Target: 40 Million Cards at Risk Retail Target is grappling with a datasecurity nightmare that threatens to drive off holiday shoppers during the company’s busiest time of year. The nation’s second-largest discounter said Thursday that data connected to about 40 million credit- and debit-card accounts were stolen as part of a breach that began over the Thanksgiving weekend. The data theft marks the secondlargest credit-card breach in the U.S.

What Should I Do Now? Target advised customers Thursday to check their statements carefully. Those who see suspicious charges on the cards should report them to their creditcard companies and call Target at 866-852-8680. Cases of identity theft can also be reported to law enforcement or the Federal Trade Commission. Target hasn’t disclosed how the data breach occurred but said it has fixed the problem and credit-card holders can continue shopping at its stores. The company is teaming with a third-party forensics firm to investigate and prevent future breaches. (AP)

Survey: Detached Dads Mostly a Myth Most U.S. fathers say they’re involved in taking care of kids Chicago The detached dad, turning up his nose at diapering and too busy to bathe, dress and play with his kids, is mostly a myth, a big government survey suggests. Most American fathers say they are heavily involved in hands-on parenting, the researchers found. The nationally representative survey shows dads’ involvement has increased slightly since the government first asked in 2002, coinciding with research since then that bolsters the benefits of hands-on fathering. The study involved nearly 4,000 fathers who were interviewed between 2006 and 2010. The results are encouraging and important “because others have found the more involved dads are, the better the outcomes for their children,” said researcher Jo Jones of the National Center for

Putin to Free Political Foe After 10 Years Moscow Jailed oil tycoon Mikhail Khodorkovsky will be pardoned, Russian President Vladimir Putin announced Thursday in a surprise decision that will let his top foe and Russia’s formerly richest man out of prison after more than a decade. The move, along with an amnesty for the two jailed members of the Pussy Riot punk band and the 30-member crew of a Greenpeace protest ship, appears designed to

assuage international criticism of Russia’s human rights record ahead of February’s Winter Olympics in Sochi, Putin’s pet project. It was arguably Putin’s biggest political decision of the year. Putin waited until just after his annual news conference to make the announcement, dropping the biggest news of the day after journalists had peppered him with questions in a four-hour marathon. In October 2003, commandos stormed into Khodorkovsky’s jet on the tarmac of a Siberian airport and arrested him at gunpoint. He was found guilty of tax evasion in 2005 and convicted of embezzlement in a second case in 2010.

Defending Obama Despite strains in Russia-U.S. ties, Russian President Vladimir Putin offered support to President Barack Obama, saying that spying by the National Security Agency is necessary to fight terrorism. The U.S. government should “limit the appetite” of the NSA, however, with a clear set of ground rules, he said. Putin said that while the NSA program “isn’t a cause for joy, it’s not a cause for sorrow, either.” He also said he hasn’t met with NSA leaker Edward Snowden, whom Russia has granted asylum, and that Russian security agencies haven’t worked with him. More than 80 people were injured, including at least seven seriously, and several trapped theatergoers had to be rescued, authorities said. The collapse happened at the Apollo Theatre at 8:15 p.m. local time during a performance of “The Curious Incident of the Dog in the Night-time.” The ceiling came down, bringing parts of the theater’s balconies with it, police said. “Complete chaos” erupted in the theater as the debris rained down, said Martin Bostock, who came with his family to see the show. “At first we thought it was part of the show,” he told Sky News. “Then I got hit on the head.” Libby Grundy, 65, said she heard a bang — and then saw a “huge cloud of dust.” “Within an instant, the entire roof caved in,” another man told

Federal prosecutors told Virginia Gov. Bob McDonnell last week that he and his wife would be charged in connection with a gift scandal, but senior Justice Department officials delayed the decision after the McDonnells’ attorneys made a face-to-face appeal in Washington, according to people familiar with the case. Dana Boente, the U.S. attorney for the Eastern District of Virginia, told the McDonnells’ legal teams that he planned to ask a grand jury to return an indictment no later than this past Monday, people familiar with the conversations said.

