Bird of the month: Blackburnian Warbler

The Blackburnian Warbler is one of 21 or so species of “tropical” warblers that pass through Fort Bend and Quail Valley on their journey from South and Central America to breeding grounds, many along the USA/Canadian border. Blackburnians are distinct, being the only warbler with an orange throat. They are eye catching. During a photo shoot last week of flowers blooming for the April 27 QV Backyard Tour, we glimpsed a Blackburnian stopping in one of the gardens. FBISD board candidates promise support to the academies By SESHADRI KUMAR A group of Fort Bend ISD parents, under the auspices of the ‘Save the Academies Task Force,’ got an assurance from the school board candidates that the structure of the academies will not be changed. The parents heard what they wanted to hear at a forum held on April 18 at the Fort Bend County Library at the University of Houston-Sugar Land campus. The incumbent trustees Jim Rice and Dave Rosenthal expressed their support to the continuance of the academies at various campuses as they exist now. Vanesia R. Johnson, seeking Rice’s position, said as a former gifted and talented student, she brought a wealth of experience. She wished she had academies to make a career choice while she was in high school. Cynthia Lenton-Gary, who is running for Rosenthal’s position, said she was a big supporter of the academies.

Santikos Theatres unveils Palladium

Santikos Theatres has announced Thursday, May 16 as the grand opening date for the Palladium AVX in Fort Bend County. The cutting-edge, Greekthemed entertainment complex ushers in a deluxe moviegoing experience unavailable anywhere else in the U.S. The new, luxury entertainment destination is located just west of Houston on Grand Parkway, one mile south of the Westpark Tollway near Long Meadow Farms. Santikos currently has seven multiplex theatres in San Antonio, and operates the Silverado IMAX in Tomball, TX. The 180,000-square-foot facility will boast 22 movie screens, making it the largest multiplex in the Santikos chain. Each auditorium will have stadium seating and Santikos’ own AVX projection, which features oversized, wallto-wall and floor-to-ceiling screens, state-of-the-art sound systems and the latest in projection technology. Six of the auditoriums, designated AVX MAX, will feature the newly released Dolby Atmos sound system and enormous 80-foot screens – giving the Palladium more giant

screens than any other theatre in Texas. Additionally, two of the auditoriums will feature double rows of D-BOX motion seats that move in perfect synchronization with on-screen action, creating an unmatched immersive experience. “We are so excited about the opening of the Santikos Palladium AVX,” said Chris Prichard of Santikos Theatres. “It will be the grandest theatre ever in our 101-year history, with every detail selected to deliver the greatest experience possible for all of our guests. The Palladium will be the premiere entertainment destination for Houston and Fort Bend County and will be one of the finest facilities in the country.” For those guests seeking added luxury, eight auditoriums

will have a special VIP section toward the back of the auditorium where they can order food and drinks before and during the movie, and four additional auditoriums will have private VIP rooms, akin to luxury box seats. The complex will have multiple beverage and dining options, including The Agora Bar, a wine bar, Express Cafes featuring Greek food, sushi, pizza, Tex-Mex, burgers and sandwiches, a gelato bar, soft serve frozen yogurt, and a Starbucks. Guests will also have access to a bowling center with 16 full lanes, an arcade room, a specialty candy store, and a moviethemed retail store with t-shirts, film cells and other memorabilia. Additionally, the Palladium will provide an ideal space for special events such as charitable galas, corporate shareholder meetings, team building events and private parties. The Palladium will have 27 interactive, self-service ticketing kiosks, each featuring a 42” portrait layout touchscreen. Santikos has also simplified the movie-going experience by introducing their mobile app, which allows guests to purchase tickets with saved information and just swipe their card upon arrival.

