Its acclaim—being family friendly and having a dynamic economy with 50,000 jobs, including the practice facility and front office of the

Minnesota Vikings. Back home, Missouri City’s was cited for a job growth increase of 25.19 percent between 2000 and 2009, compared to the best places job growth average of 15.71 percent. “Those of us living here know what a special place we have,” said Missouri City Mayor Allen Owen. “I can’t credit our residents enough for their interest in keeping our city an attractive and a safe place to raise their families.” Mayor Owen also said that the city’s high credit rating allowed it to continue to build its infrastructure and attract businesses. According to a city news release, low crime rate contributed to the quality of life high marks, noting that at 16 per 1,000 individuals, it was lower than the best places average of 24. Missouri City is one of four Texas cities on the list of 100, all in the top quarter, and the only community in the Houston area. Also ranked were McKinney (#5), Allen (#15) and Rowlett (#24), located in the Dallas-Fort Worth area.

Fort Bend County man arrested on Florida RICO charges By LeaAnne Klentzman A high profile Fort Bend County resident has been arrested in Florida. According to reports from the Florida Department of Law Enforcement (FDLE) Alex Oria, 53, of Missouri City, was arrested for his involvement in what was described as a prescription drug diversion scheme operating out of South Florida. Oria is reported to be responsible for trafficking millions of dollars worth of contraband prescription pharmaceu-

Officials with the FDLE said, “Oria was charged with racketeering, conspiracy to RICO, organized scheme to defraud, trafficking in contraband legend pharmaceuticals, conspiracy to traffic in contraband legend pharmaceuticals, purchase of legend drugs from unauthorized persons, and money laundering.” According to FDLE Commissioner Gerald Bailey, and Attorney General Bill McCollum, the investigation into Oria began in September 2008 as a spin-off investigation of Operation Stone Cold; a long-term racketeering investigation by FDLE involving the illicit secondary pharmaceutical market. They went on to say that as a result of the investigation more than 100 arrests have been

made nationwide since 2002. FDLE Agents allege, “Oria was involved in an ongoing multi-state racketeering enterprise that purchased, cleaned off prior pharmacy labels, and resold millions of dollars worth of contraband legend pharmaceuticals purchased from street sources in South Florida. According to officials the drugs involved include: Neupogen, Procrit, Seroquel, Abilify, Zyprexa, Trizivir, Combivir, Plavix, Lexapro, Isentress, Levimir, Kaletra, Norvir, Actos, and others.” Oria is alleged to have used check cashing establishments to hide the true source of the illicit profits and to launder the funds of the illicit enterprise including La Bamba Check Cashing, located in

Miami, and other check cashing establishments, said Bailey. Oria’s co-conspirators, who have not been named, are believed to have used fraudulent identification at a check cashing establishment to aid in the money laundering scheme. Oria, is believed to be the main broker for the illicitly obtained product, enlisted sub-brokers and other business owners to move into the main stream of commerce pharmaceuticals that were previously dispensed, expired pursuant to manufacturers’ standards, or stolen said officials. By Elsa Maxey Resident FCCA members spoke in the latest round of opposition to an amenities plan which the FCCA says was developed in accordance with member survey feedback. Last Thursday the board met and heard them speak as each was given three minutes to state objections, which have been part of the meetings since May. “In about three weeks, we’ve gotten close to 900 signatures against it (the FCCA measure),” said Peter Vogt. He told the Star that he cited the 521 survey respondent number in favor of the splash park against the almost 900 names on a petition to the contrary and then he said he asked

each board member to have their three minute say in support of the project. Bazinga! Although that’s not the word that Vogt used, he said that board members did not offer a response. He says that plans for the splash park, proposed about five years ago, are not new and says he thinks that someone may be benefitting from seeing the project develop since it has resurfaced. New taxi lane for Sugar Land Airport By Elsa Maxey What does a city do when a funding source tells it that significant grant monies will be available for an approved project in a master plan, but instead of it being done in two budget year phases as intended, it will now have to be done in one and the city needs to wire over a million dollars as its share in less than 15 days? It probably does what the Sugar Land City Council did midJune, when Sugar Land Airport Director of Aviation Phil Savko asked for authorization for an additional $860,734 to augment an approved $450,000 for the construction of a taxi lane that will create jobs and add a steady source of income to the airport. The city council approved the additional funds and according to