The people spoke on the condition of anonymity because of the sensitivity of the case. On Friday, the day after the meeting, McDonnell’s attorneys were told that the decision would be put on hold, the people said. A final decision about whether to press charges is now not expected before Jan. 2 and could come as late as February, they said. A 90-year-old woman was struck and killed by a black 2013 Porche Cayenne on Wednesday while walking her dog outside a Southwest Washington apartment building, D.C. police said. The accident occurred at Seventh and G streets SW. Authorities are investigating the accident, which killed Frances Margaret Parsons, a retired professor from Gallaudet University. Courthouse Cleared After Armed Man Spotted The federal courthouse in downtown Baltimore was evacuated Thursday and several blocks of downtown were blocked off until a man with a pellet gun outside the building was taken into custody. Officials say the man was spotted in the morning outside the U.S. District Courthouse holding the gun to his head. The man demanded to speak to the FBI. Once he spoke to an FBI representative by phone, he surrendered to U.S. marshals. (AP)

When Thomas Jefferson first laid eyes on Natural Bridge, a 215-foothigh limestone arch that soars over a Shenandoah Valley creek, he was so impressed that he bought it and the land around it from the king of England for 20 shillings. For the next 239 years, the Virginia landmark remained in the hands of private individuals. That will come to an end next month when a conservation group is expected to take possession of what Jefferson called “the most sublime of nature’s works.” Natural Bridge, which lies about 45 minutes from Lynchburg, Va., and draws 200,000 visitors a year, may eventually become a state or national park. The sale by the current owner, 88-year-old District developer Angelo Puglisi, opens a new chapter for the unusual geologic formation. It was ranked with Niagara Falls as one of the two natural wonders of the New World back in the

The stone arch and about 1,600 surrounding acres were initially put up for auction, with the possibility that the property would be split into as many as 35 parcels, said Jim Woltz, president of Woltz & Associates, whose real estate firm is handling the sale. But even as the Dec. 18 auction date loomed, Puglisi and Woltz quietly pursued conservation groups and public officials. Innovators are helping D.C. lose its rep as just a government town Washington The D.C. area has become a hub of tech innovation, but the focus isn’t winning government contracts. For a newly minted MBA like Dan Berger, Washington promised influence, affluence and the opportunity to change the world. He landed a job doing “human capital consulting” on government contracts at Booz Allen, the management consulting firm. But sitting idly in a cubicle in Herndon, Va., wasn’t going to be Berger’s world-changing gig. Disenchanted, he filled his days by making lists of ideas for the job he really wanted, businesses that didn’t yet exist. Five years later, Berger, 31, is chief executive of Social Tables, a fast-growing digital business that has raised more than $1.5 million from D.C.-area investors. Social

Tables’ programs handle seating arrangements, check-in and other details for parties, meetings and conferences. Social Tables has no ties to federal contracts, but Berger is quick to say that “without D.C., we wouldn’t be where we are today.” That’s because he has drawn talent, advice and money from more established local startups, big contractors and even from former government employees. For a bargain $3,000 a month, he rents space from 1776, a business incubator founded by Evan Burfield and Donna Harris. “D.C. becomes the place where everybody meets, even if it’s not where the actual business occurs,” said Harris, who formerly ran a

lobbying firm. Within a few months of opening in January, 1776 was home to more than 130 nascent businesses, selected from more than 400 applicants. Many of the startups are oneperson initiatives, but some employ as many as 18 workers. Berger looked into moving to New York, but he decided that D.C.’s potential was worth staying for. People work long hours without complaint — part of the city’s workaholic culture. The pool of talent to choose from is deep, in part because so many smart young people came here to work in politics. The explosion of government outsourcing and homeland security spending in the first decade of the century translated into

striking increases in population, income and affluence throughout the Washington area. But after federal spending in the D.C. area leapt from $29 billion in 2000 to $82 billion in 2010, the trend has reversed. Federal spending is set to decline for the foreseeable future. Even as the government has retrenched, though, the Washington area has flourished. The government’s need for computer technology attracted a huge corps of IT workers to the D.C. area. And many firms and workers who benefited from that outsourcing revolution have parlayed that business into new ventures that are far less dependent on public dollars. Across the region, growth is projected to accelerate over the next four years even as federal spending accounts for about 10 percent less of the local economy than it did in 2010, according to George Mason University economist Stephen Fuller. But what remains unproved is whether local investors will overcome their traditional conservatism and pump money into risky new ventures. “We’re on a path to being a more

As this season has spiraled out of control for the Washington Redskins, there’s not much left to look forward to other than the merciful end of the campaign next weekend. However, this Sunday’s home finale does have a potential bright spot — the Redskins can help ruin the Dallas Cowboys’ year. If nothing else, helping bump the Cowboys out of the playoff race might mitigate some of the drama that has surrounded this franchise over the past few weeks and provide a sign that the players haven’t packed it in. “I think it’s easy for the team because this is Dallas week,” Redskins coach Mike Shanahan said. “If people don’t think we’re playing for anything, then they get a chance to see what we’re made of and how we react when a team has got a chance to be in the playoffs.” The Cowboys appear to be in the full throes of their December swoon, and with Dallas’ porous defense providing opponents the opportunity to score at will, it presents a chance for Redskins quarterback Kirk Cousins to put together another strong outing. “Our fans want nothing more than for us to beat Dallas,” Cous-

