Is the man wanting to be sheriff breaking the law?

TxDOT warning about political signs ignored by sheriff candidate

So far, this candidate for Sheriff has no compunction about breaking a TxDOT law concerning the early placement of political signs. Not only is the property owner subject to fines, but the county can lose state and federal funding dollars didate wishing to erect and maintain campaign signs may only do so if they meet the requirements set by the Texas Administrative Code, which included the stipulation that the signs must be on private property, can only be erected no sooner than the 90th day before the election and removed no later than the 10th day after the election, is constructed of lightweight material and the surface area of the sign is not larger than 50 square feet. The letter also states that: A person commits an offense if the person wilfully violates a rule adopted by the commission under this chapter; an offense under this section is a misdemeanor punishable by a fine of not less than $500 or more than $1,000, and each day of a rule violation is a separate offense. Something of concern to property owners is that they are responsible for the payment of the fine, not the candidate. In a follow-up calls to TxDot on Tuesday morning, TxDot officials indicated that candidate Brady did not agree with their (TxDot’s) interpretation of state codes. The light of hope dims in one mother’s fight for justice

Carter A sheriff’s deputy who is a candidate for sheriff in 2012 recently received a warning from TxDOT about his political signs, and is choosing to ignore the law quoted to him. For over a year political signs have been cropping up across the west side of Fort Bend County for the chief deputy who is vying for the office of Sheriff. His political signs have come in many forms, posters advertising his fund raisers, magnetic signs on supporter’s cars, giant billboards dotting the Westside side highways, and the unbitquiticis 4x8 plastic political sign. The chief deputy’s signs first came to the forefront last year when his political signs were photographed on his county-issued car while it was parked in the driveway of his Richmond home. His neighbors photographed the incident and then ended up having their trash gone through by another deputy. One can only surmise the trash incident was an effort to get something on them. This latest flap has come in response to complaints filed with the Texas Department of Transportation over the plastic 4x8 political signs placed on properties along FM roads and state highways. In a letter dated June 22, 2011 addressed to Craig Brady at his Richmond campaign address, a TxDot official tells the sheriff’s candidate, who advertises on his billboards that he is “uniquely qualified to continue to run the Sheriff’s office,” that he is in violation of the Texas Transportation Code and the Texas Administrative Code. The June 22, 2011 letter explicitly states the codes and rules for posting political signs. According to the letter, any can-

down until 90 days prior to the 2012 election. Fort Bend County Attorney Roy Cordes said the principle authority to enforce state codes lies with the Texas Attorney General. However, according to TxDot officials, this code is mandated by state and federal law and failure to comply could result in a loss of 10% of state and federal funding to Fort Bend County. This is sometimes called “passing the buck.” Candidate Brady did not return an inquiry call.

Paul concedes one-vote defeat

In a press release, Howard Paul concedes the Sugar Land run-off election for City Council precinct 3 to Amy Mitchell, and thanks his many supporters for all their efforts. Howard promises that he will continue to fight for the public’s interests both as a private citizen and in his future bids at public office. “This election should be a lesson to all of us, that indeed, every single vote counts,” he said. As a first time, grass roots candidate, Howard Paul ended his campaign for City Council, breathtakingly only one vote short of a tie. “Sugar Land is a beautiful city, but we also face some real challenges. We cannot afford to live and act like it is 2005, especially in our dynamically changing economic climate. Homeowners and citizens want to be accurately informed and served with integrity. To this end, I hope that my neighbors will join me in holding our HOAs and Sugar Land’s City Council accountable to the people of Sugar Land,” encouraged Howard Paul.

