Bobbie DeHart had seen Jennifer Burgoyne at Burgoyne’s job at the local Food Lion in Centreville before, where she is the Assistant Deli Manager, but the two had never met. That didn’t happen until the evening of November 11, when the car DeHart was riding in was struck by an SUV turning left onto the Route 288 on-ramp. DeHart was a passenger in her friend Astrid Oettinger’s Volvo station wagon as they traveled east on Broad Street Road. It all happened in a driving rain with low visibility. “I couldn’t see well because of the rain,” said Oettinger, who said she was traveling slowly. Burgoyne was behind her, with her 6-year-old daughter Aryonna in the car when the crash happened Burgoyne was the only one who stopped to help, said DeHart. In the heavy rain she got out and managed to get DeHart, who had head injuries and was bleeding heavily, back into the passenger seat of the car. “I stayed right beside her until the rescue squad got there,” said Burgoyne. The Centreville Rescue Squad was there within minutes along with a Goochland Sheriff ’s Deputy. see Budget> page 3

“I saw the impact,” said Burgoyne, a student at VCU where she is studying for a degree in Biomedical Research. “I had a feeling that someone was probably injured.” Burgoyne said she was concerned that DeHart would pass out from loss of blood before help arrived. Watts said Byrd grandmothers also make lap quilts for the residents that are distributed either at Christmas time, or in the winter months. Activities Director at the Meadows Lisa Lloyd said the residents look forward to the

annual visit. “They smile when I come down to get them,” said Lloyd. “Some of them come on down on their own.” Watts said the students benefit just as much. “The students look forward to visiting the nursing home and it is a great for them to experience first hand the joys of giving,” she said. ” I believe we receive much more than we give when we visit the residents and staff at The Meadows.”

Guest Editorial: Digging Out That’s what Goochland residents were doing last Sunday and early this week, after one of the heaviest snowstorms in years dumped more than a foot of the white stuff on most parts of the county. Driving west from Richmond on Route 6 Monday morning, one could see the signs of the weekend battle with the elements still evident. Here a pickup truck still stuck in a ditch, there a group of men pushing a car down a driveway toward the now cleared main road. By Monday afternoon the main roads seemed in pretty good shape, although secondary roads still presented major challenges in the county. Fortunately, schools were already out for Christmas break when the snow hit, thus avoiding what would have certainly been several lost days from school had it fallen, say, a week earlier. Digging out from the snow storm of December 2009 (as it surely will be referred to in coming years), seems a fitting metaphor for what lies ahead for the county, state and nation when everyone gets back to business after the holidays. That is digging out from the financial mess we somehow got ourselves in at every level, from local government all the way to the nation’s capital. It’s a process predicted to take several years by most, although there are some doom and gloomers who persist in predicting a double dip recession (let’s not go there please – the prospect is just too much of a downer). At the county and state level law requires the authorities balance their budgets, and so painful steps must be taken by cities and counties and the state legislature to make the numbers work. Not so at the national level, where the congress and it seems whoever inhabits the White House, regardless of party affiliation can’t break the habit of borrowing ever more to pay for new spending. For us liberal arts majors all the numbers morph into an almost meaningless haze when they get into the trillions of dollars. Suffice it to say we have to hope the world will keep on loaning the nation money, or things will grind to a halt someday. Here at home in Goochland, we’ll all be watching the new administration dig its way out of the hole the recession dug for the county, while continuing to deal with rebuilding citizen confidence in the county administration after the departure of so many key people and the utility system debacle. Here’s hoping it can all be accomplished with as little pain as possible and that the board of supervisors, the school board and the county administration will use all their creative skills to return the county to fiscal health, while retaining first its rate services. Fixing the budget here locally will require cuts in spending or tax increases or a combination of both – it’s that simple. Somewhere there is a sensible middle ground. Goochlanders will be watching to see if their elected representatives can collaborate to find it. Meanwhile, in spite of difficulties, whether weather or finance related, we wish our readers a Merry Christmas and hope the New Year will be good to all. - Ken Odor is a staff writer for The Goochland Gazette

