REPort Mike Toombs Regional Executive The National Convention was almost a success—I came home without the million dollars I had hoped to win. The convention itself was very interesting with several of the meetings I attended being very informative. The first meeting was called "RE Orientation." This meeting is to help people who have volunteered to be regional executives and find themselves asking “now what?” Even though this is not my first year (fifth counting 1989 & 1990) there were a lot of tips picked up in this meeting. The one thing I already know and have been practicing is “ask for help.” This meeting was also where I first heard about the change in memberships. As of April 1 there is no longer a Spouse membership. Either you are a Regular member or a Family member. The net effect is that the family membership will be three dollars cheaper than regular plus spouse. The membership dates will be brought together and both people will have the same renewal date and they will retain their current membership numbers.

also continue to increase the number of newsletters they put out. These letters are for specific areas of interest within the club. The discount programs are being continued. The amount credited toward your membership dues for working 12 race days a year has increased to $45.00. You can also get $10.00 for each new member you recommend to the club. During 2009, 72 percent of the members renewed; while this is a good number we all would like it to be better. The National office plans on sending the REs a list of people who have not renewed their membership in the past six months. I hope to figure out some way to communicate with these people to determine why they didn’t renew and what we can do better in the future. At the National level every area of the Club turned a profit or had a surplus during 2009. Please check out SportsCar magazine for the complete and accurate numbers. I know that this will not be an issue in New York State, but 15-year-old drivers will only be able to race on a Novice permit. Of course depending on how

they drive they could turn 16 and get their National license. The Solo Events Board (SEB) has instituted sound control at all national events. This applies to National Tours and the National Championship. We instituted a sound limit at our events more than 10 years ago, but enforcement has been lax lately. I think that we should do our members' a favor and look at the National regulations and start using them for all of our events. The one meeting I would have liked to attend was the Risk Management session put on by Pete Lyons. Unfortunately this was scheduled for the same time as the closed RE and BOD meeting. The requirements for competing in the Club Racing's national championship Runoffs® were discussed at this meeting. The Board of Directors implemented this rule for 2010 and it will be reviewed at the end of the year. There was some concern on what this rule change would do to entries at national race events. There is a new discount program that SCCA has arranged with FedEx Office. Members can submit orders in person or online at https://docstore.

The National office promised that they would continue to look at making changes to the Web site (scca.com). The request has been made several times to have two Web sites, one for prospective members and the other for current members. Every form that is required will eventually be found at http://ams. scca.com/forms. You will not need to login to get to this page. They will 4

fedex.com/scca. The prices offered (3.8 cents for single sided black and white copy) are very reasonable and anyone doing copying for the Club should use this program. The NEDiv Round Table is the weekend of March 13. Northern New Jersey Region, the hosts, will be celebrating their 60th Anniversary that weekend as well. Then right around the corner is the race/Solo season. But wait, we are rallying right now and we RallyCross year round, you know sometimes we have way too much fun. Meeting Minutes Finger Lakes Region, SCCA General Membership Meeting Minutes February 2, 2010 Location: Burgundy Basin Inn, 1361 Marsh Road, Pittsford, New York 14534 Regional Executive Michael Toombs called the meeting to order at 8:06 p.m. The following are arranged by topic and may not be in chronological order. The December 2009 General Membership Meeting minutes as, printed in the January 2010 issue of Top End, were approved on a motion by Gene Dinkel, seconded by John Walsh. Membership Report Mike Brunner is “under the weather” and reported via e-mail that our current membership number stands at 462, unchanged for the last month. 32 members were present for the Solo and

General Membership meetings. Spouse membership will be converted to family membership starting April 1. Differences between the membership dates for regular membership and the spouse membership will be justified to one date. A new membership application form is needed for the April Top End. The national office will be sending out e-mails listing members who did not renew between six months and a year ago. Mike Toombs will review the list and determine the reason for not renewing. The national membership retention rate is 72%. The worker membership discount for working race events has increased to a maximum $45. Bringing in a new SCCA member will get you a $10 discount on merchandise. Convention Report – Michael Toombs There is discussion on separating the SCCA national Web site at www. scca.com into two parts, one for current members and one for prospects. SCCA had a surplus of $450,000 last year. All areas of activity were positive. FedEx office has an arrangement for making SCCA copies. Treasurer’s Report – Elizabeth Thiel Elizabeth reported the current balance in the checking account. All the bills presented to date have been paid. Top End printing and mailing bills were received and paid. The year-end membership awards bill came to $1900. The end-of-the-year bills such as storage unit, bulk mailing account, etc. were paid. We have been double invoiced for merchandise from the national office. Mike Toombs reported that a list of invoices and their status is available to the Treasurer and Regional Executive. Financial details are available from Elizabeth for review. Rally Report – Tom Langdon The first rally of the Winter Rally

