The organisation is governed by a Board of Directors, Council, Committees, District and Club Delegates. The operations are managed by a team of staff headed by a Chief Executive Officer.

Chris Allen – Chairman Chris is a retired banker with extensive experience in the banking industry and financial markets, locally and globally. He was a delegate to the NSWGA from Pennant Hills Golf Club since 2001 where he served as Club Captain for six years. He is currently a Director of Jack Newton Junior Golf and Chairman of the NSW Golf Foundation. He is a State Level Rules Accredited official and is a member of the National Referees squad as part of the Rules team for the Men’s and Women’s Australian Opens.

Sue Fabian – Deputy Chairman Sue was a member of the National Championship and Course Rating/Handicapping Committees, a delegate to the Golf Australia Council, and Governor of the NSW Golf Foundation. She was President of WGNSW from 2009 until the merger, a Director for six years and Councillor for four years. She has served on a number of WGNSW Committees, including Finance and Match (Chairman 2006-2009), and joint WGNSW/NSWGA Committees, including Amalgamation (chairing the Constitution Committee), Rules and Amateur Status Committee. Sue is a State Level Rules Accredited official. She is a member of the National Referees squad as part of the Rules team for the Men’s and Women’s Australian Opens. A member of Pennant Hills Golf Club for over 25 years, Sue served as Honorary Secretary and Women’s President. Her professional background is in secondary/ adult education, and consultancy in Governance. She was Board Chairman of a large Sydney Independent School for ten years to 2005, chairing Risk Management, Education and Planning Committees, and a Director on the Board of the NSW Association of Independent Schools.

John Waanders – Chairman of Finance John is a retired Chemical Engineer and has been involved in golf administration since 1982. He initially served as a Councillor for the NSW Golf Association in 2003 and became a Director in 2004, fulfilling the role as its Treasurer since 2007 until the amalgamation. John is also a member of the Rules and Amateur Status Committee, and is a State Level Rules Accredited official. John became a member of Muree Golf Club in Raymond Terrace in 1969, elected to its Board in 1982 and served as its Treasurer from 1983-1994. At District level, John served as Honorary Secretary of the Newcastle DGA from 1992-2002, following that served as its President for the maximum of six years until 2008, and then was re-elected back to his current role of Honorary Secretary.

Carolyn Bloch – Director Carolyn has been a member of the New South Wales Golf Club since 1990 and represented the club in interclub matches over many years. Carolyn has extensive Board experience both as an Executive Director, most recently as the CEO of the NSW Coal Compensation Board and as a Non-Executive Director on the Boards of Special Olympics Australia, Diabetes Australia, Pacific Leadership Foundation and others. As Deputy Director General of the Department of Sport and Recreation she had the Department’s primary responsibility for government interface with sporting organisations and brings insight into government machinery with strong connections and a strategic focus.

Frank Gal – Director Frank is a retired accounts supervisor who has been actively involved in golf administration at club level since 1992 and state level since 2000. At Club level Frank served as Vice President, Treasurer and Captain of Richmond Golf Club. At State Level, Frank served on numerous committees which included Rules and Amateur Status, Match, Handicapping & Course Rating, Planning & Development and the NSW Open. Frank became a NSWGA Director in 2004, and has been Chairman of the Rules & Amateur Status Committee since 2005. At the National Level, Frank is a member of the review group charged with the development of the National Rules Accreditation resources and has been a member of the Golf Australia Rules of Golf & Amateur Status Committee since 2006. Frank is a member of the National Referees squad, has officiated at State and National level since 2000 and has also passed the R&A Referees School exam in 2009 with distinction.

Alan Harrison – Director Alan has been involved in the development, promotion and administration of golf at Club, District and with the former NSWGA for approximately twenty years. During this time he has served as a Club Captain for the Federal Golf Club, District Captain for ACT Monaro DGA, NSWGA Councillor and from 2005 to 30 June 2010 as a NSWGA Board Member. From November 2007 to 30 June 2010, Alan was also the Vice-President of the NSWGA and a delegate to Golf Australia. Alan has served on numerous NSWGA Committees including Finance, Membership and Golf Development, Match and was part of the Joint WGNSW/NSWGA Amalgamation Committee. He has over twenty years public sector experience in the areas of corporate governance, contract management and employee/workplace relations.

Jean Moran – Director Starting her career as a teacher, Jean later moved into business and ran a number of successful businesses prior to her retirement. She has been a golfer for over 20 years starting her golf at Oatlands Golf Club where she became the Lady Captain after a couple of years as vice-captain. She served on the Match and Greens Committee. She moved to the Central Coast and joined Toukley Golf Club where she has served as the Lady Captain and Treasurer and was elected to the Board of Directors. She is also currently the Women’s District Captain. Jean also served as a member of the Board of Women’s Golf NSW prior to the merger and is currently a member of the Women’s Match Committee and the Rules Committee. A state accredited rules official she is currently a member of the National Referees squad and regularly referees at the Men’s and Women’s State and National Open events.

Lynne Ritchie – Director Lynne has played a part in golf administration from grass roots level to National level. She was elected to WGNSW Council in 2002 and is currently the Chair of the Course Rating and Handicap Committee as well as a Representative of NSW on the Golf Australia Course Rating and Handicap Committee. A Member of Lithgow Golf Club for 35 years, Lynne was Club Secretary for eight years and continues to be a Board Member. She has served as part of the Ladies Committee for 32 years holding positions of President, Secretary, Captain and Handicap Manager. At District level, Lynne is in her 13th year as Secretary of the BMDLGA and has been a Member of the Committee for 22 years.

Darrell Watts – Director Darrell has been involved in the game of Golf for over forty years. He served as a Councillor of NSWGA for five years, Director of NSWGA for four years, and served on the NSWGA Match, Marketing and Development & Course Rating Sub-Committees. Darrell was the Vice Captain of Ocean Shores Golf Club, past Vice President of Murwillumbah Golf Club, Chairman of Greens and Junior Co-coordinator for three years. He was the Junior Promotion Officer for NRDGA for six years, Vice President of NRDGA for five years and is the current President of NRDGA for the past five years and a Director of JNJG.

Chairman’s Report

In

the first year in the life of Golf NSW it has been necessary to consistently confront complex issues and embrace change in order to create a sound platform for the future. To achieve this, the Board of Directors has worked tirelessly, and often very bravely to make the right decisions. They have been ably assisted by Greg Mills, the CEO and his staff who have given so much to ensure the effective amalgamation of the former men’s and women’s governing bodies. Also contributing to this success has been the spirit of collaboration displayed by members of the Council, and the numerous volunteers, especially the men and women who Chair and sit on the many Golf NSW committees.

“It was once said that the key to change is to let go of fear.” Although we have been fortunate enough to have had the services of course rating specialists in the past, the period under review has seen the emergence of a much larger team of volunteer course raters who have taken up with enthusiasm the challenge of rating every course in New South Wales. This dedicated group, led by Lynne Ritchie, Chairman of the Handicap and Course Rating Committee, has had to embrace a major change in rating methodology under the USGA Course Rating System. It has involved an enormous amount of voluntary man and woman hours both in training and rating courses. To say that we appreciate their dedication is to understate the case enormously. Aspects of the new Handicapping system introduced on 9 April 2010 were not well received by many in the golfing community. As a result of feedback, Golf Australia has implemented changes which will tailor the system more to the needs of the Australian golfer. Though not the final version of the proposed system, hopefully the changes scheduled for 21 September will have a settling effect. Lynne Ritchie will add further comment in her report.

