POSSIBLE TWO HUB ROUTE SYSTEM OPTION FOR GREEN BAY METRO BROWN COUNTY PLANNING COMMISSION DECEMBER 2005

Introduction When downtown Green Bay was the area’s primary activity center, taking a bus from the outlying areas to downtown Green Bay for work, shopping, or other purposes was more convenient than it is today because transfers often weren’t necessary and several destinations were within easy walking distance of the downtown transit center. But today, many large employers, educational institutions, commercial developments, and other activity centers are located on the edge of the transit service area or outside of the service area altogether. This situation makes taking the bus to these places inconvenient or impossible, and it is likely one of many deterrents to transit use by those who have other transportation options. Green Bay Metro provides a very valuable service to the metropolitan area, and it is important to enhance its usefulness to current riders and attractiveness to non-riders as the area grows. But to significantly increase ridership over the next several years, Metro needs to acknowledge that the area now contains many activity centers and adjust its system to serve these centers as conveniently as possible. Metro will also have to do the best it can to overcome many wellestablished local, state, and federal policies, procedures, and preferences to attract more people to the system. This will be very challenging, but one method of making the bus more appealing to people in this area could be the establishment of a second transit hub within or near a major activity center on the west side of the Fox River that would complement the existing Metro Transportation Center on University Avenue.

Two Hub Route System for Green Bay Metro Examining the feasibility and desirability of establishing a second hub on the west side of the Fox River is recommended in the Transit Development Plan that was adopted by the Green Bay Transit Commission in 2003, the Brown County Comprehensive Plan that was adopted by the Brown County Board of Supervisors in 2004, and the Green Bay MPO Long-Range Transportation Plan that was adopted by the Brown County Planning Commission Board of Directors in 2005. These plans state that a two hub system could attract new riders to the system by reducing travel times and distances for many riders, providing east-west and north-south service much more efficiently on each side of the river, and serving portions of the metropolitan area that cannot be served within the current Metro schedule. The plans acknowledge that this type of system could discourage existing and potential cross-town riders from using the bus by forcing them to transfer twice instead of once, but it is possible (or even likely) that many riders would choose to remain on the east or west side of the river to shop, recreate, and conduct other business if activity centers outside downtown Green Bay could be reached more conveniently. This paper proposes a two hub transit service plan that could be a means of making the bus a more attractive and convenient transportation option for many people. However, if Metro chooses to study this plan and finds that certain aspects of it are undesirable or infeasible, the information in the plan could serve as the foundation for the eventual conversion to a multi-hub transit system.

Proposed Service Hour Deletions and Additions The two hub system proposed in this paper would eliminate hours from some routes and add hours to others. The proposal also includes the elimination of one service hour at the end of each weekday and the creation of a new route. These deletions and additions are summarized in Figures 1 and 2.

The route modifications summarized in Figures 1 and 2 are expected to have the following annual time impacts on the transit system:

These estimates suggest that the proposed two hub system could be implemented without exceeding Metro’s 2006 operating budget, and additional savings would likely be realized because the buses would travel fewer miles (and use less fuel) during an average year, the current 17-hour weekday schedule could be reduced to a more manageable 16-hour weekday schedule, and an hour of paratransit service would be eliminated every weekday.

Route Modification Summaries and Justifications Summaries of and justifications for the proposed route modifications are included in the following section. The routes and route system are also shown on the maps attached to the end of this proposal. #1-East Mason: This route would be extended to serve Target and other commercial establishments in this portion of Bellevue, and the route would pass through the multi-family and other developments that line Verlin Road east of Bellevue Street. The round-trip time would now be one hour, and the route would initially be short enough to enable it to be extended to the new Kroc Community Center building when it is finished in 2007. The new #1 route would run every half hour on weekdays and every hour on weekday evenings and Saturdays, and it would no longer be paired with the #4-Shawano. #2-Main: This route typically performs well on weekdays and Saturdays, so it would not change. #3-Mather: This route typically performs fairly well, so it would not change. Its presence on Mather Street east of Velp Avenue will be especially important if the #10-Velp route is eliminated (which is discussed later in this section). #4-Shawano: This route typically performs very well on weekdays and Saturdays, so it would not change. #5-Downtown/Bay Beach: This route’s circulation pattern would not change, but it would now be paired with the #4-Shawano. In addition to being a partner to the #4 route, the #5-Downtown/Bay Beach would be retained to provide frequent and direct service to Paul’s Pantry and the surrounding neighborhoods, Port Plaza Towers, APAC and other downtown businesses, the Brown County Aging Resource Center, Family Services, the KI Convention Center, Bay Beach Park, the Wildlife Sanctuary, and other trip generators. #6-West Mason/NWTC: This route would now be based at the Ashwaubenon hub and would follow most of its existing route. It would also be extended to Dousman Street between Fisk Street and Military Avenue to allow people coming from the west side of the river to avoid transferring twice to reach St. Mary’s Medical Center and other nearby destinations. The new #6 route would run every half hour on weekdays and every hour on weekday evenings and Saturdays (the weekday evening half-hour service would be reduced to hour service).

