Pipes continued from > page 1 end of Goochland County, stretches an eight-and-a-half-mile, 48-inch, force main sewer line. Most of that line is made up of Flowtite fiberglass reinforced polymer (FRP) pipe, made by a company called Amitech at a plant in Zachary, Louisiana. Bryant Electric, the contractor that installed this pipe between 2004 and 2006, had asked the county for more money and time to finish the project, saying that the county was negligent in listing FRP as an acceptable product for a force main system with restrained joints: The pipe, claimed Bryant Electric in a presentation to the Board of Supervisors in 2005, was prone to leaks caused by improper joint connections and uneven diameters. Bryant Electric originally won the contract based on a bid of $9.1 million, which was based on using FRP pipe. In June 2006, the contractor sued the county for $9.6 million, citing breach of contract. The county argued that faulty installation, not a flawed product, was to blame for Bryant Electric’s problems in successfully laying the pipe. But in September of 2007, the county offered Bryant Electric a $1 million settlement and released the contractor from any future claims related to the project. And last January Goochland Public Utilities Director Gary A. DuVal wrote a letter to the pipe’s manufacturer, saying that after a leak was discovered in the sewer line last December. “The County has concluded that the pipe failed in this area due to defects in the pipe itself,” he wrote, “and we are concerned with the future of having miles of this pipe in our infrastructure.”

A force main breaks on River Road According to reports obtained by The Gazette from Goochland County, the Goochland Sheriff’s Office notified the county’s public utilities department on December 9 that a waterline had broken along River Road, near the Randolph Square subdivision entrance. County staff turned off the pumps in the Eastern Goochland Pump station and called G. L. Howard, a local utility construction company, to repair the break and restore service to a line that serves the

eastern end of Goochland County and a portion of Henrico County. In the meantime, the Virginia Department of Environmental Quality reported that more than 1,000 gallons of wastewater overflowed into the ditch line that leads to the Tuckahoe Creek. The area was excavated and a rectangular-shaped break was discovered in the pipe, which was fixed by replacing a cut-out section with two repair couplings. During a preliminary investigation, the overall circumference of the failed section

The repaired sections were installed, the couplings were tightened up and the line was put back in service by 9 p.m. on December 10. The final bill from G.L. Howard was $46,871, which covered labor; the bill from H.D. Supply Waterworks, which covered two 48-inch steel couplings, was $4,136. An extended 10-year warranty from Amitech USA, LLC, which manufactured the pipe, won’t cover the cost of the labor involved, but it should cover any materials found to be defective, according to a letter written by former County Administrator Gregory K. Wolfrey to Amitech in 2007. “As I believe you know, Amitech provided FRP that did not meet the County’s specification, both in its testing and in its manufacturing of the pipe’s groove,” wrote Wolfrey when he accepted the manufacturer’s proposed warranty. County Attorney Norman B. Sales says the warranty claim for the December 2009 break is still outstanding and the county

www.goochlandgazette.com is currently in litigation to recover those costs. When the pipes were laid, Amitech USA was a subsidiary of Amiantit, a Saudi Arabian company. Amiantit sold Amitech to U.S. Composite Pipe South in 2008, which may jeopardize Goochland’s ability to collect on its warranty. But Benjamin D. Hicks, once a controller at Amitech and currently a consulting director with New Orleans-based accounting firm Silva, Gurtner and Abney, said in a phone interview this week that although Amitech is no longer in business, an attorney in Richmond has been retained by the company and is working with Goochland to resolve the claim.