Rodrigo Carreon and Keciana Enaohwo, the other two candidates vying for the same position, said that the academies should be funded adequately. Rosenthal clarified that the school board did not take any action to consolidate the academies, but heard a presentation from the staff during a workshop. Rice said that the academies should be expanded and all children need to be challenged. The system is working well and it is good that they are dispersed throughout the district, he said. The issue of teacher morale was addressed by all the candidates. Rosenthal took the opportunity to say that the board has sent former Superintendent Tim Jenney back to Virginia Beach. The hiring of Charles Dupre as the new superintendent has already raised teachers’ morale, Rosenthal said. Gary said Dupre has not been there long enough to make a difference in teachers’ morale.

Enaohwo, while welcoming the new superintendent, hoped that he delivers the promises made. Rice said the concerns about teachers’ morale had been duly noted and hence, the hiring of the new superintendent. Previous superintendent was a big factor in affecting teacher morale. Business ideology was running the school administration, Johnson said. On the reported falling standards in science and math, Rice said the district is not falling behind in math and science. The incentive should come from parents, he said. The district has great science and math teachers, he said. Johnson said she was an advocate for academic achievement in science and math. Love for science and math start at home, Gary said. Rosenthal said the district should hire and retain good science teachers and only teachers could turn that spark, he said. On low performing schools, Rice said parental involvement is necessary and the school

should be able to provide that support whenever a student lacks the parental support. Johnson said the district should analyze and assess the data, figure out the factors that lead to low performing schools and take corrective action. Gary said parental involvement is absolutely essential to ensure that low-performing schools are improved. There are case studies to turn around low-performing schools, Rosenthal said. The principals should have flexibility and special workshops in science and math should be held, he said. Carreon said the district needs more skilled teachers in science and math. More funding is needed to hire skilled teachers, he said. Tutoring is needed for low performing schools, Enaohwo said. The students should be provided transportation as well, she said. Teachers inspirerd students in learning science and math. While supporting academies, fine arts should not be ignored, Enaohwo said.

FBISD superintendent’s salary is $285,000 Fort Bend ISD superintendent Charles Dupre will get a compensation of more than $300,000 a year. The three -year contract provides for an annual salary of $285,000. The superintendent will get $700 a month for automobile and $300 a month for communication/ technology.

The district will also reimburse reasonable business expenses incurred by the superintendent. Further, the district will pay the premium for a $500,000 term life insurance policy for the superintendent. The district will make a $10,000 annual contribution to the superintendent’s annuity

Missouri City’s District B candidates explain stand on issues By BARBARA FULENWIDER With elections right around the corner on May 11, two Missouri City candidates for the District B city council seat weigh in on where they stand on various issues. They are incumbent, Don Smith, and hopeful, Henderson James Hunter Jr. Hunter has served on Missouri City’s parks board for 11 years. During that time, he said he’s listened to people talk about the person who represents District B voters and “they aren’t very happy.” He said he wants to work for all the people and not for any particular group, so he decided to run for city council. The Missouri City resident of 33 years, moved from Chicago to Missouri City where he has worked as a Realtor, investor, restaurant owner, builder and now as a chauffeur. Hunter and his wife have been married for 40 years and the couple has a daughter who lives in Quail Valley. As for being a city councilman, Hunter said it won’t be about what he wants but about what his constituents want. “Addressing their needs and concerns are my primary concern. I’m running for the people who don’t have a voice.” Areas of concern to the

residents of District B, Hunter said, are the beautification of FM 2234 and Cartwright and the mini police station. “The first thing you see when you turn off from U.S. 90A to 2234 are a lot of police cars and then lots of sheriff deputy cars. Police substations are put in places of high crime so police can have a better response time, but in District B crime is down,” the candidate said. Hunter said he favors term limits of two three-year terms and opposes the fee the city recently approved to recoup the cost when the city has to send out major emergency fire department equipment to accident sites. Hunter said he doesn’t oppose the fee for big tanker trucks or railroad accidents but doesn’t think it’s appropriate for the typical vehicle accident. As for Quail Valley Golf Course, Hunter said he voted for it but “there were a lot of other things that were supposed to be done and they were put on the back burner. When the next bond issue comes around all those things that were to be done don’t get done again because the city says ‘now we have other things to do.’” Hunter also said he supported the building of the city’s new

