Ashland, Missouri is located in Southern Boone County. It’s population has well over tripled in the last twenty years going from 1,275 persons in 1990 to over 3,707 persons in 2010.

2020 Census numbers for Ashland, Population: 4,747. That is a 28% increase from 2010 (3,707) Boone County is located in the U.S. state of Missouri. Centrally located in Mid-Missouri, its county seat is Columbia, Missouri’s fourth-largest city and location of the University of Missouri. Ashland was founded in 1853.[8] It was named for the Ashland estate of Kentucky Congressman Henry Clay in Lexington, Kentucky.[9] Clay was instrumental in the Missouri Compromise of 1820, which allowed Missouri’s admission as the 24th state. Ashland is the name of the plantation of the 19th-century Kentucky statesman Henry Clay,[2] located in Lexington, Kentucky, in the central Bluegrass region of the state. It is a registered National Historic Landmark.[2] The Ashland Stakes, a Thoroughbred horse race at Keeneland Race Course that has run annually since the race course first opened in 1936, was

named for the historically important estate. Ashland is located at 38°4624N 92°1528W (38.773394, -92.257856).[10] According to the United States Census Bureau, the city has a total area of 4.80 square miles (12.43 km2), of which, 4.79 square miles (12.41 km2) is land and 0.01 square miles (0.03 km2) is water.[11]

Hartsburg In the 1870’s Luther D. Hart and Aurelias B. Hart bought several hundred acres of land in the area and started farming. Soon they sold a right-of-way to the MissouriKansas-Texas Railroad, known as the MKT, or Katy. A railroad station named Hart City was established in 1893 and the town was officially incorporated as Hartsburg in 1901. It was a farming community of hardworking and religious immigrants. Electricity came to town in 1919, earlier than most Missouri communities. An electric cooperative was established in 1929. Fundraising was handled by the Progressive Committee, which is still in existence today. Twice a year, fall and spring fund raisers help purchase street lights, pave the roads, install Christmas decorations, upgrade the park or whatever else the little town needs. Today the population hovers around 108. The town is home to two churches, two taverns, a winery, a cafe, an antique restoration business and, in the summer and fall, fresh produce stands. Often you’ll see a coffee can sitting on a picnic table and customers pay on the honor system. The Hartsburg Pumpkin Festival is held each year on the second Saturday and Sunday of October, which includes games, foods, and crafts. Each year during the festival tens of thousands come to eat and shop at the numerous venues and food booths.

Southern Boone Chamber Promotes Local Business

Ashland, Missouri is located in Southern Boone County. Its population has more than doubled in the last 20 years from 1,275 persons in 1990 to approximately 3,700 persons in 2010, and 3907 in 2019 while still maintaining a quaint, small-town ambiance. This quality, together with Ashland’s convenient location and excellent schools, churches and homes, make the city an attractive place to live. Some of the residents work in Ashland, other commute to Columbia and Jefferson City, both less than 15 minute away on US 63, a four-lane divided highway. St. Louis and Kansas City, with all they have to offer, are less than two hours away. The Lake of the Ozarks, a major recreational area, is only an hour away. The Southern Boone County School District, which educates children from Ashland and surrounding areas, has earned a reputation of educational excellence, boasting high school graduations rates eight percentage points above the state average and higher than average M.A.P. scores in all subjects and grade levels. In 2003, the school district received the “Distinction in Performance” for scoring 100 out of 100 points on the Department of Elementary and Secondary Education MAP test scores. The school district offers numerous student activities, clubs, and sports, including band, choir, performing arts, baseball, softball, football, soccer, volleyball, track, cross country, and golf. The Southern Boone Learning Garden provides multiple programs for the students of the Southern Boone County School District. In addition to programs directed towards students, the Southern Boone Learning Garden is involved in multiple efforts to increase healthy lifestyle options and the overall health of the community of Southern Boone County.