Series, “Long Way Home ‘10”, on January 2 had 19 teams entered. The second rally of the series, the “Ithaca Winter Rally,” had 25 teams entered. There was a lot of good feedback on this rally with Gary Thomas and John Kastenhuber as rallymasters. They will be printed in the March issue of Top End. The RallyCross season kicked off this past weekend with only 13 entries. There would have been more if some of the “RallyCross Cars” had started. The course was in good shape. The next Winter Rally Series event, “Snowball 10”, will start at the Yard of Ale House in Piffard on Saturday, February 6. This event will be relatively short at about 110 miles. Karl Haltiner is rallymaster for the following event, “Route of All EVO IV,’ starting at Charlie Riedel’s in Canandaigua on February 20. The second RallyCross is scheduled for February 28. Workers and competitors are welcome at these events. STPR®Report – Meridith Croucher and Alan Smith Planning for the Waste Management Susquehannock Trail Performance Rally� Presented by Citizen’s and Northern Bank is heating up. STPR and the Sherwood Forest and Finger Lakes Regional Rallys are organized by the Finger Lakes STPR� Motorsports, LLC an independent subsidiary of the Finger Lakes Region. Both Rochester and Wellsboro committee meetings for STPR� 2010 are being held. In January, Meridith attended the Rally America organizers meeting in Minneapolis. 5


Economic conditions have impacted the level of sponsorship; at this time, Waste Management, Citizens and Northern Bank and Subaru are on board. WM will maintain the title sponsorship. A Parc Expose’ will be held in Wellsboro on both Friday and Saturday. The event will be the same as last year with a few tweaks. A RallyCross at the Fairgrounds is being investigated. We do not have a rallymaster for the Charity Rally. Meridith is looking for an assistant to take over if family duties require that she be away from the event. She would like the person to be a member of the region. The merchandise chair is also looking for an assistant. A savings account has been opened to cover the cost of the forestry bond. Sanction and budget are underway. The entry fees for the regional events run with STPR may be reduced. Sno*Drift, the first event in the Rally America National Series had 53 entries, up from last year. This increase may carry over to STPR. Solo Report –Brian Buchman The schedule for the 2010 Finger Lakes Region Solo Series was published in the February issue of Top End and is on the Web site (http://www.flr-scca. com/solo/schedule.html). Note that the event on April 24 will be a Novice School. The first competitive event will be at RIT on April 25. There are two proposals for class changes that will be printed in the March issue of Top End. One is to combine all Street Touring classes into a single “S” class using the 2010 PAX values for scoring. The second is for a “Pro” class. A decision on these proposals will be made at the April meeting. Contact Brian for more information and/or comments. George Modlin is stepping down as Novice Chief. A replacement has not been named. There will be sound control at all Solo National events. 6

