photovoltaic panel project commenced construction in May 2012, and began ramping up operation in December 2012. The project’s clean energy is provided to San Diego Gas & Electric Company (SDG&E) under a 25-year Power Purchase Agreement. EDF Renewable Energy now has 343 megawatts of renewable energy generation through three projects to meet its contract obligations to SDG&E, all of which are sited in Kern County. “Achieving commercial operation of this flagship solar project is a key milestone for our organization, and a testament to the commitment and capability of the entire EDF Renewable Energy team,” stated Ryan Pfaff, Executive Vice President of EDF Renewable Energy. “Projects like Catalina Solar underscore the meaningful role that stable policy at the national and state levels - specifically the Federal Investment Tax Credit and the California Renewable Portfolio Standard - can play in enhancing our nation’s long-term energy security.” EDF Renewable Energy is one of the largest renewable energy developers in California and the nation. Arotech to Supply Force Options Simulators for the California Commission on Peace Officer Standards and Training August 26, 2013

ANN ARBOR, Mich. – Arotech Corporation announced that its Training and Simulation Division's IES Interactive Training (IES) unit was selected to supply its award-winning MILO firearms and force options training simulators to the California Commission on Peace Officer Standards and Training (POST). HP Awarded U.S. Defense Manpower Data Center Contract to Modernize and Manage Mission-critical Systems September 5, 2013

PALO ALTO, Calif. — HP Enterprise Services announced it has been awarded a task order by the U.S. Department of Defense’s (DoD) Defense Manpower Data Center (DMDC) to support and enhance four Personnel Security and Assurance systems, and to provide development assistance for the Defense Information System for Security. With this three-year, $56 million task order, HP will provide Applications Management Services to monitor, maintain and enhance th e Joint Personnel Adjudication System (JPAS), Defense Central Index of Investigations, Improved Investigative Records Repository and the Secure Web Fingerprint Transmission. These systems provide comprehensive personnel security management for all DoD employees, military personnel, civilians and DoD contractors. HP’s processes and procedures have been tailored to align with DMDC’s, resulting in enhanced agility, efficiency and quality. This repeatable approach lowers the cost for new enhancements and increases productivity. Under the contract, HP also will implement HP Transformation and Integration Services to create security and data services for the new Joint Verification System (JVS), making the environment more modern and standardized. These services will integrate easily with the DISS user interface components to provide efficient access to the service. HP’s streamlined implementation will enable data to be shared on an as-needed basis, resulting in faster response times and less stress on the network. Siemens Powers El Segundo Energy Center with Second U.S. Flex-Plant Power for approximately 450,000 homes in CA September 12, 2013

EL SEGUNDO, Calif. – NRG Energy Inc. and Siemens Energy Inc. dedicated the El Segundo Energy Center located near Los Angeles, California, on September 12th. This is the second Flex-Plant to open in California after the nation’s first in Lodi that went into commercial operation last year. Siemens Energy has supplied and commissioned the two Flex-Plant 10 combined cycle power islands. In total they have an installed capacity of 550 megawatts (MW) – enough to supply efficient and flexible electricity to approximately 450,000 CA homes. Owned and operated by NRG Energy, El Segundo Energy Center is an environmentally compatible, combined cycle solution for peaking and intermediate load. The two units can achieve 300 megawatts (MW) in less than 10 minutes, allowing the plant to back up intermittent renewable power generation, such as wind and solar power, to maintain a steady, consistent and reliable supply of power to the grid. For El Segundo Energy Center Siemens delivered two power islands – each featuring the main components, an SGT6-5000F gas turbine, an SST-800 steam turbine, an SGen6-1000A generator, an SGen6-100A-2P generator as well as a heat recovery steam generator, and an aircooled heat exchanger. Siemens also supplied the complete electrical equipment and the SPPAT3000 power plant instrumentation and control system. The company also provided the engineering services and commissioning of the plant. With the SGT6-5000F gas turbine integrated with a single-pressure, non-reheat bottoming cycle, and an air-cooled heat exchanger for steam condensing, this Flex-Plant 10 provides a net efficiency of nearly 49 percent - much higher in efficiency than conventional simple cycle solutions. This plant type is also environmentally friendly, as compared to conventional combined cycle technology with a reduction of 95 percent of CO start up emissions and low water consumption. Cadiz Inc. to Operate Steam Powered Excursion Train on the Arizona & California Railroad Cadiz Southeastern Railway to operate one of the longest steam train routes in the U.S. as tourist attraction in California’s Mojave Desert September 19, 2013