By LeaAnne Klentzman Jessica Mejorado, the mother of two men attacked at a Stafford bar in December 2010, has been dealt yet another blow. Last week two more of the men involved in the bar shooting that injured one of her sons and took the life of another, were released from jail. In December of 2010, Jessica Mejorado and her family were in Houston celebrating her husband’s 50th birthday. On their way home they stopped at the Stafford Ice House for a drink. Mejorado’s group walked into the Stafford Ice House and were greeted by neighbors and friends. Shortly thereafter, they were told a story about a fight that had broken out at the Stafford Ice House, earlier in the evening. They listened but thought little about it as they mingled. A short time later the door burst open and four men came in and gun shots ran out. When the smoke cleared, Oscar Mejorado, Jessica’s son and his friend Frankie Pena died from gunshot wounds and four others were treated for various gunshot injuries. Jessica Mejorado has spent the last six months fighting for charges against all the participants in the Stafford Ice House shootings. She has persistently asked the District Attorney’s Office to file charges relating to the law of parties (accomplices) since she believes that the brothers and cousins that returned to the bar all knew what they were doing; thus making them all culpable. The District Attorney’s Office disagreed, and on the last day of the January to June Grand Jury’s term, they no-billed brothers Joe and Tony Marin. Both men had been in jail for nearly 6 months awaiting indictment. Just weeks after the shooting, Michael Marin turned himself in to authorities. His brothers Joe Marin and Tony Marin followed suit shortly thereafter. Cousin and shooter, Francisco Marin, was taken into custody last January in Brownsville by U.S. Marshals. According to District Attorney John Healey his office has extensively looked into the case and determined after reviewing all

the information they have available, it would be near impossible to make a case beyond a reasonable doubt against anyone but the actual shooter. None of the three Marin brothers have or would confess said Healey. However, Healey did say that his office is seeking capital murder charges against Francisco Marin, the man who is alleged to have been the only shooter. After the DA's office began to release the Marin brothers, one by one, Jessica Mejorado began to pro-

test. She, family and friends, took their views to the street; protesting several times in front of the Courthouse. The cases proceeded and days after the last protest Joe and Tony Marin were released from jail. Frustrated by the release of the three brothers, Jessica Mejorado remains determined to find justice for her son and his friend’s deaths and the crippling injury of her other son. Mejorado says the end of this story has yet to be written.

Taking theft on the road By LeaAnne Klentzman Sugar Land Police were called to the Macy’s department store in First Colony Mall last Wednesday after Macy’s loss prevention personnel got into an altercation with a suspected shoplifter. Shortly before the store was to close a woman was seen leaving the store in possession of purported stolen merchandise. When store personnel attempted to stop her, a fight ensued. She and the purloined property were eventually returned to the store and police took over.

During the investigation it was determined that the woman was in possession of a device that removed magnetic sensor devises. Graciela Martinez Solis, 57, of Mission, Texas was arrested. Her charges ranged from robbery for fighting with loss prevention personnel while taking store property, and possession of a device used to commit retail theft. She was later charged for failure to give police her real name and identifying information. According to police, she has a history of other criminal activity that includes other names.

What is tinnitus and are there any treatments for it? Tinnitus is the perception of sound in the ears. Some sounds are reported as buzzing, humming, or ringing in the ears. It can be constant or intermittent and can occur in one ear or both ears. Usually it is related to hearing loss, but a full audiologic evaluation should be conducted to rule out other Terry Snook medical conditions associated with tinnitus. AuD, FAAA Some of these conditions can be treated and the tinnitus will be resolved. Medications can have a side effect of tinnitus, so if ringing in the ears occurs after beginning a new medication this should be reported to your prescribing physician. There is no pill to cure tinnitus. There are several over the counter products but they are not approved by the FDA and there is no research proving that these products work. Many tinnitus sufferers report that the presence of background sound can be effective in reducing their tinnitus. The background sound can be something present in the environment such as fan noise. There are devices that produce pleasant background sound such as environmental sounds like a waterfall or music. Additionally, wearable maskers or sound generators are available that produce a ‘shhh’ noise (these can also be combined with hearing aids). The use of hearing aids improves communication, reduces the stress associated with intensive listening, and also can partially mask the tinnitus. If you or someone you love suffers from tinnitus a full audiologic evaluation should be performed.

