Fort Bend ISD approves $18M for iPad program By Betsy Dolan

Calling them "digital natives in a digital age", the Fort Bend ISD Board of Trustees voted to equip students with iPads as part of a controversial $18 million dollar program to boost science scores district wide. The iACHIEVE initiative will involve three Title 1 pilot schools to start with 12 other schools added next year and the remaining 47 schools added in the 2013- 2014 school year. "This board recognizes that there are achievement gaps in certain schools," said Trustee Marilyn Glover. "We have groups who accuse the schools from the east end of dragging the district down. This is an opportunity to put up or shut up." In January 2011, the district began investigating

whether using technology in the classroom, specifically hand-held devices, could help improve science achievement scores for K-8 students. TAKS scores from 2006 to 2011 show a significant decline in science performance in the district, particularly with at-risk students. In an email to district employees obtained by the "Fort Bend Star", district Superintendent Dr. Timothy Jenney wrote, "This program is built upon the integration of science content and technology and relies upon mobile technology devices to bring daily rigorous and relevant science lessons to our students in their home school classrooms." Crime is down! Crime is down! A statement shouted from the roofs of many police agencies bragging about the downward trend of crime in their respective jurisdictions. So what does that really mean? Is crime really down or is the way police are reporting it trending it downward? Are there really fewer burglaries? Thefts? Home invasion robberies? Shopliftings? Police administrators will tell you yes. However, keep in mind that cities all across America are vying for that coveted “Safest City in America” moniker. Recently, a young man had an old cell phone he wanted to sell. Not only did the gun wielding robber get his old cell phone, he got his new one, his backpack, and his wallet. Man, it’s tough to make a buck these days, especially in a parking lot.

UCR Reports have been hotly debated in the last three Fort Bend County sheriff’s forums. The Uniform Crime Report (UCR) is identified by the FBI as, “…a voluntary city, university and college, county, state, tribal, and federal law enforcement program that provides a nationwide view of crime based on the submission of statistics by law enforcement agencies throughout the country.” Also according to the FBI, the UCR data is a way for law enforcement to formulate their planning, resource allocation, police operations, and budgets in order to address the crime problem at various levels. Another group that utilizes the information compiled by

technology grant and a $1 million dollar donation from the George Foundation. Several parents addressed the board at the February 13 meeting to protest spending $18 million dollars on iPads when the district is still reeling from budgetary cutbacks and teacher layoffs over the past two years. "We would love all students to use iPads", said Jenny Bailey, whose children attend Fort Bend ISD schools. "But is spending $18 million dollars an efficient use of the district's resources? Shouldn't we be looking at ways to spend less?" "Education does not require bells and whistles. It requires a mind, creativity and a pencil", said Tammy Moreno whose children attend Cornerstone Elementary. "$18 million could go a long way in accommodating our

students. How can you talk about closing schools while some students get iPads?" Two Trustees also expressed their concern for launching the iACHIEVE initiative this year. Susan Hohnbaum and Jim Rice, who were the only board members to vote against the plan, cautioned against moving too quickly when the district is still working to get it's financial footing. I believe this is a good program at the wrong time", said Trustee Jim Rice. "I am told that 2013 is going to be another lean year with the state legislature and now is not the time to do this." More than 300 dads and daughters enjoyed a memorable event on Sat., Feb. 11, at Missouri City’s 16th annual Dad & Daughter Dance. The theme for this year’s event was “Princess Ball” and the lovely ladies were treated to an evening fit for a princess, including dinner, dancing and a ride in a horse-drawn, lighted carriage that came with blankets to ward off the evening chill. The pre-Valentine’s Day evening of fun was a special opportunity for the girls to spend a night out with dad. Most dads said the evening was a magical moment that will last a lifetime. These girls head to the “Princess Ball” in style with their dad.

Missouri City propaganda?

Golf course reporting of finances alleged misleading By Elsa Maxey

Missouri City Mayor Allen Owen “shared that in 2011, the golf courses had 54,000 rounds of play which included 100 tournaments,” and that “Council is very proud of the support the Golf Courses have received from the community as well as the general public.”