Dave Avery reported that the paperwork is in process for the Street Survival School to be held Saturday May 29 at the Seneca Army Depot. Instructors are needed; one instructor per student is needed. A volunteer was found for Chief of Waivers at the Street Survival School. Race Report Sunoco is working out a deal with the regions to be the official fuel of the race. Those purchasing Sunoco fuel at one of these races will be entered into a drawing for a $100 Sunoco fuel gift card. The Fun One will be a part of the Sunoco series. We are looking at how to do this for Westward ‘Ho. National racing in the NorthEast schedule was discussed at a meeting during the National Convention. The changes made to the qualification rules for the Runoffs� is expected to impact the national race events in the division. A decision on changes has yet to be made. Activities Report – Barbara Lissow The Rochester Auto Show will be the first week of March running from Thursday March 4 through Sunday March 7. Cars and workers are needed. Contact Barb Lissow. Old Business Thanks to Brad Johnson for the great job he did on the year-end banquet. The Finger Lakes Region will host the 2010 Mini-Con on November 1113. It will be at the Woodcliff Hotel and Spa in Fairport. Elizabeth has “Save the Date” cards. Sponsors are being sought. She will be going to the Roundtable to determine what will be expected at the Mini-Con. The meeting was adjourned at 8:53 p.m. on a motion by John Walsh, seconded by Scott Moller. Bench Racing It was noted that the secretary reports on the delay in the start of the meeting. A Tom Langdon look-a-like was observed in Las Vegas with a “Need Money for Beer” sign. A comment was made on his honesty. Minneapolis in January may be snowy, but even Las Vegas had enough snow that a trip to the Grand Canyon was not possible. Ben Gilmore and Pam Peterson attended the Travis Pastrana jump at Long Beach. Travis won the recent Sno*Drift event in Atlanta Michigan. Ken Block is now driving a Ford in the Rally America National Series. Low-cost sound control measurement devices can be impacted by reflections from the person holding the instrument. A spot on the Lincoln, NE Solo site failed to dry. A video of the resulting loss of car control includes scenes of running workers. Gene Dinkel reported that the price of the cars listed in the “For Sale” ads in Top End have been reduced. Both the Buick and Triumph are now $3k. The blue car is not for sale; other plans for its use have been made. The Imperial Palace has a car “Museum” in which many of the cars are for sale. A 1994 ex-Walkinshaw Jaguar 220 with 735 miles was listed at $275,000. A 20-year-old Firebird, complete with cellophane wrapping only had 75 original miles on the odometer.

And Member Information The Top End mailing list has been rebuilt for 2010 using the Finger Lakes Region member mailing list as downloaded from Topeka. This download was done the second week of January and updated for the March Top End mailing using national data available the second week of February. Family memberships having the same mailing address receive one copy of Top End. Regular and spousal members with the same address also only receive one copy. If different addresses are given, a copy is sent to each of them. Regular and First Gear members sharing an address each get a copy. The updating process consists of comparing the two most recent mailing files and making changes to the master list based on differences in member information. The rebuild should correct any errors in updating that have occurred over the past year. If you want Top End delivered to an address different than that used for the March issue, send e-mail to me at cfdresie@cs.com giving the one you want used. If you or anyone you know fails to have Top End delivered to them, please notify me. (I know this sounds stupid – the person who did not get their issue isn’t reading this, unless it is read online at http://www.flr-scca. com/topend/.) Also, each member should check his or her information in the Topeka database. Go to http://www.scca.com and log in starting at the “Log In” “button” on the right side of the screen. Review and correct any information that needs to be updated. During the rebuild process it was evident that the telephone area code information given for a number of Rochester residents needs to be changed from 716 to 585.

Check the e-mail address that Topeka has listed for you. It should be one that you check frequently. E-mail has been used to send out notices of immediate interest and a number have bounced due to “full mailbox” or “unknown.” – Ed.

Checkered Flag Finger Lakes Region has lost two of our good friends from Ohio recently. Both John McGill and Paul Prill were instrumental in helping our region establish our regional race, “Westward Ho” at Nelson Ledges. John passed away on January 26, 2010. After being discharged from the Navy at the end of World War II, John became interested in sports car racing. Along with a man named Marvin Drucker, they formed Steel Cities Raceway, later to be called Nelson Ledges Race Course. John held the title of General Manager from 1962 to 2004. John was responsible for the innovation of the tire wall, which became used at racetracks around the world. SCCA awards the prestigious “John McGill “trophy each year at the National Convention to a member who has made a significant contribution to Club Racing. Paul Prill died on January 7,2010 from complications of Multiple Sclerosis. Paul was a Steward at our region’s first race at Nelson. Paul was a member of SCCA since 1968, and competed in several cars, most notably a 1962 Lotus Super Seven, which he drove from 19721994. Paul also has been R.E. of both the Cincinnati and Detroit Regions. Paul’s biggest race was the battle with MS, for which he was diagnosed in 1993.

