Retail is often a key components in waterfront regeneration. Its high added value allows for very important investments in culture and quality public space. But new developments need to be carefully integrated into the existing shopping structure, adding value to the existing shopping center as well and creating a quality destination of new and old together. The CMYK team has implemented urban regeneration plans with considerable retail components and can deliver this experience to Køge. The team sees attractive possibilities in thematic retail that can be developed in conjunction with the cultural component of the project. The team has worked on several designs where this combination has been implemented. Peterborough – station square North pedestrian level floorplan + scalator sketch + render view The Peterborough Station Quarter plan proposes a new, double sided station and creates ‘station squares’ on both sides of the tracks. The plan carefully balances traffic requirements, parking spaces, shops and residential additions on both sides of the station. A key ingredient of the plan is a new mixed use residential neighborhood on the ‘other’ side of the station.

ALLSTON MASTERPLAN, HARVARD UNIVERSITY – sustainable Masterplanning

Urban Progress worked with Promint to design a EU-funded project for the revitalization of old industrial harbors. It includes physical implementation of projects and the exchange of knowledge between eight cities in the South of the Netherlands and Flanders. Urban Progress analyzed the challenges in the eight cities and designed the exchange program as part of the overall project proposal. The EU approved the project funding in 2008 and the project is currently being implemented by the City of Ghent, the lead city for the project.

Harvard University has planned a major campus expansion in the Allston neighborhood of Cambridge, which will add nearly four hundred acres and over ten million square feet to the campus over a fifty-year period. Atelier Ten advised the client, planning team, and engineering subconsultants on how to translate Harvard’s sustainability principles into an integrated masterplan design.

The areas surrounding train stations in the Benelux are becoming hot spots for new developments. The integration of the new office locations with transport infrastructure and the impact on the city center is essential in their design. Our proposal rotates the station 90 degrees, bridging two separated part of the center and creating space for ‘opportunity’. fündc (2004)

A key challenges of the project will be to create cohesion across infrastructure barriers. This is a common challenge for CMYK team members. In our experience, the best strategies for creating cohesion combine infrastructural solutions with creating destinations on both sides of the barrier.

Effective design of infrastructure allows for a mode of development that supports sustainability goals The team considers the application of sustainable principles in site engineering and landscape design as an effective way to reduce costs associated with infrastructure construction, building operation and maintenance. It reduces impacts on natural systems, and provides enhanced outdoor spaces for recreation and leisure uses.

Lee Green, Lewisham/Greenwich Lee Green is a small District centre straddling the boundaries of the London Boroughs of Lewisham and Greenwich. Located on the intersection of the busy A 20 (Eltham Road) with the A2212 (Burnt Ash Road), the town centre is dwarfed by nearby Lewisham and Blackheath; both are significantly stronger in scale and quality of retail and night-time economy offer. Lee Green itself is dominated by a single-storey supermarket and the 1960s Leegate shopping centre, which has high vacancy levels. Both the supermarket and the shopping centre are of mediocre design and impact negatively on the coherence and identity of the town centre. There are some physical and heritage assets that reflect the quality of nearby conservation areas but that are currently underused, such as traditional pubs on the main road intersection, attractive civic buildings such as the Grade II listed Police and Fire Stations, and the River Quaggy which is largely hidden from view. The town centre has few homes, although some of the Victorian shopping parades

The waterfront urban renewal areas of the project have the promise of a step change for the city of Køge. By establishing a long term framework for the regeneration of the area, the city and its partners create the conditions for successful regeneration. To deliver the promise requires a relentless focus on design quality. The challenge is not only to deliver new buildings and developments in previously industrial areas, but to use those investments in a way that adds brilliance into the existing town. We consider the effective design of public space a crucial key in delivering urban regeneration. New pedestrian and bicycle routes

are needed to connect old and new destinations and to support the creation of new destinations. Adding prime public spaces is the key for successful regeneration. A specific element is the reuse of old industrial buildings. CMYK team member Jeroen Saris has done extensive research and recently published ‘New Futures for Old Buildings’. The book documents best practices for adaptive reuse and demonstrates that not only old buildings need new ideas, but also that new creative sector developments need old buildings. The team’s experience in citizen involvement includes all aspects of planning. Jeroen Saris has been at the forefront of innovative approaches for positive change oriented citizen involvement and Luc Vrolijks has worked extensively in integrating citizen perspectives into design solutions. Several of his plans put citizen led development at the forefront of urban regeneration.

