‘It’s Complicated’: Ministers’ relationship with bureaucrats not peachy!

he hot topic among the politicians and administrative officers these days is the altercation between the minister for mines Pramod Jain Bhaya and its director IAS Gaurav Goyal. But this isn’t the first case of a tug-of-war between a minister and his officer. In the one and a half year tenure of this government, there have been almost one and half dozen such cases of confrontation.

The first such case which came to light under present dispensation after its formation was between Health Minister Dr Raghu Sharma and ACS (Health) Rohit

Kumar Singh. Dr Sharma had turned down many files forwarded by the ACS. But the coordination between the two during the corona crisis was perfect. Director (NHM) Dr Samit Sharma had to unceremoniously leave the department in May 2019 due to his collision with the Health Minister. The minister had in fact even proposed a charge sheet under 16CC for an MOU done by Samit Sharma without the government consent apart from an inquiry against him in NHM vacancies. Both cases are still pending with the state government.

But the minister credited with an all-time record for confrontations with officers is Vishvendra Singh. Vishvendra

Singh has opened front with not one but 4 IAS officers. The Principal Secretary of Tourism Department Sreya Guha has gone as far as boycotting all meetings by the Tourism Minister apart from making a formal complaint against the minister’s behavior to the Chief Secretary.

Minister Vishvendra Singh collided with two chairmen of RTDC. He went to such an extent in his fight that he stopped going to the Tourism office to show his annoyance and the battle finally ended with first H Guite and then KB Pandya being shunted out of the department. Even Bharatpur Collector Arushi Malik had to be transferred after a dispute with Vishvendra Singh.

When PHED Minister BD Kalla and his Principal Secretary Sandeep Verma came face to face on the issue of transfers of departmental engineers, the minister negatively remarked on his ACR which was later modified by the CM himself.

Similarly, there was an open confrontation between Labour Minister Ashok Chandana and Secretary Naveen Jain to which then Labour Commissioner Samit Sharma also became a party. The episode ended with the transfer of both Jain and Sharma.

Another case is of then-Secretary (LSG) Siddarth Mahajan who is used to work in routine fashion and speed.

This definitely was no match with the pace & style of functioning of Minister (UDH) Shanti

Dhariwal resulting in the departure of Mahajan from the department. In a similar case, Shanti Dhariwal also was wary of the way the then Kota Collector Muktanand Agrawal was functioning. The confrontation between two resulted in Muktanand Agrawal packing his bags from Kota within 8 months of joining.

Revenue Minister Harish Choudhary is known for confronting the collectors of his home district Barmer and getting them transferred instantly. So far he has got three collectors removed from there and these days is miffed with the existing collector Vishram Meena.

his Principal Secretary Dinesh Kumar. Kumar is known for his high contacts in Delhi. But the altercation between the two saw Dinesh Kumar shunted.

Transport Minister Pratap Singh Khachariyawas and his then-Secretary Rajesh Yadav’s fight was not a hidden affair. Both confronted with the issue of departmental transfers & postings. When Rajesh Yadav went overboard with undue interference he had to leave the department.

There is a common aspect in all the anecdotes listed above.

Whenever there is an altercation or confrontation between a Minister and his officer, it is the officer who is shown the door. Ministers simply go on.

The state govt has already banned the sale of the drug followed by the Maharashtra government. Now RTI activist and president of Kudi Housing Board Development board UR Beniwal, has filed a complaint in Kudi Bhagtasani Police station, demanding a reply from NIMS Jaipur for endorsing the drug, without informing either the central government or the state government.

Beniwal has alleged that the drug has been produced without requisite permission from the government and its assigned bodies.

Twenty Indian soldiers died in the physical fight.

ay 30 was a historic day in American space history. Elon Musk’s SpaceX Crew Dragon spacecraft was launched into space carrying two American astronauts for the space station. Both NASA and SpaceX were jubilant. With the Government of India opening the doors for bigger private participation in India’s space programme, Indian Space and Research Organisation can look forward to becoming more competitive. The newlycreated Indian National Space and Authorization Centre (IN-SPACe) together with the New Space India Limited (NSIL) will work as a catalyst for technological advancement in space programme.

The role of NSIL is to help ISRO facilitate private participation. IN-SPACe on the other hand will meet private sector demands in the space programmes and work on ISRO’s interface with industry.

