In April 2016, to launch The Goods Shed, Perth’s newest creative hub, FORM is organising a two-day prototyping festival as part of its PUBLIC program: PUBLIC PLATFORM. We’re challenging artists, designers, architects, curators, lighting producers, sound producers, multimedia producers, digital artists, makers, chefs, creatives of all kinds to design and execute innovative ways to enliven the Bayview Terrace area and bring people together. This is where you get to pilot your place activation idea. You dream it, design it, create it, then let everyone have fun trying it out. These temporary interventions are all about connecting people, and helping them experience Claremont in a whole new way. And who knows? Some of the ideas may prove to be stayers. Submit your idea. CONTEXT

PUBLIC PLATFORM in 2016, as part of FORM’s evolving PUBLIC program, takes creativity for the common good out into the streets and public spaces in new ways. It is inspired by Market Street Prototyping Festival, presented by PUBLIC Symposium speakers John Bela and Carol Coletta in 2015, with our unique Perth twist. It invites you, the diverse creative minds from all parts of our community, to take a direct part in enlivening the Claremont town centre with installations during PUBLIC’s annual takeover. It will invite the general public to come out, enjoy the creativity of our talent, rediscover the neighbourhood, and remember what it’s like to play in the streets. BRIEF: Design a temporary installation/intervention that will bring life to the streets of Claremont. Installations/works can be suspended, on the ground, tucked in small spaces, they can be sound or lighting. The only limits are your imagination (and safety considerations). The installations will be in the public domain for two days aiming to bring to life the streets of Claremont town centre, reimagining and transforming public spaces as a platform for public use and play.

Successful applicants will receive seed funding of up to $1500 to assist with prototype production and manufacture. Include your proposed budget with your submission to be eligible. Go in the running for the prize pool! A prize will be awarded to two showcased prototypes: A winner selected by a panel with a prize value of $20,000; and a People’s Choice award with prize value of $5,000. Winning or other selected prototypes may be replicated or selected for longer term showcase (to be discussed with the prototype producers).

What is the thinking behind PLATFORM? PLATFORM is a natural evolution of the PUBLIC program, where for the past two years we’ve focused on working with street artists, creating murals and outdoor galleries in public spaces across Perth. We’ve also experimented with inviting creatives to participate in activating our laneways and creating design installations for the public. In devising PLATFORM, we were inspired to take our initial experiments to the next level by John Bela (Gehl Architects) and Carol Coletta (Knight Foundation). At the PUBLIC Symposium in April, John and Carol spoke of the Market Street Prototyping Festival in San Francisco, run by Yerba Buena Arts Centre and San Francisco Department of Planning and the Knight Foundation, and the impact that the event had on transforming the central spine of a busy city into a place people wanted to visit and linger. Feedback from PUBLIC2015 as well as the PUBLIC Labs indicated an interest in exploring this model and trialling it further in Perth.

The brief has deliberately been left quite wide and is limited by your imagination (and safety considerations). We are interested in experimenting in public space, seeing how we can engage the community and encourage them to play, stay, linger, consider, talk and see spaces differently. The intervention, for instance, could be something physical, audio or visual that can be suspended, digital, on the ground, tucked in a corner, playful, thought provoking, something that engages people.

Why have you chosen a competition format? This style of competition is known as a creative challenge, common within traditional design industries such as architecture or environmental design, as well as a range of disciplines seeking new innovation or fresh thinking. It allows individuals or teams to work completely off specifications and away from client restrictions, providing the opportunity to test out ideas that may not yet be viable in the marketplace. It also opens up the traditional limitations of a field, resetting the aspirational bar, and offering a way to move beyond what has been imagined as possible in the past. We are encouraging individuals or teams to play in public space and think outside the box, challenging themselves and challenging the community.


A competition format can simultaneously inspire new thinking, build the profile of the value creativity brings to our communities, and aim to establish new markets for creative professionals where there is limited market demand or opportunity. We are also keen to open the challenge to reimagine public spaces as far and as wide as possible and encourage unexpected collaboration. A challenge like PLATFORM will inspire creative people from all industries and at all stages of their career to think differently about how we can ‘activate’ public spaces. Opening up a process as broadly as possible stems from our belief that creativity comes from diverse sources. Judging from the response to past PUBLIC programs we’re aware of the great appetite for participation in shaping our communities. We’re turning the traditional design challenge on its head by opening it up to makers, builders, creators, dreamers, thinkers, producers and designers of all sorts. Successful competitors/teams will receive $1500 in seed funding for their prototype, to assist with fabrication and installation.

Can we submit a 3D model? Yes, that’s perfectly fine. You will need to pick up the model after we have notified teams if they have made it to the next round or not.

How do we submit? You can email you submissions to platform@form.net.au or drop them off at the FORM Gallery, 357 Murray Street, Perth.