We consider the opportunity to involve the people of Køge into the development planning of the area as a necessity and a value. Our approaches are value based; we have experience in working with community groups to discuss and extract ‘core values’ that are instrumental in defining the future of the area. In the second stage of the competition, we would like to involve local community groups and work with the value based strategies that the team has successfully applied elsewhere. Cleveland Waterfront Redevelopment – sustainable development The Cleveland Waterfront Redevelopment will transform over 100 acres of industrial waterfront property into a vibrant urbanized neighborhood with an interior park system, open public spaces, attractive event areas, cultural exhibitions, and retail spaces. Atelier Ten is working with Ehrenkrantz Eckstut & Kuhn Architects and the Cleveland Port Authority to develop the sustainable vision masterplan for the proposed development. As part of the masterplan, Atelier Ten is analyzing local climate data to determine opportunities for passive street orientation and to identify appropriate opportunities to create a comfortable outdoor microclimate environment, especially during the long winter months. Critically, Atelier Ten’s analysis and recommendations directly led to the development’s articulated street layout. Atelier Ten is also proposing strategies to encourage alternative transportation use to and from the development, enhance stormwater management both at buildings and along the interior park system, and design for sustainable phasing. GARDENS BY THE BAY – MEP Engineering Three distinctive waterfront gardens in the heart of Marina Bay that will define Singapore as the world’s premier tropical garden city. The gardens aim to become a national and international exemplar of sustainable practice. Atelier Ten IS providing mechanical and electrical engineering design to completion and masterplan sustainability consultancy. The main gardens include two biomes representing cool dry conditions of the Mediterranean springtime and the cool moist conditions of tropical mountain regions. Atelier Ten has developed innovative strategies controlling these for conditions within the naturally hot humid environment of Singapore, while minimising energy demand to exemplar levels. External supertree structures coupled with liquid desiccant systems provide cool air to the biomes. These also incorporate photovoltaics, solar thermal panels and rainwater harvesting. Waste generated by Singapore’s National Parks will be diverted from landfill and used as a source of biomass to generate energy for use throughout the gardens. Buffalo Canal Side Development – sustainable development The Canal Side Project will consist of approximately 100.000 m2 of commercial (retail, lodging, office), cultural, and residential space and is being designed to emphasize downtown Buffalo’s connection to the Lake Erie waterfront through the construction of a network of interpretive water elements evoking the character and vibrancy of the historic canals that once crossed the area. ARNHEM RIJNBOOG Arnhem is a medium sized city in the East of the Netherlands. The Arnhem Rijnboog project is its major inner city regeneration effort. The project is part of one of seven ‘national key projects’. The plan includes up to 400,000 m2 of new developments and 20 ha. of public spaces, including a new inner city marina, key pedestrian routes and up to 1,600 new dwellings. Luc Vrolijks contributed to key components of the project since it started in 2001 and he worked closely with Manuel de Solà-Morales, who was as the lead designer. The detailed urban plan for the harbor quarter includes a new marina and sluice, other major public spaces as well as Arnhem’s most important cultural functions and a mix of residential, offices and retail uses.

SCHEVENINGEN BOULEVARD Design for the seashore of The Hague Scheveningen is the most important beach resort of The Netherlands. Its seafront is fully integrated into The Hague, the Dutch governmental capital. The Masterplan is designed by Manuel de Sola-Morales. Age Fluitman worked as project leader at the Barcelona office of Manuel de Sola and now oversees the project’s implementation in The Netherlands in collaboration with the municipality. The project comprises the rehabilitation of 1,7 km of the seafront. It creates a new major boulevard and pedestrian zone, while at the same time strengthening the coastline defence for The Hague. The curved form, splitted in different levels, makes the walk a more dynamic and interesting experience. The seafront is given back to pedestrians and bicycles, meanwhile cardrivers still enjoy a scenic drive.

