The said amount was deposited by the builder under protest at the time of seeking permission for construction fifteen years ago. Sirohi: A loud explosion occurred while opening a box-type item in the border Maval village of Aburoad, killing a 35-year-old man and injuring a 10-year-old boy. On receiving the information, RIICO SHO Champaram reached the spot with the team. At the same time, the injured man was taken to the government hospital, where he was declared dead by doctors. The primary investigation done by the police has revealed that the box-like object was diffused. At present, the police are further investigating the entire case. About 10 km from the city, Bhopanath, 10, went to immerse Dasha Maa’s statue in the Maval river where he found a box-like object with coconut. He brought the item to his house in Nath Colony of the village. At first, he tried to break the object using stone, but failed. On this, his maternal uncle Jawaharnath attempted to break it with a stone. During this time, there was a loud explosion in the box. Due to the explosion, the forehead and chest of Jawaharnath were pierced and his hand also exploded. Bhopanath was also injured in the incident. The police have kept the body in mortuary and handed it to family after postmortem.

Camp Bus Stand has remained controversial since the beginning. The construction work was started in the previous tenure of Chief Minister Ashok Gehlot around six years ago in September 2013. According to the plan, a three-storey bus stand was to be built by spending Rs50 crore. After the change in government, the BJP made many changes in the project and prepared a new plan. For-
mer CM Vasundhara Raje approved the plan of making the bus stand

work could not start in the tenure of her government for four years.
After that, Raje released a grant of Rs20 crore for completing the works. Finally, the construction work was completed in February this year by spending Rs26 crore. Now, inauguration of the new building of bus stand is pending. Roadways officials say that it can be started from next month. The foundation stone of the reconstruction work was laid by CM Gehlot six years ago,
but the work was not done as per the plan. So, Roadways officials are hesitant to approach Gehlot for the inauguration of only one part of Sindhi Camp Bus Stand. At the same time, Transport Minister Pratap Singh Khachariyawas is also not much interested in inauguration. If the building gets operational, it would be possible to shift platform no. 2 to 3, which would provide relief to the passengers.

The 54-year-old application process for teacher felicitation ceremony has been changed. Now teachers would have to apply online for the felicitation. At the state level, the Department of Education had so far felicitated 62 teachers. But now 99 teachers will be felicitated at the state level function on September 5. 99 teachers at the district level and 903 teachers at the block level and a total of 1101 teachers will be felicitated. A prize of Rs 21 thousand will be given at state level, Rs 11 thousand at district level and Rs 5100 at block level. The statelevel teacher felicitation

With the new route, the flight duration would reduce by around one-and-a-half hours from 14.5 hours to 13 hours and fuel savings would be in the range of 2,000 to 7,000 kilograms per flight, according to an Air India spokesperson. Air India operates a daily flight from New Delhi to San Francisco.

IN THE COURTYARD CENTRE TO SET UP SPECIAL COURTS FOR RAPE CASES New Delhi: The process of setting up of over 1,000 fast-track special courts across the country to deal with pending cases of rape is likely to begin on October 2, the Law Ministry has said. The Dept of Justice in the Law Ministry had proposed the setting up of 1,023 fast-track courts at a total budget of Rs 767.25 crore. Centre’s support of Rs 474 crore for one year will be funded under the Nirbhaya Fund. The fund was announced by the Centre in Dec 2013 after the rape and murder of a student in Delhi. In a letter to the Cabinet Secretariat, the Department of Justice has said after recommendation of expenditure finance committee, the case has been forwarded to the Finance Minister for approval. —ANI