Apart from the visible changes to the organisation, such as the centralisation of staff and resources, the sale of the Women’s Golf NSW premises at Homebush, the creation of a new brand and the development and roll out of a new web site, the opportunity has also been taken to critically analyse all aspects of the business. The formulation of a comprehensive Strategic and Business Plan has highlighted a number of areas for potential improvement. One example is in the area of elite player development which is a high priority, but is also a significant resource and financial burden. Changes, which will complement a national model run by Golf Australia, will give us better value for money once introduced. Although we are confident that there is scope for improvement within our elite player development programs we have enjoyed some outstanding successes this year. Leading the charge was Matthew Stieger who not only won the Australian Amateur Championship, but also managed to win the Tasmanian and Western Australian Open Championships. Cathleen Santoso won the Australian Girl’s Championships; junior Jake Higginbottom won the China Amateur, the Keperra Bowl and the Queensland Amateur. Brett Drewitt also did us proud by winning the South Australian Amateur and Daniel Bringolf by winning the Malaysia Amateur. Each of these five young athletes represented Australia during the year. Congratulations also go to the victorious Boys team who won the Junior Interstate title this year, for the third year in succession. Player participation remains our highest priority. Clearly this is an ongoing challenge, but as a starting point we are throwing our support behind the Jack Newton Junior Golf Schools Program. This initiative is generously funded by the Kinghorn Foundation and involves contact with every school in New South Wales and the training of school teachers for the purpose of introducing students to the game. To the end of June 2011, 420 teachers have received training, and 25,000 students have participated in the program in year 2010 – with a further 8,000 in the first term of 2011. The next critical stage is to convert student participation into club memberships. To this end, we will be assisting clubs develop effective junior programs. Junior development programs are but one method of looking to the future. However we are faced with the fact

that many clubs are struggling to attract and retain new members. There is a need for clubs to look carefully at membership acquisition and retention strategies in today’s economic and cultural environment. The 2010 Exercise, Recreation and Sport Survey (ERASS) report and the more recent circular by Golf Australia regarding the National Census for golf clubs indicates that more people are playing golf but that they are not joining clubs. Our country Council Members have warned us that many country clubs are struggling to be viable so this is obviously an issue on which we must focus our attention going forward into 2012.

Marshall, and one of our most valued resources, legal supremo Judge John McGuire lost their battle for life. All will be sadly missed. In conclusion I wish to congratulate our Board, our Council Members and our staff for their efforts in helping to facilitate the smooth amalgamation of the men’s and women’s golf organisations into a strong and progressive Golf NSW. Our goal has been to retain the best of the old and to embrace a forward looking philosophy which will lead us successfully into the future. I believe our approach is achieving and will continue to achieve outcomes towards our strategic goals. Chief Executive Officer’s Report

Golf

NSW records its first anniversary and is in good shape. It would be fair to suggest many challenges have arisen during the course of our first year under the new, amalgamated banner. However, our biggest measurement of success surely is the way the Board, Council and Staff no less has cohesively dovetailed their efforts. This achievement definitely epitomises our ‘One Brand’, ‘One Business’, ‘One Administrative Body’ mantra. No, not everything has been plain sailing, and yes, we have much to improve upon, but this only confirms the potential we have to lift the operational bar plenty in the future. Some of our challenges include the questionable effectiveness of the overly large size of our council. However, as meetings have come and gone, the mood has progressively become more relaxed and positive. Obviously, to rationalise the size of the council will require major political change which is unlikely in the short term. Although, a number of council members have expressed their view that it may be in our best interests to reduce the size of the council, sooner rather than later. Arresting the continuing slide in membership numbers at clubs which is somewhat connected with an increasing number of country clubs losing their battle to stay financially afloat is probably our biggest challenge. Whilst not a challenge as such, coming to grips with the extended delay in the full introduction of the slope style handicapping system has been a major frustration to all concerned. With respect to dwindling club membership numbers, it may not seem strange that the clubs who contend best in this space are invariably those who take remedial action rather than wait until the problem is almost irretrievable. Membership waiting lists in clubs have all but become redundant, which is a real indicator that clubs cannot rest on their laurels. Identifying new and more relevant membership categories and associated benefits is becoming popular, but the most applicable ploy is to ensure you understand and focus your energy on satisfying your current members as opposed to focusing on the search for new recruits.

In the near years ahead, some of these issues will be even more confronting in true terms. For far too long the golf club community at large, with exceptions of course, has almost ignored the warning signs. It is not too late to change our attitude across a whole range of fronts as to what and how we market our wares to our existing members and also the wider community. If we choose to hang on to what we have always had or done, it most probably will be to our peril. More on the business side of the Golf NSW ledger. The financial outcome for Golf NSW has been extremely satisfying given the one off expenditure items related to the amalgamation process. The Board and Management team including our CFO, Denise Rogers have really honed in on valuing every decision we make, both from a revenue and expenditure perspective. The Chairman of Finance provides a comprehensive analysis of our finances in his report. On other matters, the Board’s decision to continue with the two Match Committees into the foreseeable future is understandable. The differences and expectations between the preparation and delivery of events for women and men are distinctively different on one hand and exactly the same on the other. Match is the only area of committee administration that remains duplicated at this time. Moving on to some of our achievements during the year, there has been no other more significant than the major task undertaken in the training of course raters and the subsequent rating of courses across the state on the USGA Course Rating system. The need to have both suitably trained and willing people was crucial if we were to have all courses rated on a consistent basis by the end of 2011. Lynne Ritchie and her course rating coordinating committee have this process well under way and although they have experienced a number of unexpected hurdles along the way, her team are a really focused group. I thank Lynne and her contingent of course raters for their highly valued commitment to such a huge task. The ongoing accreditation of rules interested golfers has continued under Frank Gals’ guidance. Together with Rod Clark and others, they have conducted numerous seminars and exams across the state. The golf department has refined many of its protocols to allow the connection with both women’s and men’s events to be held seamlessly. The professional way this


In terms of our administration, our new IT platform is now well advanced particularly the website which has soaked up many hours of work with Nicky Bethwaite due most of the credit in this regard. Shortly, the second phase of development – the introduction of our new tournament management system including on-line entries is almost ready to go. Many of our stakeholders will have also noticed a new communication model we have introduced with our fortnightly Drop Zone titled electronic publication. We plan to take this medium to another level during the next twelve months. Whilst women golfers may have been accustomed to the ‘Yearbook’, and the database of contact details and information that it contains, the men weren’t. That problem was solved and we now have a common Yearbook with details of all included and published on-line as well. Having good, harmonious staff is a vital element with all businesses and Golf NSW is no exception. The manner in which all our staff have connected and blended since amalgamation has been a blessing. We have had the need to utilise temporary staff from time to time throughout the year to contend with the workload and on each occasion we have been fortunate to have accessed quality people.

has been executed by Graeme Phillipson and his team is duly recognised. The background preparation and delivery work that is required to present our events which now number over 60 per year is quite colossal. I thank Graeme and his team tremendously for the personal commitment they make each week because they have no off-season to recharge their batteries.