LOWESTOFT AND GREAT YARMOUTH AREA ACTION PLANS Lowestoft and Great Yarmouth are two medium sized towns in the East of England. Their main economic base was the engineering and supply of the North Sea gas industry. Now that this is contracting, both towns have large areas of under utilized harbor areas, around 300 ha. in each town. Urhahn Urban Design worked with Halcrow to prepare Area Action Plans for each town. Halcrow did the planning aspects and the overall management of the process. Luc Vrolijks led the design team and produced a preferred option design. 1st East, the Urban Regeneration Company for both towns, is currently implementing parts of the plan. The plan for the redevelopment of the run down Station Quarter in Peterborough proposes to create a mixed urban quarter on currently derelict rail land. The plan aims to connect neighborhoods on both sides of the railway and provides an extension of the Peterborough shopping quarter. Client for the study was the Peterborough City Council, supported by the EEDA, English Partnerships and Opportunity Peterborough. The Development Brief was approved in early 2008. Opportunity Peterborough, the Urban Regeneration Company for Peterborough, is now working towards its implementation. POWERline provides a toolkit for reprogramming the street from the bottom up. The result is a lively and attractive street. The total project exceeds €12 million in investments, of which €5 million is funded by EU’s Interreg 4A program (2008-2012). It includes physical implementation of projects and the exchange of knowledge between eight cities in the South of the Netherlands and Flanders. Urban Progress analyzed the challenges in the eight cities and designed the exchange program as part of the overall project proposal. The EU approved the project funding in 2008 and the project is currently being implemented by the City of Ghent, the lead city for the project. Project design: 2007 – 2008 Project implementation: 2008 – 2012 Lead agency / Client: City of Ghent, Belgium Roles: Urban Progress was one of the design partners for the project SEVEN – Housing Intensification in Seven South London Town Centres, United Kingdom This is a study on the possibilities for adding housing in seven town centers in South London. In most of these locations, retail has been in decline and the team investigated which alternative development scenario’s could be implemented. The approach was design-led, and the team developed three different scenario’s for each location. The study demonstrates how urban renewal and intensification can enhance metropolitan London and contribute to its economic and social vitality. BUFFALO CANAL SIDE DEVELOPMENT Sustainable development The Canal Side Project will consist of approximately 1,075,000 square feet of commercial (retail, lodging, office), cultural, and residential space and is being designed to emphasize downtown Buffalo’s connection to the Lake Erie waterfront through the construction of a network of interpretive water elements evoking the character and vibrancy of the historic canals that once crossed the area. Atelier Ten developed a sustainable development plan as part of the overall masterplan. Atelier Ten IS providing mechanical and electrical engineering design to completion and masterplan sustainability consultancy. The main gardens include two biomes representing cool dry conditions of the Mediterranean springtime and the cool moist conditions of tropical mountain regions. Atelier Ten has developed innovative strategies controlling these for conditions within the naturally hot humid environment of Singapore, while minimising energy demand to exemplar levels. External supertree structures coupled with liquid desiccant systems provide cool air to the biomes. These also incorporate photovoltaics, solar thermal panels and rainwater harvesting. Waste generated by Singapore’s National Parks will be diverted from landfill and used as a source of biomass to generate energy for use throughout the gardens. The site houses existing historical buildings such as the first Ford motor company car plant outside of the USA and will be turned into a museum to the company. The site will also include a new retail hub and health centre along with Hotel, Leisure and residential accommodation. A centralized district plant centre is proposed for the site to optimise energy usage via a borehole energy loop system. First phase due for completion circa 2012.

A new pedestrian area is created in the center of Pozuelo de Alarcón, Madrid. A 10000m2 underground parking serves the area. Above, the old City Council will be renewed and exteded with sculptural volumes. This is a intervention on which past and future act in a symbiotic manner. Next year in this area a temporary city will be built consisting of 10 to 15 temporary building that may last for five years and no longer. These buildings will be used by the most innovative actors in the city: the University, artist, a hotel for students, urban dance and lifestyle, starting entrepeneurs and mobile gardens. All culturals institutions of the city are lining up for performances on the temporary eventsite. Culture is a accelerator of urban development even in times of economical crisis. www.ebbingekwartier.nl HEMTIME’ HemTime is a redevelopment strategy for an island in the Amsterdam Harbour. “Time is on our site” is our tune. This former artillery factory belonged for centuries to the army. It is an isolated and nearly not accessable brownfield. Its location and size (45 ha) in broader Amsterdam metropolitan area is unique. The site is occupated by 120 monumental buildings and a ‘park’. There is no fast way to redevelop this site. HemTime is an open source innovative strategy. ‘Democratic’ and participative in the sense that everyone is allowed to participate. The aim of Hemtime is to transform the area into an Innovation Park, meant as a new generation Metropolitan mixed use park.
