Missouri City to tighten regulations on payday lenders & pawn shops By Betsy Dolan
Missouri City is the latest municipality in Texas to consider measures that impose stricter zoning and other measures on payday lenders and pawn shops. In the first of two readings, the City Council voted to approve amendments for two separate city ordinances--one dealing with pawn shops and the other with payday lenders. Missouri City's Planning and Thanks to the combined generosity of Girl Scout Troop 28173 and their families, and many girl scouts, students/faculty/staff at Scanlan Oaks Elementary and Sienna Crossing Elementary in Missouri City, Troop #28173 collected 423 pounds of peanut butter and macaroni & cheese to donate to the Arcola Food Pantry benefiting families right here in our community.
SMSD expects to have residual bond money

Zoning Commission had already approved both measures. Under the amended ordinances, pawn shops and payday lenders would not be allowed in residential retail areas. In addition, payday lenders would need a special use permit and would not be allowed within 1,000 feet of another payday lender. "What we have found, is that they tend to cluster in a certain area", said Jennifer Thomas,
Senior Planner. "So this regulation seeks to remove that possibility". In the City's previous ordinance, payday lenders were included with banks and other financial institutions and were allowed in LC-2 zoning districts which are typically in residential areas. Now payday lenders and pawn shops will be limited to areas MISSOURI CITY, continued on page 5

Wolf also said the two agencies awarded then were the Women’s Center and CASA, each receiving $148,800. For 2014, the number of grants to be awarded will depend on the number of applications received and those meeting the criteria for funding, she said. “The amount
of funding may vary per year due to the amount of fees collected, but the average will be around $30,000-$35,000,” Wolf added. She also said matching funds are not required for receiving the grant funds. Information on the county’s website states that applications and documents may be sent by email to jenetha. firstname.lastname@example.org, and that notification by email will follow about two weeks later if the grant is awarded.

Protection from Polio
Polio is a devastating and deadly illness caused by a virus that easily spreads and infects many people. The incidence of polio has been rela tively low in the US due to childhood vaccinations, but it has continued to infect many people around the world. Poliovirus infects humans who have been exposed to unsafe and unsanitary conditions. It can spread to others. The polio virus can come in two forms: one that can paralyze the muscles (paralysis) and one that does not paralyze the muscles (non paralysis). The signs and symptoms for non-paralytic polio include fever, sore throat, vomiting, neck and back pain, pain in the legs or arms, or meningitis that may last up to ten days. Paralytic polio is serious and may cause the loss of muscle function on one or both sides of the body depending on the site of infection in the brain or spinal cord. The most effective way to prevent polio is through childhood vacci nations consisting of four doses of inactivated poliovirus vaccine at the ages of 2 months, 4 months, between 6 and 18 months, and finally a booster shot between the ages of 4 and 6. The most common side effects include redness and pain after the vaccine is injected. A physician should be consulted prior to any vaccine administration to identify any possible allergies to the other ingredients in the vaccine.

It took just a few short words to describe the president as a leftist, an extremist, and a lier (sic) just a community organizer from a state where previous governors are or were in prison, as if the president had something to do with that. Guess a Harvard law degree, a US senator, and twice-elected president means nothing. Then on to all the failures of Obamacare and what it is going to cost over the next 10 years. How can one even begin to talk about failures when the program has not even been implemented? Then on to his plan … simply repeal Obamacare and replace it with ' a mainstream Republican idea modeled after the Massachusetts Plan'. Whoa, isn't that what Republicans and Mitt Romney fought so hard in the last presidential election …

that you cannot extend the concepts of the Massachusetts plan to a national level as Obamacare has done? Seems that all we need to do is rename the plan to Republicancare and all will be OK. Speaking of failures, how about people without insurance or with pre-existing conditions that can now purchase insurance for the first time without fear of illnesses wiping them out financially? Has Mr. Fredrickson ever had to seek medical attention for a family member without insurance at Ben Taub or any charity hospital? I have and it is not a pleasant experience. Some of us out here may like kool-aid, but we ain't drinking this stuff. There is nothing wrong in presenting ideology and viewpoints. Just don't push them as facts. J. Prestwood Sugar Land, TX