No permanent staff have either been engaged or left the company during the year. The curtain fell on another successful NSW Open at The Vintage with veteran Peter O’Malley winning in a three way playoff from world ranked English amateur, Tom Lewis and South Australian professional Peter Cooke. A very exciting finale was witnessed for our last Open Championship at that venue after four years in the Hunter Valley. Oatlands Golf Club played host to our other flagship tournament - the Women’s NSW Open in January 2011. Freshly branded, the new look Women’s Open revealed two new world class players in 13 year old Lydia Ko from NZ and Sweden’s Caroline Hedwall, with the latter winning the fifth Women’s NSW Open on the final hole. James Black has secured a new commercial arrangement with website developer Langoor who has been working on the delivery of new sites for the two NSW Opens. As well as his sponsorship work with the Opens which consumes a significant portion of his time, James has also been successful in renewing contracts including those with sureshotgps for the men’s fourball championship, Keno for the mixed fourball and De Bortoli Wines for their support of the Hole in One program. I am also extremely pleased to provide testimony to our in-house connection with Jack Newton Junior Golf. Once again, their pursuits continue to expand thanks mainly to the Kinghorn Foundation’s support and the direction of CEO, Peter Van Wegen. Their schools program without going

into detail is slowly, but surely making inroads and over the next few years I suspect their efforts in this regard will convert many school yard introductions to golf into junior golf club members. Golf NSW continues to maintain funding levels in both cash and kind acknowledging the good work executed by JNJG year round. The NSW Golf Foundation had pleasure in increasing its support for deserving clubs and individuals thanks to the hard work done by the Governors. The Governors took a much more promotional approach this year with widely advertised grant opportunities and the response was phenomenal. We thank all concerned for their ongoing contribution to the cause. It is much appreciated. The NSW Institute of Sport (Golf ) Program scholarship term just concluded under Head Coach, Glen Whittle is being evaluated as part of an overall assessment of the Golf NSW High Performance Program. Decisions as to the future direction of the High Performance Program will be decided in the coming months. Congratulations to the state boys’ team and their coach Khan Pullen and manager, Robert Scott on their three-peat success in winning the interstate teams series in April here in Sydney. Thank you also to the dedicated team of other team coaches and managers, including Nick Robb, Dennise Hutton, Warwick Dews, Peter Van Wegen, Les Browne and Jan Heys. Maybe no cigar for them, but a valued contribution nonetheless! Annual Reports aren’t always the best coffee table reads, but regardless deserving people must be recognised and

I have to say, the first Board of the amalgamated Golf NSW has been a revelation. Under the spotlight and many a critical eye, they have taken the way they operate to a new level. The introduction of the new Audit and Risk Committee alone has already made its mark and will ensure compliance responsibilities of our organisation are properly managed by design, not coincidence. I personally congratulate Chairman, Chris Allen for his excellent leadership of the Board as a group and thank him for his guidance, leadership and his open willingness to share thoughts and views. Additionally, I wish to recognise the other eight members of the Board for their input, genuine contribution and sense of cooperation throughout this first year in this model. The Council deserve a special mention as they endeavoured to find their feet as such a big group as mentioned earlier. It was awkward for most at their inaugural get together, nobody quite knew what to expect, say or do. However, in hindsight most council members realised fairly quickly there was no need to worry and it has been close to business as usual ever since. Finally, I once again must thank my team of dedicated staff for their comradeship, investment in the values we have as a mutually respectful group. obligations (including legislative compliance and reporting) are currently documented and in place or should be in place for Golf NSW. No internal audits were initiated by the Audit and Risk Committee during 2010-11.

The Committee met twice during the financial year in September 2010 and March 2011.

Irrespective of the company’s structure, financial assets or objects of the business, one of the essential elements of good corporate governance is for the organisation to have appropriately documented policies, procedures, internal controls and business systems in place. All of these aspects when combined with appropriate leadership, skills and judgment are designed to provide the Board with the appropriate level of assurance that business practices and processes are being performed in accordance with the constitution, objects of the organisation, compliance with the law and delegated authority. These factors continue to present a challenge and risk to the overall effectiveness of Golf NSW.

The objectives of the Audit and Risk Committee are to assist the Board in fulfilling its corporate governance responsibilities with a focus on internal control, frameworks, compliance with legal and regulatory obligations, risk management (including insurance), financial reporting and audit. Unlike a traditional audit committee, the Audit and Risk Committee established by the Board does not have responsibility for the external/internal auditors, reviewing the financial accounts and recommending the annual financial statements to the Board. These matters are under the care and control of the Finance Committee of Golf NSW. Against this background, I am pleased to report that the Audit and Risk Committee was able to agree on a Charter for the Committee which has been endorsed by the Board. The majority of the Audit and Risk Committee’s work in the past financial year has focussed on establishing its Charter and examining what internal controls and compliance

The work program for 2011-12 will continue to focus on recommending improvements to our governance, identifying any compliance or internal control system gaps and the development of an appropriate risk management framework that is suitable for our business. Course Rating & Handicapping Committee Report 2010-2011 has witnessed some of the most interesting changes to handicapping and course rating introduced to our Country for many years.

COURSE RATING

The

training of people to rate courses under the USGA Course Rating System was completed. In NSW some 300 raters, both Metropolitan and Country, undertook the training and pleasingly there has only been an attrition rate of only 15%. After dividing the State into 7 Metropolitan and 22 Country areas, rating commenced in July 2010 and as of June 2011 some 260 courses have been rated with the target completion date of December 2011 very much a reality. Sixty of these courses have been entered into the Golf Australia intranet and ratings confirmed. However not all those Clubs have been notified of their USGA Scratch/Slope Rating. The collating of figures and data entry is extremely time consuming so the patience and understanding of Clubs is required. Many Clubs will see their scratch ratings (AMCR/AWCR) increase due to the differences in the USGA system, this is a consistent trend nationally. There has also been a significant increase in the number of tees per course rated so this augers well when slope indexing is introduced. At the time of writing this report there has been no decision regarding the sand green rating issues; although Adam Power (Golf Australia) has been gathering data from each of the States and guidelines should be available late July. The volunteer raters who have given an enormous effort are to be commended for a job well done. Golf NSW thanks each and every one of you most sincerely, with a special thank you to the Zone Co-ordinators who have organised all the Clubs’ ratings, assembled teams and generally assisted in the USGA Course Rating implementation process. It was disappointing to be advised by Golf Australia (GA Memo 31st May) that the introduction of slope indexing would now be delayed until April/May 2013.

HANDICAPPING

The announcement from Golf Australia in May has given notice that there will be some minor modifications to the handicap system in September. They will include:

• a shift from 10 out of 20 rolling average scores to 8 from 20 • a change in the bonus for excellence factor from 0.96 to 0.93 • an anchor of a maximum of 4 strokes increase in handicap. These changes will not be retrospective. Full details are available on the Golf NSW or Golf Australia websites. It is important for players to understand that the majority will be affected and reduction of handicaps will occur.

CLUB VISITS

During the past twelve months Course Rating Committee Members or their Representatives have visited many Clubs, conducting seminars or rating visits. On behalf of Golf NSW I thank the Clubs for their hospitality and assistance. It is greatly appreciated.

