Ahead of an amendment to the State and Local Government Conflicts of Interests Act that is expected to come this year, the Goochland County Board of Supervisors has made an effort to further codify its own position on accepting gifts from constituents. During a meeting on Tuesday, Jan. 14, the group voted unanimously to add language to its Code of Ethics regulating “the solicitation Peterson and acceptance of gifts, money or other things of value for services performed within the scope of the member’s official duties.” The Virginia Code already contains language consee Gifts > 3

Goochland County Public Schools has announced a new initiative entitled One District, One Book, a program that provides elementary children at all grade levels with the opportunity to share the same book over the same time period. Every elementary school family will receive a copy of the book and will be asked to participate together in a literacy experience during the month of February. He has played Santa Claus in a television commercial for Uptown Alley bowling lanes; earned a supporting role in a one-hour special called “Alaska: Ice Cold Killers;” and even appeared in a music video for the song “Ramona” by the band Night Beds. But perhaps as interesting as the things Schwartz has done are the things he hasn’t. Included in the list of roles he’s auditioned for but didn’t get are that of a young Winston Churchill — for a History Channel documentary on World War II — and the part of Big Foot in a car commercial for a Hampton Roads dealership, a role that would have meant plenty of

exposure and, of course, a nice paycheck. “I was really bummed about that one,” Schwartz admitted, but he also is not the type to hang his head in defeat. In a business where “you never know when your next job is going to come,” Schwartz said he has found that resilience is critical. Along the way, he said he also has cultivated a knack for finding the silver lining in every situation. That Bigfoot role he didn’t get, for example? Schwartz learned later that he had been among the final two actors vying for the job, a fact he said eased his mind considerably. To Hunter Parker, Schwartz’s drama teacher at GHS, the budding actor was “a director’s dream.” “I made him work hard and he was one of those students eager to take advantage of every opportunity to perform,” said Parker, who now works for the for the Tony-

He also took newbies under his wing and was an excellent mentor for the department.” As he continues to build his resume, Schwartz has been bartending at night near his home in Newport News and auditioning during the day. He currently works with Liquid Talent, a talent agency based in Hampton Roads. Schwartz said he may eventually move to a larger city, somewhere like Philadelphia or Washington, D.C. where he can be close to a major center of film production. For now, however, he is simply happy to be living his dream. “I like being out, performing for people, and I like to entertain,” he said cheerfully. Regardless of where the road ahead may lead, “I feel like I’m in a great spot.”

Brat addresses Tea Party gathering Contributed Report

On Thursday, Jan. 16, about 65 people attended a presentation by Dr. David Brat, who recently declared his intention to challenge U.S. Rep. Eric Cantor, R-7, for the seat in the U.S. House of Representatives. Brat, who has a Ph.D in economics, discussed his position on the U.S. debt and deficit as well as his fiscally-conservative commitment to free markets and the U.S. Constitution. He conveyed his full support for the Republican Creed as it was originally written (with a focus on free enterprise, equal rights to all citizens, fiscal responsibility, Constitutional limitations, strong national defense, and faith in God as essential to the moral fiber of the nation).

Brat contrasted his views of the Republican Creed against votes made by Cantor to demonstrate how he was prepared to act in the role of 7th District representative if given the opportunity. To District 5 supervisor Ken Peterson, however, the timing was right for the change to the board’s own regulations. “In the current environment, I think it is important to reassure the citizens of Goochland County that their local government adheres to the highest standards of ethical behavior, not only in accordance with our own self-imposed standards, but also with the standards found in the Virginia Code,” Peterson said. It has been the board’s policy to review both the Code of Ethics and the Rules of Procedure at the beginning of each year, District 1 supervisor Susan Lascolette said, and this change allowed them to make an early statement about the expected change at the state level. “We believe our state legisla-

Spelling bee runner-up already Workshop for couples will focus on strengthening relationships honing strategy for next year Anna Hoffler enjoys bee — win or lose By Roslyn Ryan Editor

When it came time to announce the winner of this year’s Goochland County Spelling Bee, Anna Hoffler’s name wasn’t the one being called. But if you thought the young contestant — who’d made it to the final round before misspelling the word “appellate� — had any intention of dissolving into tears or otherwise bemoaning her status as runner-up, you couldn’t have been more wrong.

