Planning continued from > page 1 descried the operation as more of a hobby than a business, but readily admitted the mess has gotten out of hand. “I’ve been trying to move the cars,” Simms said. “I want to get rid of all of them and I know I’ve got to move them.” A permit issued in 2005 required Simms to remove 20 vehicles a year, and he told the board he’s removed more than 75 cars in the last five years. Planner Tom Coleman said staff inspections of the property revealed some serious violations of the current conditional-use permit requirements. Batteries, barrels of removed fluids and ground water conditions are all concerns, Coleman said. “I didn’t know the batteries were there,” Simms said. He also said he wasn’t aware that the barrels required removal, but is committed to cleaning up the site. “I’d like to get rid of all of it in the next year of two, but that’s a whole lot of work,” Simms said. “I’m doing the best I can.” Commissioner Ty Querry asked if there were state or federal programs available that might assist Simms in his efforts. “We may be asking him to do something that is impossible for one man to do,” he said. Simms made a final plea for approval with a simply stated guarantee: “If you give me three more years, you won’t have to renew this license anymore.” The panel decided to recommend approval of the permit, for three years instead of the five requested, with the requirement that all hazardous fluids, batteries and tires be removed in one year and one third of the remaining 136 vehicles be removed in each of the conditional-use permit’s approved years. In other action, the board deferred a decision for a conditional-use permit requested by Bessie Fortune regarding a proposed childcare center located in Sandy Hook. She plans to open a 20- to 30-child facility in an existing home on Sandy Hook Road, slightly outside the area designated for commercial development in the village. Monti Brooking owns the adjacent property and expressed concerns that the childcare center could affect the real estate value of his property. He also cited an already hazardous traffic situation in the area, concerns over lighting and signage, and the site’s location outside the designated business zone.

Neighbor Geoff Jessee agreed. “We strongly oppose any business use of this property,” he said. Querry pointed out that the request exemplifies a clear dilemma for the county. “We face the conundrum of trying to encourage commercial growth, but this is outside the Comprehensive Plan guidelines,” he said. While not opposed to the plan, Commissioner James Crews said he needed more time and information to consider the permit. “There’s more homework that needs to be done,” Crews said. Courtney Hyers agreed and motioned for a 30-day deferral. Her fellow commissioners unanimously agreed. The county had planned to ask the Planning Commission to recommend approval of several cell tower conditional-use permit amendments that would eliminate a requirement that owners provide a cash bond to the county to cover any removal expenses should the tower be abandoned at some point in the future. Director of Community Development Don Charles said that guarantee is no longer necessary, because the county would opt to maintain any abandoned

towers to maintain their emergency communications equipment. In addition, the county has always required space at the top of the towers to place whip antennas to accommodate fire, rescue and sheriff communications. With emerging technology, whip antennas have become obsolete, and the county now needs additional space to place electronic equipment. Charles said some localities are forced to rent space on the poles, but he hoped to avoid that by reaching an agreement with the companies. Basically, the county would relinquish its right to require a cash bond in favor of a lesser guarantee and the cell tower company, National Communications Towers, would provide the additional space on the tower free of charge. However Charles said that an agreement was not finalized. Not wanting to change the ordinance and ultimately remove the county’s bargaining chip, Charles asked the commission to defer the request, and they approved unanimously. Hyers asked if Charles thought an agreement was imminent. “Yes,” he replied.

Cisne takes over as school board chairman

Goochland School Board Chairman Raymond A. Miller, District 2, stepped down last week, making his announcement toward the end of the regularly scheduled April

school board meeting. He nominated ViceChairperson Maxwell G. Cisne, District 5, to replace him. Cisne was elected to the chair after a 4-0 vote. Board member Andrew A. Meng III of District 4 was not present at the meeting.

District 3 Member Ivan O. Mattox, Sr. was elected ViceChairperson. “In January we agreed that I would continue to serve as chair in order to see the budget process through – Mr. Cisne came up with that idea,� explained Miller. “We all agreed to it and the budget process is winding down and I believe it is an appropriate time for me to step down as chair,� said Miller. “Mr. Miller had gotten involved early on in the budget process last year and we wanted him to continue,� said Cisne the day after the meeting, explaining why he had suggested that Miller continue as chair. The school board’s normal practice has been to vote the Vice-Chair into the chairmanship post at the first yearly meeting. Cisne said that he will step down as chairman at the first meeting in January 2011.

