With the rise of unregistered firms offering architectural and interior design services through social media in Malaysia, professionals face growing challenges. These firms often undercut registered companies, utilizing unlicensed designers and architects, creating risks for clients and undermining industry standards. At the same time, rapid advancements in technology, including AI, are threatening to replace traditional roles in design.
How can the architectural and interior design professions navigate these twin threats illegal practices and automation while ensuring they remain relevant, innovative, and in demand? What strategies can be employed to maintain professional integrity, embrace technology, and ensure sustainable growth in a shifting landscape? Discuss.
TOPIC: Threats to the Interior Design Profession
The architectural and interior design professions in Malaysia are facing significant challenges due to the rise of unregistered firms and advancements in automation. Unlicensed companies, often operating through social media, undercut registered professionals by offering cheaper services without adhering to industry standards, creating risks for clients and undermining the profession's credibility. At the same time, rapid developments in AI and technology are reshaping the industry, threatening traditional roles by automating many tasks. Despite such challenges, by addressing them while upholding professional integrity, the architectural and interior design professions can secure their place in a rapidly evolving industry.

A Completion and Compliance Certificate (CCC) is an essential legal document issued by the local authorities in Malaysia. It signifies that a building project has been completed according to approved plans and complies with Malaysian building codes, regulations, and safety standards. These processes are often time-consuming, requiring significant administrative work and adherence to strict guidelines. In many cases, project timelines are short, placing additional pressure on architects and developers to meet the requirements within limited timeframes. This situation makes it difficult for professionals to focus on creating highquality designs, as a large portion of their efforts are devoted to navigating these submission processes. Which part of the question refers to CCC? What do you think about the IDLE exam?
How is CCC relevant for Interior Designers? Can we submit the Building Plan (BP) and CCC to the Local Authorities? Who is the PSP? Is a CCC still valid when a renovation/alteration to the original plans are done? How will you advise your client? Expand and discuss.
TOPIC: Local Authority
The CCC is a cornerstone of regulatory compliance in Malaysia’s construction and design industry. While interior designers may not directly handle CCC submissions, their work often intersects with its requirements. By collaborating with the PSP, understanding the regulatory landscape, and educating clients, interior designers can ensure their projects align with compliance standards, delivering highquality designs without compromising safety or legality.
While not directly related to the CCC discussion, the IDLE could serve as a measure of professional competence in the field, ensuring that practitioners have a solid understanding of regulatory requirements like the CCC.
The CCC remains valid only for the building in its approved state If renovations are made, particularly those affecting the structure, the original CCC may no longer apply In such cases, new approvals and possibly an amended CCC may be required.
The PSP is the professional responsible for overseeing the compliance of building projects with regulatory standards
The Completion and Compliance Certificate (CCC) is a critical document in Malaysia, issued by authorized professionals to certify that a building project adheres to approved plans and complies with building codes and safety standards This certification is indispensable for legal occupancy and ensures that construction meets the necessary regulatory and safety benchmarks.
Compliance with Regulations: Interior renovations, especially those involving structural changes, must comply with building codes.
They submit the necessary documentation to the local authorities and ensure that the CCC is issued after verifying that the project adheres to approved plans.
Typically, this role is fulfilled by an architect or an engineer, depending on the project scope
The submission of the BP and obtaining the CCC is typically the responsibility of the PSP, who can be an architect, engineer, or building draughtsman While interior designers are not directly involved in submitting these documents, their work must complement the approved plans Any deviations from the original plans, particularly those involving structural elements, must go through the PSP
Coordination with Architects and Engineers: Interior designers often need to collaborate with architects and engineers to ensure that their plans do not compromise structural integrity
Continuously monitor technological developments and trends to adapt and integrate relevant tools into practice
The Uniform Building By-Laws
Building designs comply with Malaysia's Uniform Building By-Law (UBBL) 1984, combining both passive and active fire protection systems for comprehensive safety measures. Can UBBL guidelines be further improved to address emerging challenges and advancements in fire safety? What recommendations would you propose for improving the effectiveness of UBBL guidelines in ensuring fire safety in buildings but not limiting architectural design and innovation? (Make references to UBBL when giving your opinion.)
We must have adequate knowledge of Fire requirements for the spaces we design. Discuss in detail why Fire Safety is important for Interior Designers, and not only Architects. Discuss.
TOPIC: UBBL guidelines on fire safety in buildings.
While UBBL guidelines are robust, integrating emerging technologies, performance-based codes, and modern evacuation strategies can further improve fire safety without limiting architectural and interior design innovation. For interior designers, understanding fire safety is not just important but essential. Their choices in materials, layouts, and integration with fire systems play a direct role in protecting lives and property, emphasizing the need for their active participation in ensuring compliance with fire safety regulations.
The Uniform Building By-Laws (UBBL) 1984 is a legal framework in Malaysia that outlines the minimum standards and regulations for the construction and safety of buildings
The UBBL covers various aspects of building design and construction to ensure safety, functionality, and compliance with national and international standards Key areas regulated by the UBBL include: Fire Safety 1. Structural Integrity 2. Accessibility3. Public Health and Sanitation 4. Means od Escape 5.
Incorporating New Technologies such as smart fire detection systems and advanced materials.
Encouraging flexible code such as implementing performance-based codes or Provide specific guidelines for fire safety in adaptive reuse projects, where old structures are repurposed
Enhancing evacuation strategies. Strengthen requirements for fire safety provisions catering to differently-abled individuals, ensuring inclusivity in escape planning
Malaysia's Uniform Building By-Law (UBBL) 1984 is a cornerstone of the nation's building safety regulations, ensuring comprehensive fire safety through passive and active systems While effective, in my opinion emerging challenges like climate change, urban densification, and advancements in construction materials and technologies call for a reevaluation of these guidelines to enhance their relevance without stifling creativity in architectural and interior design. 4
Interior designers determine layouts that can either aid or hinder evacuation. For example, UBBL’s Clause 166 emphasizes the importance of clear and accessible escape routes.
Interior designers contribute to fire compartmentalization through the placement of fire-rated doors, walls, and ceilings Complying with UBBL regulations, such as Clauses 139 and 140 (fire-resisting construction)
Establish a framework for periodic updates to the UBBL guidelines, ensuring they evolve with advancements in technology, construction methods, and fire safety research
Material selection and finishes. Materials with high flammability or toxic smoke emissions can significantly worsen fire risks.

In designing all aspects must be considered to ensure all users are able to enjoy the space safely.
Ensure your designs relates to the community surrounding the space. This created a sense of belonging and authenticity.

Different colors may portray different feelings and vibe to the space. Furthermore, it can be played with different materials for instance, different colored strings when overlap may create new colors.
Both designers has a rather universal approach in designing their spaces in order for it to be versatile and comfortable for all people.

In my opinion, this talk gives me a better idea on what to expect when I have started working in the industry. How much thought and effort that goes into one project is not an easy journey. This inspires me to achieve more in curating my designs for the community.