recreation center. He favors three-year council terms with term limits. He explained that if a person is new on council he or she is in a learning position the first year. The next two years the official can implement what they’ve learned and what the citizens want. “If they can’t accomplish their goals in six years then I don’t think they need to be there any more. You should do what you should do and then leave.” The District B hopeful said if residents want different results then they need to change the face of city council and they must vote. Councilman Smith said he is running for re-election because “there are some areas that can still use my help and one is the Texas Parkway/Cartwright corridor. We’ve been working on this for some time now and are getting the kind of attention from our colleagues that is needed. TxDOT is finally giving it the attention that is needed. “ Smith also said that the city’s strip center owners and the businesses they and residents want are coming together and that he is encouraged by what’s gone on so far. AUTOMOBILE: Hyundai Santa Fe By BARBARA FULENWIDER The production version of the new three-row, six/sevenpassenger Santa Fe has joined the two-row, five-passenger Santa Fe Sport. Hyundai designers crafted Santa Fe Sport and the larger three-row Santa Fe together, with the signature differentiating element being the side window shape. The larger Santa Fe also has its own bodyside character lines from the B-pillar back, grille design, 18-inch alloy wheels, chrome-tipped dual exhaust and a flush-mounted tow hitch design.

Both Santa Fe trims feature the same interior look and each has heated rear seats and eight-way power driver seat with four-way lumbar support and a standard 40:20:40 folding rear seat back. The large Santa Fe is powered by a 3.3-liter V6 engine with a high-pressure direct injection system, which increases power and torque, while reducing fuel consumption and emissions. News Petition against red light cameras submitted By SESHADRI KUMAR A petition to amend the City Charter was delivered to the City Secretary of Sugar Land on April 19. This petition has over 3,300 signers, 2,835 of which are verified City of Sugar Land resident voters, says Helwig F. Van Der Grinten, Founder, Houston Coalition Against Red Light Cameras. This count is 112 percent of the minimum number required to trigger a city-wide referendum on the question of continuation of red light camera enforcement, Van Der Grinten said. The petition seeks to ban all photo enforcement of traffic lights.

It merely seeks to end the unfair revenue inspired system that has been operational for the last six years. In the meantime, it is important that the driving public be aware that the red light camera fines are virtually voluntary, Van Der Grinten said. “The City does not want this fact to be known. City officials are going to great lengths to hide it,” he said. City spokesman Doug Adolph said, “We are reviewwants to accomplish as a councilman is building a veteran’s memorial in Missouri City. “Because I’m the only military veteran on council, I am determined to do this either in the American Legion Park or possibly Community Park.” As for the Quail Valley Golf Course, Smith said 70 percent of the population agreed to the city’s investment in QVGC. It’s like First Colony is to Sugar Land. “The decision to take it over and then invest in it was a good decision. Now we have to not get caught up in the moment and not over spend. We

AROUND THE NEIGHBORHOODS: Saving the old Oak Tree By CAROLYN BOWDEN

SAVED A TREE & BUILT A PARK: Before Quail Valley, when Cartwright Road was long and narrow and made of shell, cattle grazed the fields around the road and rested in the shade beneath the limbs of a prominent old oak tree. In the 1950s Mack Doherty bought the land. He built a home for his family, and the tree became a part of their back yard. Year after year the tree lent its shade to birthday parties and the play of growing children. “There were a lot of parties held under that tree,” said his daughter. “We had a barbecue pit under the tree, and we would have big barbecue parties. At one time there was a pool under the tree, and all our friends would come and swim under the tree.” Years later the land was sold to developers and Quail Valley began to grow. In 1993 as few empty lots were available, developers began to consider building on the two lots where the old Oak Tree grew. But the people who lived in the homes that surrounded the old tree had begun to think of it as a part of their lives. In order to build on these two lots, the tree would have to come down. QV PROUD (a Neighborhood Association) was contacted and asked to help save the tree. The plan was to try to raise the money to buy the land from the developer. The developer was willing to sell both lots for $17,000 even though he owed $24,000 on them. The price was still high to be tackled by the 80 home owners but they persevered. Surveys were sent to the 80 homes, by QV PROUD, explaining the situation and asking if they would be willing to pledge money toward the project. The response was very good, with some young couples pledging $10 a month, and others giving hundreds and thousands of dollars. Meanwhile one of the moth-

