Bulger — the FBI’s most-wanted man and a feared underworld figure linked to 19 murders — was captured Wednesday after one of the biggest manhunts in U.S. history. U.S., Allies to Tap Oil Reserves Release of 60M crude barrels meant to ease strain on economy D[mOeha The United States and other nations that depend on oil imports said Thursday they will release and sell 60 million barrels of crude from emergency stocks in an effort to ease the strain high oil prices are putting on the global economy. The release by the International Energy Agency, a group of more than two dozen countries, covers only what the world uses roughly
every 16 hours. But it was enough to send oil prices lower, at least for the moment. In addition to helping the struggling economies of the U.S. and Europe, analysts said the move was meant as a rebuke to OPEC, which has refused to increase oil production to bring down prices. It will be the largest sale of crude ever from world strategic reserves and only the third since the IEA was formed in 1974 after the Arab oil embargo. But most of them don’t need to learn it nearly as well as the 30 students who’ve landed 13-week gigs with the transportation agency this summer. “When I say I work at Metro, other interns say, ‘What do you mean? The Metro Metro?” says Jonathan Heppen, a 21-year-old who’s embedded with the government relations team for a second year. Perhaps t hey ’re conf used because they don’t realize that Metro needs more personnel than just drivers. Metro interns are spread out over 11 departments, and they learn about every aspect
of the people-moving business. “We have a lot of professions here,” says intern program manager Andrea Johnson, adding that the summer program is structured to create a pipeline for future employees. One of those might be Jefferson King, a grad student at Virginia Tech who’s working with Bus Technology Systems Support, helping iron out the kinks in programs like NextBus and Google Transit.
“It seemed like an opportunity to see how transit really works,” says King, a self-described “avid public transportation user” wherever he is. King is originally from Boston, which has one of the cheapest subway systems in the country, so the fares here gave him sticker shock. But it helps that the main perk of the internships — other than the fact that they’re paid — is that they come with an all-youcan-ride Metro pass. “We still have to pay for parking, though,” says Heppen, who admits he drives into work some days rather than deal with taking a bus to Grosvenor and hopping on the Red Line. It’s by riding the roads and rails, however, that they can put their newfound knowledge to use. Because 22-year-old Elizabeth Quintana is working with the Metro Transit Police Department, she sees all of the crime bulletins. “So I’m more aware,” she says, although she still occasionally uses her cell phone on the train despite a recent rise in electronics thefts. Her main summer assignment is creating a course on the dangers of social media for people who work in law enforcement. With her interest in the intersection of media and criminology, Quintana says she couldn’t imagine a better place to be. At Metro, she gets the chance to work with three separate jurisdictions — D.C., Maryland and Virginia. A nd w it h t his internship, she knows she’ll really be going places.

He had been carrying a backpack that held plastic baggies with ammonium nitrate, a material that can be used to make a bomb; as well as a notebook that included references to Osama bin Laden and “The Path to Jihad.” Melaku was charged Thursday with two counts each of damaging U.S. property by shooting, and discharging a firearm in relation to a crime of violence.

At a news conference Thursday morning, prosecutors and the FBI declined to comment on the possible motivation in the shootings. “Today’s charges allege a pattern of violent behavior ... we believe his statements that he’s targeting military installations speak to his desire to engage in violent activity against the military,” U.S. Attorney Neil H. MacBride said. Federal officials said in court papers that between Oct. 16 and Nov. 2, Melaku fired shots at five military sites in the region. The shootings began Oct. 16 or early the next morning when shots were fired into the win-
dows of the National Museum of the Marine Corps at Triangle. The Pentagon was hit a few days later. A U.S. Marine recruiting center in Chantilly was hit Oct. 25. Then, a shooter fired again on the Marine Corps museum Oct. 28 and on Nov. 1 shot a window at a U.S. Coast Guard recruiting center in Woodbridge. “Its always disappointing when someone who wears this uniform gets in trouble with the law,” said Lt.. Col Chris Hughes, a spokesman for the Marines. “It’s heart-wrenching. The nature of the offenses is heart-wrenching to us all.” (THE WASHINGTON POST )

