New Fire Protection Maintenance Standard for South Australia: AS 1851-2012 FPA Australia is extremely pleased by the recent announcement in the South Australian Government Gazette that, from May 1 2015, AS 1851-2012 Routine Service of Fire Protection Systems and Equipment will be the State’s required standard for fire protection maintenance. The Gazette notes that the ‘Minister’s Specification SA 76 – Maintenance and Testing of Safety Installations Schedule of Essential Safety Provisions’, dated January 2000, has been amended and republished by the Department of Planning, Transport and Infrastructure as ‘Minister’s Specification SA 76 – Maintenance of Essential Safety Provisions – 2015 edition’. The Minister’s Specification SA 76 – Maintenance of Essential Safety Provisions 2015 edition now requires compliance with AS 1851-2012 Routine service of fire protection systems and equipment for the maintenance of fire protection systems and equipment in all new buildings from 1 May 2015 and also allows for existing buildings to transition their fire protection maintenance activities to AS 1851-2012. In December 2013 FPA Australia provided the South Australian Department of Planning, Transport and Infrastructure with a comprehensive proposal to amend the state’s regulatory requirements for fire protection maintenance, which was greeted with support from the regulator. In September 2014 a working group was formed to review the South Australian Minister’s Specification SA 76 with the view to adopting AS 1851-2012 and other

best practice Standards where applicable. The working group included representatives from SAMFS, local government and Department of Planning, Transport and Industry and was chaired by an independent private building surveyor. FPA Australia invested significant resources into this working group to ensure the best outcomes for the industry and the South Australian community were achieved. The Association not only participated in all working group meetings over a 4 month period, we were also responsible for strongly highlighting the need for the adoption of the new standard in order to realise community expectations for fire safety and ensure South Australian regulatory requirements were aligned with the national agenda and contemporary maintenance practice and training methodologies. FPA Australia’s Position Statement PS-03 outlines the benefits of adopting the latest standard (visit www.fpaa.com.au). Implementation of the new Standard’s technical activities and processes including how to transition existing buildings to AS 1851-2012 will be presented at an upcoming FPA Australia event specifically tailored for South Australia. In addition, to ensure your company is complaint with AS 1851-2012 FPA Australia has developed a suite of recording and reporting logbooks, which can be purchased from the FPA Australia Sales Centre here. The forum, which took place on Wednesday 28 January, assisted in the development of industry comment to the second draft policy produced by the Queensland Department of Environment and Heritage Protection, in conjunction with the Western Australian Department of Environmental Regulation. The policy draft has potential for significant impacts environmentally, economically and on fire safety outcomes. The forum identified and discussed key issues that would be associated with the application of the draft policy and developed a set of consistent points that industry stakeholders can use in their response either individually or as part of a joint industry submission. Representatives from major producers, distributors and end users of firefighting foam products in Australia were all present at the forum. FPA Australia is proud to continue leading the industry discussion on these important issues and we have subsequently released our interim response to the policy which can be accessed here. AS 1851-2012 Now Required in Queensland FPA Australia is reminding all Queensland stakeholders that AS 1851-2012 is now the state’s required maintenance standard for fire protection work.* The adoption of AS 1851-2012 delivers a reduction in red tape and provides savings for building owners, while still protecting the safety of building occupants. FPA Australia has strongly advocated for the adoption of the new standard in Queensland, as part of the industry working group convened by Building Codes Queensland. FPA Australia’s all new AS 1851-2012 logbooks are ready to be used under the new Queensland regulations, with special

provisions included in each book for the specific requirements of the new MP6.1 and the new Building Fire Safety Regulations. The Association also sells copies of the Standard, which is available to FPA Australia members at a discounted rate. AS 2118.1 – Automatic Fire Sprinkler Systems – Public Comment Forum A fully updated and revised version of AS 2118.1 – Automatic Fire Sprinkler Systems – General Systems is due to be released for public comment shortly. Representatives of FPA Australia Technical Advisory Committee TAC/4/8/9 (Fire Sprinkler & Hydrants Systems, Tanks and Fixed Fire Pumps) have been assisting Standards Australia committee FP 004 with the revision of AS 2118.1 (Automatic Fire Sprinkler Systems). The proposed changes reflect contemporary technologies and meet criteria for Building Code of Australia adoption. This forum is aimed at informing and coordinating broad industry feedback to the Public Comment Draft of AS 2118.1. The revised Standard is scheduled to be released for public comment soon, providing an opportunity for review and feedback for further consideration by FP 004 prior to its completion and release. This forum will provide a broad overview of the proposed changes and the anticipated effects and benefits to clients, the industry and the environment. It will also outline the approach taken to meet Australian Building Codes Board (ABCB) protocols and how comments provided to FPA Australia will be consolidated into an industry submission to Standards Australia in relation to the Public Comment Draft.

