Neighbors accuse county of supporting one landowner over others By Elsa Maxey A 20-bed shelter in Fairchilds with help from Fort Bend County plans to begin serving homeless and at-risk youth ages 13 to 17, soon after it opens which will be “in a matter of days,” according to Fort Bend County Judge Robert Hebert. Organizers have reported that 109 school children are documented to be homeless and this group is among the shelter’s target population. There’s been some controversy over the youth home, and in spite of the concerns of neighbors in opposition residing in the same vicinity, the project received approval action for a U.S. Department of Housing

and Urban Development grant of $22,215 from the county to help support its shelter operations. The new shelter is called the Parks Youth Ranch and is also referred to as the Fort Bend County emergency shelter for homeless teens. Dennis LaRoche, who lives next door to the shelter under construction, said he was unsuccessful at meeting with Judge Hebert to speak about the project. He said opposition for it began even before the land was purchased. Several incidents then occurred after its construction began, he told Commissioners Court on Sept. 14. He said they included “unneighborly gestures,” like

construction equipment damage to a resident's driveway eventually repaired and this was on the first day of the shelter’s construction, said LaRoche. Also, three trees and fencing were removed off his property. One tree was replaced, he said, but the fence has not been repaired and his property has a six inch deep, 1,400 foot trench that was dug up and it still is that way. With the elevation of the shelter property, LaRoche said adjoining areas were affected with drainage issues and that facility workers trespassed on neighboring property and even the Fort Bend Sheriff warned them. The best spellers.....We were participants in the Literacy Council’s Great Grown-up Spelling Bee this weekend, and no, we didn’t win. However, our team, a Tale of Two Stingers composed of Ann Sturrock, Sharon Wallingford, and Sherry Carter didn’t embarrass us and ended up being the third place team. They had some tough competition with The Secret Life

of Bees winning first place. That team was Ron Lewis, Todd Crosswhite, and Joan Vogan. Coming in second was the Buzzering Heights team whose members were Yolanda Celestine, Tracy Guillory, and Kavita Self. We could have spelled all night and not been able to beat these two teams as they spelled words we had never heard of, much less be able to spell. It was fun and it raised

Treatment Options for Bronchiectasis

Bronchiectasis involves a continuous productive cough due to an infection. There is blockage of the airways as well as inflammation of the airways. Wheezing, difficulty breathing, and chest pain are symptoms of this condition. Bronchiectasis occurs more commonly in women, and the risk of being affected by the condition increases with age. Cystic fibrosis is a medical condition that can lead to bronchiectasis. Cigarette smoking may also increase the risk of this condition. Antibiotics may be prescribed for treatment of coughing episodes and to reduce the risk for another infection. Fluoroquinolone antibiotics, such as ciprofloxacin, may be used. Tobramycin (Tobi) is an inhaled antibiotic that may also prescribed. These medications may also be taken at the same time. Inhaled glucocorticoids, such as fluticasone (Flovent), may be used to reduce inflammation of the airways. For those also affected by cystic fibrosis, dornase alfa (Pulmozyme) may be prescribed. It works to decrease the thickness of mucus, which allows air to flow better through the lungs. Persons with the condition also may be affected by gastroesophageal reflux. A proton pump inhibitor, such as omeprazole (Prilosec), or an H2 blocker, such as cimetidine (Tagamet), may be used for suppression of stomach acid.

The situation with First Colony Community Association is still brewing and residents who live in the service area are urged to attend the board meeting this Thursday at the FCCA building, 4350 Austin Parkway, Sugar Land. The meeting starts at 3 pm and supposedly member input time starts at 4 pm. The neighborhood Nazi are in full action mode as many of the people who have been most vocal and who might possibly run for the board recently received letters that they were in violation of some FCCA rule. This is a blatant attempt to intimidate people and try to keep them from running for the board as one must have no unresolved violations to run for the board. Of course, now whoever runs will have to make sure the votes are counted correctly. Residents are angry that a petition of over 1000 names is being ignored and a spray park that 85% of three surrounding neighborhoods do not want is still being planned. If you can’t attend the meeting, you are urged to e-mail the board at board@firstcolony.org or the executive director at sherriek@firstcolony.org. Three of our neighbors have signed up to run for the board-Eleanor Blain, Howard Paul and Myatt Hancock. There are three positions open and we will inform you as voting time gets nearer what you can do to get these people elected. Name it debate continues..... Nothing stirs up Sugar Land like a good fuss about a name and the names chosen by Opening Day Partners have struck out since day one. However, ODP president Peter Kirk has been nice enough to admit that they should probably take a second look at the names and he has said they would reconsider. Meanwhile a move to name the team The Imperials has gained traction as Imperial Sugar is supposedly talking to Opening Day Partners to use the name that has been previously copyrighted by the old sugar company. The Star received a “help wanted” ad this week from the city of Sugar Land. After we did a preliminary graphic design on the ad and e-mailed it back to the city, they threw a fit about the cost. It seems they have decided to use another newspaper to print their legal notices and as their contract had expired with the Star, we had to charge them a higher rate. The other newspaper doesn’t have a help wanted section, so the city’s ad really has no section to be placed in their new contractor. Too bad. The other newspaper doesn’t even have a section for garage sale, a sure indication that nobody reads it anyway, so running a “help wanted” ad probably wouldn’t garner much attention anyway. I asked city manager Alan Bogard to inform all his departments that the city has a new form of communication so that we do not have to go to the expense of designing an ad, then having them reject it because they are uninformed. We wish the city good luck in using the little newspaper they’ve chosen and hope it saves them, oh, let’s see, $15,000 over