Scientists at the zoo detected a rise in hormone levels in May that could indicate the panda may give birth or end a false pregnancy by early July. Mei Xiang was artificially inseminated twice in January. But it’s difficult to know whether a panda is pregnant or exhibiting signs of a false pregnancy. Zoo veterinarians have been trying to perform ultrasounds several times a week. (AP)

Dulce Guerrero kept quiet about being an illegal immigrant until earlier this year, when she became upset after a traffic stop that landed her mother in jail for two nights. The arrest came as Georgia’s lawmakers were crafting what would become one of the nation’s toughest immigration crackdowns, and Guerrero feared her mother would be deported. “I feel like that was my breaking point, when my mom was in jail,” said Guerrero, 18, who came to the U.S. from Mexico when she was 2. “I felt like, ‘Well, that’s it; it can’t get any worse than this.’” Guerrero, a recent high school graduate, first publicly announced her immigration status at a March protest. Now, under the tutelage of more experienced activists, themselves only a few years older, she’s organizing a rally on Tuesday at the Georgie Capitol. The highstakes movement of young illegal immigrants’ declaring that they’re “undocumented and unafraid” got a boost this week when journalist Jose Antonio Vargas revealed he’s been living in the country illegally. Proponents of stricter immigration enforcement often concede that young people in this situation are among the most sympathetic cases but that legalizing them still raises problems. “Our own American young adult college grads are in dire straits in the job market … so what the DREAM Act does is adds potentially a million, 2 million more people to compete legally in that job market,” said Roy Beck, executive director of NumbersUSA, which pushes for tighter immigration control.
BWb8Wjjb[i GEORGIA Earlier this year, Georgia passed a law that, among other things, authorizes law enforcement officers to check the immigration status of suspects who cannot provide identification and to detain illegal immigrants. It also makes it a felony to present false documents or information when applying for a job. Another section of the Georgia law set to be phased in starting in January will require many businesses to check the immigration status of new hires, similar to an Arizona law that was upheld by the Supreme Court recently.
ARIZONA A law with provisions allowing officials to check suspects’ immigration status has been blocked by a federal appeals court. Gov. Jan Brewer says she will appeal to the Supreme Court.
UTAH A federal judge has temporarily blocked an immigration law in Utah, citing similarities to the most controversial parts of Arizona’s law. A hearing on the law is set for mid-July. (AP)

Vargas discovered his uncertain standing as a teen and kept the secret while employed with a series of news organizations, including The Washington Post, where he shared in a Pulitzer Prize, and later the Huffington Post. He has started an advocacy group, Define American, to promote the DREAM Act, which would provide a path to legalization for young people brought to the U.S. illegally by their parents. (AP/ T WP)