Subsidizing the “come heres” A comment attributed to John Wright (Dec 17 Schools ..Budget) was obnoxious. “people who make decisions don’t realize that the most affluent people, in the most affluent county, now choose to send their kids to our public schools.” How elitist can you get? Mr. Wright’s comment is evidence of the aloof attitude of the “come heres” trying to change Goochland County from rural to metropolitan. While the affluent “come heres” may want to make Goochland County Schools a world class national news worthy school system, I am satisfied with average,

considering the radical increases in my property taxes. For decades Goochland County had a very stable property tax rate. Then people started moving here and County supervisors couldn’t resist the urge to grow government services to get more votes. My property taxes started increasing astronomically in 1999 at 28% and 44% in 2005, far more than normal inflation. The tax burden for Goochland County growth has been spread to long time residents rather than being placed on our “affluent” new comers. On death ears I have suggested a California Proposition 13 type rule to freeze property taxes for existing Goochland residents until a property is sold. But County supervisors are too lame, fearful, and have too

many self interests to do anything momentous. In the meantime, the Goochland school system must learn to operate with less money than in the hay day of constant tax increases. The rich clowns on the school board need to have some empathy for the average property owners in Goochland County who pay the bills. Many of us remember walking a mile to school with no computers and more than one grade level in the same room, but learning the three Rs from teachers who cared more about teaching than political correctness, their pay check and days off. So there is not much sympathy here for Goochland school budget cuts.

E

ntering its sixth year of competition, the Goochland High School gymnastics program is focusing on quality rather than quantity. This year’s squad consists of three gymnasts who are getting an early season peek at some of the best competition in the area. Last week, the team competed against Lee-Davis, Hanover and Atlee in a Capital District meet in Hanover. It was an opportunity for the Bulldogs to test their talents against a perennial region champion such as the Raiders of Atlee. “They’ve been so good to us and helped us out in any way they could,” Goochland coach Sherry Rosen said following the meet. “We schedule most of our meets with Hanover and Henrico teams and it has helped our squad tremendously,” she added. Junior Annie Dankos is the team’s only competing member currently but two other gymnasts are planning to make their debuts later in the season. “I’ve been with Annie since sixth grade and she is doing great,” Rosen said. “I’m hoping for the other girls to compete in two events later on in the season. That’s the goal,” she added. Dankos competes on the bars, beam and vault competi-

tions. “Annie’s confidence has really increased this year and she’s taken on a leadership role on the team. I really think this is Annie’s time to bloom,” Rosen said. Starting a program from scratch isn’t easy, but Rosen said it’s important for Goochland students to at least have the opportunity to compete in the sport of gymnastics. “We had eight girls come out for the first

meeting and that’s more than we’ve ever had.” Kaitlin Payne (beam and vault) and Maggie Bowell (vault and bars) join Dankos on this year’s squad. Rosen said both girls have shown desire and commitment to learning the basics of competition. “Maggie has some rec department gymnastics experience, but Kaitlin has never done it,” Rosen said. “She’s really

stepped up and hung in there to progress, I’m proud of both of them.” Rosen pointed out that for the Goochland girls, just making it to the practices takes an enduring spirit. “We practice in Mechanicsville so it’s a long drive for the girls,” Rosen said. “I told them from the beginning that this would take a real commitment.” Unfortunately, just having the desire in gymnastics isn’t enough, and finding experienced athletes to compete is difficult. “It’s not an easy sport and

it’s easy to get tired and frustrated,” Rosen said. “The skills don’t come overnight and it’s not like kicking a soccer ball. You have to do things over and over,” the coach added. And Rosen said the victories are not always measured on the final scorecard. “At the end of the season, these girls will be in the best physical shape they’ve ever been, and they will proud of what they’ve accomplished.” The team will continue to compete against Henrico and Hanover teams until they participate in their first Jefferson

District meet at Orange in late January. “I hope to have Maggie and Kaitlin competing in two events by then, and I hope Annie will make it to the state qualifiers,” Rosen said. She’ll also take the progress in small doses and gauge the rewards with a real world approach. “These are great girls and I’ve been excited about working with them since the first meeting. They are great students and high caliber athletes who continue to get better every day.”