From the Editor’s Bench A reminder that the desired date for submission of material for Top End is the 12th of the month. In order to get Top End to the members before the general membership meeting, it needs to be delivered to the printers fifteen days before that meeting. Adding the time needed to assemble the issue moves that date to eighteen days or the third Friday before the meeting. The big “BUT” here is that not all submissions can wait until Friday. The time needed to edit and proofread the material and plan the issue adds several days to the process. That time spent will keep Top End “Tops.” Your pictures and articles about SCCA and related activities will also help keep Top End “Tops.” Another thing to keep in mind is the font used in documents and pdf submissions. If you use a font that is not on my computer, a substitution will be made that may impact the impression you are striving for. If in doubt contact me at cfdresie@cs.com. If I don’t have it and you can provide the font file, send it to me. Top End is evolving, with a tweak here and a program change there, an idea here and a content change there. If you have something to suggest, send your questions and ideas along. Let’s keep Top End “Tops.” – Ed.

Solo Contingency Programs and Online Registration Now Available

TOPEKA, Kan. (Jan. 25, 2010) – While the first event of the 2010 Tire Rack SCCA National Solo program is still a month and a half away, participants can register to be eligible for thousands of dollars in contingency payouts today, with SCCA’s new online contingency registration program Tire Rack SCCA ProSolo National Series As part of its across-the-board Platinum SCCA contingency program, Volkswagen offers both event and year-end prizes for drivers finishing in the top three in either class or Super Challenge competition. Drivers taking a class win in one of 16 eligible classes earn $200. Should they take the Super Challenge, they win $500. Honda also pays $500 for a Super, Ladies or Honda Tuner Challenge win in each event, and $150 for a class win.

Win a season-long class or Super Challenge title, and take home another $1,000. Toyo Tires matches Bridgestone’s posting for Tire Rack ProSolo Street Touring® participants with its Silver level Contingency program. iRacing.com Motorsports Simulations continues to pay the top three finishers in every class of ProSolo and National Tour competition a $15 iRacing credit. Longtime SCCA supporter Hawk Performance offers up $100 in product credit to any class or Super Challenge winner using Hawk brake pads. Hoosier, Mazdaspeed and TRD each post Bronze level programs, meaning registration and redemption are handled through those companies directly. Hoosier offers two tires for a class win and one for a second-place finish. Event Super Challenge, year-end point Champions and Finale class winners each take four tires with a win. Mazdaspeed will again pay out class, Challenge and yearend awards ranging from $200 for a class event win to $800 for a point championship. Likewise, TRD will pay class and year-end awards ranging from $200 to $1,000 for competitors in Toyota vehicles. Tire Rack SCCA Solo National Tour In Tire Rack Solo National Tour competition, Volkswagen will pay $200 for a class win and $100 for second place for VW drivers in any of 34 eligible classes. Bridgestone, Toyo and Yokohama will each pay out top three finishes in the ST classes, with $300 going to the winner. AST Suspension is a new contingency sponsor, offering first and fifth-place finishers in eligible classes product certificates, with a $750 award going to class winners. Like AST, Hoosier and Mazdaspeed also offer Bronze packages. Winners on Hoosier tires win a pair of tires, with a single tire going to second-place finishers. Mazda will pay a Tour class winner $200 for a win and $100 for a second place finish. In addition to the National program contingencies, Bridgestone and Toyo Tires have also posted programs for the Tire Rack SCCA Divisional Solo Championships. The following proposed change to the 2010 Finger Lakes Region Solo Supplemental Regulations is submitted for member comment. All classes in the Street Touring category (ST, STS, STX, STU, STR) shall compete together in a single indexed "S" class similar to the "R" - Road Tire and "L" - Ladies classes. The 2010 PAX/RTP values will used for scoring. All other regulations from the 2010 SCCA Solo National Rules shall apply regarding vehicle classing, tire/wheel specifications, vehicle preparation, and vehicle modifications. The change would be a mandatory regional class, not an optional supplemental class such as Ladies or Road Tire. An Open indexed class will be created and will be available to drivers from any class. This optional supplemental class will operate in the same manner as Road Tire, Ladies and Novice using the 2010 PAX/RTP for scoring. We have purged all of the vehicle data from last year so everyone will need to login to the Solo Registration website, http://soloreg.flr-scca.com/solo2/login.php, to register your car(s), class, and car number for the 2010 season. We do this each year because once someone registers a car number, it will not be available for anyone else to use unless they update/delete the entry. This means that someone who may not attend any 2010 events could have a car number reserved from a single event they registered for in 2009, whether they actually attended or not. checkpoint was right around the corner from when we were discussing taking a 0.5 TA or try to make up the time. Driver said, “I can make up the time!” Drat, there’s the checkpoint! Note to self, in the future listen to Frank.