Reed Out for Season: Redskins tight end Jordan Reed will miss the rest of the season because of lingering effects from a concussion. Rodman said the game is on track despite the recent execution of Kim’s uncle in a dramatic political purge. Rodman’s visit comes less than a week after North Korea announced the execution of Jang Song Thaek, an unprecedented fall from grace for one of the most powerful figures in the country. Jang’s execution sparked speculation by foreign analysts over the future of the Kim regime. Such a goal, though, is indicative of how Ovechkin has transformed

as a goal-scorer. The dazzling rushes and blistering one-timers are still there, but dirty yet effective goals — rebounds, deflections in traffic — are now part of his repertoire. “Now he’s in different positions to score,” forward Brooks Laich said. “I think if you saw a shot tracker of his shots before and his opportunities before, it’d be heavy one-sided and from certain spots, whereas now I think it would be scattered all across the ice: in tight on both sides, out more, both slots,

forehand, backhand. A New Coen Classic ‘Inside Llewyn Davis’ is a beautifully sad and sonic addition to the directors’ canon Film Review As “Inside Llewyn Davis” opens, the title character, a folk singer in Greenwich Village, holds a cafe audience spellbound with a hushed, perfectly studied rendition of the traditional tune “Hang Me, Oh Hang Me.” The year is 1961, and the Village folk scene is on the verge of transforming from a hermetic community of purists to a tourist destination for gawking at the Beats. Embodied by the gifted actor and singer Oscar Isaac in a poignant, mesmerizing breakout performance, Llewyn emerges as an improbably sympathetic anti-hero in “Inside Llewyn Davis,” written and directed by Joel and Ethan Coen. A wistful air pervades the film that feels new to the Coen canon, a compassion that elevates their protagonist from an object of derisive pity to an avatar not just of his own era, but of ours. Llewyn Davis is smart enough to see that the times are a-changin’, and that he won’t be changing with them. But for the few days depicted in “Inside Llewyn Davis,” he at least struggles. A larky, anarchic life force runs through “American Hustle,” David O. Russell’s screwball homage to the strivers and connivers who wreak playful havoc with what could easily have been a straight-up, if antic, FBI procedural. Notionally based on the 1978 Abscam investigation, wherein an FBI sting used fake Arab sheiks to ferret out corruption within the ranks of Congress and local jurisdictions, “American Hustle” cheerfully jettisons any pretense of historical accuracy or journalistic shoe-leather. The tagline at the beginning of “American Hustle” reads proudly, “Some of this actually happened.” Leave Wikipedia behind and allow yourselves to be entertained by this rollicking, sometimes unhinged shaggy-dog tale. The film opens on Christian Bale, unrecognizable behind a prodigiously flabby belly, meticulously arranging a toupee and combover. Bale plays Bronx-born con artist Irving Rosenfeld, who deals in fake loans and forged art, using a dry-cleaning business to launder his dirty money. When Irving meets Sydney (Amy Adams), they find immediate fellowship in worshipping Duke Ellington and harboring hearts full of larceny. Once Irving and Sydney cross paths with an ambitious FBI agent named Richie DiMaso (Bradley Cooper), the game is afoot, and the three embark on an increasing-

As in “The Fighter” and “Silver Linings Playbook,” Russell’s discreetly observant Steadicam tracks his crew and creates an intimacy that makes it all the more startling when a fact emerges that fundamentally alters our understanding of who we thought they were. At times, Russell’s exuberance gets the better of him: He’s prone to over-relying on music to sell a scene, and the reference-upon-ref-

But if only as a period piece, “American Hustle” is a joy to watch, its infectious brio giving the audience a time-warp contact high. The movie “American Hustle” most recalls is Martin Scorsese’s “Goodfellas,” which was propelled by the same jittery expansiveness but was willing to go to exponentially darker places. Russell’s content to keep it light, preferring to see even his most cracked characters as dreamers in search of the genuine article, whether in love, friendship or civic virtue. “American Hustle” may have taken its inspiration from the art of the steal, but it has a heart of pure, if slightly tarnished, gold. A Boom Is Building In Tysons Developers craft walkable neighborhoods around four new Silver Line stops

The Silver Line is ushering in massive expansion in Tysons Corner, including mixed-use developments, new apartments and plenty of retailers and businesses.