It is a major reform in the space sector approved by the Union cabinet on Wednesday. After the cabinet decision, Prime Minister Narendra Modi tweeted, “The reform trajectory continues. The Union cabinet’s approval to reforms in the space sector is yet another step towards making our nation selfreliant and technologically advanced. The reforms will boost private sector participation as well.”

For the last 50 years ISRO has engaged with private companies but has enjoyed a monopoly over the purchase of their products in lieu of knowhow. With IN-SPACe the private companies have a level playing field in using space infrastructure, leaving R&D and new space missions, to ISRO with no constraint on funds.

Have you even been suddenly shouted at or called names or heard people gossip, behind your back but close enough for you to get a whiff of it. Oftentimes, our bodies respond by cringing and tightening all over. Emotionally, we feel dejected, low and sometimes worthless even.

Things get worse, when this is a constant in our lives, when it comes from a family member, who is always pulling you down by negative remarks that make you question your self-worth.

The feeling of rejection, when a constant, is no less than an avalanche that changes the shape of things inside our mind. Not literally perhaps but in terms of our self perception or how we view all that is around us.

The other form of rejection comes in terms of actually being rejected for a job , eligible position at current workplace etc. This form of rejection can make some people try harder for the next opportunity and make some people retrieve into their shells, where they sulk and blame everyone else.

The above statement is a generalization, as without doubt a majority of households in north India fall into this category. Only a minority of families have no gender bias.

Furthermore, now, with the covid epidemic, this is a problem that is being faced by people irrespective of their gender. Entire industries are shut down; take example of tourism which is a primary source of income for many in Rajasthan. Majority of other industries are also affected. We all have read about the migrants marching home. We have read about hospitals denying patients entry, even for medical emergencies, other than covid 19. A frustrating time, with mounting pressures has seen a spike in death due to suicide as well.

Does vitamin D ward off coronavirus?

I

t has been suggested that taking vitamin D may protect people from getting COVID-19. But should we be using supplements to ward off the virus? We need to separate fact from fiction.

Vitamin D is essential for maintaining overall health, especially for bones, teeth and muscle. It regulates the body’s stores of calcium and phosphate and helps us maintain a healthy immune system. While we can get vitamin D from oily fish, egg yolks, red meat and supplemented foods in our diet, the vast majority of vitamin D in the body is produced in the skin due to sunlight exposure.

Vitamin D concentrations are lower in people with obesity, those with high blood pressure or

diabetes and in those who smoke. It can be stored in fat cells, thus reducing the circulating concentration in the blood. Poor diet in those with heart disease and a sedentary lifestyle away from sunlight contribute to lower blood concentrations of the vitamin, while smoking affects vitamin D and calcium regulation.

These conditions are associated with increased risk of COVID-19 and the more severe forms of the disease. It has therefore been proposed that people with low vitamin D are at higher risk of infection or have worse outcomes with COVID-19.

NORTHERN HEMISPHERE Between October and April, most of Western Europe and the northern

states of North America lie too far north to have enough sunlight to provide adequate production of vitamin D in the skin. Many people in these places are at risk

of becoming deficient during these six-months unless they get increased levels of the vitamin from their diet or supplements.

Italy, Spain, the UK, Chi-

na and some parts of North America all have a high proportion of the population with vitamin D deficiency. These countries also have significantly higher numbers of COVID-19 deaths. Other countries in the same region such as Norway, Denmark and Finland have lower COVID-19 mortality rates, but higher levels of vitamin D in the population as supplementation and fortification of food in these countries is common.

Further data analysis, specifically looking at ethnicity and vitamin D in COVID-19, would be needed to draw firm conclusions, and the discrimination faced by these populations cannot be overlooked.

TREATING COVID-19?

Currently, 28 trials have

been registered relating to vitamin D and COVID-19. The reporting of these findings will better guide the management of patients presenting with low concentrations of vitamin D. Although vitamin D is beneficial to health, it should be noted that too much can be toxic and can cause dehydration, increased thirst, vomiting, abdominal cramps and mental confusion.

We do not yet have a full clear picture of the relationship between vitamin D and COVID-19, but if your blood concentrations are found to be low, or you are shielding out of direct sunlight, it’s never a bad idea to see your doctor about taking supplements – just don’t take too many..

New Delhi: Delhi High Court directed Central & Delhi government to take strict action against hospitals that are not providing realtime updates on the availability of beds for the treatment of COVID-19 patients.

The court said that any communication gap between government & hospitals should be reduced. The court has also asked Kejriwal government to appoint ‘dedicated officers’ for the same.