Ithaca Winter Rally 2010

The second section maintained the same pace as the first section and was the same mix of driving challenging roads with checkpoints right after a tight corner or tough uphill section. One control was located on an icy downhill section that made it fun to try to stop from 45 MPH at the control car. While having my scorecard marked I saw why the control crew was in the back seat! This is one event that I would like to see used as a summer event with multiple average speeds. It would be a fun and challenging event.

By Mike Mazoway The Ithaca Winter Rally was held on Saturday, January 23rd and was lacking in just a little bit of snow. A recent spell of warm weather followed by a couple of cold nights turned the roads from snow and ice covered to bare with patches of tricky ice. The gravel roads were extremely fast in places and treacherous in others. The frozen ruts demanded the full concentration of the drivers. Twenty-five cars braved the event, rallymastered by Gary Thomas and John Kastenhuber. The first section started out from Manos Diner on Rt 13 in Ithaca and took us south and west of Ithaca. The first section started rather quietly and allowed the teams to get into the pace of the event. As usual, the checkpoint locations were right after some tricky corners and gave no warning as to their locations. As we started down Michigan Hollow road Frank Beyer commented to me that this was the only gravel road that he has ever been on that you easily traverse at 100 MPH and it was wide enough to land a B-52 on it. Now there is no doubt in my mind about that comment. I had to use cruise control to keep from getting too far ahead. The 6th leg, Tallow Hill, was one tough road to maintain the ‘A’ speeds on. The Equipped class was pretty much decided by this one leg. It was all I could do to stay 15 behind. Of course, the 12

that we don't have winter events. So that we don't get bored, I'm planning on three social rallies throughout the off-season - 1 spring, 1 summer, 1 fall. As social events, all will have a route of about 60 miles. And of course, in keeping with last year's events, they're all inspired by short line railroads from western NY. In brief, here's what we've got: Sunday, May 16th - Rochester & Southern RallyRoad An afternoon rally with trivia-based scoring. Planned to start/finish in East Rochester, making a loop around the area.

Saturday, July 17th - Geneva & Southwestern Rallyway This event is a winter-series style evening TSD, starting/finishing in Geneva. FCO will be around 8PM, so even though it’s relatively short, it'll still be after dark. This route will use extensive seasonal and dirt roads. I will avoid car-breaker roads, however folks with lowered Solo cars should be wary. Sunday, October 17th - Avon, Geneseo & Mt. Morris RallyRoad A fall foliage tour, hopefully as successful as Genesee & Wyoming was last year. This wills start/finish in

Rally Meeting Notes February 9, 2010 96 Church Street, Victor, NY

Eight RoadRally and RallyCross enthusiasts were present. The following is grouped by subject, chronological order is not possible if continuity of subject is desired.

Winter Rally Series Event #2, Ithaca Winter Rally A good event with 25 teams competing. Results and a report are on the Web site (http://www.flr-scca.com/ rally/2010/WRS2_IthacaRally_Results. html) and will be published in the March issue of Top End. Event #3, Snowball 10 John Walsh and Wells Turner ran tail end Charlie, the 20th team running, in Novice class as sweep rather than work check points. Results are on the Web site (http://www.flr-scca.com/rally/2010/ WRS3_Snowball10_Results.html) and will be published in the March issue of Top End. The number of new faces and the cars being driven was noted. Also, that several of the usual suspects were missing. Event # 4, The Route of All EVO IV The rally was pre-checked on Monday, February 8. Event #5, Quick and Dirty 2010 Ben Gilmore will be the rallymaster; Curtis Braun will do the pre-check and serve as Safety Steward. The rally will

start and end at the newly remodeled Pastaria Pub Restaurant in Lima. We have been requested to be out of the restaurant for the start of the event by 4:30. They will provide a cook and waitress for our use after 9:30 p.m. The location information is to be e-mailed to Tom Langdon for the insurance application. A flyer is ready to send out for the Web site and for Top End. Alan Smith will work on the standings for the series and seeding for starts. Curtis Braun will train John Werner to be a Rally Safety Steward.