In fact, for Anna, it was the exact opposite. “I wasn’t upset, because I like being in [the spelling bee],� said Anna. “It’s not just about winning.� Suffice to say, plenty of people — from politicians to professional Hoffler athletes — could take a lesson from the Goochland Middle School sixth grader, who has been competing in school spelling bees since she was in third grade. As to how she managed to develop her superior spelling skills, Anna said the fact that

she enjoys reading has definitely helped. When she isn’t reading, Anna, the daughter of Brad and Kendall Hoffler, said she enjoys cheerleading and gymnastics. One other thing she enjoyed this year? Her Christmas break. After electing not to spend her time off from school studying word lists, Anna admitted she might not have been quite as prepared for this year’s bee as she’d been for previous contests. But rather than carry any regrets, Anna has taken the lesson and incorporated it into her strategy for the next bee. Next year, laughed her mother, “she’ll be studying her words.�

The simple lesson McDonnells forgot By Roslyn Ryan Editor

My father, during the several years he worked as an inspector for the Alcohol Beverage Control Board, had a rule he always made sure to follow: “Not even a cup of coffee,” he would say, referring to a prohibition against accepting even the smallest offering from a store or restaurant owner where he was performing an inspection. Always be polite, he would say, but pay your own way. We laughed at him as kids — “It’s coffee!” we’d say — but the lesson stuck. Throughout my career, I have heard his simple mantra ring in my head on many occasions. Don’t put yourself in a position where you feel like you owe someone something. Keep boundaries clear. Avoid even the perception of impropriety. Sadly, as many suspected, former Gov. Bob McDonnell was apparently never taught — or was taught and simply ignored — these very simple lessons. Reading the stories detailing gifts of designer dresses and airfare, personal loans and dubious financial disclosures, it’s hard to believe what was happening behind the closed doors of the Governor’s Mansion. Bob and Maureen McDonnells’ problems appear to have been the result of lavish spending, financial

mismanagement and a sense of entitlement that would seem more at place on an episode of The Real Housewives of Beverly Hills. (I think I speak for those of us who have somehow managed to keep body and soul together all these years without a single Oscar de la Renta dress: It is possible to do). It is hard to decide which is more troubling: The fact that the McDonnells allowed themselves to get pulled into such a tawdry situation or the fact that they could see no other way out of their financial woes than to violate the faith so many Virginians had placed in them Let’s put it this way: When the best thing you can say of your actions is that they were technically legal, you can be sure you have taken a wrong turn somewhere along the way. Looking for a way to ignore the dark cloud this debacle has cast on our state, I have been thinking back to examples of people I have known over the years who have “walked the walk,” as they say, when it comes to honesty, integrity and all of those other characteristics we want in our leaders. And, of course, I’ve been thinking of my dad. I’m planning to call him and see if I can take him to lunch sometime soon. In this case, I’m not ashamed to admit it: I owe him.

Letter to the Editor Legislation could negatively impact all county landowners Dear Editor, Goochland residents and all rural landowners in Virginia should be aware of SB430 currently up for vote in the General Assembly. I am writing to bring attention to this matter because, if it passes, it will negatively impact all rural landowners in Virginia by taking away the counties’ local land use

authority. It will allow anyone in agriculturally zoned areas to open a farm brewery to the public regardless of location. You could potentially have hundreds of people driving down your road to drink, regardless if it is a private or state road. Don’t think it can’t happen to you. We live on a private road and it is happening to us with our neighbor’s brewery. We built a horse farm in rural

Goochland County to get away from traffic, and now we are faced with having a bar at the end of our road that the county will be virtually powerless over. I urge you to contact your state legislators to oppose this bill. It is a bad bill that will serve a small special interest group while harming the vast majority of rural landowners in Virginia. Cold weather in winter? Go figure By Jim Ridolphi Contributing Columnist

Back when I used to pedal a Schwinn Paper Boy Special up and down Augusta Avenue delivering a couple of hundred TimesDispatches, the weather was very important to me. My nightly ritual included checking the weather to gauge the degree of discomfort the next morning would hold in store for me. I remember the bitter cold in my hands as we sat in a small huddle and folded our papers. And who could forget how difficult it is to pedal a bicycle in ice and snow. Once I completed that career, my interest in the weather waned, and it always seemed secondary to other news of the day or things going on in my life. For years, it went on that way. The winters were cold, the summers hot and lots in between mixed in the middle. So, I’ll admit I was a little perplexed when we started hearing names of winter storms, or clippers, this year. I’ve never questioned the legitimacy of naming hurricanes since they’re associated with a sense of suspense and fear. But naming a low-pressure system that often brings more anticipation than precipitation seems futile. Some more skeptical than I have presented a different theory regard-