RECIPE OF THE WEEK By Denise Monroe
‘Tis the season to be baking… and shopping, and wrapping, and decorating, and everything else associated with celebrating the holidays. Here is a simple and delicious candy recipe that can be thrown together quickly. Salted Caramel Pretzel Bark • 2 sticks butter • 1-cup light brown sugar • ¾ bag pretzels • 12 oz. bag chocolate chips • Course sea salt Preheat oven to 400 degrees. Line a large bar pan with
parchment paper, cover with pretzels. In a med. saucepan melt the butter over medium-low heat. When it begins to bubble
Publisher responds to letter to the editor... Thank you for reading my column. If you are going to drink KoolAid daily at least try a different flavor. Obamacare was impleMichael Fredrickson mented on October 1, 2013. For three whole years prior to that date the dope smoking, coke snorting president spent $500+ million building a web site that has no way to PAY for the policy by setting up payment procedures for the plan one signs up for. I have seen more than one internet company executive on TV state that the web site appears to be a $5 million web site that would take his company six months or less to create. Maybe that swamp that Nancy Pelosi supposedly drained filled up democrat bank accounts. Yes, Mr. Prescott if you have a pre-existing condition like diabetes or cancer, an insurance company cannot deny you a policy add the brown sugar. Stirring occasionally, let the butter & sugar mixture meld together and brown, about 3 minutes. Do not let it boil or it will become sticky & gooey and will not harden. When mixture is a nice brown caramel color, pour slowly and evenly over pretzels. You may need to use a spatula to spread it out quickly and gently over the pretzels. It hardens fast, so even pouring is the best method.

and now every single policy sold will include an added bonus payment attached to it to cover these “pre-existing condition policies”. If Obama mandated that insurance companies must write you an insurance policy when your house is on fire, then everybody else’s insurance cost would immediately increase. This is not insurance. I truly am sorry to hear about your unpleasant experience, however I never said it would be pleasant, I just said that emergency rooms couldn’t refuse care based on someone’s ability to pay. Celebrate the season and Sugar Land history Sugar Land Heritage Foundation sells collectible Heritage ornaments The Sugar Land Heritage Foundation is pleased to present their limited edition, collectible Christmas ornament for 2013, featuring the Sugar Land Depot. This is the third in a series of keepsake heritage ornaments commissioned by the foundation to highlight and celebrate the unique history of Sugar Land. Each high quality, bronze ornament comes packaged in a beautiful gift box, accompanied by a card printed with the story of the depicted image. Perfect for gift giving, each ornament is priced at $25, available through the SLHF. All proceeds benefit the SLHF, a non-profit foundation which exists to research, collect, preserve, and communicate the history, culture, and values of Sugar Land. The 2013 ornament features
the image of the iconic Missionstyle Southern Pacific depot, built in 1927. Trains stopped at the depot to board and deliver passengers and freight until the 1950s, while mail dispatches continued into the 1960s. It stood on the corner of Kempner and Ulrich Streets for 58 years until it was moved to its current location on Commerce Green Boulevard. A grassroots effort to preserve the landmark depot in 1985 resulted in its relocation; today it serves as the home of the Fort Bend Chamber of Commerce. Interested in collecting the whole series? A limited supply of 2011 (Imperial Sugar Char House) and 2012 (Sugar Land Auditorium) ornaments is still available. The price for each ornament is $25. Buy 10 or more and the price is just $20

our perspective is to try and regulate zoning first and then see how the court action comes out," Broussard said. "if bigger cities win, then we will be able to follow their models." Challenges to zoning regulations in other cities have not materialized and the zoning restrictions have been effective in limiting new businesses from moving into the community, Thomas told the council. Cities in Texas have had to take steps to reign in payday lenders because the state legislature has failed to impose any meaningful restrictions.
Payday lenders, known as "credit service organizations" by a loophole in state law, allow them to bypass limitations on interest rates. As a result, there are no regulatory agencies in Texas that are tracking the amount of fees that are charged. Last month, Houston became the fifth major Texas city to take steps restricting payday lenders. The proposed Houston ordinance is similar to those passed in Austin, Dallas, El Paso and San Antonio. Of Texas’ six largest cities, only Fort Worth still lacks any regulations on payday and auto-title lending.
Say it ain’t so! There stood the judges, bare faces hang’n out and wondering who coulda… with all those license plates that declared State Judge, who woulda! Never mind that the joint where they were reveling, while posh and all, is known as a hot spot for thievery and car burglary.
Who picked that place? Clearly, there is no honor among thieves. Merry Christmas yo Honors…. Sure would hate to be the next few lawyers or defendants with burglary of motor vehicle cases before this group. Wanna bet the Judges get the last laugh! Ho-ho-ho you should have known!!!