#7-Schmitt Park/UWGB: The route would not change, but the weekday evening half-hour service would be reduced to hour service. #8-Monroe: This route would be eliminated because it frequently performs well below the system standards during Metro’s quarterly route reviews, but the portion of the route that currently serves St. Vincent and Bellin Hospitals would be covered by the new connector route. The Monroe Avenue portion of the #8 route would also be covered by the #1-East Mason route. #9-Ninth: This route would now be based at the Ashwaubenon hub and would follow most of its existing route. The route’s :15 minute run would also be eliminated and replaced by a limited service route that operates for two hours in the morning and two hours in the afternoon during the school year. This modification is recommended because past and recent data suggest that the route could become much more efficient by eliminating the standard :15 run and serving the morning and afternoon peaks with a limited service route on school days. #10-Velp: This route would be eliminated with the #8-Monroe, but the portion of the route that currently serves ASPIRO would be covered by a limited service route that operates two hours in the morning and two hours in the afternoon. #11-Allouez/De Pere: Since the #11-Allouez/De Pere route frequently performs below the system standards during Metro’s quarterly route reviews, the route would be combined with many of the productive segments of the #15-Libal/De Pere to serve Allouez and the east portion of De Pere. The new #11 route would run once every hour on weekdays and on Saturdays. #12-Ashwaubenon/Green Bay: This route would be based at the Ashwaubenon hub and would be redesigned to serve Oneida Street in Ashwaubenon, a much greater portion of De Pere’s west side than is currently served (including a significant number of multi-family units and the new commercial developments near the Scheuring Road/Lawrence Drive intersection), and the near east side of De Pere. This route would run once every hour on weekdays and on Saturdays. #14-Edison: This route was just extended to the I-43 Business Center in Green Bay, so it would not change at this point. #15-Libal/De Pere: This route would be combined with the #11-Allouez/De Pere to serve Allouez and the east portion of De Pere, and the route would run once every hour on weekdays and on Saturdays. #16-Oneida Casino/Airport: This route would be based at the Ashwaubenon hub and would be redesigned to pass through Ramada Way during its inbound and outbound trips. It would also serve Viking Court and the rest of the residential area along Carole Lane between Packerland Drive and Ridge Road, but it would no longer serve Schneider Transport. New Connector: A new route would be created to connect the Green Bay and Ashwaubenon hubs and to provide direct service to the St. Vincent/Bellin Hospital complexes and downtown Green Bay. This route would run every half hour on weekdays and Saturdays to allow riders to efficiently transfer at each hub, and the route would use the Mason Street Bridge to minimize river crossing delays.

Proposed Route Origins The Metro routes would now begin and end their trips at the following hubs: Existing Metro Transportation Center Routes: 1, 2, 3, 4, 5, 7, 11, 14, Connector Bay Park Square Mall area (short term), Ashwaubenon pedestrian mall (long term) Routes: 6, 9, 12, 16, Connector

Estimated Route Distances The routes that are proposed for the two hub system are designed to allow them to be completed within a half hour or an hour, but road tests will be necessary to determine if some of the assumptions about time and distance are correct. For example, the #12-Ashwaubenon/De Pere route’s 16.9-mile length is assumed to be acceptable because portions of the inbound and outbound trips will occur on a freeway, but other aspects of the route could prevent it from being completed within an hour. Route Departure Times The two hub system’s route departure times were scheduled to maximize connectivity during the weekdays and to complement each other during the weekday evenings and on Saturdays (when each route operates on an hourly schedule). The departure times for the weekdays, weekday evenings, and Saturdays are shown in Figure 4.

Like Metro’s current route schedule, the two hub schedule would provide half hour service to various activity centers during the weekday evenings and on Saturdays by alternating the departure times of routes that serve the same centers. The new connector would also provide half hour service between the Bay Park Square area and downtown Green Bay every service day.

Estimated Financial Impacts on Communities in the Metro Service Area The establishment of a second hub on the west side of the Fox River and the realignment and extension of the fixed route system will change the distribution of mileage in the communities served by Metro. Since each community’s financial contribution for the fixed route system is based on its percentage of overall system mileage, it is estimated that three communities would pay more than their 2006 budgeted amounts for the two hub service and that two communities and the Oneida Nation would pay less. The cost estimates for the five communities and Oneida Nation assuming a total fixed route contribution equal to the 2006 budgeted amount ($1,536,521) are summarized in Figure 5. Figure 5 also shows that the total number of miles traveled by the system’s fixed route buses is projected to decrease by 136,429 (10.6 percent) per year, which could result in an annual fuel cost reduction of approximately $29,235. 1 The annual service mile reduction could also enable Metro to save money on oil, tires, and other fluids and equipment.

Conclusions The existing single hub transit system was designed to transport people to and from downtown Green Bay when the downtown was the metropolitan area’s primary activity center. However, the metropolitan area’s development pattern has decentralized over the last few decades, and several activity centers now exist throughout the area. A two hub system would acknowledge this by establishing a second hub within one of these major activity centers and allowing Metro to achieve the following benefits: •

The two hub system would allow the extension of service to additional high density residential and commercial developments while retaining service to the activity centers that are currently served by Metro. The new system would also be capable of serving the new Kroc Community Center when it is completed.

The two hub system would eliminate or significantly modify routes that typically perform below system standards while retaining (or in some cases improving) service along the productive segments of these routes.

The two hub system could be created within Metro’s current budget and would not require labor reductions.

The two hub system would reduce the distance the fixed route buses have to travel by more than 10 percent each year, which would save the system money on fuel, oil, and possibly other materials.

The two hub system would retain the existing 11-hour Saturday service period, which would allow people who currently rely on Metro to continue to ride the bus to their jobs and other Saturday destinations.

The two hub system would follow a 16-hour weekday schedule, which would make scheduling drivers easier than it is today.

This analysis strongly suggests that a two hub system would be beneficial in many ways. However, it is possible that a two hub system could create some undesirable impacts that should be studied before a new system is implemented. Two possible impacts that should be investigated include the estimated number of people who will have to transfer twice to reach their destinations and the ramifications of removing service along Cormier Road, Waube Lane, and Shady Lane in Ashwaubenon. Some of the proposed routes should also be driven to confirm that they can be completed within their assigned schedules, and the communities within the service area must be consulted before their routes and annual costs are modified.