This is recorded in the Feb. 13 Quail Valley Fund meeting notes prepared and distributed by Marketing Director Susan Fox. Missouri City resident Veronica Garcia is not one of those in the community supporting the golf course, and about its operations, neither is Howard Moline, another resident. Both of them are

quite vocal about the profit and losses of the golf course recently reported by the city. Garcia wants to know who approved and why the city moved money, albeit she indicates it was done legally, from one account to another. “The financial transactions that were mentioned changed the net result from a loss to a gain

and that is misleading,” she states in an e-mail blast to city officials, the city manager and area media representatives. Missouri City government should manage the Quail Valley Golf Course with a clear profit objective, Moline reportedly states. He also is reported to have said that Missouri City residents are given a discount and that

he sees no substantial benefit to residents from subsidizing golf play for non-residents. Another point he makes is that the golf course can be viewed as generating a loss due to the debt load it assumed to purchase and reconstruct it. Essentially, the city golf GOLF, continued on page 13

Visitation was held from 5:00 P. M. until 8:00 P. M., with a rosary being recited at 7:00 P. M., Monday, February 20, 2012 at Davis-Greenlawn Funeral Chapel in Rosenberg. Edwin was born August 27, 1939 to Stephen Namas Franek and Mary Ann (Gajdosik) Franek on the family farm in Needville. He passed away February 16, 2012 in Sugar Land. The third in a family of seven, Edwin is preceded in death by his parents, Stephen and Mary Ann Franek; his younger sister, Evelyn Mary Stewart; and his father-in-law, Willie Stock.

He is survived by his loving wife of 44 years, Joyce; daughter, Nancy Franek and grandchildren, Kayla and T. VELA ANGELITA G. VELA was born on August 2, 1931 to Gregorio Guajardo and Librada Olguin on a ranch outside of Refugio, Texas, one of six sisters and three brothers. The family lived in various places in south Texas, finally settling in Brownsville. She married Robert G. Vela in 1948. They had eight children. In 1961, shortly before Hurricane Carla, the family moved to Sugar Land. Six years later, they settled in Stafford, where she lived for the rest of her life. In 1968, Angelita began working for Texas Instruments, a job which she loved. Retiring in 1991, she spent her time traveling, enjoying her family, and going to church. Until she became ill, Angelita prayed her Rosary every day and attended weekly Mass in her parish, Holy Family Church. She was predeceased by her parents; her beloved in-laws, Martin and Manuela Vela of El Calaboz, Texas; her son, Martin Vela of Stafford; her grandson, Robert Anthony Vela of Beijing, China; her sister, Margarita Villarreal of Mathis, Texas; her brother, Santiago Guajardo of Altus, Oklahoma; and her brother, Manuel Guajardo of

Diphenhydramine (Benadryl), dimenhydrinate (Dramamine), and meclizine (Bonine, Antivert) are antihistamine medications available over-the-counter for treatment of motion sickness. Scopolamine (Transderm Scop) is a patch that is available with a prescription that may be applied to the skin for 3 days to prevent motion sickness. Promethazine (Promethegan) is an antidopaminergic medication available with a prescription for the pre­vention and treatment of motion sickness.

And to say that the Sugar Land area does not have enough apartments is to turn a blind eye to the numerous apartment complexes throughout our area, including nearby Kempner High school and in the City of Stafford adjoining Sugar Land. The fact is that when Johnson Development Company made its deal with the City, it knew the exact number of apartments that could be built on that property, a number which had been previously negotiated with the developer. For us baseball fans, this is the same as changing the rules in the middle of the game in order to substantially increase the number of apartments. But Johnson can't do this without the help of our elected representatives, who not only have to approve the change, but also disregard the City of Sugar Land's Comprehensive Plan which was enacted in 2005. Many believe that this is a "done" deal, but we know that nothing is a done deal in America, which is what the Tea Party Movement is all about. The question is whether our elected representatives, all of whom ran for office as conservatives, will follow the will of the people or give in to the will of the developers. It's that simple. We know that life isn't fair, but our government should be. Public servants should follow the will of the public and not the will of the developers which, after all, is the foundation for our democracy.