zoned LC-3, which are along major thoroughfares and include gas stations, hotels and bars. The LC-3 designation also allows for payday lenders and pawn shops to be zoned for LC-4, Business Park and Industrial. Missouri City City Manager Edward Broussard said other Texas cities have taken a more aggressive approach in trying to regulate how payday lenders do business which have resulted in lawsuits. Why is it so important for everyone to maintain regular foot care? Having healthy feet allows us to remain active, helps us retain our independence, promotes proper weight, and helps us maintain our muscle and bone strength. Healthy feet help everyone, especially seniors, avoid the disabilities that are caused by falling. Our feet can also provide early clues to other serious conditions, such as diabetes. Feet should be washed and dried daily, and cream should be applied to keep the skin moist. Socks should be clean and made of a breathable material. Footwear should be comfortable, offer sufficient support, and fit properly. Be sure to see your podiatrist on a regular basis to have your feet checked. While our specialty is feet, our work in podiatry can affect all parts of the body. We urge you to contact us if you detect any changes on your feet. Since any difficulties with your feet can adversely affect your comfort and lifestyle, we invite you to call us at 281-980-3668 for an appointment to maximize your health and well-being. We can promise you comprehensive foot care geared to your personal needs at 3143 Hwy. 6 South. Don't take your feet for granted - call us for an appointment. Make your next step a comfortable one - call us for an appointment. HINT: Seniors and diabetics should have their toenails cut by a podiatrist.

Detective Bruce Moats of Missouri City PD named Fraud FIghter of Year Detective Bruce Moats of the Missouri City Police Department has been named the 2013 Greater Houston Fraud Fighter of the Year by the Houston Chapter of the Association of Certified Fraud Examiners. Detective Moats, in the process of investigating the identity theft of a Missouri City victim, discovered that a local volunteer on-air radio station personality had, over the course of six plus years, stolen over 400 Houston area personal identities and purchased an estimated several million dollars worth of merchandise with the stolen identities. The fraudster obtained the ID’s from donors to the radio station. Detective Moats laboriously investigated internet IP addresses and merchandise shipping addresses to track down the fraudster. The defendant has been charged with fraudulent use of identification, a first degree felony, and sits in the Harris County Jail, unable to post his $200,000 bail. Sergeant Russell D’Oench of the Missouri City Police Department stated that “Detective Moats consistently
demonstrates a high level of investigative prowess as the Lead Fraud Investigator for the police department. It is no surprise to me that he was able to crack a case that had eluded other investigators.” The Houston Chapter of the Association of Certified Fraud Examiners issues the Greater Houston Fraud Fighter of the Year award annually to the investigator, public or private, whose investigation exemplifies determination, perseverance and commitment in the fight against fraud. Officers in over 225 law enforcement agencies in Harris, Fort Bend, Montgomery, Brazoria, Galveston, Liberty, Waller, Chambers, Austin, San Jacinto, Walker and Matagorda counties were eligible for the award. Upon learning of the award, Detective Moats said “I am deeply honored to be recognized by the Association of Certified Fraud Examiners. If it wasn’t for the collaboration of fellow fraud investigators and the support of organizations like ACFE, large investigations such as this would not be possible.” With nearly 70,000