ing the increased weather coverage on national news outlets. They say the increased coverage of extreme weather bolsters a liberal media’s position in support of global warming, and driving home the freak storms or droughts strengthens their case. I’m not convinced of that, and I have no earthly idea why weather is such big news these days. A national cold snap took front page priority in recent days, and frigid temperatures in the Plains took center stage on national newscasts. My take: It’s winter and no one ever said Wisconsin was spring-like in January. One of the real consequences of winter weather did have a serious impact on my regular routine with the recent inch of snow that struck our neighborhood. The cold temperatures and blowing puffy snow forced schools to close for the entire week, forcing my schedule to transform into work at home mode. I recently spoke with a local school superintendent about another matter and happened to mention the closings. I asked her how difficult it was to negotiate the numerous factions pulling at her when making a decision on whether or not to close schools. I pointed out that they were widely criticized for delaying open-

ing during exceptionally cold days, and received equal condemnation when they did not delay the following week when light snow fell. “You’re kind of damned if you do and damned if you don’t, aren’t’ you?” I asked. It’s a tough call that I’m glad I don’t have to make, but I trust local experts to make the right decisions when it comes to my child’s safety. And, finally, a word to those who think we are sissies for staying home in the snow — even if it’s only a couple of flakes. Granted, this is the South and we drive much better in the sand than we do in the snow. Midway through the week, I ran into a parent of children who attend the same school as my kids. She’s from Pennsylvania, and didn’t hesitate offering her opinion on the week-long closing, and what I presumed was a house full of screaming kids in her care. “Ridiculous,” she said. “You people down here don’t know what real snow really is.” She’s probably right. But, we do know that melting ice in single digit temperatures is probably just as hard north of the Mason Dixon line as it is here, and our kids are better safe and sound in our warm homes than slipping and sliding at school. And we’re almost sure that sledding and hot chocolate sure beats the heck out of reading and writing. But, not palm trees.

Laura Belle Wingfield, both predeceased, passed on Friday Jan. 3, to be with her Lord Jesus Christ and her beloved family members who have gone before her. She also was predeceased by her husband, Irving Carlyle “I.C.” Jones, and two of her daughters, Phyllis “Phelicia” Wingfield Jones and Sylvia Hamner Phillippe. She is survived by her daughter, Barbara “Bobbi” Jones Powell (Bob) of Macon, Ga.; her son, J. Sterling Jones of Goochland; eight granddaughters, one grandson, nine great-granddaughters and seven great-grandsons. Her granddaughters are Capt. Stephanie M. Jones (Ron), Katherine A. Jones Katzin (Eugene), Geraldine S. Jones, Shannon Powell (Paul Duda), Keri Powell (Dan Marks), Donya Phillippe (Matt Carter), Rachelle Phillippe Rasco (Chris) and Melodye Phillippe Creason (Richard). Her grandson is Jeffery Phillippe (Nancy). She was the first superintendent of the Goochland Welfare Department. Following her service to Goochland, she moved to serve in Fairfax, Charlottesville and finally in Roanoke where she completed her professional career. She was a dedicated member of the First Baptist Church of Roanoke during her 30 years in that beautiful city and she left behind a multitude of loyal friends. She always held a special place in her heart for Smyrna Baptist Church, where she raised her family, taught Sunday School and did whatever she could do to support the church of her love. She was a very loving and non-judgmental Christian who followed Christ’s lead by loving others to Christ. The family received visitors at the Norman Funeral Home, 2982 River Road West, on Monday, Jan. 6. Services were held on Tuesday, Jan. 7, at Smyrna Baptist Church. The

Elisabeth Marshall MARSHALL, Elisabeth B., born Feb. 7, 1921, in Fort Worth, Texas, passed away Sunday, Jan. 12, in ManakinSabot surrounded by family. She was preceded in death by her loving husband of 65 years, Irvin P. Marshall Jr. (Pem); her parents, Finis O. Jones and Annie Packer Jones; four sisters and one brother. Survivors include son, Jimmy W. Bartoo (Kaye) of Richmond and daughter, Lynda B. Kennemer (Wesley) of Boyd, Texas. Additionally, she is survived by grandchildren, Monica B. Kaulfers (David) of ManakinSabot, Tricia B. Mozingo (Mark) of Chesterfield, Darrell Kennemer (Jenise) and Douglas Kennemer of Boyd, Texas and Carla K. Sherman (Scott) of Sunset, Texas. Virginia Reid Webster Webster, Virginia Reid, 85 of Manakin-Sabot passed