Advocate Chaturvedi said that the CBI in its affidavit filed in May this year before the SC had claimed that the investigative agency has not found any proof to substantiate the allegations of disproportionate assets case against the Yadavs, hence, it had closed the preliminary enquiry on August 7, 2013. n the new world wrought by US President Donald Trump, where one shock follows another, there is never time to think through fully the implications of the events with which we are bombarded. In late July, the Federal Reserve Board reversed its policy of returning interest rates to more normal levels, after a decade of ultra-low rates in the wake of the Great Recession. Then, the United States had another two mass gun killings in under 24 hours, bringing the total for the year to 255 – more than one a day. And a trade war with China, which Trump had tweeted would be “good, and easy to win,” entered a new, more dangerous phase, rattling markets and posing the threat of a new cold war. At one level, the Fed move was of little import: a 25-basis-point change will have little consequence. The idea that the Fed could fine-tune the economy by carefully timed changes in interest rates should by now have long been discredited – even if it provides entertainment for Fed watchers and employment for financial journalists. If lowering the interest rate from 5.25% to essentially zero had little impact on the economy in 2008-09, why should we think that lowering rates by 0.25% will have any observable effect? Large corporations are still sitting on hoards of cash: it’s not a lack of liquidity that’s stopping them from investing. Long ago, John Maynard Keynes recognized that while a sudden tightening of monetary policy, restricting the availability of credit, could slow the economy, the effects of loosening policy when the economy is weak can be minimal. Even employing new instruments such as quantitative easing can have little effect, as Europe has learned. In fact, the negative interest rates being tried by several countries may, perversely, weaken the economy as a result of unfavorable effects on bank balance sheets and thus lending. The lower interest rates do lead to a lower exchange rate. Indeed, this may be the principal channel through which Fed policy works today. But isn’t that nothing more than “competitive devaluation,” for which the Trump administration roundly criticizes China? And that, predictably, has been followed by other countries lowering their exchange rate, implying that any benefit to the US economy through the exchange-rate effect will be short-lived. More ironic is the fact that the recent decline in China’s exchange rate came about because of the new round of American protectionism and because China stopped interfering with the exchange rate – that is, stopped supporting it. Kashmiris have feared that India would emulate Pakistan and change its demography. They were terrified of losing the demographic advantage in the state
n August 5, the press around the world noted that India had ended special status or Jammu and Kashmir. The media in the Muslim world such as Dawn and Al Jazeera shone the light only on Kashmir. So did the BBC and The New York Times. This is understandable. Given that India and Pakistan are both nuclear powers, Deutsche Welle has rightly called the conflict over Kashmir the most dangerous in the world. Yet it makes sense to take a deep breath and examine key facts to make sense of what is going on. Many journalists forget that there is no state in India named Kashmir. The state of Jammu and Kashmir includes three distinct regions: Buddhist Ladakh, Hindu Jammu and Muslim Kashmir. These comprise 62.3%, 22.7% and 15% of the area of the state. This means that Kashmir is merely 15% of the total area of the state. The tables are turned when it comes to demographics. Kashmir is most populous, comprising 53.9% of the state population with Jammu forming 43.7% and Ladakh a mere 2.3% share. The statistics above reveal an important point that the Indian, Pakistani and international media almost invariably miss. Kashmir is just one of the three regions of a highly diverse state. Conflating Ladakh and Jammu with Kashmir is sloppy, inexact and misleading. So, why do most journalists do it? Ignorance rather than ill will is the most probable answer.
THE ROOTS OF CONFLICT Like many a political entity, the modern state of Jammu and Kashmir is a historical accident. During the dying days of the Mughal Empire, the revolting Sikhs established their own short-lived empire. They first conquered Jammu and then expanded to Kashmir.
Starting in 1834, Zorawar Singh Kahluria, the Dogra general of the Sikhs, led audacious campaigns in high altitude to conquer Buddhist Ladakh and Shia Baltistan. In 1841, Kahluria ended up with a lance in his chest when he attempted to conquer western Tibet, but the Dogras now controlled a swathe of territory, which is currently shared between India, Pakistan and China. In the 1840s, the Sikh Empire disintegrated. The Dogras led by Gulab Singh seized their chance. In 1846, the Sikhs and the British came to recognize Dogra sovereignty and they became one of the 584 princely states of British India. Singh and his progeny ruled over a Muslim-majority kingdom while paying obeisance to the British. Hari Singh, the last Dogra ruler, was portly, extravagant and worthless. This former page boy to Lord Curzon was blackmailed by a Parisian prostitute for a princely sum of £300,000 in 1921, or $16 million in today’s terms. Needless to say, such debauchery did not enamor Singh to his subjects. While most royal families joined newly independent India or Pakistan, Hari Singh had illusions and delusions of

grandeur. He wanted to rule a Himalayan Switzerland. Pakistan saw Muslim-majority Kashmir as a natural part of its nation-building project and dispatched Pashtun tribesmen to wrest it. In a panic, the Dogra ruler signed the Instrument of Accession on October 26, 1947, and Indian troops landed in Srinagar. Even as Indian troops were pushing back Pashtun tribesmen, Jawaharlal Nehru, India’s first prime minister, took the matter to the United Nations
How African ancestors made sound in the Stone Age
he Middle and Later Stone Age, which lasted from about 300 000 to 300 years ago in South Africa, was an important time for the African continent. During this period humans developed many different strategies to produce a variety of stone tools. They used fire as an engineering tool and to cook. As expert hunter gatherers, they successfully inhabited many parts of Africa. But one thing that’s been missing from our understanding of this epoch is sound, noise or music. There’s been very little research on the role of sound production during the Stone Age. That’s very surprising since we know that the latter part of this period was an important one for the development of complex cognition, symbolic
expression and social dynamics among human ancestors. So it stands to reason that groups which were communicating in complex ways might also explore sound for expression. One reason to account for this lack of research may be that sound-producing instruments are usually made of organic materials which typically don’t survive well, archaeologically. We wanted to address this gap in the research. So we’ve established a working group to map and investigate Stone Age musical activities within Africa, incorporating ethnographic perspectives, knowledge gained from the in-depth study of various cultural groups. One of our first projects has been to examine ancient versions of the strange disc-shaped object that South Africans collo-