Savko, the taxi lane was already a part of the airport’s layout plan. He said the project site is in the northeast part of the airport in an area designated for continued corporate development and doing it in as one effort would serve to take advantage of favorable construction costs. Essentially, the taxi lane will represent a place where airplanes taxi to the runways. Savko told council members that already there are letters of interest to lease sites once it is completed next August. The project will cost $11.5 million with the airport financing $1.3 million or 10 percent. The Texas Department of Transportation (TxDOT) will pay for the balance. You’ll find Missouri City for the second time in the national list of 100 best small cities, 50,000 – 300,000 population, featured as one of America’s best places to live. As part of the annual selection, Fort Bend County is ranked #5 on the list of counties nationwide with the most job growth over the past nine years, according to CNN/ Money Magazine. The county, one notch up from last year’s #6 ranking, showed 55 percent job growth from 2000-2009. “People want to come to Fort Bend County and that speaks volumes of the quality of life,” a condition that Fort Bend County Judge Bob Hebert says will impact Fort Bend’s continuing job growth. As for the county’s ranking, “Well it’s like getting a report card with a big A plus on it,” he said and “it confirms my belief that all the things that we are doing from the government and private sector are

Fort Bend Symphony Orchestra schedules fall auditions If you’re a musician looking for a group to perform with, then plan to take part in the August 21 auditions for the Fort Bend Symphony Orchestra’s 2010-11 season. The orchestra is currently accepting audition applicants and is particularly in need of additional string players. Candidates should prepare a three- to five-minute solo and be ready to demonstrate their sightreading skills. The auditions are open to all musicians of high school age and older.

made on micro budget By Elsa Maxey There’s a new Sugar Land movie about to undergo a premiere at the Alamo Draft House on Thursday, Aug. 5, 7 p.m. at 1000 West Oaks Mall. The new release entitled The Legend of Action Man is directed, edited, and financed by Andy Young, Jamie McEnelly and Derek Papa, a team of college students from Sugar Land. Get this, it is being released in what is considered the most unconventional way, says one of its promoters--on iTunes. This is believed to be the first full-length feature movie shot in Sugar Land since Spielberg’s Sugar Land Express. The cast and crew, all college students are intent on helping revolutionize

the way movies are made and released. This first feature length film by Dingoman Production Cast and Crew cost less than $200 and its producers are probably the first in the nation to release it on iTunes, their first choice for the movie release and among the latest technology representing a favorite of younger audiences for information and entertainment. As for the plot, The Legend of Action Man features Action Man, a wanna-be superhero. His life changes when he’s asked to be interviewed for the news. Reader has similar problem with animal shelter Dear Editor, I had a similar situation that was no accident. The City of Sugar Land should be held accountable for their “lack of communication”. My ex-husband turned over my dog to the City of Sugar Land. Even at my request, they would not return the dog to me. They too,

told me that they would keep in touch with me with the upcoming decisions about the dog. Since the dog was signed over to them, the City of Sugar Land acted liked total fools trying to capture the dog that got out of the house. They were screaming at all the neighbors saying that the dog would bite and he was dangerous.

That dog was no more dangerous than a fly. I saw the dog the next day at the kennel in which they saw how the dog responded to me. They never called me back to tell me that they put the dog to sleep. Thanks for listening, Name withheld by request

Public Safety Dive Team Everybody knows the Sugar Land Fire Department responds to fires, vehicle accidents and medical emergencies, but did you know the Fire Department has a “Public Safety Dive Team?” The team works in cooperation with the Sugar Land Police Department and the Fort Bend County Sheriff’s Department. Currently, team members include 15 firefighters and five police officers. During the last decade, the team has responded to waterrelated accidents, helped strand-

ed boaters, recovered stolen evidence, removed vehicles from various waterways and provided a safety team for special boating events. The term “Public Safety Diving” is a generic term used to describe the underwater operations conducted by fire and police along with volunteer search/rescue teams. In comparison to recreational divers, Public Safety Divers (PSDs) are quite different. Unlike the recreational diver who can plan the day, loca-

Because of the conditions found in Fort Bend and surrounding counties, our divers are equipped with high quality diving gear that often includes full face masks with radio communications, heavy duty wet or dry suits, Kevlar gloves, boots and unique cutting tools. swim fitness. Firefighters are natural candidates for PSDs because the dive equipment is very similar to the gear worn during firefighting. In these events, their extensive training in evidence handling, preservation of evidence and the chain of command come in to play. You should not be surprised to see the team conducting training in a lake in your subdivision. The team has been working on increasing its capability to include urban flood response. These training exercises help the divers become familiar with the area and provide a relatively safe training environment. Though many do not want to think about it, there may be a time when someone you know may be in need of our dive team. The good news is the team is available in Sugar Land and ready to help!