Christmas mother helps record number By Ken Odor Media General Staff Writer “I haven’t worked for six months,” said Simone George last Thursday as she arrived for her appointment at the Henrico Christmas Mother Program’s distribution center on Dabbs House Road, nest to the Eastern Henrico Government Complex. George was just one of almost 2,000 heads of households who were helped in a year of economic downturn, store closings and plant closings. The program had about a 40 percent increase in applications for assistance, said 2009 Henrico Christmas Mother Robin Smith. “There’s been a huge difference this year,” said Smith, as she joined in with the many volunteers working with recipients arriving for their appointments. Smith is the 68 th Henrico Christmas Mother in a program that started back in World War II, when Mrs. George Nelson, a Henrico County schoolteacher, asked her students to fill Christmas food baskets for local families in need. “It takes some of the pressure off,” said George. “Now I’m able to get some things for my daughter.” George said she heard about the program from her mother and was surprised to find out that besides toys for children, the program also provided food, clothing and gift cards to needy families. Applications were taken on the first four Mondays in November, and then the volunteers went to work shopping and sorting the gifts in a 20,000 square foot section of the Henrico County Public Schools textbook warehouse, loaned to them at no charge, said 2004 Henrico

Christmas Mother Shelley Poole. Applicants must be county residents and have school-age children, or be senior citizens or have a disability. They must meet income limits based on household size as well. Smith was just back from a visit to Glen Allen Elementary School for an assembly where she collected canned goods and a check for the program. Asked if the end of distributions for this year would mean a pause in her breakneck pace, Smith said she had five school assemblies tomorrow and a lunch with the school central office. Then the team would sit down to evaluate this year’s effort, said Smith and inventory the supplies and store them away for next year. And then start fund raising again. It’s a year round program that never really ends, it just get’s turned over to a new Christmas Mother who will be chosen in April. She’ll get help from many former Christmas Mothers, like 84-year-old Thelma Moore, 1976 Henrico Christmas Mother who manned a table last Thursday. “Helping people – that’s what the world is all about,” said Moore. Contributed Report The Henrico County Court Appointed Special Advocates program (CASA) will host its fourth annual benefit art gallery exhibition and silent auction on Friday, Jan. 15, from 6-9 p.m. at The Crossroads Art Center, 2016 Staples Mill Road. Proceeds from the event will support Henrico CASA programs serving abused and neglected children in the county’s Juvenile and Domestic Relations Court system. CASA trains volunteers to work as child advocates in court. Last year, volunteers served 295 local children, donating more than 10,000 hours to their cases.

Eligible taxpayers can receive free help preparing their 2009 income tax return - and potentially increase their refunds by claiming the earned income tax credit - at sites hosted by Henrico County and the Greater Richmond Earned Income Tax Credit Coalition (GREITCC). The earned income tax credit is a refundable credit designed to help families and individuals who work and earn modest incomes - generally, families with children earning less than $43,279 and individuals without children earning less than $13,440. The benefit could increase a federal refund by as much as $5,657 for families with three or more children and $457 for individuals. Trained volunteers will help eligible taxpayers prepare and file returns at coalition sites throughout the metropolitan area. The GREITCC will operate two sites in Henrico: * Human Services Building, 8600 Dixon Powers Drive; from Feb. 2 to April 14, 4-8 p.m. each Tuesday and Thursday; * Fairfield Area Library, 1001 N. Laburnum Ave.; from Feb. 13 to March 13, 9 a.m.-1 p.m. each Saturday. The GREITCC works to help low-to-moderate income families maximize tax refunds that can help pay bills and reduce debt. The coalition also offers qualifying taxpayers a free alternative to paid tax-preparation services. Last year, coalition volunteers helped area residents file 1,734 federal returns, generating $804,232 in earned income tax credit funds and a total of $1,865,398 in federal returns. The free service saved filers an estimated $346,800 in preparation fees.