quially know as a “woer woer”. The “woer woer” (“whirr whirr” in Afrikaans) can be wound up between two pieces of string and released to produce the same kind of sound as a howling wind or a swarm of bees. Different versions exist in various parts of the world, known by different names. Working with bone arte-
facts from archaeological sites in South Africa’s southern Cape region, we’ve been able to show that some implements might have been used for sound production in the past. This sort of research is important because it can shed light on human behaviour and the use of space. Some spaces may have been specifically selected for how well sound resonates and amplifies, perhaps to form part of rituals to induce altered states of consciousness or enhanced states of association.
BULLROARERS AND WOER WOERS The “woer woer” works on the same principle as another instrument, the bullroarer. This has been used for centuries in many societies to produce sound, chiefly during ceremonial occa-
sions. When it’s spun through the air it produces audible vibrations that travel for some distance. At least two examples of woer woers made from perforated pieces of bone have been recovered from archaeological sites along the southern Cape coast, at Klasies River and Matjes River. Both date back between 5000 and 10 000 years. The Matjes River woer w oer was recovered together with perforated bone pendants. Some of these “pendants” bear a striking resemblance to bullroarers from other parts of the world. on January 1, 1948.Nearly four months later, the UN Security Council called for a plebiscite in Jammu and Kashmir. First, Pakistan was supposed to withdraw Pashtun tribesmen and its nationals. Second, India would then reduce its forces “progressively to the minimum strength required for the support of the civil power in the maintenance of law and order.” Then, there would be a plebiscite that would decide where the state would go. The resolution remains stillborn till this date because neither party has followed it. Instead of troops decreasing in Kashmir as per the resolution, they have only increased over the years. The reason is simple: Neither Pakistan nor India trust each other. Besides, for each of them, the Kashmir Valley is an essential part of its nation-building project. For Pakistan, Muslim-majority Kashmir must be a part of its territory. For multicultural India, Kashmir as a part of its nation proves this is home to diverse communities who are all part of an exquisite mosaic. Rain Ruin: 76 dead in flood-hit Kerala Bengaluru: Seventy six people have died over the last three days in Kerala, which is yet to recover from the worst flood it faced in a century. Rahul Gandhi, who has been elected to parliament from Wayanad in Kerala, is camping in his constituency since Sunday. As per an official data, “Since August 1, 76 people have lost their lives while 5, 81,897 persons have been evacuated from 2,694 flood-hit villages of the state.” Rains have eased out, water levels have started receding and surface communication is likely to be restored soon in North Karnataka, Integrated Defence Staff (IDS) said. With orange alert in force, the close watch will need to be maintained on the situation. Home Minister Shah undertook an aerial survey of flood-affected areas of Karnataka. —ANI

Saudi Aramco to invest $75 bn in RIL Mumbai: Chairman and Managing Director of Reliance Industries Ltd Mukesh Ambani on Monday said Saudi Aramco will invest 75 billion dollars in the conglomerate and have 20 per cent stake in its oil to chemicals (O2C) business. “Saudi Aramco and Reliance have agreed to form a long-term partnership in our oil to chemicals division. Saudi Aramco will invest for a 20 per cent stake in Reliance’s O2C division at an enterprise value of 75 billion dollars,” he said at the 42nd annual general meeting (AGM). “This is the biggest foreign investment for Reliance and one of the largest for India. The partnership with Saudi Aramco to cover Reliance’s refining and petrochemicals assets, including 51 per cent of the petroleum retail joint venture.” In another significant new initiative, BP acquired 49 per cent stake in Reliance’s petro-retail business. Reliance will get Rs 7,000 crore from BP for this transaction, Ambani said. —ANI