These elected officials would rather put their own egos before anything else. Fortunately for all of us, many of them are term limited. Fortunately for me, I buy my ink by the barrel. Too little, too late....I’ve started receiving calls from people that are ticked off about FBISD not having a Fair Day and letting the students out of school for the day. They’ve just heard about it and remember the fun they or their children used to have at the Fort Bend County Fair. This isn’t the first year. There was no school holiday for the Fort Bend County Fair last year either, but since schools had been shut down several days due to the hurricane, I think people understood the need to make up the missed days. However, this year they are understandably upset. So many students participate in the Fort Bend County Fair by playing in the bands that march in the Fair Parade and by showing their animals at the fair. It would seem to me that a higher rate of absenteeism would exist for that day and since the state sends money based on attendance, I would think the school district would be better off financially to declare it

a school holiday. But, the best time to protest is when the calendar for the coming year is being set, not now well into the school year. I’m just

SLPD arrests 14 during highway safety enforcement initiative Sugar Land police arrested 14 people during a special drunk driving enforcement initiative from Aug. 20 through Sept. 6. The Labor Day enforcement effort was funded with a $7,996 Impaired Driving Mobilization Grant, a cooperative effort of the Texas Department of Transportation, the Texas Department of Public Safety and local law enforcement agencies.

“Driving while impaired by alcohol or drugs is not worth the risk,” said Sgt. Wayne Coleman, of SLPD’s traffic division. “You are putting your life and the lives of others on the line.” The STEP grant provided overtime to staff increased traffic enforcement in targeted areas, an extra resource that did not affect SLPD’s normal operations.

Missouri City gets 2 more public safety vehicles By Elsa Maxey Missouri City has made two additions to its public safety sector fleet of vehicles. This month’s City Council approval action meant that Mayor Allen Owen will sign an acceptance letter for a type 6 fire engine in accordance with the terms of a Texas Intrastate Fire Mutual Aid (TIFMA) System. Missouri City will have a “brush truck,” funded entirely by the Texas Forest Brush Service, which designed the truck. With the fundraising efforts of its Police and Fire Auxiliary, the city’s police department is also sporting a new van for the East Fort Bend Regional SWAT Team. As for the brush truck, Fire Chief Russell Sander said, “we will pick up the title” of the type 6 fire engine. The color of the truck will be white with a blue stripe. The city filed an application with the state program seeking the vehicle, which was approved. Missouri City will assume the responsibility to house, maintain, insure and repair the truck, said Sander, as well as staff it and

respond to any regional or statewide activation of the TIFMA program for which the city will be reimbursed. Plans call for the Missouri City Fire and Rescue Service to be able to use the vehicle for grass fires, mutual aid in Fort Bend County and also in the region. Additionally, it will be used for training and display purposes. Sander said that the brush truck has been used four times before, most recently several years ago in the Panhandle where one of the large grass fires

had a mile long fire front across the prairies. The new SWAT vehicle that city now has was presented as part of the Missouri City Police and Fire Department’s Auxiliary board meeting on Sept. 15 at the Fun-Tiki Family Entertainment Center. The new van was purchased jointly with a state-funded grant and an $8,000 donation from the volunteer auxiliary organization, which has donated over $100,000 to the city’s public safety sector since the inception of the civic minded group.