District 50 Sara R. Walsh Currently serves as Missouri House Majority Caucus Chair and State Representative for Missouri’s 50th District (Southern Boone County and parts of Cole, Cooper and Moniteau Counties). She was elected in a special election August 8, 2017. She serves on the following House committees: Chairman, Subcommittee on Appropriations - Public Safety, Corrections, Transportation and Revenue; Budget; Chairman, Consent and House Procedure; Public Safety; Fiscal Review; Judiciary. In 2019, she filed a bill that created Missouri’s “Back the Blue” license plate to help fund the Missouri Law Enforcement memorial and to allow Missourians a way to show their support for the men and women who serve our communities in law enforcement. Previously, Rep. Walsh has worked for the Missouri Pharmacy Association (Member Services Coordinator), the Missouri Auditor’s Office (Staff Auditor II), National Newspaper Association (Programs & Outreach Manager), Missouri House of Representatives (Legislator Assistant), Maytag (Quality Control Inspector), and Moser’s Foods (Deli Worker). She earned her Master in Public Affairs, Non-profit Management and Public Management, from the University of Missouri-Columbia, Harry S Truman School of Public Affairs, and Bachelors of Science, Business Administration, Marketing, from Columbia College. Sara was elected in 2012 (2014, 2016, 2018 and 2020) to represent Missouri’s 19th Senatorial District Republicans (residing in Boone & Cooper Counties) on the Missouri Republican State Committee (the

governing body of the Missouri Republican Party), a position she currently holds. As 19th District State Committeewoman, Sara R. Walsh was appointed by Missouri Republican Party Chairman John Hancock to serve on the Missouri Republican Party Executive Committee (February 2015), Platform Committee (2016) and 2020 under Chairwoman Kay Hoflander, Reorganization subcommittee (2015), and Audit subcommittee (September 2015). Sara R. Walsh and her husband Steve Walsh, who serves as Press Secretary for Congresswoman Vicky Hartzler (MO-4), were reappointed and appointed (respectively) to serve on the Boone County Republican Central Committee as committeewoman and committeeman representing Ashland Ward 1. In April 2016, Sara was elected at Missouri’s 4th Congressional District Republican Convention to serve as a delegate to the 2016 RNC Convention in Cleveland, and elected on the Chairwoman’s slate at the Missouri Republican State Convention to serve as a delegate to the 2020 RNC. Eagle Pride Southern Boone Eagles Pride runs from the high school at the north campus all the way down Main Street to the Elementary School at the south campus. The Eagles are this town’s team! SoBoCo students show their Eagle Pride not just in competitive sports, but by volunteering, raising money for great causes - including prom king and queen candidates, Jump Rope for Heart and many other causes - and by being a central part of the Southern Boone community. The South County community responds each year by providing a strong base of activities for kids - from basketball to art classes - and more than $450,000 in college scholarships from local donations. Creating Eagle Pride begins in kindergarten classes and helps build school spirit and the parents of those students work to build a community that is a great place to be a Southern Boone Eagle!

FFA Ashland FFA members have been busy exhibiting a variety of livestock and building exhibits at the Northeast District FFA Expo and Missouri State Fair. 2021 highlights of the NE District Expo were Oscar Hilgedick exhibiting the Grand Champion Fruit with a watermelon, Lauren Hammett had the Grand Champion Planter and Brooke Wagner was Reserve Grand Champion with her terrarium planter. Members exhibited goats, sheep, and cattle. Maura Vanskike showed a market goat. Nikki Crocker showed her ewe lamb, market lamb, and market goat. Lauren Hammett exhibited the Champion and Reserve Champion Commercial Does. At the MO State Fair FFA members earned many gold ratings but highlights were Maura Vanskike receiving Reserve Overall in the On-Foot Meat Goat Carcass show. Lauren Hammett had the Champion and Reserve Champion Commercial Does, the Overall Reserve Champion Market Doe and was named the Champion Intermediate Showman. Oscar Hilgedick had the Grand Champion Watermelon. Ashland FFA members did a great job preparing for the fairs this summer! The Ashland FFA Chapter took 20 members to the Missouri State Fair in Sedalia, MO on August 17th to participate in the annual Food Insecurity day. While there, members helped package over 100,000 meals to help local Food Banks in Missouri assist Missouri families in need! This need was chosen because Missouri FFA wants to work to lessen the impact of hunger in our state. We believe Food Insecurity Day can bring awareness and provide meals to those in need. After participating in the FFA event, members had free time to enjoy


the fair by walking around looking at FFA exhibits, riding carnival rides, attending a tractor pull or working dog show.