Missouri City Surface Water Treatment Plant groundbreaking held on July 15 The July 15 groundbreaking ceremony for Missouri City’s new $27 million water treatment plant along the Brazos River marks a milestone for reducing groundwater usage and for teamwork on a City project. The Groundwater Reduction Plan brings together 40 separate entities that have consolidated 57 well permits under a single permit. The plant is being built to meet regulations set by the Fort Bend Subsidence District,

which mandates that the groundwater withdrawals must be no more than 70 percent of total water demand by the year 2013. By January of 2025, withdrawals must be reduced to no more than 40 percent of water demand. The plant is part of a $53 million surface water treatment project to assure future water needs for the community. “Water drives development, it drives the future of the City, so that $53 million investment in the development

of the site and the plant itself is probably the most expensive thing we’ve ever done and it’s probably the most important thing we’ve ever done,” Mayor Allen Owen said at the event. “The plant will have an initial capacity of 10 million gallons a day when it goes into operation in the winter of 2011, said Scott Hibbs, of Enprotec/Hibbs and Todd Engineers of Abilene, Texas. “It will expand in two phases to 21 million gallons in 2017 and later to 33 million gallons in 2027 as the population continues to increase.” The surface water treatment plant, which will feature two reservoirs, also demonstrates a suc-

Tweak the question.....The board meeting of First Colony Community Assn. (FCCA) was well attended this past week, something unusual for most homeowner’s associations. But FCCA is spending about $11 million in the neighborhoods in the next few years, and some of the residents are not happy with the plans for spending that money.  Several subdivisions have signed petitions about the plans and one, Edgewater, has even hired an attorney.  Residents who attended the meeting last week were concerned about the same things

mentioned by the homeowners last month--mostly the closure of five pools.  At one point in the meeting, the board informed the crowd that no pools would be closed this year, although the amenities plan clearly calls for that time line.  And the amenities plan called for the pools that were closed to become “passive” parks, meaning, I presume, that the parks will be left as simply green space. Most of the residents complained that closing the pools would affect their home values, that they were not properly informed of the closings, that the

pools were one of the amenities they considered when buying a home here, and that the splash pads planned used too much water, were dangerous, and would become eyesores eventually. They also complained about the “dragon” statute planned for the Edgewater pool and splash pad. Also, complaints about overcrowding in the remaining pools if five pools were closed was also mentioned. Residents said if some pools received little use, it was because they were not user friendly. They suggested more shade over part of the pools, and slides to entertain the kids, more picnic tables, etc. They also suggested more convenient pool hours which don’t change weekly. One speaker pointed out that if he wanted a splash pad, he could have one in his own backyard with a sprinkler and garden hose. He received loud applause. People were so angry, I felt empathy for the board members. They serve without renumeration with a large time commit-

ment. Their only reward is making sure their neighborhood stays attractive. Most of the time, they only hear complaints. During the time they hear comments from the audience, they have a good rule about keeping quiet themselves. There’s no point in getting into a back and forth fuss with the audience.  I applaud their desire to keep First Colony a premier neighborhood and keep constantly updating and refurbishing. We’re lucky to live in a community like that. However, one thing I find disquieting is an item in the January 2009 agenda when this whole  project was kicking off.  The item which caught my attention: “S. Knoepfel discussed the process of the member survey and J. Walter clarified the process. The focus will be on amenities. S. Knoepfel will tweak some of the questions.” Tweak the questions? I know that Ms Walter’s company (remember she is also a board

member) is called “Creative Consumer Research,” but a polling company that is “creative” makes me a little nervous. Isn’t that sort of an oxymoron? Aren’t research companies supposed to be nothing but factual? Now I remember Tom DeLay telling me years ago about “push polling.” It’s not exactly black and white. You ask a question and leave out some important part of the equation to get the answer you want. I guess now we know how they got the residents to say they wanted all those pools closed. It would save a lot of money to close some of the pools, but money does not seem the motivating force here. You will always find a few residents who do not swim or have their own pool who don’t think that many pools are necessary.  In the final analysis, closing half the pools (there are 10 pools now, with five slated to close eventually), could cause overcrowding in the five pools left.  One thing several speakers