Some — such as Mandeep Chahal, an honors student at the University of California, Davis — have won at least temporary reprieves. Chahal, 20, campaigned on Facebook to avoid being sent back to India. Still, the threat of being forced out of the U.S. weighs on those who announce their illegal status. “I was super-nervous,” Georgina Perez said. “I had to do it because in order for students to come out, they need to see something; someone needs to set the example.” Perez, 22, was arrested after she and six young immigrants sat in an Atlanta intersection, blocking traffic. The hardest thing, she said, was when her mother apologized for putting her in a difficult situation. “It’s like you can’t really fully live your life here, and she knows that, and it breaks her heart,” Perez said, choking up. “I thank her for bringing me here. For Jeremy Richardson, there’s not much separation between work and home. As a contractor at the Department of Energy’s Building Technologies Program (whose mission is to make buildings more energy-efficient), it’s practically a job requirement for Richardson to have a sustainable apartment. “The chance to live in a more energy-efficient space is one of the things that drove me” to move, says Richardson, 36, who moved into a condo containing repurposed materials in Petworth’s Solidago building in March. “It’s a passion of mine to live in ways that are gentler on the planet.” Built in 1917 with two units, the Solidago was renovated over the past two years to hold three condos. Half of the construction waste was recycled, saving 7 tons from becoming landfill fodder. The building earned a Leadership in Energy and Environmental Design (LEED) platinum certification, the highest level of eco-friendliness recognized by the U.S. Green Building Council. While LEED certification is an assurance that a home is gentle on the Earth, not all green elements of a home are so subtle (or official). The economy has contributed to the demand for salvaged, energy-efficient design elements, says Tim Campbell, a product manager at Metropolitan Regional Information Systems (MRIS.com), which runs the country’s largest real estate listing service and monitors market trends. Recently, he says, “everybody’s much more conscious of their energy bills and of their footprint on the environment.” Nadia Subaran, senior designer, co-founder and co-owner of Aidan Design architecture firm (4701 Sangamore Road, Suite 3, Bethesda; 301-320-8735, Aidandesign.com), would agree. Adding green materials to the home is “a part of every client conversation I have [now], whereas five years ago, it was maybe one in 10,” she says. “I think it’s due to greater social awareness. People are much more conscious of the choices they make. I think that everybody feels that they have, in their own small way, a power to influence or to affect by their choices.” There’s not much data on the effect of eco-friendly features on overall home values, largely because green technologies continue to evolve. However, houses with perks such as LEED certification, recycled design elements and Energy Star appliances tend to sell for more money than non-green homes, according to a 2009 study by the Earth Advantage
Institute of homes in Portland, Ore. Eco-friendly homes also spend about 10 fewer days on the market, according to Campbell. It all comes down to basic supply-and-demand economics, Campbell says. Rill and his team recently worked on a house in Kensington, Md., installing additions that helped it earn a LEED gold certification. In the kitchen, they installed tan countertops made of recycled beer and soda bottles. When light hits the counters, they project a glittery sheen. The innovative touch became a focal point. “The countertops are vibrant. They’re not calm,” Rill says. “They act like granite or Corian. To keep financial and environmental costs down when she redid the kitchen in her Chevy Chase house, Cara Medeiros asked Aidan Design to salvage as much of the existing materials in the room as possible. She’d had the kitchen renovated five years ago, but the cabinetry didn’t hold up well, so she wanted to redo much of it. “The island is new cabinetry, but we were able to save the walnut top” from Medeiros’ original kitchen, Aidan Design’s Subaran says. “All of the cabinetry hardware was reused, but the tile work was all new and the floors were refinished.”

Medeiros, 42, a stay-at-home mom of two, says the result is a timeless, classic look. “Reusing anything is always the way to go,” she says. “For me, things with a little age have a little more character and make it more interesting.” For many of Rill’s clients, the benefits of green materials and furnishings are a rewarding bonus, if not the impetus for installing them. “I’d love to say it’s because everybody cares about the environment. I think it’s more along the line of they like the materials,” Rill says. “It’s fun. It’s playful.” That’s probably true of the salvaged railing in Richardson’s Solidago condo, too. The fixture separating the stairwell and living room was once a grate covering a pit at the Embassy of Switzerland. Now, it’s a striking element of his décor.
“I was looking for something that was unique to put there because it’s such a high sight-value location. It’s the first thing you see when you walk into the apartment,” says Tanya Topolewski, principal of True Turtle (808 Aspen St. NW; 202-550-3671, Trueturtle.com), a D.C.-based company focused on sustainable development. Topolewski bought the weathered black metal railing at D.C.’s Brass Knob (Thebrassknob. com) antiques shop for $150 and added it to Richardson’s condo. “It’s really textural,” Topolewski says of the railing. “People want to touch it. Washington Nationals manager Jim Riggleman abruptly resigned from one of the hottest teams in baseball Thursday, saying he felt the franchise wasn’t committed to him over the long term. Riggleman quit because the Nationals weren’t prepared to pick up the option on his contract for next year, further reinforcing his feeling that he was merely a placeholder manager until the team could find someone better. “It’s been brewing for a while,” Riggleman said after the team completed a sweep of the Seattle Mariners. “It’s not a situation where I felt like I should continue on such a short lease.” His decision caught the franchise by surprise. General Manager Mike Rizzo said he’ll announce Friday who will manage the team this weekend during a road series against the Chicago White Sox. “Jim told me pregame today that if we wouldn’t pick up his option, then he wouldn’t get on the team bus today,” Rizzo said. “I felt that the time wasn’t right for me to pick up the option, and certainly today’s conversation put to me in