CONCLUSION

A special thank you to Colin Kaye who volunteered to assist with the training of the Raters within our State. Colin, along with John Lock (Deputy Chair), Sue Fabian and myself became an integral part of the Course Rating Training Committee and I thank them for their invaluable support, encouragement and the wonderful bond of friendship built up during an exceptionally busy year. I acknowledge and thank the other Members of the Golf NSW Course Rating Committee Olwyn Johnstone, Bob Griffiths and Chris Allen for their input and assistance throughout the year. To the Golf NSW District Council Members, many of whom are trained Raters, their ongoing encouragement and support is very much appreciated. Rules & Amateur Status Committee Report

I

am pleased to present the Rules and Amateur Status report of Golf NSW for the year ending 30 June, 2011.

RULES OF GOLF Rules Changes

At the time of writing, the 20122015 editions of the Rules of Golf book and the Decisions book were in the final stages of drafting. The content of the new editions will most likely be made public by November. The revisions to the Rules are expected to continue the recent trend of clarifying those areas within the Rules which are most often misinterpreted by golfers and Committee members. During the current review cycle, Golf Australia has contributed to the review process by making a number of suggestions for changes to the Rules with input from Golf NSW and the other state bodies.

Free Rules App for iPhone, iPad and iTouch The R&A has launched an official Rules App for the Apple iPhone, iPad and iTouch. It is available to download for free from the iTunes App Store.

Hard Card

At the beginning of 2011, Golf NSW adopted a “hard card” that contains the standard set of Competition Conditions and Local Rules for use in all its Amateur events, regardless of the location. These standard Local Rules are supplemented by course specific additional Local Rules at each venue. Clubs and Committees may wish to consider some or all of these Local Rules for their own use. The hard card is published on the Golf NSW website <golfnsw.org> under the <EVENTS> then <GOLF NSW CONDITIONS AND POLICIES> tabs. Golf NSW will assist any club wishing to update its Local Rules or competition conditions, on request. Further general information on the drafting of Local Rules and conditions of play can be found on the website in the Club Management Manual which can be accessed through the <PUBLICATIONS> tab.

RULES ACCREDITATION Club Level

In early 2011, The Club Level slide show presentation used during the accreditation seminars was enhanced with the inclusion of content from the R&A’s excellent DVD “Golf Rules in Action”. The DVD helps to illustrate the Rules with footage from top-level tournaments. It also helps to maintain the interest of attendees throughout the presentations.

The Rules App allows the user to quickly find information about all aspects of the laws of the game from etiquette, through a summary of the fundamental Rules, to the complete Rules of Golf.

There were more than one thousand golfers accredited at club level in NSW at the end of June, 2011. These were in the main club members, many of whom are involved at Committee level. These golfers serve to significantly enhance the level of Rules knowledge among the competition playing golfers of NSW.

The App will benefit golfers of all levels, including novices. Officials, including those officiating at higher levels, will also find the App useful.

A list of club level accredited persons at each club can be viewed on the Golf NSW website under the <RULES> then <RULES OFFICIALS> tabs.

The Quick Guide section in the App contains numerous images, diagrams and video footage. The etiquette section features two-time Open Champion Padraig Harrington explaining pace of play, care of the course, and consideration for other golf course users. The App also includes an interactive Rules quiz.

State Level

Graduates from the State Level Rules Accreditation program held in September 2010 increased the number of state accredited personnel in NSW to 140, many of whom volunteered their time to officiate at various State, District and Club events throughout the state.


The upcoming seminar to be held at Camden Valley in September will be the last at that venue as the site is in the process of redevelopment. The State Level program has been conducted at Camden Valley since 1997.

Amateur Status The Rules of Amateur Status are currently undergoing a significant review by the R&A and it is expected that some of the changes to take effect from 1 January 2012 will benefit clubs and players alike. The section of the Amateur Status code that affects competition administration at club level most often is the treatment of prizes (includes hole-in-one prizes). Changes in this area are eagerly anticipated. Fourteen professional golfers elected to apply for reinstatement to the amateur ranks in the twelve months

Match Committee Reports Mixed Events

There

were several events throughout the year that fell under the auspices of both the Men’s and Women’s Match Committees.

Greg Annesley and Margaret Mitchell were successful in taking out this event.

The NSW Mixed Foursomes Championship was held at Cabramatta Golf Club. Matt Stieger (St Michael’s) and Allyce Watkinson (The Lakes) took out this prestigious title, ahead of brother and sister combination of Reece and Chantal Hodson (The Australian).

Glenn Whittle and NSWIS are to be thanked for their involvement in assisting Golf NSW to develop its elite players over the past three years. From the end of 2011, Golf NSW will be working with Golf Australia and Jack Newton Junior Golf to restructure the High Performance Program to provide a clearer pathway for elite golfers in the State.

The NSW Par 3 Medal was played again at Sefton Golf Club. Ten days before his 15th birthday, Bankstown’s Kevin Yuan claimed this title with an impressive score of 53, three strokes ahead of Liverpool’s Aaron Deeth. Rei Nakotami (Pennant Hills) took out the women’s event, and Kevin’s sister Celina won the juniors. The husband and wife team of Kerry and Albert Davis (Wentworth Falls) were the overall winners of the 2011 NSW Family Bowl played at Bowral Golf Club. The pair finished on top of the field of 50 pairs with a solid score of 46 stableford points. In the Northern Mixed Tournament, played at Pacific Dunes Golf Club, Marilyn Newbury and Craig Bailey (Kooindah Waters) were successful. The KENO NSW Mixed Fourball State Final at Bonville Golf Resort saw 40 pairs participate. Over 18,000 players had taken part in earlier rounds at Club or District level. Concord’s

MATCH REPORT (WOMEN)

I

am very pleased to report on behalf of the Women’s Match Committee of Golf NSW on our first year as one entity. It has been an exciting year – new premises, new staff but luckily many of our old Committee. I believe we are working very well to further the interests of all our members, men and women, in NSW and continue the golf programs previously offered by the separate organisations. We continue to meet and act as separate men’s and women’s committees which works very well as there are numerous differences between men’s and women’s golf, their competitions and why they play golf. However we work together in many areas. Les Browne (Match Committee Chairman – Men’s) and I attend each other’s meetings and regularly meet with Graeme Phillipson, General Manager – Golf, on mutual matters. Golf in NSW is in a healthy state. I would like to thank my deputy Susan Wilson and all the Committee (Margaret Ashton, Annette Baggie, Marcia Box, Sue Fabian, Judy Haddrick, Elsa Hocking, Olwyn Johnstone, Julie Jones, Jean Moran, Jann Pearson and Lynne Robson) for

Surveys

Post Event Surveys were circulated after many events seeking feedback from participants after each event. The surveys have proven to be useful for constantly improving and reviewing our events. We thank the many individuals who took the time to complete the surveys.

Event Shirts

In conjunction with Sporte Leisure, we were able to provide event specific shirts at many of our events at cost price to the participants. This proved to be a popular initiative.

New Website

The new Golf NSW website has been of great assistance to competitors and Clubs. We look forward to a new Tournament Registration system and Tournament Software which we will be implementing in 2011-12.

Donna is a golfer and former women’s club captain. She fitted into her new role quickly. Donna has been a great support to me personally. Christy Collier has taken the Championship events under her wing this year and with the help of Julia Skamperle all women’s events continue to flourish. As always none of our events can continue without the generosity of our golf clubs across the state. We realise that clubs face the challenges of running as a business and we endeavour to work with the clubs to reach a fee for use that will attract more players to our events; thus increase fees and patronage of the clubs at which we hold events. We are very grateful to clubs for hosting events and thank the various Clubs’ Boards and Management for their generosity. Our NSW golf courses are second to none and we congratulate course superintendents for their work in presenting such fine courses for running our events. We are also assisted by the Women’s Committees with “on the day” running of our tournaments and thank them for their assistance.