addressed is that more people have signed the petition to keep the pools open than answered the original questionnaire. Women’s Center Children are involved in Fort Bend Community Partnerships The Fort Bend County Women’s Center is very excited about the community partnerships with the T.W. Davis YMCA in Richmond and the Fort Bend Regional Council and the impact they are having on the children we serve. Since 1980, FBCWC has served thousands of children, along with their mothers, and each year, we take incredible strides to care for our children. Partnerships with the T.W. Davis YMCA and the Fort Bend Regional Council and others have emphasized the success of the FBCWC Shelter Children’s Program and what these partnerships work so hard to achieve. This summer, FBCWC raised funds and solicited food and equipment donations for the shelter children to attend four weeks of day camp at the Davis YMCA. PREVENT MALARIA WITH MEDICATIONS

Malaria is a medical condition transmitted by mosquitoes. This condition occurs in tropical areas all over the world, in more than 100 countries. Travelers from the U.S. to Africa, Asia, Central America, and South America may be at an increased risk of becoming infected with the condition. Signs and symptoms of malaria include fever, chills, headache, and fatigue. Symptoms may begin within one day of being bitten by an infected mosquito, but may not appear until about a month after the bite. Depending on the travel destination, prevention of malaria is key. Also, the time of year can affect to what extent preventative measures should be taken. Some recommendations for preventing mosquito bites include protective clothing to fully cover the skin, insect repellant, and using bed nets or staying inside a screened in area. Treatments for prevention may be prescribed depending on the travel destination. Atovaquone (Mepron) is an anitprotozoal medication. Primaquine is an antimalarial medication that may be started before a trip and continued to be taken until after the trip for prevention of malaria. Chloroquine (Arelan) and mefloquine (Lariam) are other types of antimalaria medications that also may be taken for prevention before, during, and after a trip to an area where malaria may be a concern.

Beginning August 2, Child Advocates of Fort Bend is offering a week-long training class to train volunteers to advocate for abused and neglected children. This is the first time the agency has offered the opportunity to complete the volunteer training class in a single week.

Child Advocates of Fort Bend is a non-profit agency dedicated to providing a voice for abused and neglected children in Fort Bend County. With an army of volunteers, Child Advocates of Fort Bend currently serves more than 400 children each month through its Court Appointed Special Advocates (CASA) Program and Children’s Advocacy Center.

Coaching brothers give Sugar Creek Gators a finals win!

Gator coaches and brothers: L-R Greg Rosner, Michael Rosner, and Matt Rosner led their team to a successful swim season and a win at the Finals meet. The trio have  been a part of the Gator's team  for a combined total of more than 16 years, both swimming and coaching. The Gators beat out their season competitors at the Finals qualifying meet and sent 31 swimmers to the Southwest Houston Recreational Swim League All Star meet.

Yet, in reality, they can harbor life-threatening cardiovascular conditions. That’s why Memorial Hermann Sugar Land Hospital and its affiliated physicians provide free, comprehensive sports physicals to both private and public school students in Fort Bend County. Terence Chang, M.D., of Physicians at Sugar Creek, is the family medicine/sports medicine faculty physician who oversees these UIL-required physicals and the many physicians who, like them, volunteer their time to administer them. During the Memorial Hermann Sugar Land sports physicals, important measures such as height and weight, blood pressure, vision, pulse, and heart are screened and measured. These physicals, which are more

comprehensive than most, also include an orthopedist-conducted musculoskeletal screening that tests arm and leg strength, knee tracking and more. Additionally, if a heart abnor-

mality in detected, Memorial Hermann Sugar Land schedules a next-day visit for the athlete with a hospital-affiliated cardiologist. This provides the athlete with access to advanced screening