Competitor Classification It was noted that if either person on a team has competed in more than five rallies the team does not qualify for the Novice class at their first event in the series. If they start a season in Novice they can run that class for the remainder of the season. (Winter Rally Series General Instructions are on the Finger Lakes Region’s Web site, http:// www.flr-scca.com/rally/2010/GIs.pdf.) Novices are limited to C speeds, unless approved by members of the Rally Board.

Spring, Summer and Fall Rallies

Rick Barnes has three rallies scheduled in his Shortline Rally Series. Anyone wanting to do another non-winter rally should contact Tom Langdon.

STPR® Support

A rallymaster for the Charity Rally run in conjunction with STPR has yet to be named. A RallyCross event is being investigated as part of the weekend. People that could staff these events are already tied up with other duties. Meridith Croucher is looking for an understudy.

Miscellaneous Discussions

finishing rallies in the Winter Series. Several locations meet our requirements for everything but size. We can guarantee a minimum food bill in exchange for use of a facility. An overall Winter Rally Series champion based on place in class for each event was discussed. It was noted that use of a GPS unit automatically puts the competitor in the Limited class. A number of “really fun” roads are known, but are not used in the Winter Rally Series because they are “Seasonal Use Only” and may not be open to traffic due to snow. Contacting the residents along a rally route may reduce problems. Some have commented that they were expecting us. The ability to be successful in a TSD rally using different navigating techniques was discussed. The various sources of aftermarket exhaust systems. Sound is an important factor. A question was raised on the availability of lights in the end of an exhaust pipe. The procedure for correcting an erroneous in time at a check point was discussed. There is a need for a standard procedure available to check point crews. A radio operators test will be given March 14. Anyone interested should contact Curtis Braun. The ins and outs of vehicle registration and inspection were discussed. Some feel that we should continue to “name” corners, including “straight at ‘T’”. Visions of Homer Simpson. Do calories run out of broken cookies and schemes to discourage “moochers.”? Several possibilities were mentioned. Good discussions at the meeting.

Event #5 of the 2010 Winter Rally Series

A TSD Rally of approximately 160 miles using paved and unpaved roads in the Southern Tier and Finger Lakes regions of New York. Tulip instructions are used, and distances are given to each instruction.

Schedule : Registration 2:00 to 3:00 PM Novice school 3:10 PM Driver’s Meeting 3:40 PM First car starts 4:01 PM First car finishes about 10:30 PM

The Rally starts and ends at the newly renovated “Pastaria Pub” Restaurant (www.pastariapub.com), (585-624-2080) located at 7281 West Main Street, Lima, NY 14485. Snow tires are recommended (all season tires will limit your speed group eligibility), Tow rope/strap, and 90 minutes of flares or one DOT triangle are REQUIRED to compete.

$35/car for SCCA members, $45/car for guests. There is a 35 car limit. Pre-registration is recommended. Vehicle classes will range from Equipped, Limited, Stock, and Novice classes. Speed groups will be A (45mph), B (40mph), C (36mph) (see the 2010 General Instructions at http://flr-scca.com/rally/2010/GIs.pdf for more details) A valid driver’s license, vehicle registration, insurance and inspection information will be required at time of registration.

The 2010 US Formula First Championship January 15, 2010

The U.S. Formula First Championship is a series of Cross Regional races contested in the Central, Great Lakes, and Northeast divisions of the Sports Car Club of America. It consists of 10 regional races contested on 5 weekends at 5 different tracks. An informal championship race is held at Road Atlanta in the fall of the year. The series is now in its fifth year and has a large following amongst Formula First competitors in the central states. Formula Firsts are aircooled VW powered formula cars. They feature four wheel disk brakes, spec Hoosier tires, dry sump lubrication and feature very tight racing, much drafting and typical wheel to wheel action. For those who do not want to own and prepare their own car there are a limited number of state of the art rentals available for a race weekend of for the whole season. The races are organized by the Formula First Driver’s Association and currently the Association is in the process of lining up Sponsorship for the series and each individual weekend events.