The region has also faced many conquerors in its history who exploited the people and resources. At present nothing has changed for Baloch people even in this democratic era. While the whole world is fighting against the corona pandemic, the people of Balochistan are living under illegal occupation of Pakistan and facing double trouble.

Firstly to fight against this deadly coronavirus and secondly to save themselves from continued oppression of the Pakistan federal government’s biased bureaucracy, intelligence agencies, and its army.

Last month, seven soldiers, including a senior officer, were killed in two separate encounters and attacks by rebel groups who support the demand of Balochistan as a separate country. These attacks by the rebels are said to be a response to the increase in military operations and human rights violations during the lockdown under the Pakistan Army’s operation ‘Radd-ulFasaad’ in the region. In these

military operations by Pakistan, 16 Baloch people were killed in the month of April alone, mostly political activists. More than 300 local Baloch people have whisked away, including women and children.

These recent incidents clearly indicate and also deny the baseless claims of the Government of Pakistan that the situation in Balochistan is quite normal and under control.

The present state of Balochistan is very rich in terms of the availability of natural resources. But still, the people of Balochistan have constantly been the victims of the gross negligence and apathy of the federal government of Pakistan.

Many political and social activists have accused the Gov-

ernment of Pakistan that during the period of corona pandemic Pakistani forces and agencies are continuously increasing cases of human rights violations and leaving no stone unturned to suppress the local Baloch people. The leader of the Balochistan Liberation Front, a separatist organization, Allah Nazar has also alleged that the Pakistan Army is using the Covid-19 outbreak to tighten the noose on its illegal occupation of Balochistan and weaken the struggle and voice of its people demanding basic fundamental rights. Balochistan which covers approximately forty percent of Pakistan’s land territory with only around six percent of the total population is facing no less than a cata-

strophic condition due to this pandemic. At this time, in this hour of crisis, playing an opportunist the Pakistan Army and ISI are targeting Baloch rebels and political activists who are demanding a separate country. The terror of ‘Death Squads’ groups, directly sponsored by Pakistan Army and ISI in Balochistan is at its peak. The “Death Squad” is an unofficially formed group by ISI, consisting of retired soldiers and local petty criminals against insurgents for kidnapping and killing the Baloch rebels and supporters of separate Balochistan movement.

They do not miss any single chance to attack political leaders or activists and their family members including women and children.

At present, the corona is emerging as the second major problem for Baloch fighting with the federal government and Pakistan army for their rights. The long stretches of an open border with Iran, a country that is heavily affected by corona and the legal and illegal active cross border movement is also proving to be a big threat for the province of Balochistan. It is important to recall that the first corona affected patients and other early patients in Pakistan were also reported to have come from Iran. Despite all this, there was a delay in sealing the border and trade transport activities between

Iran and Balochistan. This reflects Pakistan’s lackadaisical attitude towards the security of Balochistan and the local people from rapidly spreading coronavirus. Only surprisingly, on May 11, despite the threat of corona infection from pilgrims, Iranian traders including transport drivers travelling from there, the border was reopened.

Mohammad Usman Khan Kakar, MP of the Pakhtunkhwa Milli Aawami Party has highlighted the discrimination faced by the Baloch people in the Pakistani parliament, clamming that the authorities and federal government led by PM Imran Khan has not dealt with the situation properly in Balochistan. He further said neither a single ventilator was provided to Balochistan, nor an appropriate number of test kits were provided. Pakistan has claimed to conduct more than four and a half lakh tests, 20 thousand tests per day, whereas the truth is that in Balochistan so far, only a little over 10 thousand tests have been done. It is also worrying that amongst all total those tested, about fifty percent were found positive of coronavirus.

Dr Saleem Abro, DG health Balochistan recently warned in a press conference that the cases could increase to over 100,000 within the next few months, ‘From July to September we are expecting coronavirus cases to peak and the situation could become dangerous’ he

added. Which clearly shows the terrible picture of the widespread virus in the Baloch region. According to reports, If authorities conduct proper tests in the far-flung areas of Balochistan, especially in the areas of towns and villages close to the Iran border, shocking statistics will be revealed of corona cases. The sudden increase in death rate in rural areas also indicates the same.

