Vacant Cost Recovery When residents fail to place utilities in their name in a timely manner as they take occupancy, those expenses are billed to the property. As our ALLIANCE UMS team processes our utility bills with these vacant charges, they are automatically compared to your occupancy data, allowing us to bill those charges back to the resident.


How does it work? AMS Billing receives copies of the utility statements that are sent to individual properties on a monthly basis. Bills are allocated based on either actual usage per unit (if submetered) or divided based on the size of the unit, number of occupants, etc. How are charges allocated? AMS can measure individual unit usage if there is a submeter located with the unit. AMS does offer the service of "subemetering" your property if you choose this method to distribute charges. However if your property is not submetered and you prefer not to make a capital investment in submetering, AMS will apply a mathematical formula to the property bill to allocate the charges to each individual unit. This formula can include a combination of the following variables: residents per unit (occupancy), number of bathrooms, and square footage. This is called RUBS or Ratio Utility Billing Service.
