Goochland School Board members left last week’s workshop meeting with a lot to think about, after Superintendent Linda Underwood urged them to consider more budget cuts to bring reductions closer to the county’s request. In its previous efforts, the school board had identified potential cuts that resulted in about a $750,000 reduction, far below the $2.9 million cut requested by the county administration. Additional changes since the December 15 meeting brought the cuts to about $946,000, but Underwood asked board members to consider going further. “We’re still $2 million dollars short,” said Underwood toward the end of the meeting, after a presentation by schools Director of Finance Lynne Venter on the state contributions to Goochland schools proposed by out going Gov. Tim Kaine. Those proposals contained some surprises, the biggest of which was the elimination of $180,000 for technology that

the school system had counted on. Underwood suggested a more reasonable figure to shoot for would be something in the neighborhood of a $1.5 million reduction. “If we look at a $1.5 million reduction instead of the $2.9 million we’re still $553,000 short,” said Underwood. “I have to recommend to you that we go back into the kinds of things we have talked about that are possibilities for reductions,” said Underwood. Injured in an accident last year, Anderson said he has been a regular at the Food Pantry at Goochland Family Services and Free Clinic. “They’ve come through and helped me out a whole lot,” said Anderson, who is married with two children. Linda Barrett brought in her father Rayford Barrett, 89, to pick up a bag of food, along with the fresh fruit and potatoes that were being given out Wednesday morning. Heather Street, Food Pantry Coordinator, said they normally serve between 100 – 120 families each week, up from last year’s 60 or so. While most of the volunteers were busy in the bank parking lot giving out groceries and trying to keep warm, retired cook Ralph Fisher was busy in

the pantry loading up the bags. “I retired in July and I was looking for something to do,” explained Fisher, who said he comes in each Tuesday to decide on the week’s recipe. That’s the recipe he cooks up with the food given out each week, so the clients can have a sample taste when they come in for the pickup. The recipe for the dish he has prepared goes into the food bags along with the food needed to prepare it. Donations of food have been up recently, said Cheryl Hardman, who works part-time for the Food Pantry. That’s good, because more people are coming in for the weekly food supplement. The agency received a special donation recently, said Family Services Program Coordinator Carol Dunlap, when Ella Beatty’s family brought in 480 pounds of non-perishable food collected at her birthday party in lieu of gifts a couple weeks ago when she turned four years old. “I thought it was a wonderful idea,” said Dunlap, of the birthday party

food gift idea. Dunlap said she hoped people would continue donating after the holidays. “We hope people don’t forget us in January and February,” said Dunlap. “We need that generosity all year round.” Items for the Food Pantry are donated by community members and purchased for a very low cost from Central Virginia Food Bank, said Dunlap. Non-perishable foods are always needed, such as canned meats, fruits and vegetables and, of course peanut butter. The Food Pantry does have a refrigerator and freezer, so they can handle some perishable items. They also need household and hygiene items. With Jessica Bowen in the irons, retired race horse Colebrook Lake won two blue ribbons in his first hunter trial by jumping his way to champion in his division at the Deep Run Hunt Hunter Trials. Excelling in his second career, the 12-year-old is again in the winner’s circle. Bowen commented “he was soft and responsive and had as much fun as I did.” The solidly-built, dark brown gelding is adapting well to his new life as a sport horse. Schools continued from >1 teachers, gifted and talented programs, staggered school starting times and more furlough days as areas that might be considered once again for cuts. “We get about $50,000 for each furlough day,” said Underwood. Underwood said an additional clerical position might be eliminated as well as cuts in athletic programs on the middle school level and the elimination of high school scrimmages. In response to a question about whether classroom teaching positions could be cut by the retirement of teachers, Underwood said that, beyond the two special education teaching positions scheduled to be eliminated, where the individuals are scheduled to retire, there are no other retirements expected. “In trying to balance the budget you can’t wait for that [attrition],” said Underwood. In the public comment period only one person addressed the board. Christie said she feels frustrated in her attempts to get answers to her questions, which the school board has required be submitted in writing. Christie said these are answered selectively and privately. “This doesn’t feel like this is open communication,” said Christie, who asked if answers to her questions answered privately could be made public. Christie, an advocate for gifted education, asked whether in fact sending students to Maggie Walker Governor’s School didn’t in fact save money for Goochland. Christie also asked for clarification on which positions are considered