Who will own the intellectual property for any of the submissions? Intellectual property will remain with the team / individual who submits the idea.

Do we get to keep my prototype? Yes, the ownership of the prototype will remain with the team who submitted it.

When do we find out if our idea has been selected? Submissions close on Monday 25 January, and selected teams will be notified by after Monday 8 February. We may be in touch with entrants to discuss submissions during the selection process; however this does not guarantee selection.

How will entrants be selected for the seed funding? Successful selections will be based on the following criteria • • • • •

Do we need to acquit the seed funding? How do we access the seed funding? If you have an ABN, you can invoice FORM directly. If you are an independent / informal artist collective, you will need to sign a statement of supplier and FORM will create a Recipient Created Tax Invoice (RCTI) which will allow you to sign for the funds.

If we don’t have an ABN, how will we get paid?

Your acquittal will be the delivery and display of an installation over 2 & 3 April 2016, and providing accompanying information and images. We are operating on the basis of trust provided you deliver the intervention that you have been selected for.

Do we need to submit a budget for the seed funding? Part of the submission process is an approximate budget for your installation. What you spend the seed funding on is up to you and your team however, you need to deliver the intervention that you were selected for.

You will need to fill out a statement by supplier if you do not have an ABN. You will need to discuss public liability insurance with us as well.

What happens if we can’t deliver the installation, will we Do we need to be a need to return the company or have an ABN seed funding? to enter? No, but you do need to have public liability insurance of $10 million or more.

Yes you will. Part of the terms and conditions you will need to sign on receipt of the seed funding is the need to deliver an outcome for the PLATFORM event on the weekend of 2 – 3 April.

I have a great idea but I don’t know how to build things, where can I get help? Will we need to sign an agreement? Successful teams will need to sign an agreement between themselves and FORM confirming the terms and conditions of the competition are understood, detailing any other conditions or responsibilities, and that you are receiving $1500 for your installation and that you will deliver the installation by the event. We are a design firm / company, can we enter under the company name? Sure, please do, it would be great to have you.

Will we need to be insured? Yes. You will need public liability insurances. However, don’t let that be a barrier to you applying. If you or your company team don’t have public liability insurance already, we will help you access coverage for the event. We will need to know the names of all members likely to be participating in your team or manning your site at least 10 days prior to the event. Any other insurances you may need for your process of development will be your responsibility.

You can talk to one of our public art team and we will try our best to help you with suggestions, or direct you to others who might be able to assist or collaborate.

Do you know anyone that could help me? Quite possibly, we have extensive networks from our work in public art and place activation and are more than happy to connect you with people.

Any tax implications for the seed funding or the prize money? You will need to take advice from an accountant or tax agent.


Are there any size restrictions? The installations have to be safe and viable in the public realm, so this may influence the size and scale of your entry. The three hour time limit for set up may impact the size as well.

What if someone is interested in purchasing our prototype? You retain the copyright and moral rights to your prototype. If there is interest expressed in commissioning your prototype, FORM will put them in contact with you to discuss directly any arrangements. Given seed funding is being provided, the works must be showcased at Platform first, prior to any future commission arrangements being made, and must be first displayed on the 2&3 April.

How will our work be signposted? FORM will provide standardised signage panels across the event that include the name of entrant/team, name of installation and details on the prototype. You will be required to provide this information in advance of the event.

We have already created something for somewhere else, can we enter it? The competition is for site specific installations. We are looking for new ideas and designs and would like to see how the local context and the aims of the program influence your design process to fulfil the criteria for submissions.

How many entries will be part of the event? At this stage, it depends upon quality, scale and location. We won’t know the final amount until we have all submissions and start the curatorial process. This allows us to keep the brief more open for you, so that we don’t constrain your ideas with specific size/space allocations from the start.

What if we really like a particular location? Some locations will be very popular. We will be working closely with business owners and the Town of Claremont to determine final locations. Where the entry is located is at the discretion of FORM and the selection panel. In your application, you will need to be clear about your preferred location and what the requirements are of the location for your installation e.g. dimensions, service needs, space needs, etc. When locations are finally determined, it is your responsibility to confirm permissions of use if you wish to encroach on a private property or local business.

Will the team need to be with the installation through the whole event? A team member will be required to man your installation across the two day event. Security will however be provided overnight on the Saturday night. How will the winners be judged? One prize ($5000) will be a people’s choice voted over the weekend by the attending public, for announcement following the event once all votes are counted. The other prize ($20,000) will be judged by a panel of experts in relevant fields. They will be looking at the selection criteria and how well your installation engages with the community.

Can we use anywhere in the public realm in Claremont? Installations will be limited to the areas highlighted on the map. Use of any privately owned walls, buildings, areas is at the discretion of the building and business owner and something that you will need to negotiate.