Imperial Apartments, which are planned for the historic Imperial Sugar Factory District, is a defining moment which will let us know if this is still true or whether our city government has been hijacked by crony conservatives who profess to know best what is good for us, even if we don't agree. Proponents of these apartments advance bogus arguments in support of the apartments. I say bogus because these are simply "cover stories" intended to mask the fact that they are really beholden to the interests of developers and not their constituents. The first rationalization is that these are "high quality" apartments that will not increase crime. They proudly point to the example of the Grants Lake Community as Exhibit A. However, as the February 18, 2012 Fort Bend Star article titled MAN ROBBED IN RESIDENTIAL PARKING LOT attests, the residents of this community have been victimized by excessive crime. Is this what we want for our neighborhoods? I don't know of any dilapidated complexes that did not begin as "luxury" apartments, which is what happened in the wastelands of northern Bellaire and Fondren Southwest. Why take the chance on this happening to Sugar Land? Second, proponents say that there is a shortage of apartments in Sugar Land and we need them to support our businesses. Really? I don't think the residents of West University or the Rice Village area would agree. The businesses in the Rice Village are doing just fine without new apartments. Those folks want

Warrant Round-up on the horizon road if you are stopped. This is the 6th year for the Great Texas Warrant Round-up which is a coordinated effort of law enforcement officials across the state to clear out thousands of outstanding warrants. It is very important to note that this year, there is no amnesty being offered in conjunction with the Round-up. If you are caught, you will go to jail. Once the Roundup begins, the officers that have been assigned to the Task Force will work their way through the lists of those with an outstanding warrant and arrest them at work, home or wherever they find them. At specific issue being addressed by Houston Municipal Courts are parking violators who have multiple violations documented at multiple times a specific location. As rodeo season creeps up, Texas law enforcement is bringing a round up of a different sort to “the people’s” front door. It is time again for the Great Texas Warrant Round-up. It begins on Friday, February 25 and runs through Sunday March 4, 2012. In Fort Bend County several police agencies are combining forces with over 300 law enforcement agencies statewide to arrest anyone with outstanding warrants. According to law enforcement officials beginning Feb. 25, officers will aggressively target persons across the state who have outstanding warrants. Lists of those warrants have been complied; arrests for those warrants can occur at any time, or at any location, which can include the defendant's home, school, workplace, or just along the side of the

Sugar Land satisfaction survey starts February 27 Sugar Land will begin calling residents on Feb. 27 to ask about satisfaction with city programs and services. The calls should last about 15 minutes. The citywide, every two-year telephone survey program is being conducted by Creative Consumer Research, an independent research firm based in Fort Bend County. The statistically valid and random telephone survey will take about three weeks to complete and will be conducted beginning the last week in February. The survey will offer direct feedback from residents throughout the City on customer service in such areas as response to water and sewer service, streets and sidewalk maintenance and police and

fire safety in the community. There also are questions on city services such as recreation, utilities, code enforcement, waste management and communications with residents. Quality of life questions will focus on areas such as the appearance of neighborhoods, mobility, entertainment opportunities and Sugar Land’s overall appeal as a place to live. Survey calls will read “Creative Consumer Research” on caller ID equipment. Residents who have questions about the survey process may call (281) 275-2328 at City Hall for further information. Results of the survey should be available later this year. The data from the survey will be used to review and evaluate current City services for continued improvement.

Mayor Owen has repeatedly stated that the golf courses are an amenity for the city’s residents, and at the meeting said they should not be judged strictly by whether or not there is a positive cash flow, as the ownership stability of the course has improved property values. Around mid-2008, the Quail Valley Golf Course was acquired by the city by eminent domain. City voters approved a $17.5 million dollar bond referendum for the acquisition of 400 acres of park land. According to city financial data, the golf course did not turn a profit and the city transferred $283,000 from its general fund to the LGC fund due to a $210,000 loss.

Auctioneer Jim Richard produced high drama as the live auction alone raked in a

The Silent Auction, Casino Games, Jewelry Raffle, Sterling McCall Lexus Wheel of Fortune Game, Photo Booth, and Latin inspired dancing helped create a festive and giving atmosphere to the evening.