The school board still faces tough budget decisions, after the board of supervisors declined to raise property taxes and asked the school board to come up with another $317,000 in budget cuts. Cisne, a retired CPA, is in his second term on the school

board. He previously served as school board chair in 2006. During his career as a CPA Cisne said he audited the finances of a number of local school systems, including in Henrico and Hanover counties and the City of Richmond. “I’m not a neophyte when

it comes to looking at school systems’ finances,� he said. At the same time he indicated that the board would continue its policy of looking to Goochland School Superintendent Linda see School board > page 4

A Prince Edward County man died yesterday afternoon in a private Goochland County farm pond after his canoe capsized, tossing him and another man into the water. According to Sheriff James L. Agnew, Donte D. Woodson, 20, of Piney Grove Road in Rice, and his friend launched their canoe Sunday around 5:00 p.m. at the pond off of Rock Castle Road in south

meeting. Underwood said some savings might come from reworking job descriptions in the wake of attrition, resignations and leaves of absence. She said examination of energy management might also lead to savings. Other savings could come as a result of recommendations from a January audit of special education programs and an examination of transportation, said Underwood. Several speakers offered input during two public comment periods. GEPA chairperson Jo D. Hoskins spoke briefly, reiterating the organization’s position that reductions be made from the administration rather than from teaching positions. She provided board members with copies of GEPA’s petition, which advocates retaining all teaching positions. Speaker Michael McDermott chided the board for, among other things, using single-sided printing for its agenda. “If we start watching the pennies the dollars will take care of themselves,� he said. In other business, the board decided, on the suggestion of District 1 member James L. Haskell, to wait until its April 27 workshop meeting to vote on the adoption of next year’s school calendar.

AgDay is the brainchild of Dailey and former 4-H intern Erin Henley. Henley, the daughter of Phyllis Henley of Alvis Farms, is now a sophomore majoring in dairy science at Virginia Tech. “A cow can give 200,000 glasses of milk in its lifetime,” Henley told one group of students, before getting them started in what was perhaps the most popular activity of the day, ice cream making. After they heard about dairy farm operation, the students paired off and shook plastic bags filled with milk, sugar and vanilla flavoring inside another bag filled with ice and rock salt. In a few minutes they had ice cream, which they devoured on the spot. “That was their favorite,” said teacher Zarina Singh of her fourth grade students from Byrd Elementary School. There are only a three dairy farms left in Goochland, said Henley. “There used to be 10 or 12,” she said, but making money in the dairy farming business is hard. Another hit with the kids was “Maggie Moo,” a dairy cow at Alvis Farms where 4-H member Brett Alvis explained the process of getting milk from the cow and to the store where people can buy it. Justin Barnes and Chuck Wright of the Virginal Forestry Department gave the students some insight into how their agency deals with forest fires. “What causes the most forest fires?” asked Wright. The students guessed lightning and campfires, but Wright said the greatest number comes from brush and trash burning that can get out of control on windy days. “Kids get a kick out of the fire tool display,” said Barnes, who showed them

chainsaws along with other tools used by foresters. Singh said the students also enjoyed Dearden’s organic gardening presentation. “She’s awesome,” said Singh about Dearden. Serving the community Over the past few months The Gazette’s opinion page has been dominated by reflections on the county’s budget process. Our editorials and your letters have raised many questions about the county’s use of its resources: Where does the money come from, where does it go, and why? And many of you have shared your sense of whether those questions are being answered appropriately. As the county has now passed its approved budget, and is waiting to see changes that will have to be made by the county and its schools to accomodate reduced revenues, we have reached a point in the process where we can pause to catch a quick breath before we start learning more about the countywide audit. So, considering a few of the letters and phone calls I have received, I believe that using this respite to ask a fiscally unrelated question might be a good idea. What is the role of a community newspaper? Especially in a society where information is now hurled at readers via a printed page, a flickering television screen and a scrolling blog, what can a local paper offer its readers? Unlike news that comes to you from around the world and around the clock, The Gazette is based here in your county, where you live and work, where you raise your families and build your lives. Reporter Ken Odor and I venture throughout the county, to its board meetings and court hearings, and its festivals and celebrations. And at those events you can walk up to either of us and tell us what you think about the county and how we cover it. And many of you do exactly that! That is one of the greatest privileges of being a community journalist, at a weekly newspaper in a rural county: The ability to really get to know our readers. That familiarity breeds respect, because it’s harder to let down someone you’ll run into the day after a board meeting, say, than it is some anonymous member of an audience you may never meet face-to-face. I have recently received a lot of messages from people offering information and insight regarding our county, which I greatly appreciate and encourage. Local doctor responds to allegations Seven years ago I established my family practice in Goochland to serve the wonderful people of this community. Many of you became my patients but most importantly, many of you became my friends. You welcomed my family and helped us get established. Unfortunately, as recently published in this