Riverstone gears up for Sept. 25 Heart and Sole 5K Riverstone is hosting the inaugural Heart and Sole 5K Saturday, Sept. 25, benefiting Second Mile Mission. The race is open to individuals, with team participation planned for next year’s event. Awards will be given to the first-, secondand third-place finishers in men, women and youth categories. Participants will follow a certified course through Riverstone and can enjoy a post-race party. Registration begins Aug. 15. Second Mile Mission is a Fort Bend-based organization serving those in need. In addition to its food pantry, Second Mile Mission operates the largest clothing closet in Fort Bend County, provides household items to people trying to re-establish a home, gives financial assistance to those in crisis situations and offers dental and health care to the uninsured. At 10:46 Monday night, Sugar Land Police answered the call at a home in the 1100 block of Sugar Lakes after four men reportedly entered the home armed with handguns, and tied up four adults in the residence. According to county records, Gabriel Okonkwo, 38, resides with his family in the Park at Mission Glen subdivision in northeast Fort Bend County. Although convicted by a jury, Okonkwo elected to have his sentence assessed by the Court. That sentencing is scheduled for September 3, 2010 by Judge Jim Shoemake. Forgery in this case is a third degree felony punishable by 2 to 10 years in prison and a fine up to $10,000. Okonkwo is probation eligible.

Texana Center receives $5,000 grant Texana Center recently received notification from Albert and Ethel Hertzstein Charitable Foundation that they had awarded $5,000 grant towards equipment to establish a fitness program at the Texana Learning Center in Sugar Land. To receive free or reduced priced meals during the 2010-2011 school year, your child or children must have a new application on file in the Child Nutrition Department. The children may then qualify for other district benefits. It is important that all students in the same household be listed on the application even though they may choose not to participate in the program. (The State of Texas provides compensatory education funding to school districts based on the number of students approved for free and reduced meals. Therefore, every student must be counted in order to receive maximum funding for the district.) Fort Bend Co. Fair Style Show & Luncheon continues Troop Care Package donations The Tradition Continues! The Fort Bend County Fair Association will hold its 21st Annual Style Show & Luncheon on Saturday, August 28, in the Magnolia Room at Safari Texas Ranch. The doors will open at 10:30 a.m. to give guests time to enjoy mimosas and appetizers while shopping at the various vendor tables. The luncheon begins at 12:00 noon and the Style Show starts at 12:30 p.m. The luncheon, introduces

and showcases the 2010 Fair Queen Candidates. The Queen Candidates are among the models in the Style Show, along with several well-known local personalities. Tickets are $50 each and must be purchased in advance. The proceeds of the event go to the Fort Bend County Fair Association, which helps provide deserving Fort Bend County youth with scholarships to attend Texas universities, colleges and vocational

There will also be a banner at each store for customers to sign which will be sent along with the care packages as a personalized “thank you” to the troops. Texana celebrates the “Topping Off” of new campus A traditional "Topping Off" ceremony was held on at Texana Center’s West Campus in Rosenberg. This ceremony marked the completion of the first major phase of construction for the new West Campus Learning and Service Centers. The buildings, designed by Ray + Hollington Architects, feature a modern one-story Learning Center for people with intellectual and developmental disabilities and a new two-story Service Center. The new campus is located on a 3-acre and is being built by Tellepsen Construction. These will be the first LEED registered buildings in Rosenberg and will be designed to meet guidelines established by the U.S. Green Building Council. When completed, the campus will serve close to 1,000 people with intellectual and developmental disabilities each year; most living in or around the Texana Center and Tellepsen Construction held a Topping Off Ceremony currently underserved areas in to mark the completion of the highest level of Texana's new West west Fort Bend County. Tom Taylor’s son, Emry, followed in his father’s footsteps from1926 through 1960, leading to the purchase of a dealership that added Cadillac to its brands and changed its name to Taylor Motors. Enter Emry’s son, David W. Taylor Sr., who began his automotive career in 1957 in Port Arthur. He was just 28 years old, when he acquired a Buick

SynchroStars compete in National Synchronized Swim Championships

The First Colony SynchroStars 11-12 Team recently competed in the Esynchro Age Group National Championships in Buffalo, NY.  The group qualified for this competition by taking top honors in the Regional Championship hosted by FCS in May.  Competitors Elise Bauer, Hannah Chiu, Hillary Dressel, Isabelle Duenas, Christy Lee and Elizabeth Oh took 26th place in the team competition. Oh competed in the solo competition finishing in 31st place and the duet competition with teammate Dressel finishing 37th.  Bauer, Chiu, and Lee competed in the trio competition and finished in 34th place.
