GENERAL INFO

Overview: The Fountain Hills Mayor’s Youth Council is a group of high school students dedicated to learning about how local and state government bodies run as well as serving the community through volunteerism. Council members learn about leadership and the skills that they can learn to become leaders. What do we do? Council members share their perspective on youth issues by serving as liaisons to the Mayor, Town Council, and peers, as well as provide a variety of community service projects, including cleaning their own assigned street through the Adopt-a-Street program. Members also learn about the services provided by other organizations such as Rural Metro Fire Department, Maricopa County Sheriffs’ Office, local historians, artists and the Parks division. Overnight retreats, special dinners and social gatherings provide fun, too! How? Members meet twice monthly and accomplish their mission through volunteerism and civic education and participation as well as an annual field trip to the State Capitol while the Legislature is in session. They also provide leadership on Make a Difference Day, serve as a listening board to the youth in the community and provide the Mayor information from their perspective, promote a sense of civic involvement and community pride, and become positive role models through responsible leadership. In December 2016, the Town of Fountain Hills said goodbye to a long time co-worker, resident, and friend, Chance Butterfield. Chance joined the Community Services team in 1998 and was a fixture at Golden Eagle Park, serving as the Park Lead. His service within our parks touched the lives of many, and his greatest satisfaction was to see the parks in use by families, teams, and residents of all ages. The cover of this edition of the “In the Loop” features the completed renovations of the Golden Eagle Park tennis courts. This project was just one example of the pride Chance took in his profession. Our friend and teammate will be greatly missed.

Program Refunds • A FULL refund is granted when Community Services cancels any program. • NO refunds will be granted after the start of a program except for medical reasons or relocation out of the area. • NO refunds will be granted for trips or team sports leagues unless the spot can be filled. • A $10.00 administrative fee will be charged against ALL refunds to cover administrative costs. There are no administrative fees charged when the program is cancelled by Community Services. • Credit card refunds are issued back to the card used for payment. • Refund processing takes four to six weeks. Facility Refunds • A FULL refund will be made if Community Services cancels the rental. • In the event of inclement weather, the responsible party may re-schedule the rental at a later date. • All changes to reservations need to be made at least 24 hours in advance. All changes to weekend reservations need to be made by the Thursday prior to the reservation. • Refund processing takes four to six weeks. Memorial Day Ceremony Monday, May 29 at 9:00 a.m. Fountain Park • FREE – All Ages Each year, the last Monday of May is set aside as a day to honor our military heroes. Originally known as Decoration Day, this annual observance will commemorate those who have lost their lives in battle, serving the United States, as well as recognize the brave military men and women who serve our country. Plan to join the Fountain Hills community on Monday, May 29 at the Veteran’s Memorial located on the south side of Fountain Park for a moving ceremony, honoring those that have made the greatest sacrifice.

Fourth at the Fountain Tuesday, July 4 at 5:00 p.m. Fireworks at 9:00 p.m. Fountain Park Admission – FREE Put on your patriotic best and join friends and neighbors at Fountain Park on Tuesday, July 4 to celebrate the good ‘ol USA! The celebration will kick off at 5:00 p.m. with music, games, kids entertainment, and a wide variety of food. Bring a blanket or chair to relax and enjoy an evening filled with fun.  The night will be capped off with a majestic fireworks display over the park’s beautiful lake. There is no  better place to celebrate America than in one of the prettiest places in the country – our very own Fountain Hills! For their safety, please leave pets at home.

THE SUMMER HEATS UP As the summer heats up, your Fountain Hills Parks and Recreation team is ready to help you cool off! This summer we have a variety of water-based programs to help you keep your cool during the scorching days of summer. We have family friendly activities and events designed for all ages! CPR/AED for the Community and Workplace

Wine Tasting and Education Class

The purpose of this course is to train individuals to overcome any reluctance to act in emergency situation and to recognize and core for life threatening respiratory or cardiac emergencies in children or adults. The classes cover adult, child and infant CPR; the use of an Automated External Defibrillator (AED), and first aid for choking. The Fountain Hills Fire Department provides the certified CPR instructors. The American Safety & Health Institute (ASHI) “CPR and AED for Community & Workplace” course provides individuals with the basic knowledge and skills necessary to perform effective basic life support in an emergency. Persons who do not work in the healthcare field but are occupationally required or just desire to have CPR knowledge and skills would attend this course. Participants may include: • Emergency response teams in business & industry • Adult residential care personnel • Child care workers • Teachers

In this new and exciting class, participants will learn about wine from a local wine expert. In this class, students will learn about topics such as sugar, tannins, fruit, and acid and how they relate to differing types of wine. Each topic will involve 2 tastes of wine with a grand total of 8 wine tastings per class. This is a great opportunity to taste delicious wine and learn about what makes wine some great or not, depending on your taste buds.