newspaper, I have disappointed many of you. Please let me explain. I have been a physician for fifteen years and helped thousands of patients in a variety of office and hospital settings. Until recent events, my license to practice medicine has never been disciplined or punished in any way. But on April 30, I have a hearing at the Virginia Board of Medicine to answer allegations

that I was romantically involved with a woman who was, but no longer is, a patient. I tell you, as I have told the board, that this is true. I had known the woman for ten years before we started a relationship. Sadly, my own marriage, as my wife would confirm, has been under duress for the last five years. al simply was doing his job as legal counsel to state agencies by informing Virginia’s public colleges and universities that their declaring sexual orientation as a protected class against discrimination exceeds their lawful authority. Why did The Gazette’s editor select this particular headline for Griffith’s letter? A headline should summarize a letter’s main point. It would have been difficult for the editor to choose another headline that further contradicted Griffith’s intent. A better headline could have been used such as, “Gazette Cartoon Questioned,” or “Cartoon Misrepresents Cuccinelli.” A quick, uninformed reading of the April 8 headline certainly reinforces the liberal media’s stereotype of Attorney General Cuccinelli. The liberal media portray Cuccinelli as a bigot because he informed his clients that Virginia law does not include sexual orientation as a non-discrimination category.

Why such a vitriolic response from the liberal media? Because they interpreted Cuccinelli’s action as placing an obstacle in the path of the gay rights agenda. The liberal media’s ideological commitment to the gay rights agenda forbids dissent, and they will use any dirty trick or dishonest tactic to destroy Cuccinelli or any other public figure who fails to toe their ideological line on this issue. By publishing the biased cartoon and by misrepresenting Griffith’s letter with an inappropriate headline, The Gazette revealed it is more concerned with ideology and attacking Cuccinelli than with providing honest news coverage. Goochland County citizens deserve better from our community newspaper. I hope the editor exercises greater care, objectivity and balance in the future to prevent journalistic bias.

Sculthorpe Mary Waymack Sculthorpe, 87, passed away peacefully at her home in Goochland, on March 24, 2010. She was preceded in death by her husband, Bernard “Tootsie” Sculthorpe. She is survived by her daughter, Judith Shanholtz Freeman and son-in-law, Jerry L. Freeman, of Goochland. Survivors also include two grandsons, John Taylor Shanholtz II of Richmond and T. Benjamin Shanholtz of Melbourne, Florida; one nephew, George Arnold “G.A.” Waymack and his wife, Carolyn Waymack, of Cross Junction, Virginia; three nieces, Joan Waymack Pierce of Amelia, Janice T. Atkinson of Sandston and Joan M. Bark of Glen Allen. Mary was retired from Bell

Atlantic after 38 years of service. She leaves behind many dear, longtime friends and coworkers. The family received friends Wednesday, April 14, 2010, in the Lawrence Room at Emmanuel Episcopal Church, Brook Hill, where she was a member. Funeral services were officiated by The Rev. John West, Rector, in the church, followed by graveside services at Signal Hill Cemetery, where she was laid to rest beside her beloved and devoted husband. Wade Vaught, a Richmond, native, was promoted to the permanent grade of Colonel in the U.S. Air Force on Jan. 1, 2010. He currently serves as the Chief, Integrated Experiments and Evaluation Division, in the Air Force Research Laboratory’s Space Vehicles Directorate, Kirtland Air Force Base, N.M. Col. Vaught is an alumnus of Benedictine High School in Richmond and a graduate of the U.S. Air Force Academy. Two rest stops on Interstate 64 in Goochland County are open once again. The east rest area located at mile marker 169 and the west rest area at mile marker 168 have been closed since last July. Former Gov. Tim Kaine closed the two stops on I-64 in Goochland, as well as 17 others across the state, in an austerity move last year. When the decision was made to shutter the 19 rest areas VDOT said the closures would annually save about $740,000. But Governor Bob McDonnell announced soon after his inauguration that all the closed stops would be reopened. Truck driver Dave Hall is glad of it. Kaine’s decision to close the rest stops last year affected not only travelers but also local businesses, which had to deal with drivers turning off at the two Goochland exits looking for alternatives to the rest stops. Although some gas stations and convenience stores gained business, the closings were a mixed blessing as travelers overloaded the sanitary facilities at some

business locations. Hall said more rather than fewer rest stops are needed nationwide. Hall is a member of a Tennessee trucking association, which is working to encourage the creation of more rest areas for safety reasons. Hall wasn’t the only happy traveler at the reopened rest area last week; Adrian Phillingame was also pleased. That’s because she was back on the job helping

maintain the rest stop. Phillingame works for DTH. She was laid off when the barriers went up. Now she has returned to work at the east bound rest area. Many of her coworkers laid off last July are also back on the job. And she says travelers are also glad to have the rest stops up and running. “We’ve had a whole lot of people come in and say they are glad we’re open again,” said Phillingame.