“What are the Benefits of Nitrogen in Tires” Compressed nitrogen has long been used to inflate the tires of race cars and aircraft. Regular air is approximately 78 percent nitrogen, 21 percent oxygen and 1 percent water vapor. The oxygen and water vapor can degrade tires and wheels, shortening tire life. Nitrogen inflation is now available from many commercial and passenger car dealers. David Alexander Slower Inflation Pressure Loss - A tire inflated with Service Director regular compressed air will lose about one and a half to two psi of pressure per month. Most of the pressure loss is due to oxygen molecules permeating through the tire rubber. Replacing the air with 95 to 98 percent nitrogen reduces the pressure loss to less than one-half psi per month. Since many drivers do not regularly check their air pressure, nitrogen inflation will allow their tires to maintain proper inflation levels longer. The major benefit of properly inflated tires is optimum Oxygen can cause oxidation of tire rubber and corrosion of metal and alloy wheels. The water vapor in air can accelerate these processes, especially under pressure like the compressed air in a tire. The corrosive effects of both oxygen and water vapor are multiplied when a tire overheats due to under-inflation. Nitrogen is an inert gas and will not cause corrosion or rust. Nitrogen also will not degrade the seals in air valves, further preventing pressure loss. Improved Tire Life - Using nitrogen to pressurize tires has benefits over regular air for tire longevity. The greatest threats to tire life are heat and uneven tread wear. Both of these result from improper tire pressure; using nitrogen will maintain a more even tire pressure over the life of a tire. Also, the rubber inner lining of a tire will degrade over time in an air environment. As the rubber lining degrades, air pressure will be lost faster, accelerating the effects of under-pressurization. Nitrogen will not cause the inner lining of a tire to degrade, extending its useful life. According to the Innovative Balancing website, inflating tires with nitrogen can extend tire life up to 25 percent. Local sisters receive recognition as 2011 Young Achievers Poonam and Kalpana Vaidya have been selected by International Leadership Network (ILN) as two of 38 students in the United States to receive recognition as a 2011 Young Achiever. The Young Achievers program promotes community, national and international recognition for the positive accomplishments of young people. This early recognition encourages youth to achieve and helps them recognize their potential to be positive role models, leaders and mentors. Young Achievers are students in grades 5-10. Poonam is currently a student at Austin High School going into the 10th grade. Kalpana is currently at student at Sartartia Middle School going into the 8th grade. Poonam and Kalpana, nominated by their teachers at their respective schools, are dynamic individuals. Not only are they stellar students but they also participate in a variety of activities. Most recently, Poonam has been involved in the girl plan-

Nations’ mayors recognize Sugar Land’s Multi-Cultural Innovations The U.S. Conference of Mayors (USCM) awarded an Outstanding Achievement City Livability Award to Sugar Land for innovative programs promoting multi-cultural awareness and respect. Outstanding Achievement Awards recognize cities’ leadership in developing and implementing creative, innovative programs that improve the quality of life in America's cities.

Sugar Land’s multi-cultural program was created to: • enhance the ability for the City to meet the needs of residents of all cultures and ethnic backgrounds; • promote an understanding of all cultures among all residents; and • build opportunities for residents of all backgrounds to share in and be a part of Sugar Land, Texan and American traditions.

“Recognizing dramatic changes in our city’s demographics – including an Asian community that now represents more than 30 percent of Sugar Land’s population, City Council identified 'Inclusive Community’ as a guiding principle during a 2007 work session,” said City Manager Allen Bogard. The creation of the City Manager’s Multi-Cultural Advisory Team and an Employee

Multi-Cultural Task Force focused on implementing citywide initiatives and programs that focused on communication and service within Sugar Land. The two groups have created educational opportunities for both citizens and staff contributing to a greater understanding of the City’s diverse communities. The result has been more diverse participation on City task forces, boards and commissions. Increased

Also during Bogard’s tenure, the City created an Emerging Leader Academy to further invest in the organization’s workforce. Ten employees are selected annually to participate in a year-long self-assessment and learning program under the mentorship of a department head. The program was created to develop broad

organizational knowledge of municipal government and cultivate skills necessary to carry out the City’s mission. “Sugar Land has one of the most talented work forces in the state because of Allen’s commitment to developing both new and tenured employees,” said Mayor James Thompson. “We are incredibly grateful not only for his service to Sugar Land but also for his dedication to ensure that there will be a new generation of professional local government leaders in the future.”