State Championships

The Women’s NSW Open was our first event of 2011 and was once again hosted by Oatlands Golf Club. The weather was fine and the golf course superb. The event was well


The Golf NSW Women’s 72 Hole Strokeplay Championship was played in May at The Lakes Golf Club. The event attracted a strong field of NSW and Interstate players. Ashley Ona (Gailes) and Jessica Speechley (Lake Karrinyup) were joint winners of the event. The Golf NSW Women’s Amateur Championship followed the 72 hole with matchplay at The Australian Golf Club. The winner was Grace Lennon from Kingston Heath. The following events were played in conjunction with these two events: • Margery McWilliam Bowl won by Elizabeth Buckley (NSW)

Juniors The NSW Girls’ Junior Championship was played in conjunction with the JNJG State Age Championships at Mollymook and Bateman’s Bay. Carly Beck (The Australian) was the Overall State Junior Girl Champion. Sand Greens Golf NSW Women’s Sand Greens Championship was played at Walcha in October 2010. Winner of the NSWLGU Sand Greens Championship Salver was C. Larkworthy from Tamworth Golf Club. Country In September Mona Vale, Asquith and Pymble Golf Clubs hosted the Country Meeting. We had approximately 160 players with an AM and PM shotgun start for the singles events. The winners were:

The event is 36 holes qualifying followed by matchplay. The winner, in her first year playing in the event, was Jacqui Morgan from Monash. She defeated the dominant Sylvia Donohoe from Narooma in the final. In conjunction age divisions are contested and the winners were: 70+ 65-69 60-64 55-59

The most successful Women’s four-day meetings continued to attract good fields – The Summer Meeting in the Southern Highlands, the Autumn Meeting in the ACT and our Mountain Meeting are great competitions and social events. Played as single events on Monday and Tuesday with winners over 18 and 36 holes in three divisions and a foursomes event and team event to round out the week they are an event for women of all golfing abilities and great fun. Other Golf NSW Women’s Events

With our Women’s Foursomes now being played in conjunction with the Men’s Foursomes in August we extended the scope of our Summer Foursomes played annually in January. This year it was played at Wollongong in conjunction with the Men’s Senior Foursomes. Our Summer Foursomes Champions were Lynne Townsend and Lynette Robinson (Wollongong).

The 3BBB Ladies Team Classic

The 3BBB Ladies Team Classic played at most clubs across the state is a great success. Teams qualify at their home club then move to district playoffs and in 2010 the final was played at Twin Creeks Golf Club on a very wet miserable day. The winners on the day were Melissa Symons, Kathy Hogan and Shirley Lockwood from Emmaville Golf Club (New England District Golf Association) a golf course vastly different from Twin Creeks but obviously like so many of our country courses producing very competent golfers.

The Interstate Series was played at McLeod Golf club in Brisbane in September 2010. The team finished in fourth position behind Victoria, Queensland and Western Australia.

Girls

The Junior Girls State Team 2011 contested the Interstate Series at Pacific Dunes Golf Club in April 2011. The team comprised the Manager - Peter Van Wegen, Coach - Jan Heys and players L-R: Chantal Hodson (The Australian), Cathleen Santoso (The Lakes), Nerida Gregory (NSW), Esther Yoon (Bankstown), Elizabeth Elmassian (The Australian) and Tahnia Ravnjak (The Australian).

Representative

Emma de Groot and Cathleen Santoso represented Australia in The Astor Trophy at Fairhaven Golf Club in England. The team finished fourth, with Great Britain and Ireland ‘joint winners’. NSW was represented by Brenda Chalmers (Elanora), Sylvia Donohoe (Narooma) and Lynne Townsend (Wollongong) at the Australian Women’s Teams Championship, held at Commonwealth Golf Club in Victoria. Kim Burke (Shelly Beach) finished as runner up in the Australian Mid Amateur, held at The Natural Golf Club in Victoria, behind Victoria’s Sue Wooster.

Prior to the future interstate series Cathleen Santoso won the 2011 Australian Junior Championship after 54 holes played at Newcastle Golf Club. She won by a stroke with a 3 round total of 220.

Women

The decision of the Board to have both a Men’s and Women’s Match Committee proved to be well founded as the transition proved to be very smooth. I believe both the Men and the Women benefited as we took the best from both. Thank you to Sandra Gillies and the Women’s Match Committee members for their support. Running events require courses that are well prepared and provide a good test for the players. To those Clubs mentioned that generously provided their courses, a special thank you from Golf NSW and the Players. Without the large number of volunteering Officials and Rules personnel our tournaments could not proceed and to these people, particularly Frank Gal and Chris Allen, I give my sincere thanks for their expertise and time. State Championships

The 2011 NSW Medal was held at Cumberland and Liverpool Golf Clubs and we appreciate their hosting with relatively short notice. There was a record field of 262 players with the event having a real international flavor, with competitors from England, New Zealand and Finland as well as a number of interstate players. English representative, Andy Sullivan, confirmed his high world ranking to take the Medal with 17 under par. Runners up were another Englishman, Jack Senior, and local Lincoln Tighe (Moore Park), with 13 under. The quality of the field was demonstrated with 31 players breaking par for the 72 holes. The 2010 Champion of Champions is run in conjunction with the first 36 holes of the 2011 NSW Medal with Grant Thomas (Moore Park) with 5 under par winning by one from Brett Drewitt (Long Reef ). NSW Golf Club hosted the 2011 NSW Amateur Championship and the course certainly showed its teeth with strong winds for most of the matches. A local winner was thwarted when Andy Sullivan defeated Matt Stieger (St Michaels) and Jack

Senior defeated Luke Humphries (Pymble). The final between the two Englishmen saw some exciting and close golf with Jack Senior finally winning 3/2. One hundred and fourty-four youngsters came from all over the State to compete in the 2010 NSW Junior Championship which was hosted by Penrith Golf Club. This was the last time the event was for boys under 19 years of age, with Jordan Zunic (Bonnie Doon) on 286 edging out Clayton Bridges (Belmont) by a shot. There were some excellent performances by some of the younger players which augers well for the future. The support of the parents and friends of the players must be commended as without them these youngsters could not compete. In the 2011 NSW Seniors Championship (over 55 years of age), Bermagui Golf Club put in an enormous effort to encourage entries which resulted in a maximum field of 194 players, many from interstate. No one was disappointed with the hospitality and the quality of the course. After the three rounds Denis Dale (Twin Creeks) and Peter King (Windaroo Lakes, QLD) could not be separated on 255. A wonderful eagle 3 by King on the second play off hole gave him the John Higson Trophy. Royal Canberra’s Bill Banks was again the Country Champion. The 2011 NSW Mid-Amateur Championship (players between 30 and 54) was played at Cypress Lakes in the Hunter Valley. Being a ‘Resort Course’ motorised carts were required which was a move from our usual conditions. This proved to be popular with the players as did being able to stay ‘on course’. Three players were tied on 146, Michael Neaton (Rockhampton, QLD), Daniel Nichols (Liverpool) and last year’s winner Guy Wall (Pymble) who would have secured a course record on the first day with a 68, except for preferred lies on one hole. Neaton birdied the first playoff hole to take the title. The 2010 Foursomes was played at The Coast Golf Club. It was comforting for the Interstate Series that the State combination of Michael Raseta (Mona Vale) and Jake Higginbottom (The Australian) with 143 took the title from their State team mates Matt Stieger (St Michaels) and Brett Drewitt (Long Reef ). The 2011 Men’s Senior Foursomes Championship was held at Wollongong Golf Club in conjunction with the Women’s Summer Foursomes event with The Lakes’ members Vince Clarke and Roy Vandersluis taking the title by 1 shot from Mona Vale’s Stefan Albinski and Greg Stanford. The 2010 NSW Country Championship was hosted by Queanbeyan who went to great lengths to ensure the event