The cause of the break While the county says that defective materials caused the pipe failure last December, others stand by Goochland’s 2005 accusation of inadequate installation by Bryant Electric. Kenneth L. Glasgow, who was a regional sales manager for U.S. Composite South at the time of the force main break, was asked by the county to visit the repair site the morning of December 9, 2009. “From what I could see, and the county inspector with me agreed, the problem was poor installation,” said Glasgow in a phone interview last week. “Put it this way—when they were digging down, after they removed the busted pipe, I could hear the bucket of the excavator pounding on rock at the bottom of the trench. There’s no way any kind of pipe would have survived on that type of installation.” Glasgow said that when contractors install pipe, consistent bedding, such as crushed stone, should be placed beneath the pipe to keep it from shifting when under pressure. “It’s the same concept of having a pebble in your shoe,” he said. “If you’re standing on that pebble, it might not be big, but you have all the pressure of your foot on that one point and that’s why it hurts.” Former Utilities Director Doug Harvey, who was working for Goochland at the time the sewer line was being installed in the TCSD, believes that Bryant Electric started off doing a good job but then ran into problems due to insufficient staffing. “In the middle of it, they had a subcontractor who was laying 400 – 500 feet a day, but then they let him go,” said Harvey. “Later, after they announced they were getsee Pipes> page 10

More birthdays for more survivors was the theme of this year’s Relay for Life, sponsored by the American Cancer Society. Cancer survivors, families and friends gathered Friday evening on the track at Goochland Elementary School for the annual Relay for Life. During the Opening Ceremonies Honorar y Chair Shawn Coffey spoke about her experiences with breast cancer. Coffey, who underwent a bilateral mastectomy in 2008, said she had to think hard when she was approached to speak at the Opening Ceremonies.

“I kept thinking, what is my story?” said Coffey. “My story really isn’t any more significant, any more life-changing, than anyone else who has ever been told ‘You have cancer.’” “You know what it’s like to feel the fear associated with that news and how in that split second it changes your life,” said Coffey. “It’s about living your story. It’s about what you do when given a second chance,” said Coffey, who shared a few of the all too familiar events, such as surgery, chemotherapy, radiation and hair loss, that many of her listeners had also experienced. “ I ’m p hy s i c a l l y changed, but I am better on the inside than I have

Eleven years later, after surgery and radiation treatment, he said he’s doing fine. “But it’s always in the back of your mind,” he said. Another cancer survivor, Dottie Holcomb, who has suffered through two bouts with an extremely rare cancer called Lyomeiosarcoma, said she had just received news that her latest CAT scan was clear. “I feel blessed because I’m a double survivor,” said Holcomb. Justoveryearago,Goochland was named number one in the nation in average adjusted gross income, at $137,045, based on 2007 tax returns in a study by the Transactional Records Access Clearinghouse

at Syracuse University. But that has changed. Checking the 2008 rankings at the clearinghouse’s website, one finds that Goochland has fallen to number eight in the income rankings. Last year the average adjusted gross income in the county was lower by more than $28,000 at 108,973 a decline of 21 percent. But terms used in these statistics-based stories are important.

The pipes are calling So what is going on with the pipes in the Tuckahoe Creek Service District? The answer will depend on who you ask. Over the past few months I’ve been posing questions about the pipe installation of 2004-2006, and I have received an array of answers. What is interesting is that many of the reasons, and documents, used by Bryant Electric, in that company’s quest to prove to Goochland County that the pipes it had chosen to lay were going to at some point rebel, were cast aside by county administration in 2005. But now, when we have a new county administrator, county attorney and utilities director, those same documents are being embraced and circulated to those who hold the promise of a warranty, to prove that, hey! Maybe that contractor wasn’t just trying to pull one over on the county when it asked the Board of Supervisors in 2005, “Should we continue on this path with FRP or change to ductile iron?” Bryant Electric added, yeah, ductile iron pipe material costs are higher. But staying with FRP material will entail additional remediation and increased long-term reliability costs. Maybe, just maybe, there was a bit of truth in Bryant Electric’s claim. Maybe those Flowtite fiberglass reinforced polymer pipes weren’t so great, and maybe the county and those it employed weren’t surprised to learn this. One person said to me last week, “Let me tie it all together for you. When problems started happening on that project, all fingers were pointing to the contractor, regardless of problems with the pipe itself. The distributor, contractor, manufacturer and county engineer all circled the wagons, and pointed to the contractor and the reason why was because the manufacturer wanted to maintain the good name of the pipe. And if the pipe was bad, if the design of the pipe was bad and insufficient, that makes all four of those guys look like they knew.” Makes it look like maybe they knew it all along. And so who is going to pay for that desire to keep knowledge in the shadows? Yup. Those that live and work in the Tuckahoe Creek Service District, those who will keep having their utility rates adjusted to accommodate the rising costs of maintaining a flawed system. Sometimes it is the better part of valor to admit that you were wrong, and you want to make it right. I think that would be a noble goal for some of those who set the rhythm, and the rates, of Goochland County. - Amy Condra

