The 2017 Parade of Homes promises to be the best two weekends of the year to buy a new home. The Parade will feature our area’s finest builders showcasing design, special features, fantastic floor plans, and superb craftsmanship. We have builder entries in the City of Fredericksburg, Orange County, Spotsylvania County, and Stafford County, so far! To kick off the 2017 POH, the 2017 Parade of Homes Celebration will take place Friday, September 29, 2017 at Stevenson Ridge from 6pm-9pm. President's Pen Dave Phelps What a great CrabFeast we had this year! I truly appreciate all the hard work the CrabFeast team put into this year's event. We cannot have great events like this without our volunteers, THANK YOU! Maria and staff, yet another fun event! THANKS! We met with Lewis Watts (Spotsylvania) and Cary Jamison (Stafford) last month about the continued growth in new homes and the permit review times. Both counties saw a doubling of the number of permits in March of this year, yet their staff numbers are the same. They are aware of the rising demand and the longer review times to get building permits out. We asked how FABA could help with this new review time challenge and how they were planning to handle the increased volume of permits. Both Counties suggested one of the biggest issues are building permit packages being submitted with incomplete documents. Many times the missing documents are not noticed until it gets in front of the building plan reviewer, which now takes 2-3 weeks and that time is lost if the package is not complete. Both counties offered to have a training class on submitting building permit packages. Spotsylvania's class was last month and Stafford's is this month - Sept 19 at 7:30am in the FABA Boardroom. I hope you were able to make one of these classes. (If not, contact Jewels at admin@fabava.com for the Spotsy Powerpoint) For me, I highly recommend using FABA's Permitting service for building permits they know how to get all the right documents together. Both counties are looking for ways to hire more reviewers, but this will not be a quick solution to the current demand challenges. The Nomination Committee, which includes Gene Brown, Marc Simes, Sean Halsey, and myself, will be meeting this month to review nominations and make recommendations for the 2018 Board of Directors and 2nd VP. THE LANDS OF OPPORTUNITY Builders are looking to secure land for 2018, now that spring selling season is over. Average demand for new lots across Metrostudy’s 36 markets peaked in June, July, and August the past two years. While some builders look to acquisitions in order to secure lots—like D.R. Horton’s acquisition of publicly held mixed-use developer Forestar Group in June, which landed it roughly 9,700 lots in 14 U.S. markets —builders in other markets with tight lot inventory must employ other strategies. MILLENNIALS, STUDENT LOANS, AND DEMANDS It's widely held that student loans, carried by graduates into their early careers, suppress demand--both in household formations, as well as family formation, and homeownership. Our take-away in all of this is that what may in bygone days worked as a homogenous "demand universe,"--people of shared demographic, household debt, and income characteristics--now functions as a series of parallel multiverses. ABOUT US The Fredericksburg Area Builders Association, chartered in 1968 and incorporated in 1980, represents thousands of people whose livelihoods are directly tied to the building and buildingrelated industries. FABA, a tax-exempt trade association, is affiliated with the National Association of Home Builders (NAHB) and the Home Builders Association of Virginia (HBAV). With its main purpose to create and maintain a favorable climate for the growth and development of the building industry, the Fredericksburg Area Builders Association seeks to develop and maintain high professional business standards with the ultimate goal of providing home ownership to all individuals and families in our area. Centrally located between Washington, D.C., the nation’s capital, and Richmond, Virginia, the state capital, FABA serves the historic Fredericksburg, Virginia area including the surrounding counties of Spotsylvania, Stafford, King George, Caroline, and Orange.

Governmental Affairs Saving the American Dream
LEGISLATIVEÂ COMMITTEE The Legislative Committee plays a crucial role for FABA member businesses. This group is responsible for reviewing and influencing proposed legislation and regulations. These proposals affect Spotsylvania, Stafford, King George, Caroline and Orange Counties as well as the City of Fredericksburg. Staying abreast of local issues that affect the building industry, members research proposed ordinances and work with local governments to try to bring about change that is satisfactory to members and government. Members of this committee attend county meetings, monitor state and local government activities, and speak at public hearings on items of interest to FABA. They also work in coordination with the HBAV Legislative Committee on issues at the state level. This committee typically meets the third Thursday of each month at 8:30 am.

DEQ AUDIT OF THE MS4 PERMIT By Bruce Reese The Virginia Department of Environmental Quality has selected Stafford County for an audit of the MS4 Permit the week of September 18th. This has a significant impact on active construction projects with regards to erosion, storm water management, and pollution prevention. BUILDING SAFETY ROUNDTABLE The Spotsylvania County Building Safety Department's Building Safety Roundtable is an informal gathering of contractor and builders to discuss building code issues and related topics. The program is designed for residential builders, contractors, and design professionals; but is open to all. The program is designed to give the building community an opportunity to speak one on one with the Building Safety Department management team. The Deputy Building Official runs the meeting and the Building Official and Inspection Supervisor are typically in attendance as well.