TEXAS COMMISSION ON ENVIRONMENTAL QUALITY
NOTICE OF APPLICATION AND PRELIMINARY DECISION FOR TPDES PERMIT FOR MUNICIPAL WASTEWATER RENEWAL PERMIT NO. WQ0011046001 APPLICATION AND PRELIMINARY DECISION. Quail Valley Utility District, 3134 Cartwright Road, Missouri City, Texas 77459, has applied to the Texas Commission on Environmental Quality (TCEQ) for a renewal of TPDES Permit No. WQ0011046001, which authorizes the discharge of treated domestic wastewater at an annual average flow not to exceed 4,000,000 gallons per day. TCEQ received this application on May 30, 2013. The facility is located at 2939 Blue Lakes Lane, approximately 600 feet south of the terminus of Nancy Belle Lane at the confluence of Stafford Run and Oyster Creek in Missouri City in Fort Bend County, Texas 77459. The treated effluent is discharged to Upper Oyster Creek in Segment No. 1245 of the Brazos River Basin. The designated uses for Segment No. 1245 are intermediate aquatic life use, public water supply and primary contact recreation. The TCEQ Executive Director has completed the technical review of the application and prepared a draft permit. The draft permit, if approved, would establish the conditions under which the facility must operate. The Executive Director has made a preliminary decision that this permit, if issued, meets all statutory and regulatory requirements. The permit application, Executive Director’s preliminary decision, and draft permit are available for viewing and copying at the Quail Valley Utility District Office, 3134 Cartwright Road, Missouri City, Texas. This link to an electronic map of the site or facility’s general location is provided as a public courtesy and not part of the application or notice. For exact location, refer to application. http://www.tceq. texas.gov/assets/public/hb610/index.html?lat=29.571109&lng=-95.552817&zoom=13&type=r PUBLIC COMMENT / PUBLIC MEETING. You may submit public comments or request a public meeting about this application. The purpose of a public meeting is to provide the opportunity to submit comments or to ask questions about the application. TCEQ holds a public meeting if the Executive Director determines that there is a significant degree of public interest in the application or if requested by a local legislator. A public meeting is not a contested case hearing. OPPORTUNITY FOR A CONTESTED CASE HEARING. After the deadline for submitting public comments, the Executive Director will consider all timely comments and prepare a response to all relevant and material, or significant public comments. Unless the application is directly referred for a contested case hearing, the response to comments will be mailed to everyone who submitted public comments and to those persons who are on the mailing list for this application. If comments are received, the mailing will also provide instructions for requesting a contested case hearing or reconsideration of the Executive Director’s decision. A contested case hearing is a legal proceeding similar to a civil trial in a state district court. TO REQUEST A CONTESTED CASE HEARING, YOU MUST INCLUDE THE FOLLOWING ITEMS IN YOUR REQUEST: your name; address, phone number; applicant’s name and permit number; the location and distance of your property/activities relative to the facility; a specific description of how you would be adversely affected by the facility in a way not common to the general public; and the statement “I/we request a contested case hearing.” If the request for contested case hearing is filed on behalf of a group or association, the request must designate the group’s representative for receiving future correspondence; identify an individual member of the group who would be adversely affected by the proposed facility or activity; provide the information discussed above regarding the affected member’s location and distance from the facility or activity; explain how and why the member would be affected; and explain how the interests the group seeks to protect are germane to the group’s purpose. Following the close of all applicable comment and request periods, the Executive Director will forward the application and any requests for reconsideration or for a contested case hearing to the TCEQ Commissioners for their consideration at a scheduled Commission meeting. The Commission will only grant a contested case hearing on disputed issues of fact that are relevant and material to the Commission’s decision on the application. Further, the Commission will only grant a hearing on issues that were raised in timely filed comments that were not subsequently withdrawn. TCEQ may act on an application to renew a permit for discharge of wastewater without providing an opportunity for a contested case hearing if certain criteria are met. EXECUTIVE DIRECTOR ACTION. The Executive Director may issue final approval of the application unless a timely contested case hearing request or request for reconsideration is filed. If a timely hearing request or request for reconsideration is filed, the Executive Director will not issue final approval of the permit and will forward the application and request to the TCEQ Commissioners for their consideration at a scheduled Commission meeting. MAILING LIST. If you submit public comments, a request for a contested case hearing or a reconsideration of the Executive Director’s decision, you will be added to the mailing list for this specific application to receive future public notices mailed by the Office of the Chief Clerk. In addition, you may request to be placed on: (1) the permanent mailing list for a specific applicant name and permit number; and/or (2) the mailing list for a specific county. If you wish to be placed on the permanent and/or the county mailing list, clearly specify which list(s) and send your request to TCEQ Office of the Chief Clerk at the address below. All written public comments and public meeting requests must be submitted to the Office of the Chief Clerk, MC 105, Texas Commission on Environmental Quality, P.O. Box 13087, Austin, TX 78711-3087 or electronically at www.tceq.texas.gov/about/comments.html within 30 days from the date of newspaper publication of this notice. AGENCY CONTACTS AND INFORMATION. If you need more information about this permit application or the permitting process, please call the TCEQ Public Education Program, Toll Free, at 1-800-687-4040. Si desea información en Español, puede llamar al 1-800-687-4040. General information about the TCEQ can be found at our web site at www.TCEQ.texas.gov. Further information may also be obtained from Quail Valley Utility District at the address stated above or by calling Mr. Joe Taylor at (281) 499-5539. Issuance Date: November 21, 2013
Charles Dupre were invited to receive this prestigious award on behalf of the Trustees during the Billie J. Askew Reading Recovery and K-6 Literacy Institute, held recently in Dallas. FBISD’s current Board of Trustees includes Jim Rice, President; Susan Hohnbaum, Vice President; Bruce Albright, Secretary; Grayle James, Assistant Secretary; and members Jenny Bailey, Dave Rosenthal and Patsy Taylor.
The Fort Bend Junior Service League (FBJSL) recently awarded a $5,000 Community Assistance Fund (CAF) Grant to Lunches of Love (LOL) for their “Weekend Edition”. LOL’s Weekend Edition feeds approximately 700 chronically hungry children on weekends. Many children living in families facing food insecurity rely on school lunches as their only meal of the day. Lunches of Love provides a care package of meals to help fill the gap during extended school holidays & weekends (Christmas break, spring break and summer vacation).
Lunches of Love offers children in need a nutritious sack lunch and a snack. Funding from FBJSL’s grant will be used to provide 6,667 lunches during the 20132014 school year. Children are provided two lunches each week during the school year, one for Saturday and one for Sunday. A large percentage (over 87%) of the children in the Richmond-Rosenberg area are on free or reduced price lunch program during the school year. Many of these children would be without a meal on Saturday or Sunday without Lunches of Love.