Concerns about firing range I view as a real threat to our safety the Virginia State Police Plans to build a firing range in Powhatan County off of Old River Trail just across the James River from my home. The noise will be bad enough, but the real danger in is the orientation of the 300-yard rifle range and its close proximity to homes in Goochland. Errant rounds are common

on a firing range because that’s why they go there to begin with, to practice. It is aimed directly at our Rivercliff Subdivision in Maidens and anyone else who happens to be riding along State Route 6 in this area, or perhaps trying to enjoy the James River. They plan to share this range with the Virginia Department of Game and Inland Fisheries and the FBI. The State Police contracted an out-of-state firm to compile an

Environmental Impact Report to justify this location. The report lists no threat to the Little Brown Bat in the air, the Southern Leopard Frog on the ground or the Eastern Mosquitofish in the river, but most importantly it does not mention the possibility of a boater in the river or a child walking to the school bus or maybe you, just riding down the highway. T. Baker of Richmond. She is also survived by a sister and two brothers, Jane Townsend Lewis of Lewisberry, Pa., Hugh Barnes Townsend Jr. and Howard Ashley Townsend Sr., both of Manquin. Flowers had six grandchildren. Visitation was held at the Mechanicsville Chapel of Bennett Funeral Home, 8014 Lee-Davis Road, on Wednesday, June 16, 2010. Antoinette Flowers Townsend Baker, of Richmond, passed away June 13, 2010, at the age of 72. She grew up at Manskin Lodge in Manquin, Va., where she attended King William County Public Schools. Flowers later graduated from high school at Stuart Hall in Staunton. As a member of the class of 1959 at Hollins College, she spent her sophomore year studying at The University of Paris Sorbonne. She was preceded in death by her parents, Mr. and Mrs. Hugh Barnes Townsend Sr. of Manquin; and a sister, Kathleen Ashley Townsend of Mechanicsville. She is Bizzell survived by two daughters and a son, Nancy McClure Magdalene Swecker Williams of Princeton, N.J., Bizzell, 82, of Richmond, Deborah McClure Ball of formerly of Salem, died Tappahannock and William June 18, 2010. Not mentioned is the fact that it is also 8000 feet from the border of Goochland County, beginning at the southern bank of the James River, and 9200 feet from the first home in Goochland. The firepower of law enforcement rifles would be much greater than what I can buy in the sporting goods store and those rounds are capable of 2.5 to 4 miles easily. It is disappointing and saddening, not to mention irresponsible, that law enforcement has no better judgment than to build a firing range this close to the citizens it is sworn to protect. The first rule of the range in law enforcement is always be aware of what is beyond your target; do not fire your weapon until it is safe to do so.