Fire district

The fire district covers approximately 125 square miles of Southern Boone County. There are around 40 volunteers in the district. There are usually 1-2 recruit classes held a year for those in the area that would like to serve their community in a volunteer capacity. The department’s Junior Firefighter program recruits high school students to become a part of the fire department. They receive training from experienced fire fighters in order to be members of the fire team. Like the recruit class, the Junior recruits make a significant commitment to learn the skills necessary to become an effective volunteer fighter. Fire chief Jim Bullard oversees the department of volunteer firefighters, along with a number of officers who lead the volunteers at the scene of emergency situations. situations. The Fire District has four fire stations: Ashland, one near Columbia Regional Airport, Mount Pleasant community and Hartsburg. All are equipped with living quarters to facilitate prompt response time. The district’s offices and training center are east of Highway 63. The training center includes offices and indoor

and outdoor training areas. The fire district is a taxing entity, led by board members Terry Hilgedick, Brandon Glascock, Lorie Klippel, Alicia Ozenberger and Ann Colgrove. The board members are elected by district voters to oversee the tax-payer funded district budget and mission. The fire district has a tax levy to fund operations and periodically has a bond issue to replace or upgrade trucks and facilities. In June of 2020 the voters approved a bond issue that will finance a new fire station on route MM near Andrew Sapp Road, replacement of a 1992 pumper truck, a 1996 rescue truck, a 1985 tanker truck and 1985 rescue boat. The bond issue will also add two pickup trucks to the fleet for natural cover firefighting and medical emergency responses. The bond issue will also fund replacement of the districts “Jaws of Life” extrication equipment and other tools and equipment that is in need of replacement.

On behalf of the men and women of the Ashland Police Department, we welcome you to our website and thank you for taking the time to learn about our organization. I invite you to browse our website and familiarize yourself with the various dimensions of our department. My hope is that these pages provide useful and interesting information about the police department and the services we currently provide. The Ashland Police Department is committed to providing professional public safety services to our residents, business partners and visitors. Ashland Police Officers work as a team with the public to meet this goal of a safe, orderly and peaceful community, 24 hours a day, seven days a week, 365 days a year. Our officers perform their jobs with courage, ethical behavior, commitment and professionalism. I believe in using the highest standard of personal and organizational excellence, and development of the organization through honesty, morality and maintaining high integrity. The dedicated professionals of the Ashland Police Department serve a population of approximately 5,000 citizens. Our staff includes eleven sworn police


officers (8 full-time & 3 part-time), and one civilian staff. Every member of the Ashland Police Department truly cares about the safety of our community and providing excellent customer service. Our staff responds to the public safety needs of the community with the most effective measures available within our existing resources with the primary focus of ensuring the safety and well-being of our citizens and visitors. Southern Boone senior citizens are constantly on the move! The Southern Boone Senior Center offers multiple opportunities to socialize, play cards, pool and other activities. Seniors also volunteer, take bus trips together and enjoy watching their grandchildren at the many ballgames around Southern Boone. While many Southern Boone Seniors are from the area, others have moved to Ashland or Hartsburg in order to be closer to family or closer to the outstanding medical community in Columbia. Many have recently started moving into the newly completed Baptist Home of Ashland

Many seniors have enjoyed participating in YMCA classes and/or joining the local Folks on Spokes bike riding group. Seniors celebrate Loafer’s Days each spring as a fund raiser and the week is full of special meals and activities at the Senior Center. Membership to the Senior Center is $10 and open to Southern Boone residents 50 years and older. The Senior Center is located at 406 Douglas Drive in Ashland. For more information, call 6570444.