Balochistan province government spokesman Liaquat Shahwani expressed his helplessness to the press that the federal government had promised them to provide 50,000 test kits. However, they did not receive the entire shipment and only 14 thousand test kits were received, which were insufficient. Balochistan’s Finance Minister and many local government officials have been hit by the virus. According to local newspapers, in the initial days of outbreaks, it took 10 to 15 days to get the results of the test. Pakistan is the only country in the present circumstances to arrest, charge a number of cases, and behave brutally with the local doctors and medical staff who demanded PPE kit and other essential facilities for their security.

In Balochistan, this lockdown period is being used to mistreat people and to cure patients, but to target separatist leaders, organisations, and journalists seeking their freedom and fighting for their fundamental rights. Already a thin economy deprived of basic amenities, a weak Balochistan will not be able to withstand this two-way attack Balochistan is not a barren land for Pakistan, Today Balochistan is not a liability for Pakistan rather it is a treasure. Pakistan’s economy is not very strong, manufacturing is at its lowest and tourism industry is non-resizable with zero revenue. Mineral-rich Balochistan not only gives an economical backbone to Pakistan but it also fulfills day-today requirements of the country, receiving almost nothing in return. Organisations like WHO, UNHRC, International human rights should come forward in aid of the Baloch people and save Balochistan from collapsing and going into ruins.

Jaipur: Health minister Dr Raghu Sharma has lashed out at those accusing the state government of being anti Ayurveda. “Over 18 lakh people in Rajasthan were given an ayurvedic concoction as an immunity booster against coronavirus, Dr Sharma said on Thursday.

The minister said that the process for the distribution of the concoction (kadha) is still on.

“Around 18.84 lakh people have been given a kadha from March 13 to June 24 for the prevention of the infection,” the minister said, adding that the ayurvedic mixture was also given to “corona warriors” and their families.

Meanwhile, Leader of the Opposition Paresh Dhanani has demanded that the state bear 50% of the charges of all COVID-19 tests.

He has asked the state government to cover the tests under the Ma Amrutam card programme and extend benefits to the people of Gujarat. Dhanani said still there is room to bring the fees down to Rs2,000, of which the state can bear Rs1,000.

tripes are evergreen and there is hardly a person who would not have stripes in their wardrobe. As soothing and satisfying as these multiple lines (stripes) look, also they never fail to add charm to the entire outfit, with a touch of elegance and grace. This pattern has been in use in clothing since hundreds of years, but with a negative symbolism initially.

Appearing in the Medieval times first, this pattern was seen only on clowns, prisoners, hangmen and prostitutes to name a few, but with monochromatic stripes. Later at the end of the nineteenth century, the taboo of ‘negative and stripes’ came to an end when Queen Victoria dressed up her son in a sailor suit during a Royal Yacht boarding event. Accepted by royalty, white and navy blue stripes have been adopted by the swimmers on their bathing suits.

But this was not it; during the beginning of the twentieth century, stripes were back again. Since then, they have always been in trend and one can never get bored of the so-called soothing pattern.

t befuddles me no end to see the current state of Indian society. Looking from a distance it seemed that some Anchors and TV Guests were talking about a strange but keenly fought game. Coming closer, it started to look as though a civil war had broken out between the Indian States.

But when I listened carefully, it was horrifying to know that the numbers of dead, numbers of infected and numbers of tested were being fudged or suppressed.

All this going on in the midst of a pandemic that can only be managed if accurate figures are given to the experts to extrapolate!

SSR’s Last Film to Release Next Month

ate Bollywood actor Sushant Singh Rajput’s last completely shot film ‘Dil Bechara’ will hit the digital platform Disney+ Hotstar skipping theatrical release.

The digital streaming service shared a new poster of the film on Twitter announcing that it will premiere on July 24. “A story of love, hope, and endless memories. Celebrating the late #SushantSinghRajput’s legacy that will be etched in the minds of all and cherished forever. #DilBechara coming to everyone on July 24,” tweeted Disney+ Hotstar.

Additionally, the film will be available to everyone for free including the ones who have not subscribed to the streaming service as a mark of tribute to Sushant’s love for cinema.

“For the love of Sushant and his love for cinema, the movie will be available to all subscribers and non-subscribers,” the tweet by the streaming service further read.

The new poster features the departed actor sitting while Sanjana Sanghi is seen resting her hands and head on his shoulder.

Directed by Rajput’s close friend Mukesh Chhabra, the romantic flick is adapted from the famous novel ‘The Fault In Our Stars’ by John Green and will also see actor Saif Ali Khan in a special appearance.

The flick was originally slated for May 8 theatre release but it could not see the light of the day due to the shuttering of cinemas owing to coronavirus crisis.