Frustration with superintendent’s salary

In last week’s Goochland Gazette, (staff writer Ken Odor’s) editorial stated, “sometimes you can manage to almost be at two places at the same time.” (Odor was) referring to the regularly scheduled meeting of the Goochland School Board and an organizational meeting for a possible Goochland chapter of the Richmond Tea Party, both of which were scheduled for June 8 at 7 p.m. Since I work fulltime during the day, I opted to attend the School Board meeting, knowing its proclivity for providing more drama and entertainment than the day time television shows I cannot view. I was not disappointed. Underwood’s girlishly giddy explanation of her newly revised organizational chart had the attendees’ eyes spinning! Despite having our high school auditorium’s state-of-theart overhead and on-stage Thomas Ford audio visual resources at Maidens her disposal, not to men-

tion a stand- alone projector and screen, Underwood waxed prosaically in bubbly bureaucratese. Since only the School Board had copies of the revised chart, Underwood’s “smoke-and-mirrors” performance did little to hold my attention. Obviously I was not the only “bored” member attending, as Andrea Erard, our School Board’s Legal Counsel, found Underwood’s presentation so enthralling, she (Erard) was visibly sharing BlackBerry images with Diane Bennett, our School Board Clerk. “Compensation largely flat for officials” contained a golden nugget of information - Underwood’s pay in relation to like sized school districts. Say it ain’t so, Joe! Using the article’s salary data and dividing each superintendent’s salary by Virginia Department of Education 2009-2010 enrollment data, I calculated each school district’s superintendent’s salary spend per student. From Chesterfield’s $3.88 to King and Queen’s $159.33, this statistic follows a predictable progression, with usual and expected minor statistical aberrational variances. Putting Underwood’s outlandish pay in perspective does not take a statistical wizard. Looking at her pay in relation to like-sized districts and using “superintendent’s salary $’s per student” as an index, there is a glaring anomaly to what

To this point, New Kent - 2854 students, $42.05; Goochland -2453, $62.87; King William - 2233, $56.85; Amelia - 1844, $74.33; and Cumberland - 1531, $87.01. Goochland’s number should be between New Kent’s $42.05 and King William’s $56.85. Our $62.87 is more odorous than Goochland Elementary’s “mystery smell.” Perhaps our School Board’s “silent supporters” will publicly comment on this? Glasgow, who no longer works for U.S. Composite Pipe South, says that Flowtite is not an easy pipe to make or install. “I have concerns about it,” said Glasgow. “I’ve worked for four different pipe companies, and seen a lot of different manufacturing processes, and you have to be on your toes when making Flowtite pipe. The manufacturing process is really an amazing process, but things can get out of tune very easily and there’s a lot of different material- polyester resin, sand, fiberglass- and you’re essentially throwing all the materials together to be wound. It’s a computercontrolled operation, but it requires 2-3 people to monitor what’s going on in the machine.” “The major weakness is the pipe joint itself,” he added. “I find that joint more difficult for contractors to work with.” According to a report, written by a representative of Malcolm Pirnie, Inc. and sent to the City of Orlando’s Public Works Department, based on observations of a test of a 48-inch pipe performed by Amitech at their Louisiana plant in February of 2005, leaks occurred that prompted Orlando to remove Flowtite FRP pipe from its technical specifications. “These failures caused us to be alarmed

at… not only the use of the machined groove joint but also the entire pipe product,” wrote Steven J. Cook, Project Manager for Malcolm Pirnie, to Abe Jardaneh, Project Manager of the City of Orlando Public Works Department, on March 7, 2005. “The failure in the 48-inch apparatus highlighted to us that Amitech USA is still resolving all the issues with the restrained joint pipe and joints,” added Cook. R. Stuart Royer and Associates, who served as an engineer on the 2004-2006 force main project, requested a copy of those test results on March 30, 2005. R. Stuart Royer and Associates was also a defendant in Bryant Electric’s breach of contract suit in 2006, and was acquired by Malcolm Pirnie in 2008. The test results were used by Bryant Electric in 2005 to justify their case to Goochland that the pipes were defective. And the same test results are now being used now by the county to verify their warranty against Amitech. “Amitech invited engineers to see a pressure test, and ran a pressure test in front of them and the pipe split,” said Glasgow. “That’s not a very good way to sell a pipe.”

