Salary Rates for Municipal Officials: (a) In first class municipalities and in specially organized municipalities the mayors of which are authorized by existing law to receive equal or higher alary rates. (I.•) The maximum rates of per diems which may be paid to members of mupi cipal councils, including those of Pasay, ~arafiaque, Caloocan, Makati, San Juan and Mandaluyong in Greater Manila, shall be governed by existing law. 4. Sessions of provinCIal boards, municipal boards or city councils. and municipal coun cils for attendance at which pel' diems shall be paid is hereby limited to only once a month. Nothing contained in this Order, however, shall be construed as authorizing the payment of pel' diems when such payment has not been authorized in accordance with jlxisting lawS nor pr'l.cluding or prohibiting the holding of more than one session a mon th, provided no per diems is collected for attendance at sessions in excess of once amoo~ . 5.
