As the year comes to an end, I want to extend my sincere thanks to our incredible network of supporters–businesses and individuals who have made financial contributions, program partners, volunteers, our staff, board members and families who have opened their home to foster and adopt our beloved animals
Next year marks an important milestone at the Fredericksburg SPCA our 80th anniversary! As we set out to celebrate this milestone we would like to thank the thousands of supporters who have helped us accomplish some remarkable achievements The past year alone has been nothing short of amazing
The Locke Community Medical Center expanded affordable veterinary care to a record number of animals OVER 7,800+;
The Locke Community Medical Center had their very first Community Cat Day and altered dozens of cats in our community free of charge;
The Locke Community Medical Center provided low cost dentals to the public shelters and PETS Program;
The Locke Community Medical Center had a full year of low cost vaccine clinics for the public;
The Locke Community Medical Center created partnerships to provide low cost orthopedic surgeries in our surgery suite;
Our People Empowered through Support Program (PETS) served over 4,000 animals and over 650 families that we provided support to help them keep their animals in their homes and out of shelters;
Our Humane Education Program grew tremendously this past year to record numbers;
The Fred SPCA obtained FEMA-certification to play a larger role in the global relief effort in the event of national or international crises;
The Fred SPCA rescued animals from Envigo, the alleged SC dog fighting ring, and the Korean meat markets;
The Fred SPCA provided national relief to hurricanes including Fiona and Ian;
The Fred SPCA established partnerships with the ASPCA HSUS Best Friends HASS Unite Us Virginia and Petco Love to further expand our mission;
The Fred SPCA raised enough money to purchase a brand new transport van for our animals at our Fur Ball; Our organization reached new operational heights, posting our greatestyearofgrowthtodate!
I took on the Executive Director role over three years ago because I recognized the opportunity and potential within our reach As we began preparing for the journey into 2023, I realized that my vision for the organization had been fulfilled and that I, in turn, was fulfilled with how far we've come I'm now honored to step aside to make room for the future–a future I know holds wonderful things waiting to be discovered
The Fred SPCA and each of you have brought me so much joy throughout the five years I've spent on staff I'm looking forward to serving in new capacities and for the adventures that lie ahead for all of us–canine, feline, and human
Thank you for joining the Fred SPCA on this 80th year journey, Team Fred SPCA looks forward to celebrating and sharing love and life with you over the next 12 months

We always say "adoption isn't your only option at the Fred SPCA" and while we are thrilled to have created so many new families, we are proud of the other ways in which we've expanded our resources We are thankful to have such a diverse network of volunteers, fosters, and supporters who helped us create such a strong impact throughout the year. As you can see, we can only accomplish our life-saving goals through the participation and dedication of animal lovers who help us rise to the greater good within our community.
We continue to invest in expanding our community programs to support animal lovers and pet parents.
Whether it's training the animal advocates of tomorrow through humane education or offering affordable dog training, we aim to be there with programs and services that help people and pets.
By providing access to essential resources, we are lowering the number of owner surrenders in our community and keeping families together. Our lifesaving work reduces euthanasia throughout the region & statewide Together, we are contributing to a higher quality of life for all.
The Fred SPCA received a request from Russell County Animal Shelter to intake a dog named Ariat who had extensive injuries after being dragged by a car Due to limited resources Russell County was considering euthanasia unless we could help. The Fred SPCA was able to provide antibiotics, pain medication, and 3x day wound care until he was ready to continue his healing journey in foster care
Even though Ariat's journey began with tragedy, it ended in triumph because of the network of individuals who believe every life is deserving of a second chance. Collaboration between Virginia shelters like Russell County & the Fred SPCA gets us one step closer to achieving a no-kill state by 2025
The support we receive means we can reach the most vulnerable animals in our community and give dogs like Ariat the life-saving opportunity to rewrite their ending

On August 24, the Fredericksburg SPCA too beagles from this active case to change the for the better Being bred in a research facil meant that these dogs had not experienced outside of a cage and a trough.
The Fred SPCA and our foster family were a introduce the beagles to things like soft gra & the warmth of the sun for the first time
Best of all, the beagles were able to find pat families to give them well-deserved love for to come
The Humane Society of the United States coordinated the removal of approximately 4,000 beagles housed at an Envigo RMS LLC facility in Cumberland, VA which bred dogs to be sold to laboratories for animal experimentation Government inspectors found numerous violations which are detailed in the lawsuit filed against Envigo by the Department of Justice in May, alleging Animal Welfare Act violations at the facility.

The Fred SPCA Locke Community Medical Center has been fully operational serving the general public for one year The additional 1,200 sq ft expansion was made possible through a generous gift left by a bequest from Mary Alice Pates
The Fred SPCA Locke Community Medical Center's mission is to increase access to veterinary care in our community. The clinic offers a wide range of services including diagnostic imaging & dental care. Our expanded wing would not have been made possible without the generous support from its namesake, Mary Alice Pates. We are honored to serve as stewards of her lasting legacy by providing these essential services to our community

Philanthropy makes all things possible The Fredericksburg SPCA hosted their first Community Cat Day on May 7, 2022 Executive Director Carrie Withers, identified a need from the public and mobilized our FredSPCA team to come together including volunteers and staff to host this event This event allowed partner rescues to trap feral cats to bring animals to the Locke Community Medical Center for free spay and neuter surgeries along with vaccinating these cats for rabies. This was planned to support TNR efforts around the Fredericksburg region which is a cost effective alternative to shelter intake and euthanasia.
"Over 500,000 cats are euthanized across the nation each year, expanding our life saving efforts within our community means using our resources to help reach the root of the problem," Withers said

$30,000 - The Fredericksburg Savings Charitable Foundation Fund of The Community Foundation supports nonprofit programs and projects that improve community development, housing assistance, scholarships, local education, medical facilities, community groups, cultural organizations and other similar types of organizations and civic-minded projects that contribute to the quality of life in the Counties of Caroline, King George, Spotsylvania and Stafford and the City of Fredericksburg.
$20,000 - The Community Foundation for a Greater Richmond manages more than 1,200 charitable funds with assets exceeding $1 billion The foundation’s vision is a thriving region where all individuals and families have the opportunity to succeed We are grateful to be the recipient of this grant to support our mission to end animal suffering through leadership and action, engagement and learning, compassionate care and adoption, affordable veterinary medicine, and access to essential resources.
