Group One Project Management

1 Project Charter 1.1 Project Authorisation This Charter formally authorises a project to design a wastewater treatment facility to service the new Engineering building at Athlone Institute of Technology (AIT). A project management plan will be developed and submitted to the Project Sponsor for approval. Commencement of project design activities will begin upon approval of the project management plan and the resources to execute it by the Project Sponsor. Included in the project management plan will be a scope statement; schedule; cost estimate; budget; and provisions for scope, resource, schedule, communications, quality, risk, procurement, health and safety plan and stakeholder management as well as project control.

1.2 Project Scope The purpose of the AIT wastewater treatment project is to comply with planning stipulations imposed on the college by Westmeath County Council, by treating wastewater produced from the Engineering building prior to discharge to the municipal wastewater system. The project is a requirement which will enable the full commissioning of the Engineering building meeting AIT’s academic prospectus and expansion needs. The project deliverables shall include; the design and construction plan for a contained wastewater treatment facility with influent collection and discharge pipe lines and ancillaries, capable of treating the water complying with the Urban Wastewater Treatment Regulations 2010.

1.3 Project Managers The Project Managers, Luke Molloy, Jason Corbett and Francis Kenna, are hereby authorised to interface with management as required, negotiate for resources, delegate responsibilities within the framework of the project, and to communicate with all contractors and management and stakeholders, as required, to ensure successful and timely completion of the project.

1.4 Project Milestones Figure 1.1 outlines some of the major milestones that are estimated for the project. The Project Manager will obtain approval from the Project Sponsor for any schedule changes which impact the project design completion milestone.

1.5 Project Budget The budget for the AIT wastewater treatment project is projected at â‚Ź282,000 inclusive of design, consultancy fees and construction. Funding for the project is to be made available through the Finance Department of Athlone Institute of Technology.