ran smoothly. Chris Smith (Belmont) started well with a 68 and followed with a solid 1 over 71 to win by 2 shots over Robert Payne (Duntryleague) and Mark Hale (Branxton). The Junior trophy went to Jake Higginbottom (Charlestown). In the Country District teams event Newcastle cleaned up winning both the Open and Junior. The 2010 NSW Sand Greens Championship attracted a good field of 160 competitors who descended on Narromine Golf Club to play for the J.B. Lugsdin Memorial Trophy. Dubbo’s Matt Gleeson ran out winner on 143 over Narromine’s Tony Mann. The Junior title went to 15 year old Ben Koopman (Barraba). The popular teams event was won by Dubbo Golf Club.

Juniors

Jack Newton Junior Golf promotes and administers junior golf in the State. With generous sponsorship they have made a number of innovations which is resulting in many more young players being introduced to the game. In 2009 we increased the junior age in NSW to under 19. However, although there were a number of benefits, no other State, nor Golf Australia were prepared to follow our lead, as such we have reverted back to under 18. The Junior Champion of Champions was run in conjunction with JNJG State Age Championships and was won by Ryan Bown (Ryde Parramatta) with a score of 152.

Seniors

Peter O’Malley claimed the 2010 NSW Open hosted by Nathan Green following a tense three-way playoff with South Australian Peter Cooke and British amateur Tom Lewis (who claimed the Amateur title). The win for O’Malley was his first PGA Tour of Australasia title in five years, his last win coming at the 2005 NZ PGA Championship where he similarly claimed the trophy following a playoff with Steven Bowditch. Runners Up in the NSW Open Amateur Medal saw a tie between Matt Stieger (St Michaels) and Lincoln Tighe (Moore Park).

The Seniors (over 55) represent more than half the registered golfers in the State and the senior events continue to be well supported. The Senior Order of Merit consists of nearly 40 events, run by various clubs with over 200 players competing. The 2010 Senior Order of Merit was won by Denis Dale (Twin Creeks), runner up - Denis Day (Penrith) and third - Greg Corben (Twin Creeks). Golf NSW supports The Masters and Super Seniors Pennants. The Masters was won by Castle Hill who defeated Oatlands in the final. In the Super Seniors Pennant the final went to Belmont over Cabramatta.

Other Golf NSW Men’s Events

The Metropolitan Major Pennant involved 78 clubs and was played under the new ‘Promotion/ Relegation’ format. This proved to be popular with strong competition in all Divisions throughout the event. The finals results were: • Division 1 (Hunters Hill Cup) – Moore Park defeated NSW at Pennant Hills GC • Division 2 – Concord defeated Fox Hills at Castle Hill GC • Division 3 – Bankstown defeated Dunheved at Eastlake GC • Division 4 – Woolooware defeated Roseville at Cronulla GC • Division 5 – Northbridge defeated Kareela at Roseville GC In the Junior Pennant 26 teams competed with Cabramatta defeating Bayview 3/2 in the final at Asquith Golf Club. The Eric Apperly Shield had 38 Metropolitan teams and 2 Country Districts competing with NSW Golf Club defeating Toukley at Asquith 3.5 to 1.5 in the final. The Warren Trophy and Gibson Trophy events continued to be well contested, with 40 Clubs competing in both events. The Coast Golf Club capped off a great year by winning both titles at Beverley Park Golf Club. They defeated Richmond Golf Club in the Warren Trophy 2-1 and Eastlake in the Gibson Trophy 2-1.

Lake Macquarie International

The 2011 Greater Building Society Lake Macquarie International at Belmont Golf Club attracted over 250 entrants, including international and interstate representatives. Brady Watt (WA) shot a fine 12 under par in blustery conditions. The sponsorship over many years by The Greater Building Society and NBN 3 has ensured the event continues to be one of the highest World Amateur Ranking events in Australia and attracts many top international and local players.

Vardon

The 2010 Vardon Trophy has concluded with St. Michael’s Matthew Stieger winning the prestigious trophy with a superb scoring average of 69.19 after entering 34 Vardon events for the year. In second place with an average of 69.38 is Brett Drewitt (Long Reef ) and rounding out the top three is Daniel Bringolf from The Australian who finished with a 69.44 average to claim third place. In the Australian Amateur Stieger defeated New Zealand’s Ben Campbell in the trial 2/1. Stieger’s success in this year’s Vardon competition is mainly on the back of some great finishes for the year including an Australian Amateur Title, Tasmanian Open, the WA Amateur, a


In the Mid-Amateur Vardon competition it was Michael Gerstenberg (Goulburn) who took out this section. Gerstenberg finished the season with a 70.90 scoring average proving too consistent over his 13 events for his fellow competitors. The Junior Vardon Trophy was won by Jordan Zunic (Bonnie Doon) with a fine average of 69.96, ahead of Jake Higginbottom (The Australian) (70.24) and Jarrod Freeman (Concord) (70.68). The 2011 Sand Green 4BBB saw 70 pairs converge on Hay Golf Club. The 36 Hole Scratch winners were Guy Monahan & David Rose from Nyngan Golf Club with a two over total of 70 points. Hay Golf Club deserve a special mention for their contribution to the success of the event, as the course was provided in great condition and the hospitality shown by the club was appreciated by all who attended. The Men’s sureshotgps Fourball Championship final was again held at the popular Bonville Golf Resort with two pairs finishing on 94 points after 36-holes, battling it out in a sudden death playoff. Fred Pawlak and the spritely 80 year old Bruce Pope (Charlestown), Mark Hoath and Shane Swansborough (Coonamble) teed off the 18th hole in the playoff. In the end it was the composure of Swansborough on the green, sinking a four foot putt, which secured the victory. A fitting finish to an event which saw over 19,000 competitors compete at over 250 clubs in the initial club qualifying rounds. The annual match against the Australian Defence Force was hosted by Forster -Tuncurry Golf Club. With many of our servicemen on overseas assignments their team was somewhat depleted with the Golf NSW team running out winners 19½ to 4½. In the tri-annual match between Golf NSW and Newcastle District played at Shortland Waters saw the locals clean up the visitors 10½ to 7½ matches, their first win in many years. The Buttenshaw Shield was won by Carnarvon Golf Club represented by S. Moylan, Y. Park, A. Maroun and A. Lee; with a score of 226, two strokes ahead of Fox Hills. The Mostyn Shield was won by Camden Golf Club represented by D. Skinner, G. Rootsey, R. Hayward and G. Webb with a score of 212, ten strokes ahead of Rosnay Golf Club. The Killara Shield was won by home club Killara, represented by G. Cole, S. Cooper, I. Norton and J. Small with a score of 219.