Bowden ers sent a letter to the Mayor explaining the need for a neighborhood park in that area. Because of the difficulty in raising the $17,000 she asked City Council for financial support. In 1994, the Mayor recommended to the City Council that the City acquire the two lots where the tree grew, and they accepted the proposal. In addition, the City authorized a contribution of half of the purchase price for the two lots (contingent upon receiving one-half of the purchase price from the neighbors) and that these two lots would be dedicated to the public and developed as a public park, (contingent upon budget considerations). The City Parks Board recommended that the park be named Oak Hill Park, after the street on which it is located. To the amazement of City Council and the developer the residents were successful in their fundraising. (Never underestimate the determination of what people can do when concerned citizens, developers and local governments join together.) THE PARK SITE TAKES SHAPE: The City Parks Director met with the residents on the grounds to discuss what equipment would be placed in the park and how the site should be utilized. The size of the park is approximately a half-acre. Efforts were set in place by the City to protect the health of the tree.

A professional certified arborist company was contacted and their inspection showed that the tree was “stressed”, which meant it was not healthy. At that time they also diagnosed the infestation of hypoxylon canker. Annually, the City carefully maintained the care of the tree by, removal of deadwood, spraying it with insecticide and applying fertilizer. A piece of colorful playground equipment, designed to accommodate ages 2 to 12 was selected. Beneath the shade of this 90 to 100 year old Water Oak, the City placed two park benches and one large picnic table with attached benches. (Note: It is not unusual for a Water Oak to be four stories tall.) On the edge of the park they placed a “handicap” water fountain for those “hot Texas” days. THE OLD OAK TREE “IS NO MORE”: In 2005 the Water Oak succumbed to an infestation of hypoxylon canker. This condition is usually terminal in spite of all efforts.

The tree was removed by the Parks Department and three Live Oaks were planted in the park to continue to provide shade for the park visitors. OAK TREE PARK INFORMATION: It is located at the corner of Oak Hill and Broken Bough, just off Cartwright Road. City Park rules apply, even though this is a small park. • Park is officially closed at 10 p.m. (Sunday through Thursday) and 11 p.m. ( Friday & Saturday) •No alcoholic beverages allowed in the park •“POOPER SCOOPERS” and leashes for dogs are needed because this is “typically”, a “Small child’s” area. Opinion Investing and time horizon The last decade was difficult for most investors. Hopefully, you’ve remained diversified and limited losses. Even if you have not, an important investment concept, “time horizon,” is particularly salient at the moment. Many advisors pay lip service to concepts like time horizon, diversifi-

cation and risk tolerance. To us, they are at the core of a sound investment strategy. But what does time horizon really mean? To us, it means the time period in which you will need a majority of your invested money. You can see we have left some wiggle room by using the term “ma-

jority,” but this is intentional as you will see in the following discussion. If your child is starting college in two years and you will need $50,000, the time horizon for this money is obviously two years. If you are 60 and your wife is 59 and you want to retire in two years, what is

your time horizon? We would argue it is not two years, but 20 to 30 years. We base this on the fact that you will only need a small portion of your money the year you retire. A majority of your money will not be needed for many years (i.e., your joint life expectancy). Why does time horizon matter? It matters because if your time horizon is short, you may be forced to sell your investments at exactly the wrong time. If your time horizon is long, you don’t have to react emotionally to the day to day gyrations of the stock market. Assuming you have an appropriate asset mix to begin with, you should simply hold on to your investments and let your long term time horizon work to your advantage. Remember, stocks don’t go straight up or down; they have good and bad periods. Consequently, the ups and downs tend to balance each other out. Do you know what the worst average yearly loss during a 3-year period for the S&P 500 (Large Company Stocks) has been since 1950? -16.09 percent. We agree, not very good, and in fact, it represents the three years from April 2000 to March 2003. But for most of us, our horizon is longer. What if we wait twenty years? The worst average return for a 20year period is a positive 7.1 percent/year, and remember, this is for the S&P 500, not a

