English Learners not making a year's progress on 2016provide CELDT, and 6th-12th CDE-identified LTEL. 6. Increase instructional minutes in all pre k-12th grade core subjects and supplemental programs (e.g. ELD double-periods at middle school and high school. ELD course offerings specifically addressing the needs of newcomers and LTEL’s, and provide instructional support for English Learners, LTEL, and ELs who are at risk of becoming L-TEL in math, science, and social science).