Toukley’s Dimi Papadatos joined forces with Queensland’s Kevin Marques to win the Australian Men’s Foursomes title with a 36 hole total of 136 at Riversdale Golf Club, Victoria. At the Australian Seniors, Stefan Albinski (Mona Vale) took out the title from fellow New South Welshman Rick Oliver (Young). Stefan also took out the Australian Senior Order of Merit.

The 2010 State Mens Team contested the Interstate Teams matches at Oxley Golf Club. The team comprised of... Queensland completed a superb week of golf and used their home state advantage to maximum effect to win the event. We finished third behind Victoria. It has been three years since we last won and again the preparation was good, however the course served up many birdies and the players needed to get a good start to have any chance of winning. We fielded our best team, however it is noted that NSW didn’t have anyone in the National Squad; which indicates our players were not up to the level of the leading States. NSW secured a good first up win against WA but over the next few days both Victoria and Queensland beat us convincingly. The foursomes, although showing an improvement only secured a 50% win rate which put us behind in most contests going into the afternoon singles.

In many matches we were not able to ‘finish off’ the opponent resulting in a square or loss. Putting in many cases was not up to our opponents’ standard, particularly at the end of the game. Higginbottom, in his first open series, played well (being undefeated), as did Bringolf, Stieger and Drewitt.

Victoria defended their title going through undefeated for the second year. We ran third behind Queensland. The preparation was first class. The selected players were experienced, however most did not present their A game on the week. The course was in excellent condition, though it was very short and 3 to 6 under was needed to win. Our players did not consistently keep their tee shots in play which made it difficult to score. Although off to a good start against WA, the performances against Victoria and Queensland were disappointing losses. The foursomes results were poor only winning 30%. In the singles there were good performances by Humphries (undefeated), Zunic and Papadatos.

The event was held at Cabramatta Golf Club who are commended for providing their facilities to the Squad and the Team for the months leading up to the event. This no doubt contributed to the convincing win to the NSW team, which has now won three straight. The team was confident in their ability to win, but never underestimated the opposition with every player focused on playing at his best. This was demonstrated by the team winning 30 of the 35 matches played. Both Freeman and Peterson went through undefeated. A wonderful effort which augers well for the open teams in the future and for next year’s Junior series where three of the winning teams are again available. Thanks to the following Clubs that have provided facilities for our teams – The Australian, St Michael’s, Monash, The Lakes, Twin Creeks, Kooindah Waters, Lynwood, Bonnie Doon and Narrabeen Driving Range. We wish to again thank SRIXON for their continued support of our Elite Program.


Golf Australia revised the criteria for National Squad selection which was extremely difficult to obtain. Three of our players, Matt Stieger, Brett Drewitt and Jake Higginbottom achieved the levels required. Finance Committee Report

For the first time Golf NSW represents all registered Golf Clubs and Country District Golf Associations in New South Wales and the ACT. This has necessitated some operational changes, not least of which includes the direct affiliation of ‘Country’ Golf Clubs with Golf NSW. it is pleasing to note that an operating profit of $588,044 has been achieved of which $85,108 has resulted from the operations of Golf NSW and $502,935 from the net profit of the NSW Golf Foundation. This result is credited to the diligence of the management team, supported by the Board who together have been relentlessly vigilant of the operations of Golf NSW during its first year of trading. The long-awaited Golf NSW website has also been introduced and we are now developing online facilities for tournament entries and club data.

As the NSW Golf Foundation is a wholly-owned subsidiary of Golf NSW, the Foundation’s income, expenditure and equity form part of the Golf NSW reports. i have summarised these below in order to clarify the financial performance of Golf NSW. •

Total Equity at 30 June is $9,476,428: Golf NSW $7,152,190 - Foundation $2,324,238.

Total Income to 30 June is $7,478,774: Golf NSW $6,302,002 – Foundation $1,176,772. ($1,203,454 less $26,682 Golf NSW contribution)

Total Expenditure to 30 June is $6,890,730: Golf NSW $6,216,893 – Foundation $ 673,837. ($700,519 less $26,682 Golf NSW contribution)

Total Profit for period is $588,044: Golf NSW $ 85,108 – Foundation $502,935.

1st July 2010 WGNSW transferred its assets and liabilities to Golf NSW. i am pleased to present to you the financial reports for the inaugural fiscal year of the combined equities of Golf NSW and WGNSW.

i wish to offer my thanks to Denise Rogers, our Chief Financial Officer for her capable and proficient control of the finances, and for her wholehearted cooperation and assistance when needed. i wish to also thank the staff of Golf NSW for their friendship and assistance during the year.

The sale of the Homebush property added substantially to our investment funds, for which we have attained the highest possible returns through measured cashflow and funds management.

in closing may i offer my personal thanks to the members of the Finance Committee for their valuable contributions and assistance, and to the Board of Directors for their valuable input and their assistance, support and confidence during this momentous twelve month period.

Our primary income streams are still affiliation fees, the kinghorn Foundation and tournament entry fees, whilst our largest expenses are operational costs, followed by the Golf Australia capitation fee and tournament costs.

Principal Activities The principal activities of Golf NSW during the course of the financial year were the promotion of the efficiency, progress, general control and development of the game of golf in New South Wales.

Results of Operations The net operating profit for the financial year was $588,044. Due to the corporate structure of the NSW Golf Foundation there is a legal requirement for the accounts of the Foundation to be consolidated with Golf NSW. The NSW Golf Foundation recorded a surplus of $502,935 due largely to the generous support again being received from the kinghorn Foundation via the Australian Sports Foundation. These funds have been and will continue to be used for the development of junior golf in NSW.

Changes in State of Affairs On 1 July 2010, Women’s Golf New South Wales inc. (WGNSW) merged with Golf NSW Limited (previously operating as the NSW Golf Association). From this date, WGNSW ceased trading and transferred all undertakings, assets and liabilities to the existing company that is incorporated as “Golf NSW Limited”. The enclosed Annual Financial Report provides full financial disclosure of the year ended 30 June 2011. it is important to note that the 2010 comparative figures contained in the financial annual report (a 6 month period for the operations of NSW Golf Association), compared to the 2010-11 figures which represent a full financial year.

The insurance policies do not contain details of the premiums paid in respect of individual directors or officers of Golf NSW.

Reporting Entity

Golf NSW Limited is a public company limited by guarantee domiciled in Australia. The address of Golf NSW’s registered office is 1A Duncan Street, Arncliffe, NSW 2205. The financial report was authorised for issue by Golf NSW’s Board of Directors on 26 August 2011. Note 2:

Basis of Preparation

(a)

Statement of Compliance The financial report is a general purpose financial report that has been prepared in accordance with Australian equivalents to international Financial Reporting Standards (AiFRS), urgent issues Group interpretations, other authoritative pronouncements of the Australian Accounting Standards Board and the Corporations Act 2001.

(b)

Basis of Measurement The financial report has been prepared on an accruals basis and is based on historical cost.

Significant Accounting Policies

(a)

Income Tax Golf NSW has been granted exemption from income tax under the provisions of Section 50-45 of the income Tax Assessment Act 1997. The financial statements have been prepared on the basis of this exemption.

