PUBLIC HEARING NOTICE The Goochland County Board of Supervisors will hold public hearings on Wednesday, November 7th, 2012 at 7:00 p.m. (not on Tuesday, November 6th due to Election Day) in the Goochland Administration Building, 1800 Sandy Hook Rd., Board Meeting Room, Suite 250, Goochland, VA on the following: a.

Countywide Ordinance to amend Article 23 (“Sign Regulations”), Sections 2 (“General Provisions”) and 9 (“Signs Permitted in Commercial (B-1, B-2 and B-3) and Industrial Districts (M-1, M-2 and P-O-P)”) of the Goochland County Zoning Ordinance (Appendix A to the Goochland County Code of Ordinances) to reduce the setback for signs from 15 feet to 5 feet from the right-of-way in Commercial and Industrial Zoning Districts and to clarify that no sign, regardless of type or zoning district shall obstruct the view of traffic.

District 4 CU-2012-00004 Application filed by Luck Stone Corporation requesting a Conditional Use Permit to allow for an overburden placement and ancillary stone processing operation. A portion of the total 83.23 acres will be reserved for berms and buffers to adjoining properties. The property is located on Assessor’s Parcel No. 48-1-72 (GPIN 7737-03-2835) located approximately 4,600 feet east of Route 623 (Ashland Road). The Conditional Use Permit is required by Article 19, Section 3.1 of the County Zoning Ordinance. The Comprehensive Plan shows this area suitable for industrial use.

District 4 Ordinance to amend Article 22 (“Entrance Corridor and Village Center Overlay District”), Section 14 (“Development standards for Route 250 (Broad Street Road)”) of the Goochland County Zoning Ordinance (Appendix A to the Goochland County Code of Ordinances) to expand the Route 250 Overlay District boundaries in the Centerville Village.

Consideration of an Ordinance to Amend the Goochland County Code, Chapter 10 (“Offenses and Miscellaneous Provisions”), Section 10-8 (“Hunting With Certain Weapons Prohibited”) to Clarify that it Shall be Unlawful to Hunt with any Firearm Other Than a Muzzleloading Rifle During the Early Muzzleloader Season. District 4 RZ-2012-00002 Application filed by Tom Kinter for Bellview Gardens Medical, LLC requesting zoning reclassification for 2.7 acres from R-1 (Residential, Limited) to B-2 (Business, Limited) identified as Assessor’s Parcel Nos. 59-2-0-H-1 (GPIN 7726-57-0215); 59-2-0-H-2 (GPIN 7726-571262); 59-2-0-H-3 (GPIN 7726-57-1329); and 48-3-0-H-4 (GPIN 7726-57-1513) located at the northwest intersection of Broad Street Road (U.S. Route 250) and Mills Road (St. Route 1001) approximately 800 feet west of Route 288. The applicant is requesting the property be rezoned for the purpose of a professional and/or general office use. The Comprehensive Plan shows this area suitable for residential use with a maximum density of 2.5 units per acre.

Public Notice – Environmental Permit PURPOSE OF NOTICE: To acquaint the public with the technical aspects of the facility and how the standards and the requirements of the permit will be met, to identify issues of concern, to facilitate communication and to establish a dialogue between the owner or operator and persons who may be affected by the facility. PUBLIC COMMENT PERIOD: October 18, 2012 to 11:59 p.m. on November 19, 2012 PERMIT NAME: General VPDES Permit for Total Nitrogen and Total Phosphorus Discharges and Nutrient Trading in the Chesapeake Bay Watershed in Virginia APPLICANT NAME, ADDRESS AND PERMIT NUMBER: Goochland County, P.O. Box 10, Goochland, VA 23063; VAN040145 FACILITY NAME AND LOCATION: Oilville Wastewater Treatment Plant, 0.25 Miles north of Route 250 and Route 617, Oilville, VA PROJECT DESCRIPTION: The County of Goochland has requested a modification to the watershed general permit registration list to reflect the transfer of Total Nitrogen and Total Phosphorus wasteload allocations from the Richmond WWTP to the Oilville WWTP. This transfer of wasteload allocations is in accordance with the August 4, 2009 Nutrient Allocation Addendum to the Wastewater Agreement between the County of Goochland and the City of Richmond. The wasteload allocations consist of 2,750 lbs. of Total Nitrogen and 275 lbs. of Total Phosphorus. A copy of the County’s request may be viewed and copied at the Goochland County administration building at 1800 Sandy Hook Road, Suite 260, Goochland, VA 23063.
