2. IN GENERAL, THE FOLLOWING PRINCIPLES SHOULD BE CONSIDERED DURING THE PLANNING AND DESIGN STAGE FOR ALL CATEGORIES OF PUBLIC INFRASTRUCTURE : A. STRUCTURES SHOULD BE LOCATED AWAY FROM AREAS WITH HIGH VISIBILITY B. GREENERY, ARCHITECTURAL TREATMENTS AND/OR APPLICATION OF ARTWORKS SHOULD BE THE PRIMARY APPROACH. AN INTEGRATED APPROACH INVOLVING VARIOUS SOLUTIONS MAY BE CONSIDERED. C. THE DESIGN SHOULD PERMIT EASY ACCESS FOR MAINTENANCE AND INSPECTION D. THE DESIGN SHOULD RESPOND SENSITIVELY TO ITS SURROUNDING ENVIRONMENT E. OVERALL MASSING IMPACT OF THESE STRUCTURES SHOULD BE CONSIDERED, AND WHERE NECESSARY, MITIGATING MEASURES ARE TO BE ADOPTED F. WHERE PLANTS ARE TO BE USED, HARDY AND LOW MAINTENANCE SPECIES SHOULD BE CONSIDERED

G. WHERE POSSIBLE, GOOD STORMWATER MANAGEMENT PRACTICES SHOULD BE INCORINCOR PORATED H. APPEARANCE OF DESIGN IN DAY AND AT NIGHT SHOULD BE CONSIDERED


3. ADDITIONAL GUIDELINES PERTAINING TO EACH CATEGORY OF PUBLIC INFRASTRUCTURE ARE AS LISTED BELOW. 3.1 VIADUCTS A. THE DESIGN MUST NOT COMPROMISE THE STRUCTURAL INTEGRITY OF THE VIADUCTS B. THE DESIGN OF THE VIADUCTS SHOULD FACTOR INTO CONSIDERATION ADDITIONAL LOAD IMPOSED DUE TO TREE PLANTING, OR ANY OTHER TYPES OF GREENERY PROVISION. C. THE DESIGN SHOULD NOT POSE A ROAD HAZARD TO MOTORISTS, EITHER BY ATTRACTING UNNECESSARY ATTENTION AND/OR OBSTRUCTING MOTORISTS’ VIEW. D. WHERE APPLICABLE, THERE SHOULD BE PROVISION TO MEET THE ESSENTIAL NEEDS FOR THE HEALTHY GROWTH OF PLANTS.

E. APPROPRIATE DESIGN STRATEGIES TO DIRECT RAINWATER TO OPEN GROUND SURFACES SHOULD BE CONSIDERED AS GOOD STORMWATER MANAGEMENT PRACTICE. F. ARCHITECTURAL TREATMENTS FOR DIFFERENT SEGMENTS OF THE VIADUCTS MAY BE VARIED. HOWEVER, EACH DESIGN SEGMENT HAS TO RESPOND SENSITIVELY TO THE PREVAILING THEME OF ITS IMMEDIATE ENVIRONMENT.