All investment strategies must consider time horizon. You should be more conservative in saving for events in the near future. Conversely, you should be more aggressive in

saving for longer term events, like retirement. Don’t let short-term market gyrations derail your long-term plans.

Assistant City Manager resigns to lead Bunker Hill Village Sugar Land Assistant City Manager Karen Glynn will resign on April 26 to serve as city administrator for the City of Bunker Hill Village. “Sugar Land has been a wonderful place to live and work,” Glynn said. “It was a very hard decision, but I have decided to accept a position with a smaller City. Sugar Land will continue to be home for me and my family.” Glynn joined the City of

Sugar Land in 1995 as city engineer. She was later promoted to executive director of community development and director of strategic planning before accepting her current assignment as assistant city manager in 2005. During Glynn’s tenure, the City grew from 45,097 residents in 1995 to the current population of 84,511. Glynn has worked with numerous City Council members, including four mayors,

throughout her Sugar Land career in addition to many volunteers through the City’s boards and commissions and homeowners associations. “The City has had great mayors and council members and an outstanding staff,” she said. “I feel very blessed to have worked with such a dedicated and service-focused organization. against Long Island. Ralph Henriquez broke the scoreless pitching duel in the seventh when he hit a solo homerun with two outs that gave the Ducks a 1-0 lead. For the second night in a row the Skeeters would come

from behind for the win. In the eighth, Dustin Martin singled to break up the string of 22 in a row retired batters to begin the game. He was followed by a two-run homer by Koby Clemens, which turned out to be the final. Skeeters

Students honored at Investment in Youth Luncheon

FILM REVIEW : Oblivion Tom Cruise, at age 50, stars as Jack Harper who is one of the few remaining drone repairmen. Year 2077: earth has been devastated by years of war with the alien Scavs and “we won the war but we had to turn to the use of nukes.” Early in the movie, I noticed that Tom took his shirt off 3-4 times and at age 50 he is not embarrassed and still has some guns. I’m not saying he’s been doing ‘roids; I’m just saying. The word on the street is that this movie had a budget of an estimated $120,000,000.00 and I believe it. The set designs were spectacular and the special effects were the result of a bunch of geniuses that know the business end of a computer. J.J. Abrams needs to hire these guys for his “Star Wars” and “Star Trek 3” gigs coming in 2015 and 2016. How’d Abrams get those gigs? He’s that good, but that’s another

subject. Young Joseph Kosinski who will turns 39 in May cowrote and directed “Oblivion” and this will not be the last of his big-budget films. His screenplay could have used a little tweaking in my opinion. There was too much jumping around and backward and forward and caused some in the audience to become confused. I’m not admitting that I was mixed up and never lost focus on the story or the meaning of Jack’s life or mission even when Jack became muddled. Morgan Freeman has a small supporting role, but I think Kosinski needed another big name to help raise the money for this flick so Freeman gets second billing and has helped promote the film. Tom Cruise and Morgan Freeman will sell some tickets. He chose some excellent actresses, too: Olga Kurylenko, Andrea Riseborough, and

Melissa “The Fighter” Leo. Leo also co-starred in “Olympus Has Fallen.” That’s what an Oscar will do for you. I had some “Star War” flashbacks while watching “Oblivion” even though they are quite different films, it’s hard not to generate some nostalgia when a well-made space odyssey with really cool space ships and weapons dominate the screen.