Do you love jewelry but hate those high prices? Making your own might be the way to have your cake and eat it too! This is a fun class that will give each participant the opportunity to design and make their very own piece of jewelry. During this class, participants will be educated on the differing methods of making jewelry, as well as making your very own pieces. Techniques will include pearl knotting, wire wrapping, leather with pearls, basic stringing, and peyote bracelet. This class is for students with some experience in painting with acrylics or oil paint. After a brief review of color dynamics and painting techniques, students will each paint separately ... each expressing their vision as they see it. Using only photographic reference (not other artist’s work), or their own still life setup. This is not an analytic or academic approach but is designed to encourage each painter to paint from within and express themselves visually with color, shape and form such as landscapes, floral, portraits, cityscapes, abstracts ... in realistic, contemporary, i­ mpressionistic techniques are encouraged. Instructor works with each individual as needed. No class critiques.

SCIENCE LEGO Robotics Workshop This workshop is to introduce students to LEGO Mindstorm Robotic Kits and the programming it takes to make them do fun stuff. Learn how to design, build, and program LEGO Mindstorm NXT robots. Use your problem-solving skills for hands-on projects and challenges. Students will create and construct a variety of devices, such as marshmallow shooters, slingshots, rockets, and catapults to launch items into the air, hit targets, or create diversions. During the development of the item to be launched, students will use engineering skills of designing, building, testing and re-designing to improve the outcome. They will re-engineer their creation to better solve the challenge requirements. Example: create a paper airplane that will travel the farthest, spiral as it flies, or reach a target. TIME

Competing teams use their brains, bodies, and toy blasters to complete fun missions. All missions are safe and family-friendly, allowing ages 6+ and all skill levels to play. Parents wanting to play must register themselves as well as their children. Blasters and eye protection will be on loan, but you may bring your own. Blasters must be stock/unmodified and must be compatible with Nerf Elite or Boomco darts. No blowguns allowed. If you cannot fix your blaster when it jams, please do not bring it. Darts will be provided, please do NOT bring darts. We need a minimum of 10 participants to hold a battle (max of 18), to register a week before each Nerf War or that war will be cancelled. Beginner French Camp

Some music teachers may not want you to know this, but you don’t need years of weekly lessons to learn most instruments. With simple instruction and review of commonly used keys, these insider tips will have you playing like a pro in no time. You’ll be able to perfect your technique at home, using exclusive take home materials provided by the instructor. There is an additional $29 materials fee collected in class – this includes the take home DVD and workbook. This is a single 2.5 hour class.

This class is designed for kids to learn conversational French. Students will learn through interacting with one another and playing out scenes (such as meeting in a café or at school). Additionally, they will also watch movies and play games in French. On the last day of class, students will celebrate with a French picnic.

JULY IS NATIONAL PARKS AND RECREATION MONTH July is National Parks and Recreation Month and we want you to “Get Your Play On!” Make sure to check out all the great ways to play in Fountain Hills. Did you know that Fountain Hills is home to four awesome and diverse park spaces? Four Peaks Park boasts a large multipurpose field and two full size baseball fields and is home to several summer events and programs including Wacky Wet Wednesday and our very popular Back to School Bash. Secondly, we have Desert Vista Park which has several multipurpose fields that are commonly used by our local soccer clubs, and various other programming. This park also accommodates an awesome skate park and our beloved dog park. Make sure to check out Golden Eagle Park with its four full size baseball fields, four newly renovated tennis courts, and two newly resurfaced basketball courts. Golden Eagle is a popular sight for Little League games and Softball tournaments, as well as many events and programs such as Pitch, Hit, and Run and Party in the Park for Teens. Finally, we have the crown jewel of parks, Fountain Park. This park is a destination and is often the primary reason people visit our beautiful town. Fountain Park is home to a brand new musical playground, various ramadas that can be rented for special occasions, the ever popular summer fun spot splash pad, and a professional level disk golf course. The most awe-inspiring portion of this park is the world-famous fountain. The F­ ountain is extended to its full height on special occasions, for everyday viewing the Fountain reaches a height of 330 feet! The fountain is quite the sight to see! Take some time and get outdoors to visit our wonderful parks. Spend some time playing and just enjoying life. Play some soccer at Desert Vista Park, shoot some hoops at Golden Eagle Park, play some tennis at Four Peaks Park, or just wander around Fountain Park enjoying the views of our awesome fountain and our warm Arizona breeze. The Town of Fountain Hills Community Services Department and MCSO would like to invite teens in grades 6-8 to participate in our Middle School Madness events throughout the 2016-2017 school year. Join us for a variety of games, trips, food, and fun. These events are FREE for teens to participate.