FPAS – Design and Certify FPA Australia recently announced the launch of the next two classes of accreditation under the Fire Protection Accreditation Scheme (FPAS): Fire Systems Design and Fire Systems Certification. These classes will accredit individuals who perform these activities relating to selected systems and equipment in the fire protection industry.

Initially the Scheme will focus on design and certify activities associated with the following systems and equipment: • Fire Sprinkler Systems • Fire Hydrant Systems • Fire Detection and Alarm Systems. The forum will provide information on the opportunities available to individuals and businesses to apply for accreditation and recognition respectively, and the process to be followed for those seeking to be accredited.

Sprinkler Fitters Enterprise Agreement – Free Information Session Following the forum on AS 2118.1 a free information session will be held on the status of various sprinkler fitter enterprise agreements that expire in 2015.

Mr Bliss’ career began with the DurhamUNH Fire Department in 1970 and he has been a part of the fire service in some way since then, holding such titles as Director of the University of Connecticut Fire Department, and both Fire Chief and Town Emergency Management Director for Salem. He served as a member of NFPA’s board of directors 2003-2009; was the chair of the NFPA 1 Uniform Fire Code Committee, and served as chair of NEC Code Making Panel 13. Bliss has also been on the NFPA Technical Committee on Emergency Management and Business Continuity and was a trustee of the Fire Protection Research Foundation.

With subsequent experience in regulatory development, he has liaised with senior government personnel and formed a close working alliance with the Office of the Parliamentary Counsel and the Minister for Planning and Local Government. Stephen’s most recent experience as a business director, practicing fire safety engineer and part-time lecturer has exposed him to the design side of the building industry and the training needs and expectations of students.

He is the current Vice President for Field Operations at the National Fire Protection Association, Quincy, MA where he oversees NFPA’s International Division, Government Affairs and NFPA’s Field Operations in the U.S. and Canada. With 26 years of experience in the fire protection industry, Mr. Golinveaux is currently serving as the General Manager of Water Fire Suppression Products for Tyco Fire Suppression and Building Products. His role applies his experience in the fire protection industry to develop next generation fire protection devices and systems. He is also responsible for monitoring and participating in the Global Fire Protection Codes & Standards Development process for Tyco’s $1.2 billion of product sales. His other areas of interest include the research, design, and applications of fire protection systems, as well as their history.

In addition to being active in numerous NFPA technical committee memberships (13, 88A, 101, and 5000), Mr. Golinveaux has contributed his time as a presenter for multiple national education seminars sponsored by organizations such as the Society of Fire Protection Engineers, universities, and Highly Protected Risk (HPR) insurance companies. Mr. Golinveaux has authored many technical papers and is an expert in subject matter for the 20th edition of the Fire Protection Handbook. He has also contributed to editorial text for the 2002 & 2007 NFPA 13 Handbook.

Robert J James is the Global Inspection Leader for Underwriters Laboratories LLC (UL). His responsibilities include managing international building and security inspection planning as well as directing the building, fire, life safety and security industry inspection programs. These include training and education, code development and technical support.

With more than 30 years’ experience in fire protection enforcement in the public and private sectors, Robert currently chairs the National Fire Protection Association 400 Hazardous Materials Code, and is a technical member on NFPA 101 TTC, NFPA 3-4, NFPA 1030 and NFPA 1730. He was also a committee member of the International Green Construction Code.

Hank is the Principal Manager of the newly formed DHS Fire Risk Management Unit, who leads the development of a state-wide fire safety culture in Department of Human Services and is responsible for managing the delivery of all Fire Risk Management (FRM) related services required to maintain all the department’s properties; safeguarding of people from illness and injury due to fire, and compliance with relevant Acts and Regulations, Codes and Australian Standards.

Hank was one of the first independent building experts to be appointed for both the Victorian Civil and Administrative Tribunal (VCAT) and the Building Commission to undertake investigations of buildings and works with respect to compliance with the building contracts, Building Code of Australia, Australian Standards and building practitioners.

Hank is a registered Building Surveyor and builder, and has practiced as an independent building expert and Regulatory Consultant in both state, municipal and private sectors for over 28 years.

Hank has served on numerous Australian Standards committees and is still a current active Technical consumer member; he has undertaken further postgraduate studies in Fire Risk Management and Engineering as well as project management.