The first phase of CityCenterDC in downtown Washington is nearly complete, and at six buildings and 1.3 million square feet, it is nearly the largest mixed-use project ever built in the District. But CityCenter would be little more than a rounding error in Tysons Corner. The pipeline of development around the four Tysons Metro stations, according to a recently released report, is 45.3 million square feet, the equivalent of about 35 CityCenters. Work in Tysons will be spread over many years, but with the Silver Line expected to open in early 2014 (when exactly is anyone’s guess), there is already 3.7 million square feet under construction around the Tysons stations: McLean, Tysons Corner, Greensboro and Spring Hill, according to research from the real estate services firm Cushman & Wakefield. Investors are putting up money to erect all types of buildings near the new stations. Although there were few highrise residential buildings built in Tysons before construction began on the Silver Line, about 2,185 rental apartments have been recently completed or are under construction near the four stations now. Although few people live in Tysons at the moment, about 8,800 people who live within a half-mile of a Metro station currently commute to Tysons, according to Jones Lang LaSalle. If some decide to take the Silver Line, why not stop at the mall on the way home from work? Next door to Tysons Corner Center is the largest undertaking begun so far in Tysons, a 1.4 million-square-foot project by Macerich, the mall’s owner. It will have a pedestrian plaza, 395 apartments, a Grand Hyatt hotel and an office

tower. One outstanding question for the development is whether it will feature eating options superior to those in the food court.

Greensboro Greensboro has the least under construction of the four stations to this point. few blocks northwest of a planned Major League Soccer stadium and a few blocks southeast of the Wharf, a $1.5 billion planned remake of the Southwest Waterfront. One of the developers, Jonathan Rose, president and founder of the New York affordable-housing builder Jonathan Rose Co., said that because of D.C.’s escalating housing costs, he made Washington a focus of his efforts on building and preserving affordable housing. D.C. lost as much as half of its low-cost rental housing between 2000 and 2010. If Rose succeeds, the area won’t be completely flooded by new luxury units. “When the neighborhood loses economic diversity, we don’t think that’s a good thing,” he said.

Spring Hill Although the farthest west, Spring Hill is envisioned in the plan for Tysons as an arts and entertainment district. And there has been more early construction at the Spring Hill station than the other stations. Walmart and other retailers have arrived as part of a JBG Rosenffeld mixed-use project on a former car dealership, called Tysons West. Rose said his top priority was making sure that existing families, senior citizens and other tenants be allowed to remain in place. In the long-term, Rose said, 51 percent or more of the building would be set aside for families making below the area median income, though he said the formula has not been set. But he also said the developers plan to make extensive upgrades to Channel Square, in large part to make the property more energy efficient and more environmentally friendly. Improvements could include expanded recycling; upgraded heating and cooling systems; use of LED bulbs and motion detectors; and upgrades to lobbies, corridors and community spaces. Like an elaborately decorated wedding cake, the kid-friendly “Walking With Dinosaurs 3D” may leave you wondering how something so stunning could end up being so bland. The movie begins with a modern-day framing device about an archaeologist (Karl Urban) on a dig with his niece and nephew, then goes back to prehistoric times to follow a young pachyrhinosaurus, Patchi (voiced by Justin Long), and his best friend, a colorful bird named Alex (John Leguizamo). Patchi is the runt among his siblings, and a run-in with a larger dino leaves him with a distinctive hole in his head-frill. The movie aims to show the harshness of the dinosaur-eat-dinosaur world and it doesn’t shy from killing off parental figures, Disney style. Nevertheless, the plot feels haphazard and repetitive, with frequent scenes depicting the dangers of the pack’s seasonal travel. The adventure, based on the documentary television series of the same name (minus the “3D”), seems to have an identity crisis. Does it want to be edutainment or a feature film? Its reported $85 million budget lands it closer to a blockbuster, but it doesn’t feel adequate in either category.