Paying for the pipes in the TCSD Goochland’s District 4 Supervisor Malvern “Rudy” Butler said of the pipe system in the TCSD, “Keep your fingers crossed, I hope nothing happens to it.” “I don’t know if there is enough money in there or not to repair it,” added Butler. “If installation was faulty, if they put it in wrong, it’s hard to get the money—Bryant Electric went out of business. And the people who made the pipe are out of business. I don’t know who would stand behind the warranty.” DuVal is also concerned about funding any problems in the district.

www.goochlandgazette.com “The county hasn’t really set aside money for any ongoing maintenance, for depreciation for a lot of things,” said the public utilities director. “What (County Administrator Rebecca T. Dickson) is working on for her latest budgets, the rates will be including possible future funds for that.” The Board of Supervisors voted last April for an increased tax rate for Tuckahoe Creek Service District customers, up from 23 cents per $100 of assessed value to 27 cents. Dickson says that the county is trying to catch up to future needs. “As we developed the rates for (fiscal year 2011), we included some funds for repairs and maintenance,” she said this week. “This amount is $85,000. While this is a start, our goal would be to increase this amount to a higher level over time. If there were some kind of catastrophic event (or) failure that led to a much greater repair expense than what was budgeted, that would have to be addressed from the TCSD fund balance.” Right now the county is trying to encourage investment in, and raise funds for, the TCSD. One anticipated project is the West Creek Medical Center, a 97-bed, $183 million hospital on a 60-acre site at the West Creek office park. This facility, planned by HCA, would provide jobs and revenue for the county. And according to an interview with HCA spokesperson Karen Nelson last May, the hospital is on track to start building this fall. “I think it’s very important to get to the bottom of this and see what kind of problem we have so we can address it properly,” said District 3 Supervisor Ned S. Creasey of potential pipe issues in the TCSD. “I think we’re trying to bring people into the district, and there’s an urgency to get all this resolved.”

Local men have their names added to Parks and Recreation’s Wall of Fame Contributed Report

On June 1, the Goochland County Parks and Recreation Department honored two local men for their long history of community service. Larry Leabough and Jonathan Leon Saddler became the fourth and fifth persons to have plaques placed with their names on the Wall of Fame

in the lobby of the Parks and Recreation building. Their plaques will join those of Bryan Gordon, Termon Minor and Wilbert Ware, the first three honorees who were chosen last year. After a catered dinner in the gymnasium where the awards were presented, Leabough and Saddler were also recognized at that evening’s Board of Supervisors meeting. Leabough, who is a warden with the Chesterfield Department of Corrections and a life-long Goochland resident, was honored for his many years of volunteer service in sports and recreation activities. A star basketball player for the Goochland Bulldogs, Leabough has been active in coaching soccer in what has

become GUSA. Along with soccer, Leabough has also coached boys’ basketball for more than 10 years. Leabough is a member of the Goochland County Recreation Advisory Board, appointed by former supervisor James Bowles in the 80s and again by Jim Eads in 2008. Saddler, a Goochland County Department of Transportation truck driver, also works part-time at Goochland’s Parks and Recreation. His parttime job is in addition to his volunteer time, but it gives him more chance to be involved with county youth. Saddler has coached youth basketball for 21 years. People throughout Goochland will come up to one of Leon’s sib-

lings and ask, “Are you related to Leon? He coached me when I was five years old!” These are people who are now adults out of college. One Parks and Recreation parent said this of Leon, “There is a man who volunteers as a coach during the winter P & R Basketball program – he has done this for many years. He has a demeanor that 6 and 7 yearold girls respond to and young teen boys respect. He is calm and comical; he instructs and encourages, he coaches with honesty and integrity. He cares about these kids, about them learning a sport and being part of a team regardless of skill level. Goochland kids are lucky this man likes to coach and wants to – and Goochland parents are lucky that he has.