instructional and which administrative and for a detailed public definition of instructional versus administrative jobs and an explanation of which instructional jobs are fulltime teaching positions. As the meeting wound down, board members grappled with the task before them. “What are you looking for from this board?” asked school board chairman Raymond Miller in reference to the areas mentioned that might be cut. “My recommendation is that we have additional reductions in here,” responded Underwood. “We can do all of these reductions, we can do none of these reductions, we can go anywhere in between but I need to bring a budget to you in January,” she responded. “My perception is that we will have to have additional cuts,” concluded Miller. “My personal preference is for liberal use of the furlough.” Miller, a school board member for more than 30 years, said last Monday that this budget session was unique in his experience. “We’ve never had to deal with a suggested cut like this,” he said. “We’re trying to keep programs intact and save jobs but the money is nowhere to be found.” Miller said higher taxes were not a likely option in an economy where taxpayers have lost jobs. A second public hearing on the budget is set for the regularly scheduled school board meeting January 12 at 7 p.m. at Goochland High School. The board is scheduled to approve the budget at its workshop meeting to be held at the School Board office at 6:30 p.m. January 26.

On a sunny afternoon Two days after Christmas the sun is shining and the snow is gone. It couldn’t have worked out too much better if we planned it. And with the sun streaming in the study window, it’s now time to write the traditional end of year column. Such columns generally consist of a look back on the year just past, with a summary of the trials, tribulations and triumphs of the period. But on a sunny afternoon just before the start of another year, this writer is more inclined to look ahead. Last year being not the most pleasant of years for many folks, maybe that’s the best policy. Can’t change what happened last year anyway, that’s for sure. Oh I know, we’re supposed to pledge to learn from our mistakes, and Lord knows if you’re like me you made plenty of them. As did government at all levels and many business institutions as well. But we’re still here. Just as while recovering from a painful surgery or serious illness when it serves us better to look ahead as we improve rather than to dwell on past discomfort, looking back at the past year and its difficulties seems like a bad idea. Let’s just remember that not everything is under our control, and be thankful we’re around to see the beginning of another year, filled with events unknown to us that will unfold as the days pass. Many of us have learned not to put too much stock in New Year’s resolutions, should we still be optimistic enough to make them. It’s an exercise that has never served me well, so I’ll forego it this time around. But for those who choose to, maybe a good one would be to remember those less fortunate, who still need our help in the coming year. As our visit to the Goochland Family Services and Free Clinic Food Pantry reminded last week, there are more families now struggling in these tough times to make ends meet, and the staff reminded us that after the holidays when folks return to their daily routines, giving sometimes drops off. That’s not good. Just because the holidays are over doesn’t mean one’s caloric intake requirements decline. Want to make a resolution? How about to maintain the level of giving to the area’s food pantries for starters? Meanwhile, enjoy the sunshine while you can. - Ken Odor is a staff writer for The Goochland Gazette

Providing education for Goochland’s citizens I have read and reread Mr Bachman’s comments on property taxes and his recommendations. Goochland County, in which I have lived for 30 years is a diverse place that continues to struggle with what the future holds, citizens’ needs and the responsible way to meet all these challenges. Because someone disagrees with your position is no cause for name calling which is simply a nonproductive and an ultimately corrosive path to nowhere.