Hors d’Oeuvres in an Hour

Back when sweater vests and turtlenecks were fashionable at holiday shindigs, you didn’t need to get creative with party appetizers. Pigs in a blanket, a cheese log rolled in crushed walnuts or a colorful Jell-O mold were all acceptable. These days, the party circuit has become a treacherous maze to navigate. One guest is allergic to nuts; your cousin is following the Paleo diet. Add to this the time commitment of whipping up a bunch of hors d’oeuvres when you’ve got a job/ kid/life, and it’s a wonder anyone throws parties anymore. NE VIN MARTEL (FOR E XPRESS) Before you choose a recipe, poll guests to make sure you’re not cooking something that will cause conflict with a majority of partygoers (“Bacon-wrapped dates? We’re kosher!”). And if you’re asking guests to potluck, be sure to assign them savory, sweet or another category. “They don’t want 10 cheese platters and no desserts,” says Hallie Harron, author of “Cheese Hors d’Oeuvres: 50 Recipes for Crispy Canapes, Delectable Dips, Marinated Morsels, and Other Tasty Tidbits” ($13, Harvard Common Press), who favors vegetarian-friendly White Cheddar Gougeres (see recipe). Once you have an idea in mind, make sure you’re not overestimating your abilities and setting yourself up for a spectacular public failure, and aim for two or three nice snacks, not a 25-course tapas menu. Washington, D.C., food blogger Olga Berman of Mango & Tomato (mangotomato.com) often goes with fuss-free favorites like glutenfree Roasted Indian Chickpeas and perfect-for-pescetarians Salmon Cream Cheese (see recipes). “I want something that’s simple to make and effortlessly served,” she says. And remember that the holidays are stressful enough without you attempting Aunt Ethel’s recipe for 48-layer dip en croute. “Do something you’ve done before,” advises Berman, “so you know it’s going to turn out.” So your fellow partygoers can easily identify buffet items, Harron advises writing up a small card

Preheat the oven to 450 F. Combine ingredients. Spread the chickpeas in a single layer on a parchment paper-lined cookie sheet. You might have to use two cookie sheets. BLACK TRUFFLE HONEY MASCARPONE WITH HERB ROASTED TOMATO BRUSCHETTA 1 loaf of rustic bread, sliced 1 ⁄2- inch thick 1 teaspoon black truffle oil 1 tablespoon honey 1 cup mascarpone cheese 10 cherry tomatoes 1 teaspoon fresh thyme, chopped 1 teaspoon fresh parsley, chopped Oil Salt and pepper 1 clove of fresh garlic

Brush bread slices with oil; sprinkle with salt and pepper. Grill on high for 2-3 minutes per side. (Bread also can be baked in oven. Preheat oven to 375 F. Place prepared bread on sheet pan and bake in oven for 10 minutes, turning over once.) Lightly rub toast with fresh garlic clove.

Beat together black truffle oil, honey and mascarpone cheese. Toss cherry tomatoes with herbs, salt, pepper and oil. Roast for 15 minutes until skins burst. Michael Mina Fresh off of opening his 19th restaurant, Michael Mina is no stranger to milestones. Earlier this week, the Michelin-rated chef celebrated the fifth anniversary of Bourbon Steak, his swanky steak house in Georgetown’s Four Seasons (2800 Pennsylvania Ave. NW) that concentrates on meat done well. We talked to the San Franciscan while he was in town to celebrate the occasion. You can’t physically be in the kitchen at all of your restaurants. How do you communicate your vision to all the chefs? I tell my cooks they have to taste as they cook. I tell them to look for a balance of acidity, sweetness, spice and richness. It helps me not only come up with new dishes, but it helps people who work with me understand what’s missing from a dish. Is there a dish that stands out to you on the current Bourbon Steak menu? John Critchley [the current exec-

utive chef] does a rockfish tagine. I think it will be around for a long time. He pressure-cooks the pine nuts and treats them like beans. What void do you believe Bourbon Steak is filling in D.C.’s dining scene? It’s a more modern take on the classic steak house. We didn’t come into D.C. hoping to be just another steak house. We wanted to be one of the top restaurants in the city. Just because you have “steak” in your name doesn’t mean you can’t be. Our meat is great but the menu is very well-rounded.

On your website Cook Taste Eat (cooktasteeat.com), you give away a lot of your recipes and techniques. Why’s that? I don’t believe in secrets. I think the more education you give your staff and customers, the better off everyone is. What are you hiding these days? People are just going to find it on the Internet. The recipes are still a lot of work. If you want to go do it, knock yourself out. Why do you think some people are afraid to cook meat? Doneness. People are very worried they’re going to buy this expensive cut of meat and cook it improperly. The problem that most people have is they don’t want to cook on high enough heat to properly sear or grill the meat. What kind of things do you cook for yourself at home? We’re blessed because we live in Marin, San Francisco, where everything grows. We have an acre that we’ve planted on, and we have a lot of wood fire equipment. We let guests walk around and put things in a basket and then throw it in the oven and make pizza out of it. Do you have any holiday cooking traditions? We have a very strict tradition.