Alas, Poor Mater As the mother of a 3-year-old, I have the research to back up this statement: “Cars” holds up pretty well to multiple viewings. And by “multiple” I mean “at least 50.” “Cars 2,” out today, probably won’t. “Cars” is the story of, in the words of my son, “a real fast race car” named Lightning McQueen, who learns a valuable lesson when he ends up in a small town. One of his mentors on his journey is a rusty tow truck 8oAh_ij[d named Mater. In “Cars FW][#A_hXo 2,” Mater is the main character — and that’s the problem. In the first film, where McQueen is a nuanced, well-rounded character, Mater mostly serves as a one-note foil. He’s fun to watch and is absolutely necessary, but his major function is to show McQueen that you can be happy even if you’re not a real fast race car. He’s like the gravedigger in “Hamlet” — he’s well-written, he’s enjoyable to watch, and he serves a metaphorical purpose, but, well, there’s a reason there’s no play called “Gravedigger.” Of course, young fans will love “Cars 2,” and it will probably be a financial success, even before factoring in the Lightning McQueen toys and the clothes and the sheets and the insulin and whatever else they’re selling. <_bcH[l_[m “Cars 2” features a lot more of two things: Mater, the rusty, rednecky tow truck voiced by Larry the Cable Guy; and car racing. On the surface, this sounds like the appeal of the sequel to the animated “Cars” might be limited, somewhat, to the NASCAR demographic, or at least a whole lot more than the first film was. While there were a few racing scenes in the original 2006 film, most of that story centered on the distinctive “personalities” of its talking-car characters — hotshot stock car Lightning McQueen (Owen Wilson), cranky vintage racer Doc Hudson (Paul Newman); sexy Porsche Sally Carrera (Bonnie Hunt) — and their relationships with one another. As lovable as Mater is, let’s face it: A little bit of Larry the Cable Guy goes a long way. Fortunately, “Cars 2” is a long, looong way from the Talladega, not to mention from Radiator Springs, the remote Southwestern town where Mater lives and where the first movie takes place. Set in Tokyo, London and a picturesque Italian village during a threepart, international race to determine the fastest car in the world, “Cars 2” boasts eye-popping scenery of far-flung locales and thrilling race sequences. It’s a visually stunning film. Unfortunately, the