“Show Me City” earns scenic certification Scenic Texas has recognized Missouri City’s commitment to high-quality development requirements for public spaces such as roadways, parks and open expanses, with one of its 14 inaugural certificates. The Scenic City Certification Program, developed in 2009, recognizes Texas cities that excel in fostering a sense of pride in their communities by utilizing strict ordinances and regulations. Cities earning certification are classified gold, silver, bronze and recognized. Missouri City achieved a bronze designation. “What stood out about Missouri City’s application was the emphasis on key areas such as streetscapes, parks, trails and public spaces. Additionally, the city was the most diverse among the top award winners,” said Anne Culver, Executive Director of Scenic Houston. Missouri City received strong scores for its dedication to improving residents’ quality of life through the visual appeal of streetscapes, a wide variety of amenities in City parks and strict regulations governing signs.

Partners in the certification program are Houston-Galveston Area Council of Governments, the Texas Municipal League, the Houston Council of Engineering Companies and the American Planning Association—Houston Section. “Missouri City has always placed a value on maintaining high standards with regard to

the visual appearance of our community. It is a priority with Council and our citizens,” said Ornita Green, Missouri City Planning Director. “The program plays a vital role in recognizing that the City is green, uncluttered by billboards and a visually appealing place for families, employees and for those just having fun.”

The next city council meeting in Meadows Place will result in the adoption of the city’s new fiscal year budget to start in Oct. There will be a public hearing on the proposed 2010-11 budget followed by the city council meeting on Tues., Sept. 28, a 7:30 p.m. at city hall. The city’s proposed budget is posted online on the city’s website. He is survived by his wife of 55 years and his sweetheart of 60 years, Virginia Pardue Hodges; his children Debbie Hodges Farrell Bruce and husband Emory Bruce, Jot Hodges III, Darlene Hodges Leiker and Bob Leiker; son-in-law Stephen Farrell and daughterin-law Tamara Hodges; grandchildren Justin and Jenna Farrell and great-grandchild Brance, Brandon and Amber Farrell and great-grandchild Faith, Cameron Farrell, Jot Hodges IV, Taylor Hodges, Bobby Kyle Leiker and Royce Leiker. A strong man of God, as a husband, father and grandfather, Jot was a dedicated follower of Jesus Christ and supported his church through his actions and words. Jot was also a retired attorney of 50 years in the Houston and Missouri City areas, a financial consultant, investor and businessman. Jot was a graduate of

Sam Houston State University in 1954 with a BS and BBA, a JD at the University of Texas, Austin, in 1957. Jot was a member of the Texas Bar Association, served in the US District Court in Texas, US Court of Appeals, Assistant Attorney General State of Texas, Austin. He served as Chairman of the Board of Presidio Development Corp. Missouri City, TX., organizer and founder of 3 banks, several corporations and limited partnerships and was a residential and commercial real estate developer. Jot also served as Captain in the US Army. A Memorial Service will be held in the sanctuary at the First United Methodist Church Missouri City Thursday, September 23, 2010, at 3:00 PM, with a reception to follow in the Fellowship Hall. Game of the week Kempner vs George Bush HS As anyone who watches FBISD football knows, it doesnt get any better than a Saturday night at Mercer Stadium. This one lived up to all the hype and more. Bone crushing hits, drama galore, high school football at its best. Kempner took on George Bush in a game for the ages Saturday night. Kickoff was at 7:05pm. Kempner jumped out to a big lead of 14-0 in the 1st quarter. With 11:15 left in the first quarter, Kempner struck on a 55 yard touchdown scamper by Julius White. Villators point after

was perfect and Kempner was up 7-0. With 5:17 remaining in the 1st quarter, Veidal Johnson scored on a 1 yard run and Rapheal Villators point after was again good. Kempner had what seemed to be a very cushy 14-0 lead.Then unphased, Bush made a furious run scoring 28 unanswered points, to go ahead 28-14. Like nothing hit them, George Bush scored on a 3 yard touchdown run with 3;20 left in the first quarter by Jalynn McCain. Johnathan Romeros point after was good. 14-7 Kempner still in the lead. Then with 6:32 left in the 2nd quarter, McCain again

struck oil on a 50 yard touchdown run for Bush. 14-14 tie ball game. Minutes later, Bush QB Travis Courtney found Chibuike for a huge 75 yard touchdown pass. Warren Moon would have been impressed with that one folks! Romeros kick was again good and with 3:18 left in the half, Bush had a 21-14 lead. Halftime. Bush scored first in the 2nd half on a 43 TD pass from Courtney to Brandon Gordon in the 3rd quarter to go up 28-14. Kempner answered with a quick TD strike when Veidal Johnson ran it in from the 1 yard line. This kid Johnson is Mr. Automatic from short yardage, folks. His offensive line really goes the distance for him. He must be chipping in on Subway sandwiches for them after the game! Then, the Bush Broncos had the ball and was draining the clock. With time running out in the 4th quarter and all hope seeming lost for the mighty Kempner Cougars. Except Kempner didnt think that way. The swarming