Have you ever wanted to go tubing on the Salt River but, don’t want to have to drive to the venue and carry the tubes and worry about driving back tired, well I have the fix for you. The Town of Fountain Hills Community Services Department is hosting the second annual Family Fun Trip. Come and enjoy an awesome trip to the Salt River with your family. This trip is open to families of all shapes and sizes. Unfortunately, any children under the age of 8 and fewer than 4 feet tall cannot rent a tube and any child under the age of 18 must be accompanied by an adult. So, get your family registered and come have some fun in the sun with us on the Salt River.

The emphasis is on the development of the child as an individual and an athlete, rather than the competitive aspect of winning. The program strives to provide a fun and safe atmosphere in which children can learn respect, sportsmanship and soccer skills. All players receive equal playing time and an introduction to the fast-paced game of indoor soccer. Each participant will receive a FREE t-shirt and award. In this class students will learn the rumba as well as simple box patters. This class will be great for learning rythem while using easy steps coordinated to all different types of music. Students will also learn the basic fundamentals of lead and follow. Why walk when you can dance?

The course emphasizes the governing concepts of this healing art by using Yang style of Tai Chi. The soft ever-flowing movements can be described as “meditation in motion.” It is total exercise, one that encompasses the body, mind, and spirt. Beginning Archery Ever wanted to learn how to shoot a bow and arrow? Here’s your chance! In this class, you will learn the safe and proper way to shoot a compound bow. The instructor that teaches the course is a trained instructor through the National Archery in the School’s Program as a Basic Archery Instructor. ICE CREAM SOCIAL Nothing could be finer in the summertime than a cold, refreshing ice cream sundae. Nothing, that is, unless you can build it yourself from a variety of toppings. The Town of Fountain Hills Activity Center is hosting our annual Ice Cream Social where participants can enjoy their custom-made sundaes in the good company of friends and neighbors. We will provide the ice cream and all the toppings to build your own sundae. It’s a sweet deal made even sweeter because it’s free! About the Meals • • • • •

The cost of each meal is $7.00  eals are delivered every day by volunteers between M 11:00 a.m. and 12:30 p.m. Meals consist of a hot entrée and two side dishes in an aluminum container plus a cold sack with salad, dessert, fruit, and milk A variety of seasonings are used in the preparation of the meals with minimal salt being added Diabetic meals are available upon request

FOUNTAIN HILLS RESIDENTS: Need a Ride? Choose RIDECHOICE! Although Fountain Hills is physically a part of the Phoenix metro area, sometimes it can feel like we are completely separated from the Valley with regard to public transportation – even with an express Metro bus line that starts and ends here – especially for our non-driving senior citizens. In response to local transportation needs, the Town of Fountain Hills and Valley Metro have teamed up to offer the “RideChoice” program. This transportation program is open to those residents in Fountain Hills with qualifying disabilities or those who are age 65 and older. Residents who qualify receive $75 monthly from the town toward a transportation voucher that will allow them to use a taxi for needed rides. Residents contribute $25 monthly to their voucher card, making the value of the RideChoice card $100. • The value of the RideChoice card is $100 per month. Residents will make payments of $25 per month and the town will pay $75. Money can be added to your RideChoice Account online or by mail. • Valley Metro has ten cab companies listed as RideChoice providers. Once you are signed up for the program you can simply call a cab company and schedule a ride, and use your voucher as payment, like a debit card. Service is available 24 hours a day, 7 days a week, and 365 days a year.