Emergency services

Area served by ambulance, 911 services The Southern Boone area is served by a University of Missouri Hospital ambulance service and its EMTs. In 2006, the community banded together to raise the funds to build an ambulance base, located on Henry Clay just south of the fire station. The ambulance base is staffed 24/7. Paramedics are employees of University Hospital, however, they will transport patients to the hospital of their choice in Columbia or Jefferson City. “Having an ambulance in Ashland decreases the amount of time for medical personnel to reach a patient in the south county community,” said Southern Boone Fire Protection District Board member Jim Cunningham. University Hospital medical personnel say that the ambulance service in not just about saving lives, it is about improving outcomes. “We all have better outcomes from a heart attack patient by reaching that victim faster,” said manager of emergency services Brenda Jensen. Southern Boone firefighters also provide emergency assistance and are often the first on the scene, whether it is a medical emergency, car crash or other emergency. Firefighters are trained to stabilize victims and take harge of the scene as emergency personnel arrive. Recently, Boone County residents voted to pay for improved and enhanced 911 services. Boone County has started serving its residents with additional personnel

and equipment. The County serves its residents from a new emergency services facility at the Boone County Sheriff’s Department campus. For an emergency, call 911. For non-emerg situations, call 311. YMCA The Southern Boone Area YMCA is an association comprised of persons of all ages, ethnic groups and religious affiliations dedicated to putting Christian principals into practice through programs that build a healthy spirit, mind, and body for all. With the help and support of the Jefferson City Area YMCA and a successful Founders and Capital Campaign, we were able to make the Southern Boone Area YMCA a reality and support the residents of the Southern Boone area in the core areas of Youth Development, Healthy Living, and Social Responsibility.

Library Southern Boone County Public Library is part of the Daniel Boone Regional Library (DBRL) system that serves Boone and Callaway Counties, and is open to everyone. The library strives to connect you to opportunities for a lifetime of discovery, learning and joy in a number of different ways. Books and other items can be checked out for free with a free DBRL library card at any of DBRL facilities located in Ashland, Columbia, Fulton and Holts Summit, on the bookmobile and through the digital branch, In addition to offering current and popular books, you can borrow music, movies, magazines and TV shows both in the buildings and through the library’s free online downloadable and streaming services. You can also take

classes and attend events at the library. Though no in-person gatherings are taking place during the pandemic, there are several events taking place over Zoom and Facebook Live. Many are recorded and posted to for anyone to view. Each year, library staff coordinate a Summer Reading program for all ages, and a community-wide One Read program where everyone is invited to read the same title, then discuss it during September. Through its services, the library champions reading and supports essential literacies that allow every individual the opportunity to learn and thrive in 21st century society and workplaces.

Boone County

The Boone County Commission is an elected three-member governing body with a Presiding Commissioner, a District I (Southern) Commissioner, and a District II (Northern) Commissioner. The Commission establishes County policy; approves and adopts the annual budget for all County operations; approves actual expenditures for each department; supervises the operations of Public Works, Planning and Zoning, Building Codes, Human Resources, Purchasing, Information Technology, and Facilities and Grounds Maintenance; ensures County-wide compliance with numerous statutory requirements; and, acts as liaison with County boards, commissions, and other governmental entities.

Boone County Officials County Assessor: Kenny Mohr (573) 886-4270 The county assessor is an elected position and is responsible for annually assessing property and keeping lists of taxable property in the county. A county-wide elected office with a four year term, the Assessor’s position is held by Kenny Mohr. Mr. Mohr has been the County Assessor since 2021. County Auditor: June Pitchford (573) 886-4275 The county auditor is an elected position, and Pitchford has held the position since 1991. The auditor is responsible for the county’s budgeting system and audits, maintaining property records and preparing financial statements. County Collector: Brian McCollum (573) 886-4285 The county collector is responsible for collecting property taxes and license fees for the county, as well as the distribution of collections to school, library and fire districts.