Golf Classic looks to be bigger and better

W

hen the LPGA’s D u r a m e d FUTURES Tour returns to Richmond Country Club August 10-15, local golf fans should expect to see a bigger and better event than in the past. The third outing of the Greater Richmond Golf Classic will not only have more competing professionals but more events for the fans as well. As Goochland County’s largest homebuilder, Eagle Construction of Virginia has signed on as sponsor of the $100,000 tournament and hopes to build upon the solid tournament foundation created over the past two years. “I’m just so happy that we were able to participate in keeping professional golf here in Richmond,” said Eagle Construction president Bud Ohly.

From a youth, through high school and college, Ohly has spent 37 years on the links and said sponsoring the event was a natural step considering he and Bryan Kornblau, Chairman of Eagle Construction, first met on a golf course. “Golf and the community here locally has been a big part of our lives and our success.” Because the Richmond Golf Classic is now the only remaining professional golf tournament in the state of Virginia, Ohly felt it important that the Richmond area retains its ties to the event. “If we don’t keep one it’s going to be tough to get them back,” he said. “As people start to compete for these events as the economy improves, you’re going to be looked at as somebody who gave it up instead of somebody who kept it going. Considering how professional sports have lately struggled in the Richmond area, Ohly wanted to make sure that golf did not follow suit. “It’s extremely important to keep that tradition going,” he said. “We’ve had professional golf in Richmond, I guess, gosh, it started in 1965 with the PGA

ing. “Unfortunately there’s not enough,” she said. “A lot of the research is for men and we know that the warning signs are different and the treatment is different (for women).” Because heart disease is the national’s leading killer of women, Nostheide said there is a natural synergy between golf and the campaign. “There’s so many things with a healthy lifestyle that you can do to prevent heat disease and stroke,” she said. “Obviously a partnership with the LPGA is perfect because golf is a lifelong sport that can keep women active and really prevent heart disease from ever coming up.” And when it comes to the golf itself, drama will be added

to this year’s tournament as the Richmond Classic will be the second to last tour event. So, much like NASCAR’s “Race for the Chase” at RIR, the pressure will be on throughout the week as the players make a final push to qualify for the 2011 season. “That means a lot of players who are striving to get their LPGA cards will be playing pretty hard here at Richmond Country Club in order to play well and place well,” said Michael Vajda, LPGA’s Director of Tournament Business Affairs. The Richmond Classic has quickly become one of the players’ favorite stops on the tour, so much so that Lisa Meldrum may return to

defend the title she won last year despite already holding her LPGA card. In its third go-round, Vajda hopes that the event has now established itself with Richmond golf fans. “In tournaments like this, I think the first couple of years, people are curious to see what it’s about,” he said. “I think we’ve gotten past that stage.” With 17 planned events this year, Vajda hopes the fan base continues to grow. Deep Run Horse Show promises to be memorable event County welcomes signature equine event at Deep Run BY JIM RIDOLPHI Special Correspondent

Horse enthusiasts from across the region will converge on Goochland County this week for one of the state’s oldest and most prestigious horse shows, The Deep Run Horse Show. The five-day event kicks off Wednesday and continues through the weekend at the Deep Run Hunt Club on Manakin Road. This year’s chairman Betsy Tompkins, said this year’s event continues a tradition started in the early 1950s. “The show has been located in Goochland County since the early 1950s, and is an official Goochland County Signature event. Our show has carried the highest rating of The United States Equestrian Federation (formerly American Horse Shows Association) since 1937, and has recently been awarded “Heritage” status,” Tompkins said. The designation places the show in an exclusive category, and the recognition will be duly noted in this year’s activities.