(b)

Plant and Equipment Plant and equipment are measured on the cost basis less depreciation and impairment losses. The carrying amount of plant and equipment is reviewed annually by directors to ensure it is not in excess of the recoverable amount from these assets. The recoverable amount is assessed on the basis of the expected net cash flows that will be received from the assets employment and subsequent disposal. The expected net cash flows have been discounted to their present values in determining recoverable amounts. The cost of fixed assets constructed within the association includes the cost of materials, direct labour, borrowing costs and an appropriate proportion of fixed and variable overheads. Subsequent costs are included in the asset’s carrying amount or recognised as a separate asset, as appropriate, only when it is probable that future economic benefits associated with the item will flow to the association and the cost of the item can be measured reliably. All other repairs and maintenance are charged to the income statement during the financial period in which they incurred. increases in the carrying amount arising on revaluation of land and buildings are credited to a revaluation reserve in shareholders’ equity. Decreases that offset previous increases of the same asset are charged against fair value reserves directly in equity; all other decreases are charged to the income statement. Each year the difference between depreciation based on the revalued carrying amount of the asset charged to the income statement and depreciation based on the assets original cost is transferred from the revaluation reserve to retained earnings.

Depreciation The depreciable amount of all fixed assets including building and capitalised lease assets, but excluding freehold land, is depreciated on a straight line basis over their useful lives to the company commencing from the time the asset is held ready for use. Leasehold improvements are depreciated over the shorter of either the unexpired period of the lease or the estimated useful lives of the improvements.

Depreciation methods, useful lives and residual values are reassessed at the reporting date.

Inventories inventories are measured at the lower of cost and net realisable value. The cost of inventories is based on the average cost principle, and includes expenditure incurred in acquiring the inventories and bringing them to their existing location and condition. Net realisable value is the estimated selling price in the ordinary course of business, less selling expenses.

(d)

Impairment of Assets At each reporting date, the company reviews the carrying values of its tangible and intangible assets to determine whether there is any indication that those assets have been impaired. if such an indication exists, the recoverable amount of the asset, being the higher of the assetâ&#x20AC;&#x2122;s fair value less costs to sell and value in use, is compared to the assets carrying value. Any excess of the assetâ&#x20AC;&#x2122;s carrying value over its recoverable amount is expensed to the income statement.

Where it is not possible to estimate the recoverable amount of an individual asset, the company estimates the recoverable amount of the cash-generating unit to which the asset belongs.

(e)

Employee Benefits Provision is made for the companyâ&#x20AC;&#x2122;s liability for employee benefits arising from services rendered by employees to balance date. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled, plus related on costs. Employee benefits payable later than one year have been measured at the present value of the estimated future cash outflows to be made for those benefits.

(f)

Provisions Provisions are recognised when the company has a legal or constructive obligation, as a result of past events, for which it is probable that an outflow of economic benefits will result and that outflow can be reliably measured.

Revenue Operating Revenue Operating Revenue represents revenue earned through affiliation fees and is recognised when the fees become receivable.

Goods Sold Revenue from the sale of goods is measured at the fair value of the consideration received or receivable. Revenue is recognised when the significant risks and rewards of ownership have been transferred to the buyer.

Other Revenue

Government Grants Government grants are recognised initially as deferred income when there is reasonable assurance that it will be received and that Golf NSW will comply with the conditions associated with the grant. Grants that compensate Golf NSW for expenses incurred are recognised as revenue in profit or loss on a systematic basis in the same periods in which the expenses are recognised. Grants that compensate Golf NSW for the cost of an asset are recognised in profit or loss as other income on a systematic basis over the useful life of the asset.

(h)

Deferred Income Deferred income relates to funds received in advance. The carrying value of deferred income approximates net fair value.

(i)

Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Taxation Office. in these circumstances, the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the balance sheet are shown inclusive of GST. Cash flows are presented in the cash flow statement on a gross basis, except for the GST component of investing and financing activities, which are disclosed as operating cash flows.

(j)

New South Wales Golf Foundation The New South Wales Golf Foundation (“the Foundation”) was formed pursuant to a charter in 2001 as a joint initiative of the NSW Golf Association and Women’s Golf NSW, and was legally structured as part of Golf NSW for administrative purposes. The Foundation is controlled by a separate Board of Governors appointed by Golf NSW. The results and financial position of the Foundation have been reported within Golf NSW. The total revenue and expenses of the Foundation are included in the income Statement, and its assets and liabilities are included in the Balance Sheet. The NSW Golf Foundation Reserve recognises the total accumulated funds that have been generated by the activities of the Foundation and are available for the specific purposes of the Foundation.

Scope We have audited the financial statements of Golf NSW Limited for the financial year ended 30 June 2011, including the income Statement, Balance Sheet, Statement of Changes in Equity, Statement of Cash Flows, Notes to and Forming Part of the Financial Statements and the Statement by Directors. NSW Golf Foundation Report

I

am pleased to confirm that the NSW Golf Foundation (which has the charter of building and developing the game of golf in New South Wales) provided support for many worthy causes during the year under review. It was satisfying to be able to provide grants to assist a significant number of country clubs. For example, grants were awarded to purchase computer equipment for the purpose of clubs accessing GOLFLink, repairs to premises, installation of synthetic grass surfaces, construction of amenities and cart storage facilities, installation of irrigation systems, repairs to machinery and from flood damage such as that incurred by Mudgee Golf Club immediately prior to their clubhouse being burned to the ground!

we were not able to meet all requests due the vast number of applications received and also our allocations are limited to the level of accumulated interest from investments. However, we will continue to seek additional sources of revenue, and this year for the first time we conducted a Menâ&#x20AC;&#x2122;s Committee fundraising golf day which was staged on the same day as the annual Ladies Committee Day which has been held for ten years under the guidance of Foundation Governor, Jane Buckley. Our thanks are extended to The Lakes Golf Club and Concord Golf Club for providing their wonderful facilities for these events.

We were also able to provide support to a number of individuals. Grants were provided for attendance at World Deaf Golf Championships in Scotland and Queensland and Australian Open Amputee Championships. Three Special Olympians, Steve Robson, Alexander Hayes and Craig Read were assisted with their trip to Athens, where they all won medals, including Gold, for Australia. Gold medallist Steve Robson (pictured below) was also named MVP scoring the best in all divisions, and a personal best by five shots. Unfortunately, Jane has announced her resignation from the Foundation after her ten years of loyal service to pursue other interests in her very busy life. She will be sadly missed.

One grant of special significance was to a group of tradesman from Young and Cootamundra Golf Clubs who, ably led by Golf NSW Council Member Grant Harding, twice spent time in Queensland assisting flood victims. This assistance supplemented funds raised by Grant who played a hundred holes of golf in one day! Well done to these two clubs for supporting this wonderful initiative. Unfortunately,

A special function of the Foundation is to manage funds generously donated by the Kinghorn Foundation for the development of junior golf undertaken by Jack Newton Junior Golf. This totally funds the Schools Program referred to in my report for Golf NSW. Our appreciation for the continued support of John and Jill Kinghorn cannot be overstated. This year we welcomed John Robinson (Elanora Golf Club) to the Board of Governors which included long serving members Jane Buckley (The Royal Sydney Golf Club), Katrina Brown (Cromer Golf Club), Jim Glenday (Georges River Golf Club) together with Sue Fabian and myself from Pennant Hills Golf Club.