The Goochland girls soccer team finally got the Jefferson District results they were looking for, notching a 3-1 win over rival Louisa. The Bulldogs took advantage of some aggressive midfield play and a trio of well-placed goals to defeat the Lions. Louisa opened strong and scored a quick goal by forward Imani Callen, giving the visitors a 1-0 edge early in the contest. It took Goochland the rest of the first half to move play to the Lions end. After several shots on goals that didn’t elude Lion goalie Mary Wittenburg, Tesia Zogran fired one from the right side that found the left corner of the net, knotting the score at one each when the teams broke for halftime. “Panas and I had an amazing couple of cross and gos, and then, I just had the shot and took it and

it went in the left corner,” Zogran said following the game. Louisa opened the second half with another barrage on goalkeeper Deidrea Stratton (10 saves), but she fended off all comers, and Goochland eventually worked play to the Lions end of the field. “We’ve done that a couple of times this year. We get ahead and should be able to win, but just can’t keep the intensity up for the entire game. We lose our focus. It’s frustrating,” said Louisa coach Molly Davis. With 13 minutes remaining, Megan DuLong scored on a strong kick from center goal and gave the Bulldogs a 2-1 edge. Extended playing time in front of the Louisa goal finally took its toll, and Goochland’s Bridget Panas scored with less than three minutes remaining in the game, making the final 3-1. Davis said allowing Goochland to have so many shots on goal and control the ball deep in Lions territory is a dangerous combination. “We’ve been work-

ing hard on getting those balls out of there,” she said.“Obviously, we’re still learning that you have be very aggressive in those situations,” Davis added. She was also disappointed with the offensive output. “We just started playing sloppy out there and just kicking the ball around. When you play kickball, you’re not going to find the back of the net.” Goochland coach Tom Reid said he was pleased with the results, but said the overall performance still needs work. “I thought we got some excellent play from our midfielders today. They were aggressive and controlled the pace for us,” Reid said. DuLong, Annelle Cleveland, Heather Dewar and Panas made up that veteran midfield line. “I thought the team executed well tonight, and played a good game overall,” Reid said. “When we got behind in earlier games, they couldn’t come back, but tonight they

responded well and made some good adjustments. It worked for us tonight and that’s what counts,” Reid said. Zogran said although the performance wasn’t textbook, the team can take a wealth of information away from this game. “It was a good game for us. We had to work hard to get the win. We were a little off to begin the game but got better and played harder, so we learned a lot from this game.” Davis said her team has the talent to record wins, but they are “a work in progress.” “We’ve got to learn to use each others’ talents and play as a team. We have a tremendous amount of individual talent, but aren’t utilizing it on the field. Benedictine takes rivalry game over Collegiate 11-0 Third inning seals Cougar’s fate BY JIM RIDOLPHI sports@goochlandgazette.com

Cloudy skies and cool temperatures couldn’t dampen the Benedictine bats last week as the Cadets recorded an 11-0 victory over visiting rival Collegiate. “This is always a big game for us and the kids look forward to it,” Cadet coach Sean Ryan said following the win. “Collegiate is back after a couple of lean years and they are in the hunt for the playoffs, so it was a big win for us.”

Cougar coach Andrew Slater agreed with Ryan’s assessment of the game, but said his team never got out of the blocks. “I’m sorry we didn’t come over here and play better,” he said. “We didn’t do any of the things we need to in order to win. I thought we would play better because we came in on a five-game winning streak.” Benedictine junior pitcher Andrew Woods threw four innings of one-hit baseball in the victory and Ryan said he’s quickly claiming a spot at the top of the pitching hill. “He’s assumed the role of being our number one

pitcher and I think he will eventually be a Division I player. He’s our ace.” The Cadets got on the scoreboard in the bottom of the second inning when David Geary and Andrew Woods scored on a Zach Matthews sacrifice fly, for a 2-0 advantage. After the Cougars failed to register a hit in the third inning, the Cadets exploded in a nine-run, four-hit bottom half of the inning that sealed the Collegiates’ fate. The inning started with two hit batsmen and progressed with three Cougar errors. “It was just one of those