“There are only four of these in the country. The CEO of the USEF is presenting the award to Deep Run on Sunday morning,” Tompkins said. But the real highlight of the event are the horses and the hundreds of riders who prepare for years to show their talents at Deep Run. The event not only provides a world-class venue for local riders, but also has regional appeal for equine enthusiasts. “The show draws competitors from outside the immediate local area, and is a showcase for top horses and riders in the region. Virginia exhibitors have voted Deep Run “Horse Show of the Year” for the most recent two years,” this year’s chairman said. The event attracts riders from the very young to seasoned veterans and takes advantage of Deep Run’s state of the art facilities. “Competition takes place in two rings. Our youngest competitors are in the leadline class on Sunday. Our oldest competitors don’t want to tell their ages...they are listed in the prize list as “over 35”,” she said. This year’s event features hundreds of riders from across the region. Last

year’s Bryan Trophy winner Goochlander Annie Cosby is slated to compete again in the event’s signature event on Sunday. The Deep Run Horse Show Association and its numerous volunteers are ready for the influx of competitors. “We have 261 stalls reserved this year, 120 stabled in our permanent barns, and we set up temporary stalls under big top tents to house the additional horses,” Tompkins said. feel that by offering these things it’s more than a golf tournament, it’s more of a happening.” Other than the tournament itself, the most highly anticipated event will take place on Thursday when RCC hosts the final round of the Sun Mountain Skills Summit Challenge where players will compete in a variety of skill

and trick shots for the championship. “It’s basically a “Big Break” type of scenario where amateurs will get paired with professionals,” said RCC golf pro Mathew Schulze. “The majority of players in the Big Break, that starts next week, will be here because most of them are Duramed FUTURES Tour players.”

Like Ohly’s plans to maintain professional golf in area, Vajda hopes that the success of the Richmond Classic continues to build through this year’s tournament and on into the future. “Richmond’s been a great market for us and we hope it continues for years to come.”

Presented annually by the KHB Committee since 1995, the awards recognize a homeowner and a business in each magisterial district that have maintained an outstanding property through landscaping, lawn care, litter removal and recycling. Homeowners must perform their own lawn maintenance to be considered. Winners receive an engraved plaque and have an award sign posted on their

Henrico Police plan safety initiative By Ken Odor Media General Staff Writer It’s called SPF - 100 and no, it’s not a new brand of sunscreen. It’s the Henrico Division of Police’s summer traffic safety initiative, now in its second year. The acronym stands for “Safety Prevents Fatalities – 100 percent.” Sgt. A.J. Gordon of the Traffic Safety Unit said the goal is to remind citizens of a few simple safety rules to keep them safe during the summer. “It’s not just about writing tickets, it’s to educate,” said Gordon, although he acknowledged that traffic safety officers will be working more hours. Last year there were 32 traffic fatali-

ties in Henrico, compared to only 18 in 2008, according to Virginia Department of Motor Vehicle statistics. “For some reason last year we had an increase,” acknowledged Gordon. All the more reason to remind motorists, motorcyclists, bicyclists and pedestrians to be careful. Gordon stressed the value of timehonored safety measures, like wearing seat belts. Other commonsense safety measures are: * Obeying speed limits * Stopping for red traffic signals * Use of a DOT approved helmet by motorcyclists

* Not driving while under the influence of drugs or alcohol * Avoiding distractions while driving Gordon said distractions while driving are a major factor in accidents. “I’ve seen books and newspapers propped up on the steering wheel,” said Gordon. In addition, Gordon said bicyclists and pedestrians should take sensible precautions for their own safety. Although not required by law, bicyclists should always wear a helmet. “I’ve seen too many bicyclists hit with continued on page 3

Pedestrians routinely underestimate the speed of approaching vehicles, said Gordon and should cross only at intersections and crosswalks, particularly on busy multi-lane streets like Broad Street.

Walkers should always face traffic when walking while staying out of the roadway. Gordon said pedestrians should remember that in addition to being dangerous it’s against the law to play in the street. The Traffic Safety Unit will be active this summer, said Gordon, with checkpoints, traffic light and seat belt enforcement and impaired driver enforcement initiatives
