We will gladly pay that fee for a better facility.” On September 19, 2012 the city of Regina unveiled a concept of the new stadium. Brent Sjoberg, the deputy city manager and CFO, describes the semi-open model which he believes is fitting for the city, “We wanted the big skies but protection from the elements, hence the spectator roof that covers the fans but is still transparent. It’s a smart roof that protects from sun and wind, but you don’t miss those skies. This is the furthest thing from Mosaic Stadium.” Technical advisers on the stadium project are a combination of firms, including Pattern

Summarizing the process of selecting the current design, Sjoberg says, “We’ve considered solar and wind patterns, structural requirements, and studied what we wanted and funneled down to the priorities. We also studied various features of other stadiums around the world as benchmarks. We did this work with a group of various partners, including the Roughriders, Evraz, and the province. It was a fluid process.” The big question is still cost. Sjoberg states his groups’ goals for staying on budget, “We will be refining the costing work. Consultants will be working on what inflation is like in Regina over the longterm, since the cost of material goes up over the years. We will end up with a cost

estimate, and then we plan to bring in a third party and conduct a peer review to go over the cost assurance. We’re then using the procurement model of ‘design, build, and finance.’” Design, build, and finance is a project pricing model, Sjoberg explains, “It hasn’t been done in Regina before, but it’s a proven method that makes projects on time and on budget. We go out to the market with a guaranteed maximum price and time.” Once a building company makes a bid on the job, the delivery costs and timeline becomes that company’s responsibility. “This allows us to demonstrate the cost won’t go up. Finally, the price risk goes to whoever bids – the risk is transferred to them.” FLS