innings for them where everything went wrong and we ran the bases well,” Ryan said. “Things like that just start to snowball and we’ve been on the other end of that situation at Lee-Davis.” Slater was puzzled by his team’s performance coming off the win streak, upping the Cougars’ record to 5-3 entering the game. “We’ve pitched and defended well in recent games and had quality at-bats and really improved on moving the baseball and scoring runners,” he said. However, the coach said he felt his team should learn a valuable lesson from the

defeat. “Any time you give a good team like Benedictine a bunch of freebies, this is what happens,” he said. “When you give them five outs with errors, walk too many guys and hit too many guys, this is going to be the result.” Benedictine was state runner-up last season and has been a consistent contender for the past several seasons. On the other hand, Ryan said he thinks this edition of the Cougars also is resuming a familiar place in the district race. “They’re getting closer to being where they were,” Ryan said. “They’ve had a

couple of down years, but they have three really good pitchers that should do well as they play the prep league schedule.” David Geary and Zach Matthews had two RBIs each in the victory for the Cadets and Woods recorded seven strikeouts in four innings pitched. GYAA holds opening day ceremonies with help from Nutzy The Goochland Youth Athletic Association held its spring opening day ceremonies Saturday, April 17, at Hidden Rock Park. GYAA president Nancy Ramsbottom said the organization is more than 30 years old, with 24 baseball teams and six softball teams serving more than 300 athletes, ages 5 to 18 years old. “We’re an all volunteer organization,” said Ramsbottom. “We depend on the people of the county.” During the ceremonies Ramsbottom, Parks and Recreation director Derek Stamey and others spoke, introducing each team, its coaches and sponsors. Richmond Flying Squirrels mascot Nutzy threw out the ceremonial first pitch.

Meeting will examine ‘Reinvest’ program Contributed Report The next town meeting of Henrico County Board of Supervisors Chairman and Tuckahoe District Supervisor Patricia S. O’Bannon will provide information about “Reinvest,” Henrico’s new residential tax-abatement program. The meeting is scheduled for 7 p.m. Wednesday, April 28 at Tuckahoe Area Library, 1901 Starling Drive. Reinvest (Residential Investment Tax Abatement) is a partial tax-exemption program designed to encourage improvements and rehabilitation of qualifying

homes - those 40 years and older with an assessed value of $200,000 or less. Eligible homes are not taxed for seven years on renovations, additions and similar projects meeting program criteria. Henrico’s real estate division manager Tom Little will be on hand to explain the program and will join O’Bannon for a question-and-answer period as well. Death of a Vampire at Gayton Library By Ken Odor

Media General Staff Writer It was a dark and stormy night. No, actually – it was a pleasant spring evening. But at the Gayton Library, members of the Teen Advisory Board under the direction of Teen Librarian Mary Menk transported the audience to Transylvania, where it seems an aging horror film star Jack Ular (you have to say it out loud) has been murdered. With names like Dinah Gruesomeway, Vlad Tire and

Jaqueline Hyde (again, you have to say them out loud), 14 prime suspects examine the evidence and ask each other questions until the murderer is revealed. It’s the fourth year Gayton Library has presented its Murder Mystery, said Menk. “It’s sort of a community service,” said Menk, who said the Teen Advisory Board was started in 2005. The board advises the library on books and programs that teens might benefit from, said Menk. After about an hour of over the

top dialogue filled with puns and humor too obvious to miss, it turns out that Vlad Tire is the guilty party. Just one line gives you an idea of the subtlety of the jokes. At one point Vlad says he suffers from hay fever. That’s why they sometimes call me ‘Vlad the Inhaler,’” he explained. His motive? Vengeance. An ancestor of Jack Ular had murdered one of Vlad’s ancestors. continued on page 3

Since cell phone use while driving occurs most frequently, it is one of themost dangerous behaviors. While it is not illegal to talk on a cell phone while operating a motor vehicle, it is against the law to text while driving.

But since it turns out that Jack Ular was already a member of the Undead, no charges are filed and Vlad (played by Mason Chakales) is a free man! At the end all members of the group who guessed who did it won prizes, including books and candy bars! Some of the group got into their roles. Moody Middle School eighth-graders Camille Karabaich and Molly Strauss dressed for their parts. Karabaich played Celia Fate, newspaper reporter and Strauss had the part of Dinah Gruesomeway, a horror story writer and jilted lover of Jack Ular. โ€œWe take any occasion to dress up,โ€ explained Karabaich, who wore thick glasses. Strauss looked her part in an all black outfit. Strauss said she plans to take drama when she goes to Godwin next year.