5 children killed in fire at 45 dead as Typhoon Lekima slams China Pennsylvania daycare facility More than Washington: At least five children, including four siblings, were killed in a fire that broke out at a daycare facility in Pennsylvania on Sunday (local time). Four people were injured, including two teenagers who jumped from a second-floor window onto a porch of the facility in Erie to escape the blaze, Erie Fire Chief Guy Santone told local media. He said that the homeowner was injured, along with a neighbour who tried to enter the burning home to rescue the victims. Eight people were at the facility when the fire broke out around 1:15 a.m. (local time), Santone said. The children who died were between 8 months to roughly 8 years old, the fire chief said. Beijing: The strongest typhoon to hit China this year has killed at least 45 people, statemedia reported on Monday, as authorities stepped up rescue efforts to locate 16 missing people after the storm displaced more than a million residents. Lekima, the ninth typhoon, hit Wenling city on Saturday afternoon, packing winds of 187 kilometers per hour and bringing heavy rainstorms. The typhoon has left 45 people dead and 16 missing in three Chinese provinces, wreaking havoc there with torrential rains and strong gales. In the Zhejiang Province, Lekima landed at around 1:45 am on Saturday in the city of Wenling. By Monday morning, the death toll in the province rose to 45 while nine others remained missing, said the Zhejiang provincial flood control headquarters. —PTI

Beijing: Typhoon Lekima has affected at least six and a half million people in the Chinese provinces of Zhejiang, Jiangsu, Anhui, Shandong and Fujian, since making landfall last week. People have been affected in Shanghai as well, Chinese Ministry of Emergency Management said. Around 1.46 million people have been relocated as part of rescue efforts until now. The typhoon has left 45 people dead in its wake while 265,500 hectares of crops have been affected. About 35,000 houses have been damaged while 3,500 homes have collapsed. —ANI
HK grounds flights amid protest Hong Kong: Hong Kong airport authority on Monday suspended all remaining flights for the day after thousands of pro-democracy protesters entered the terminal’s arrival halls. The authority said that they were suspending flights in the wake of sit-in protest. “Other than departure flights that have completed the check-in process and the arrival flights that are already heading to Hong Kong, all other flights have been cancelled for the rest of today,” it said in a statement. —ANI

Centre asks Twitter to block eight ‘fake’ handles for spreading misinfo New Delhi: The Narendra Modi-led government has asked microblogging site Twitter to suspend eight accounts for allegedly spreading rumours about the prevailing situation in Jammu and Kashmir, following the abrogation of Article 370 of the Indian Constitution (Which grants special status to the Valley). Speaking to a portal, a senior Ministry of Home Affairs official claimed eight Twitter accounts have been spreading rumours and fake information to disturb peace in Jammu and Kashmir. In such an uncertain scenario, Gehlot met Sonia and assured her of a hundred per cent Manmohan victory from Rajasthan. Subsequently, under Sonia’s advice, Gehlot also met Manmohan at his New Delhi residence. In fact, the Manmohan Singh’s “Rajasthan Rajya Sabha presence factor” will further strengthen the political positioning of Gehlot in Congress Core group, where he is already considered to be a top Gandhi family ‘loyalist’ and a ‘performer.’ Once Manmohan Singh is elected from Rajasthan, he will also have a “legitimate” right to further promote and project Gehlot in Gandhi family, as and when re-
quired. In that situation, even a single word from Manmohan Singh will mean a lot for Gehlot, who is virtually fed up with an ongoing Pilot camp bickering and alleged obstruction in his day-to-day matters of governance. nanya Panday, who is sharing screen space with Kartik Aaryan for the first time in their upcoming film titled ‘Pati, Patni Aur Woh’, has said that her 29-year-old co-star is really funny and always makes everyone laugh on the set. Ananya Panday was interacting with the media on the sidelines of the Lakme Fashion Week, which celebrated its 20 years in Mumbai on Saturday. A remake of the 1978 original film ‘Pati Patni Aur Woh’ directed by B.R. Chopra, the new version will see Kartik play the husband, a role which was earlier essayed by Sanjeev Kumar. Bhumi Pednekar will enact the wife’s character played by Vidya Sinha. “I am very excited for this film. I came back from Lucknow yeasterday after finishing shooting. I will again head to Lucknow next week. It’s really a funny movie which the audience will enjoy watching,” Ananya said.
When asked about her experience of working with Kartik, she said, “He is really funny and always makes us laugh on the film’s set.” Sharing her association with the Lakme Fashion Week, Ananya said, “It’s my first year with Lakme. I am super excited and honoured to be a part of this family.” Talking about her memories of attending the Lakme Fashion Week, Ananya said, “When I was young, I used to attend the Lakme Fashion Week with my mother and I always wanted to be on the stage. I was really inspired by it. I have been practicing walking the runway since I was really young.” When asked which fashion designer’s work she liked the most, Ananya said, “I would like to walk the ramp for someone like Arpita Mehta who is young and fun.