Kempner defense layed a vicious hit on the Bush running back, knocking the ball loose at the 10 yard line of Kempner. A mad scramble ensued. Jacob Onyechi picked up the ball, looked up, and saw 90 yards of green astro turf ahead of him. He took off, and speed kills. He rumbled 90 yards for the score. Villators kick was again good and Kempner had sent the game into overtime. In overtime, the Cougars looked like the Houston Texans. Bush ran a few plays and then Kempner’s mighty defense dug in and picked off Travis Courtney’s pass at the goal line. This time the hero was number #11 Jordan Vines. The Coogs turned on the offense, and once again showed they were the better football team by scoring again with Veidal Johnson finding pay dirt and the win from 21 yards out. Winner winner chicken dinner!!Congrats Cougars!! This was the first week of district play in FBISD and it will only get more exciting. See ya next week!!

These raises have traditionally been increases up to 4%, depending on your job performance. But last year and this year we are not getting one. We’re told that the sales tax returns are not strong enough to give us a raise. So how is it that they’re not strong enough to give us a minimal raise but they are strong enough to buld a multi-million dollar baseball stadium? Or how hard is it for me to stomach the fact that I can’t get a raise but we could spend all that money on landscaping on Hwy 90? This is what supports running the school district’s daily activities. An increase in the debt service rate, however, went up. It is what affects bond projects funded. District officials report that this tax rate increase is needed to service debt for part of the 2007 voter approved bond pack-

age that includes construction of the district’s 14th middle school in the Pecan Grove area. On tax rates, how does FBISD rate among the area school districts? A comparison shows FBISD’s new tax rate to be 19 cents below that of the Katy school district’s $1.53, which has remained fixed for the third year. Katy ISD covers about a

30 percent geographic area of Fort Bend County, where most of the population growth is occurring. Stafford MSD, on the other hand, approved a 10 percent reduction of its total tax rate. It went from $1.23 to $1.11. FBISD neighbor Lamar Consolidated Independent School District’s tax rate increased by 6.69 cents and now stands at $1.36.

Police searching for two women involved in multiple thefts Rosenberg officer injured; By LeaAnne Klentzman Richmond police are asking the public to help identify two women they believe are involved in multiple thefts and credit card abuse. According to Richmond Police Master Sergeant Lowell Neinast, the first theft occurred on August 17, 2010 at a business in the 300 block of Morton Street in the downtown business district of Richmond. Neinast said the two

women entered a store and while one suspect distracted an employee, the other took the employee’s purse from behind the counter. In that particular case, the employee’s credit cards were used at a nearby Walgreen’s and a Chevron gas station. The second case was the next day and involved the same two suspects. Again, they walked into a store and double teamed an employee eventually stealing her

The Rotary Club of Fort Bend County hears Sugar Land police chief at Inaugural meeting Sugar Land Police Chief Doug Brinkley was the Fort Bend Rotary Club’s speaker for their inaugural meeting at their new location, the Hilton Garden Inn on Highway 6. Chief Brinkley engaged and surprised the group by discreetly having an officer walk around each vehicle in the parking lot making notes of the make, model and color of each vehicle and what personal items were visible inside the vehicle. Many of the Club members were surprised when from the podium Chief Brinkley asked who drove a particular vehicle and then proceeded to tell them what personal items they had left within plain view for a criminal to see. The scholarship tournament is sponsored by TASO High School umpires and Barcelona Sporting Goods. TASO Officials will award 15 scholarships of $3,000 each to 15 outstanding high school seniors from the Houston area. The funding for the scholarships comes from entry fees to play in the tournament as well as any proceeds from the gate once expenses are paid. TASO officials donate their time during the 4 day tournament. Locally, several FBISD schools and LCISD participated.

Sugar Land Rotary Club Shrimpfest, a winning event by Elsa Maxey “I have just delivered the customer that won the Victory Red 2010 Chevrolet Camaro!” That’s what Brian Barnes of Classic Chevy Chevrolet Sugar Land said this Monday when he and General Sales Manager Mark Kolon turned over the keys to Paul Dobb of Sugar Land, who won the shiny new vehicle from this year’s annual Shimpfest.

Barnes, who is also a member of the Sugar Land Rotary Club, said that this is the club’s one fundraiser hosted every year. It was the 21st annual event “and our second year for Classic Chevrolet to participate” with a platinum level sponsorship," he said. Included at this level was the local dealership’s contribution of a autographed football by the first round draft pick for the Indianapolis Colts,