Asian participation has also occurred in programs such as the Police Department’s Community Assistance Support Team and the Fire Department’s Community Emergency Response Team. Cadet Second Lieutenant (C/2LT) Mason A. Pope graduated from Riverside Military Academy (RMA) on May 14, 2011. He served as Platoon Leader for Delta Company. Platoon Leader duties include being responsible for commanding the platoon during all formations, ensuring platoon preparedness at all times for assigned missions, providing Mason A. Pope training for the platoon, and supervising disciplinary action of platoon members. C/2LT Pope received the JROTC Varsity Athletic Ribbon. He participated as a member of both the varsity baseball and varsity football teams at RMA. Cadet Pope will attend Houston Community College. He is the grandson of Mr. and Mrs. Dean Mutti of Sugar Land, Texas.

Colony Meadows Student Council supports school supply program Colony Meadows Elementary School’s Student Council has helped children prepare for back to school by donating $400 that they collected through a school fundraiser to the East Fort Bend Human Needs Ministry’s Supply Our Students program. The program provides new school supplies to students who are in need of such items. Members of Colony Meadows’ Student Council learned about the program after visiting the facility during the school year.

Missouri City’s Quail Valley Golf Course in the black For the first time since opening in July 2008, Missouri City’s Quail Valley Golf Course is in the black. Operations are estimated to show a budget surplus of $35,000 for Fiscal Year 2010-2011. In comparison, at the same time last year, the golf course had a deficit of $283,677. “The change in revenue is highly attributable to the excellent weather conditions of the past three months combined with an ongoing advertising program,” General Manager Tyson Stittleburg said. “The increase in tournaments being played at the course has also been instrumental during the Spring and Fall months.” Stittleburg added that this trend is encouraging and is expected to continue with the opening of the new Community Center & Golf Pro Shop in 2012. Lake Olympia Tiger Sharks hope for undefeated season The Lake Olympia Swim Team (LOST) has won the first four of its six meets before finals. Nevertheless, an undefeated season isn’t assured. The Division 3 recreational team has been winning by very close margins. They won their third meet against the Greatwood Geysers by just 11 points (607-596) and the fourth meet against Pecan Grove by just one (603-602). “It’s been an unusually exciting season,” says statistician and long-time volunteer Joni Sherwood, whose youngest child, a graduated senior, is competing for her last time this year. the state budget without raising taxes. As for public school districts, Fort Bend ISD among the others throughout the state had been waiting for the legislature to finalize public school funding. They worked with budget estimates until the state budget was adopted just about at the end of the special session. As expected by most, the slashes were made. Now plans call for school districts to be allotted funds by adjusting distribution formulas to reflect financial cuts to be spread over two years. Class sizes, we hear, will also be affected. They will be larger. Last week when the Legislature passed the last of school-related bills, it approved a budget with public school cuts reported to be $4 billion. Those changes in the distribution formula for public schools will mean that the state will send school districts less money than was allowed under the previous law, according to public school financing authorities. Some of this area’s school budgets for next year may have to be revised.

Asthma is an inflammatory condition of the lungs, characterized by narrowing of the airways. When the smooth muscles that surround the airways constrict, airflow to the lungs is impaired. Difficulty breathing, coughing, and wheezing are all symptoms. Air pollution, allergens, and viruses can trigger symptoms. Avoidance of known risk factors when possible, such as tobacco smoke, is highly recommended. There are many different types of treatment for asthma. Children affected by asthma and their parents and caregivers can monitor for symptoms and assess lung function on a routine basis. A peak flow meter can be used at home to measure lung function. When optimally treated, symptoms of asthma should not occur during the day more than twice per week and a short-acting inhaler should only be needed less than twice per week. Short-acting bronchodilators, such as albuterol (Ventolin, Proventil) can be used to relieve symptoms when needed. Montelukast (Singulair) is a medication that is taken by mouth on a daily basis for the control of asthma. Advair is an inhaled medication that contains both salmeterol (a long-acting bronchodilator) and fluticasone (a glucocorticoid) and is also used on a daily basis for long-term control of asthma symptoms.