HOW DO I JOIN RIDECHOICE? • To participate, a resident must fill out a RideChoice Application, which will be reviewed by Valley Metro staff to determine eligibility. Applications can be found on the kiosks in the Community Center, Town Hall and Library. • You will need to include the following documents with your application:

RENTAL PROPERTIES ARE SUBJECT TO SALES TAX In order to provide Town programs, services, and infrastructure that contribute to the quality of life for Fountain Hills residents, the Town has a variety of revenue sources to pay for its operations and capital improvements. Since the Town does not have a primary property tax, one of the most important sources of local revenue is sales tax. Residential rental properties are one area for which the Town is not receiving all of the potential sales tax. The Town has discovered that a number of homes and condos in our community are rented out as short term or long term rentals without the property owners paying appropriate sales tax. As a result, it is estimated that the Town is losing hundreds of thousands of dollars in sales tax revenue annually from property owners not properly paying the sales tax on the rentals. This loss is important because the rental of residential properties is a business enterprise. In addition, the occupants of rental properties still utilize town facilities, town services, police and fire protection, and drive town streets. Essentially, other ­Fountain Hills residents are paying the cost of these services for others.

GENERAL INFO

By Law, Owners Must Register Rental Properties – Under Arizona Revised Statutes § 33-1902, an owner of residential rental property in Arizona must register certain information relating to the property and its ownership with the Maricopa County Assessor’s Office regardless of who rents the property. In addition, a property owner who does not reside in Arizona must designate a statutory agent who lives in Arizona to accept legal service on his/her behalf. Regardless of where organized, a corporation, limited liability company, partnership, limited partnership, trust, or real estate trust must register the name of the ownership entity as well as a principal within the business entity. The registration may be filed electronically, using an online registration form, by mail, or in person. There is a $10.00 (U.S.D.) fee per registration. A separate form must be completed for each parcel or roll number registered. The Maricopa County ­Assessor’s Office classifies property based upon its use. If a property owner discovers that a property has been misclassified, the owner can notify the ­Assessor by calling 602-506-3406 to receive instructions on how to have the misclassification corrected. All Rentals Are Subject to Taxation – Income from rental of real property for 30 days or longer is subject to the 1.6% Fountain Hills sales tax. Income from rental of property for periods under 30 days is subject to the transient lodging tax rate of 6.6% for Fountain Hills in addition to 7.27% for State and County tax. Failure to register residential rental property is a violation of Town Code Sec. 7-11-1 and may result in civil penalties. The tax applies to all persons who lease or rent one or more properties (apartment units, houses, condos, etc.) within Fountain Hills. Rental taxes are remitted to the Arizona Department of Revenue on form TPT-2 and reported using FH as the region code and either 044 or 045 as the business code. Forms are downloadable from the Department of Revenue website and you can also apply for the tax license online. Failure to comply with the provisions of Town Code Sec. 7-11-1 may result in civil penalties in accordance with A.R.S. § 33-1902. The amount is $150 per day for each day of violation and may be imposed after the date of the most recent notice of assessed valuation and the notice prescribed by A.R.S. § 42-15103. Over the next five years, the Town of Fountain Hills is facing a budget shortfall of over $5 million. Property owners remitting the sales tax on all residential rentals would make a huge difference in helping to close this budget gap. The Town of Fountain Hills will be initiating an audit of suspected properties over the next 18 months in an attempt to recover rental sales tax, interest, and civil penalties. If you have one or more residential properties that are rented out during the year or suspect that a nearby property is a rental, please contact the Town of Fountain Hills Code Enforcement Hotline at (480) 816-5193. The Town’s goal is for everyone to pay their fair share of taxes.

DOG LICENSING Do you have a dog in Fountain Hills? • All dogs three months of age or older within the town limits of Fountain Hills must have a Fountain Hills animal license. A Maricopa County animal license is not necessary. • A license is required by Arizona Revised Statutes §11-1008 and by Fountain Hills Town Code 6-2-3. • Household maximum is four (4) dogs. Why are dogs licensed? • Public health and safety – to ensure that all licensed dogs have current rabies vaccinations. • Citizen assistance – to aid in returning a loose dog to its rightful owner. Any time of day/night. As a winter resident or visitor, is this license necessary? • Yes, if the dog is kept within the boundaries of the Town of Fountain Hills for at least 30 consecutive days of each calendar year. What is required? • Written proof by a veterinarian of current rabies vaccination. • Written proof signed by a veterinarian of being spayed or neutered, in order to obtain discounted rate for altered dogs. Is there a cost? Current cost are: • $17.00 annually for a spayed/neutered dog. • $6.00 annually for spayed/neutered dog if owner is 65 or older – four dogs is the maximum permitted. • $42.00 annually for a non-altered dog. • Rates are not pro-rated for a short year due to the expiration of rabies vaccination. • Late fees (if paid after expiration of annual license) and lost tags – see Town’s Fee Schedule.