THE FORT BEND
STHRSPOTTER By Elsa Maxey
Fort Bend Precinct 2’s holiday merriment going on 18 years Long-time, Fort Bend County Precinct 2 Commissioner Grady Prestage knows how to share the holiday merriment with the community…why he’s been doing it for 18 years and close to almost as long as he’s been in office. Last week on December 6th, the annual Cajun-Creole Holiday Party on
Fifth Street at the Community Center in Stafford was all about a gathering that’s become a tradition, the kind that is eagerly anticipated in Fort Bend County. He’s been known to invite the public at the closing of commissioners court meetings. The event, organized and hosted by Commissioner Prestage, is

family-style and it also joins others kicking off the holiday season in this area. It’s more than a “I want to stay in touch with you” event, but rather, “stop by, say hello, aren’t we fortunate to live in Fort Bend County… and let’s break bread and enjoy being together as a community.” The successful turnout again this year was a mix of residents and politicos alike. Why one could have thought that a quorum of the commissioners court was present with Commissioners James Patterson, Richard Morrison, and Andy Meyers, Precincts 4, 1, and 3, respectively; along with Prestage in the community center as they socialized in different areas of the large room with residents. But their being there wasn’t about meeting on agenda topics, but visiting, mingling and eating the fine foods like seafood etoufee over rice, gumbo and so many other Southern Cajun favorites that would want to make celebrity chef and New Orleans restaurant

owner Emeril Lagasse, known for his emphasis on Creole and Canjun cooking styles, wish he had been here, too. The head turning “pièce de résistance” made its entrance carried by two strong types into the dining room, and the imaginary “tadah” was probably running through everyone’s minds. It was the roasted pig weighing about 60 pounds, maybe more. The entire hog was cooked outside the center in a special cooker over coals, but also grilled routisserie-style…a real treat! Upon leaving the event, it became clear that Commissioner Prestage’s holiday party with so many familiar and friendly faces and the preparation of the roasted pig, served at family reunions in other places, is now a bona fide tradition here between Thanksgiving and Christmas. Looks like another first in Fort Bend County – an annual party with roasted pig for a community’s reunion celebrating the good life!
Good times, good food and good company will be remembered from the 2013 Cajun-Creole Holiday Party at the StaffordCommunity Center. Over 300 residents attended the annual community event.