away on Sunday, Jan. 19. Virginia was born Feb. 19, 1928, in Sutherland to Wirt and Elizabeth Reid. She graduated from Alberta High School and attended State Teachers College at Farmville (Longwood University). She is survived by her husband, Harold F. Webster; her four children: Victoria W. Pinner and her husband Dennis; H. Francis Webster II and his wife Janet; Daniel R. Webster and his wife Fatima; and Lisa W. Johnson and her husband Jimmy; nine grand-children: Tori Rhodes and her husband Paul, Samantha Romano and her husband Tony, Bekah Webster, Taylor Webster, Ellie Webster, Zachary Webster, Nadia Webster, Nicholas Buffin and Luke Getchell; two sisters, Phyllis R. Blackwell and Frances R. Blackwell; a host of nieces and nephews, and her doctor and friend, Dr. Brenda Ray. She was known by many names: Virginia, Mrs. Webster, Mae, Ginny, Grandmother, Grandmom, and Mama. She loved life and lived it in earnest. She loved literature, music, art, science, education and animals especially most recently Beena, Mia Cat and Sadie. She was a counselor, encourager and cheerleader to her husband, children and grandchildren. She fought valiantly to make it to Willard Scott’s Smuckers Jar, and, though she did not make it in years, she packed enough good living in her 85 years to put her face on that jar. A celebration of her life was held on Saturday, Jan. 25, at St. Martin’s Episcopal Church Parish Hall in Richmond. Her ashes will be interred at a later date in the Memorial Garden at St. Martin’s. In lieu of flowers, donations may be made to her favorite charity, St. Joseph’s Indian School P.O. Box 300 Chamberlain, SD 57325-0300 or a charity of your choice.

Because of last week’s snowfall, the Goochland High School girls’ basketball team didn’t see action for two scheduled games due to cancellations. When the Bulldogs took the court on Monday, Jan. 27, at home against Amelia County High School, it was the first time in 10 days that they had seen live competition. The unforeseen downtime didn’t seem to faze the Bulldogs, as they played competitive basketball with a tough Amelia team for nearly the entire game, before finally succumbing to a 62-54 fate. Despite never leading at any point during the game, the Bulldogs were not deterred in playing one of the most complete teams in the James River District this season. They kept the game close until early in the fourth quarter, when the Raiders finally started showing their depth and pulling away. “Give them credit, they came out and battled hard,” Amelia head coach Robin Gary said. “The last time we played them we were able to

Behind some nifty shooting and ball-handling from star point guard Takia Williams, Amelia was able to round out the quarter with a comfortable — not insurmountable, but comfortable — 47-40 lead. The Raiders would sustain that advantage over the final eight minutes of play. They began the quarter on a three point run that gave them a 10-point lead, their widest advantage of the game. The Bulldogs would try to muscle their way back into a competitive affair, but the

cards were simply not falling in their favor. They drew within six about halfway through the quarter, but were never able to get any closer than that. They fell by a 62-54 final. “It was a good win for the girls,” Gary said. “The crowd was enthusiastic, that’s always good. And Goochland fought hard. Now it’s time for the next one.” If an MVP award would have been handed out at the conclusion of the contest, Amelia’s Williams would have been the unanimous selection. She finished with a gamehigh 28 points and was the only Raiders player to reach double figures. Goochland freshman Tierra Morris, whose unimposing 5foot-1 frame belies her preternatural skills on the court, finished with a team-high 17 points. Her teammate, senior Carolin Kretzer, finished with 10 points. (Editor’s note: The Bulldogs were back in action Tuesday, Jan. 28, but the game was played after press time of this edition. They also had games scheduled for Wednesday, Jan. 29 and Friday, Jan. 31.)

An estimated 190 guests joined the Goochland County Chamber of Commerce on Thursday, Jan. 16, to celebrate 2013 and be inspired for the future at the Chamber’s annual dinner and silent auction held at Dover Hall Estates. Ted Linhart, CEO/president Dominion Auto Group, was the evening’s keynote speaker. He expressed the need for businesses to provide good customer service and build trust by taking care of clients.

Guests also were engaged with a silent auction in the dining room complete with complimentary hors d’oeuvres. Dinner was served in the main, two-story ballroom with plenty of networking, laughs and celebration for the wonderful things happening in Goochland. The Goochland County Chamber of Commerce is a member organization with nearly 300 member businesses and organizations. The Chamber serves as a voluntary organization of business and professional people who have joined together for the purpose of promoting the civic and commercial progress of the community.