When I try and judge Mr. Bachman’s recommendation on the California Prop 13 as a solution to the property tax crisis he describes, I am wondering if he has seen what the passage of this and related Props in California has contributed to with respect to the near financial default of that state. Education’s goal, whether one walks a mile or not, can’t be valued on maintaining mediocrity. The future of the county, its children and citizens and the country itself, has been and remains predicated on providing for the best educational opportunities for all its citizens.

One doesn’t need to have children in the school system to appreciate where the future lies. It is important to try and consider other sources to fund the county’s needs in addition to property taxes, while at the same time trying to balance the county’s future development while maintaining its rural character. The county would be better served by citizens trying to work together, with county and state officials, then descending down into the use of class warfare tactics.

F

orget shopping. The Goochland High School basketball team spent the final days before Christmas playing basketball. The Bulldogs reached the finals of the St. Christopher’s Tournament, but came up short in against the Saints. Goochland reached the finals by defeating Nansemond-Suffolk 95-58 in their tournament opener, relying on a 30-point performance by Brandon Henry and 25 points from BJ Clark. St. Christopher’s held off a hard charging Buckingham squad for the chance to square off against the Bulldogs. “We were worried about this game,” Saints’ Coach Hamill Jones said. “Goochland is an athletic team and we weren’t sure we could run with them,” he added. Jones said his team is accustomed to a more deliberate style of play that many of his league opponents utilize. Early in the first quarter, it looked as if Jones fears might materialize, as the Bulldogs jumped to an 11-2 lead. “That was exactly what we didn’t want to happen so I told the guys just to work back slowly, and that’s what they did,” Jones said. By intermission, Goochland’s lead had shrunk to six points, 26-20, but even that was short lived. When Saints’ guard Alec Vozenilek sank a three-pointer early in the third quarter, the Saints took their first lead 30-

Kenny Johnson answered with his own three-pointer, but a consistent defense eventually tired a suddenly cold Goochland offense. “I’m not sure if we just lost our legs or what, but we didn’t play well in the fourth quarter,” Goochland’s Coach Oliver Courtney said. “We didn’t choose the best shots and didn’t hit our foul shots, and they played some good defense,” the coach added. The Bulldogs hung tough and the third quarter ended knotted at 34, the first of several ties that followed.

Although the Bulldogs eventually lost by ten, 53-43, Jones said the contest was much closer. “It didn’t feel like a 10-point victory.” Tournament MVP Rob Vozenilek poured in a game high 20 points; 16 of those came in the second half. Brother Alec added 13. For Courtney, the tournament allowed his Bulldogs to get some game time during the holiday break. “I’m glad

we decided to play in this tournament,” Courtney said. “It’s better for them to be out here playing than just sitting around.” The coach, although disappointed with the loss in the finals, was encouraged by his team’s overall play. He also may have found his big man for this year’s team. Freshman Corbin Jackson saw considerable playing time in the two-game tournament. “I saw some good things from him in these last two games,” Courtney said. Senior Brandon Henry led

Belton showed the class photos of the same subject, a patient fellow worker at Twin Hickory, to show how wide angle lenses might sometimes distort features, whereas a telephoto lens may sometimes offer a more flattering perspective for portraits. “What you see is what you get,� he answered to a question from one of the students about whether the photographer can see any distortion in the viewfinder or display screen found on the back of most digital cameras. While most casual photographers (and many professionals as well) now just set their cameras on auto and snap away, Belton encouraged the class to try some different techniques – like

turning off the automatic flash, or at least turning it down. “Try using the available light,� said Belton, who noted that strong direct flash tends to wash out facial features for a flat, unflattering effect. Judicious use of the digital zoom feature found on most new cameras was also part of Belton’s advice. “The actual physical zoom is better for image quality,� said Belton, who said the digital zoom, while producing a larger image, degrades the quality. Students also learned some basic tips on composing photos such as the use of different angles, awareness of foreground and background elements. And Belton encouraged the class to shoot photos of people doing things, as well as posed shots. The class was also introduced to the various ways of