CADIZ, Calif.-- Cadiz Inc. has entered into a new trackage rights agreement with the Arizona & California Railroad Company (“ARZC”) that will facilitate the development of regularly scheduled steam train excursions through the celebrated Mojave Desert between Cadiz, California and Parker, Arizona, which would be one of the longest steam train excursion routes in the U.S. The proposed new steam train operation, named the Cadiz Southeastern Railway (“CSER”), will be powered by water made available from the Cadiz Valley Water Conservation, Recovery & Storage Project and, following the completion of additional permitting, will also feature a new museum and cultural center at the Cadiz Ranch property dedicated to the promotion of local desert and railroad history. The CSER will operate on existing tracks along an 85-mile portion of the ARZC between Parker, Arizona and Cadiz, California with water stops in desert locales of Milligan, Chubbuck, Rice and Vidal. This Mojave Desert Route, which is located just off historic Route-66, provides sweeping views of the vast desert wilderness, mountainous terrain and the Colorado River. “The CSER route is nestled between the bustling desert tourist areas of Joshua Tree National Park, Mojave National Preserve, the Colorado River, Lake Havasu and Phoenix, Arizona,” noted Rob Mangels, a veteran of the steam locomotive industry and Senior Manager of the Cadiz Southeastern Railway operation. “As one of the longest, scheduled steam train operations in the U.S., the CSER will create a new magnet for tourists and railfans alike, adding new dollars to the desert tourist economy.” CSER rail adventures will provide a new way for the public to visit the Mojave Desert in a safe and comfortable setting not available from local highways or roads. Washington Gas Energy Systems to Build & Operate Solar Project for Western University of Health Sciences in CA September 19, 2013

POMONA, Calif. & MCLEAN, Va. – Washington Gas Energy Systems, Inc. announced it has signed a contract withWestern University of Health Sciences to build, own and operate a 672kilowatt solar array that will provide renewable energy for the university in Pomona, Calif. The installation will consist of a roof-mounted system composed of 2,688 solar panels affixed to three buildings throughout the campus, and a carport system with solar panels located at one of the parking areas on campus. The facility will be owned and operated by Washington Gas Energy Systems under a 20-year power purchase agreement. Green Energy Group, LLC, developed the project, which will be completed in October 2013. Conergyengineered the project and will manage procurement and construction. “WesternU welcomes this opportunity to help the environment, reduce the impact of our operations, and lower our electrical costs,” said Thomas G. Fox, PhD, senior vice president at Western University of Health Sciences. “Solar panels offer a simple solution, one that makes a strong statement about the importance of a greener planet for a healthier life.” The installation is expected to produce 1,110 megawatt hours of solar energy per year, contributing significantly to WesternU’s electricity needs. Upon completion, the solar array will help reduce greenhouse gas emissions equal to recycling more than 293 tons of waste, instead of sending it to a landfill, or taking approximately 163 passenger cars off the road for one year.

NASA Announces Advanced Composite Research Partnership September 23, 2013

NASA has selected six companies from five U.S. states to participate in a government-andindustry partnership to advance composite materials research and certification. The companies are:  Bell Helicopter Textron Inc. of Fort Worth, Texas  GE Aviation of Cincinnati  Lockheed Martin Aeronautics Company of Palmdale, Calif.  Northrop Grumman Aerospace Systems of Redondo Beach, Calif.  Boeing Research & Technology of St. Louis  United Technologies Corporation and subsidiary Pratt & Whitney of Hartford, Conn. They were selected from 20 proposals submitted by teams from industry and academia in response to a call from the Advanced Composites Project, which is part of NASA's Aeronautics Research Mission Directorate's Integrated Systems Research Program. The project sought proposals to reduce the time for development, verification and regulatory acceptance of new composite materials and structures. A panel of experts from NASA, the Federal Aviation Administration and the U.S. Air Force Research Laboratory reviewed the submissions and assessed them according to specific criteria. The six firms were chosen for their technical expertise, willingness and ability to share in costs, certification experience with government agencies, focused technology areas and partnership histories. The first task for the partners is to develop articles of collaboration and establish how the alliance will work and how companies may be added in the future.

Multi-state Partnership Announces Intent to Award Contract for American Trains September 27, 2012

SACRAMENTO - The California Department of Transportation (Caltrans) on behalf of the departments of transportation from Illinois, Michigan, and Missouri issued a Notice of Intent to Award today to Sumitomo Corporation of America to design, build, and deliver 130 bi-level passenger railcars for use in regional intercity rail corridors in California and the Midwest. “By pooling our resources, all four states involved in this partnership can purchase the equipment at lower costs because it will be acquired in high volume under one contract,” said Caltrans Director Malcolm Dougherty. “These new railcars will help us meet the growing ridership demand on California trains, which is up 53 percent since 2002.” Caltrans and the Illinois Department of Transportation will first conduct a federally required Buy America pre-award audit to verify assembly locations and manufacturing facilities for railcar components. Buy America rules require that all 130 new bi-level cars be assembled in the United States, and that all the major components must be manufactured domestically. The audit will be forwarded to the Federal Railroad Administration prior to the contract award. Sumitomo Corporation of America will also be required to submit insurance policies and performance bonds. A fully executed agreement is expected to be in place by mid-November. California will receive 42 railcars, while the Midwest Coalition, consisting of Illinois, Michigan, and Missouri will receive 88 railcars. Railcars delivered to California will be used on the three state-supported intercity routes, the Capitol Corridor (Sacramento area-Oakland-San Jose), the San Joaquin (San Francisco Bay Area/Sacramento-Bakersfield/Southern California), and the Pacific Surfliner (San Luis Obisbo-Los Angeles-San Diego). The first railcars are slated for delivery in the fall of 2015, with the final car expected to be delivered in early 2018. Funding for the new rail equipment comes from Federal Railroad Administration grants totaling $808 million. Of these funds, $551 million was reserved to purchase the bi-level railcars; the remainder is slated to fund future locomotive and “trainset” procurements as well as to support project management and oversight expenses. California’s share ($168 million) of the grants is supplemented by $42 million from Proposition 1B, a transportation bond approved by California voters in 2006.