The overly complicated plot of “Cars 2” centers on a mystery — specifically, a secret weapon that threatens Lightning and his fellow racers, and the identity of the shadowy figure who’s using it. Two British secret agents are on the case: Finn McMissile (Michael Caine) and Holly Shiftwell (Emily Mortimer). McMissile, unsurprisingly, bears more than a passing resemblance to James Bond’s tricked-out Aston Martin, if designed by Inspector Gadget. It’s very cleverly done. In general, so is the entire film. A subplot involving a rift in Mater and Lightning’s friendship feels perfunctory, like an attempt to tack a moral onto a thriller. And as smart-looking and sharpsounding as “Cars 2” mostly is, the central mystery about the identity of the villain — a car whose engine has been identified but whose body is never shown, and whose voice has been altered — just isn’t that much of a mystery. At least not for anyone who has seen more than one or two “Scooby-Doo” cartoons. That said, there’s enough to like about “Cars 2” to make for a pleasant ride. Cameron Diaz plays ... a bad teacher. She secretly sips airline-size booze bottles during class, doesn’t bother to learn her students’ names and figures that showing them movies about education is just as good as educating them herself. Because, you see, she’s not teaching middle school English for the deeply rewarding experience of shaping young minds. She just needs enough cash for a boob job. Director Jake Kasdan photographs Diaz as if she were a vixen in a Whitesnake video, and Diaz revels in a role that lets her be sexy and inappropriately funny all at once. hang out with her anyway. Phyllis Smith has some wonderfully awkward moments as a shy teacher dazzled by Elizabeth’s behavior. And then there’s Justin Timberlake, Diaz’s real-life ex-boyfriend. He plays a proper and preppy substitute who comes from old money but teaches because he believes that children are our future. “The Tonight Show.” Partly about the making of the stage show and partly about the anger and compulsion underlying the making of it, the movie is often very funny. And
when it’s not, it’s revelatory. A mix of live music, stand-up, vaudeville, random guest spots and public confession, O’Brien’s “Legally Prohibited From Being Funny on Television” tour was an almost instant hit, selling out before the show’s contents had been created. And what becomes clear in the film, directed by Rodman Flender, is that what O’Brien really loves best is being in front of an audience. He makes jokes at everyone’s expense: his writers, his personal assistant, his friends, his fans. BEGINNERS (R, 104 minutes) The story of a middle-aged man who learns that his father is gay, only to lose him to cancer a few years later, “Beginners” traces the effect of both cataclysms on the younger man’s nascent relationship with a fetching French actress. The film opens with the death of Hal (Christopher Plummer), who, as his son Oliver (Ewan McGregor) explains in a voice-over, came out of the closet with a flamboyant vengeance after his longtime wife died, taking a younger lover and diving into Southern California gay culture. Jumping around in time — from flashbacks of growing up in a house where so much went unspoken to his father’s coming out to just before his death — the movie focuses on Oliver’s efforts to untangle how his parents’ marriage informed his own fears of commitment. A.H. GREEN LANTERN (PG-13, 105 minutes) The premise of “Green Lantern” seems as musty as a dog-eared pulp magazine: Earth’s Lantern is one of thousands of intergalactic cops who wear magic rings that draw their juice from “the emerald energy of willpower.” The latest contender for emeraldhood is Hal Jordan (Ryan Reynolds), a bad-boy test pilot, forever striving to be as brave as the top-gun father he saw incinerated by exploding jet fuel. Yet Hal doesn’t seem the hero type, exactly. A self-described “total screw-up,” he’s personally unreliable and emotionally unavailable, even to longtime love/hate interest Carol Ferris
(Blake Lively). Half of “Green Lantern” transpires in CGI-created outer space, and yet this is the type of movie where all the central players are close at hand. Not only is Hal’s true love an office mate; so is his potential adversary, Hector Hammond (Peter Sarsgaard). MARK JENKINS THE HANGOVER: PART II (R, 102 minutes) A veritable textbook case of what not to do when remaking a comedy that depended on sheer surprise for most of its appeal, “The Hangover: Part II” also inadvertently points out the weaknesses of the first movie. In “Part II,” director Todd Phillips follows the first movie beat for beat, switching a character and location here and there but never straying far from the original template. The movie opens with Bradley Cooper’s Phil — scruffy, sweaty, red-eyed — dolefully calling Tracy, the impending bride from the first movie, to tell her that, once again, “We [screwed] up.” By “we,” of course, he means Alan (Zach Galifianakis) and Stu (Ed Helms), who is about to be married in Thailand. Once the posse lands in Thailand, “just one beer” two nights before the wedding turns into a similar bender, with the three principals awaking in a Bangkok hotel room with a monkey in a Rolling Stones vest and no memory of how they got there. A.H. KUNG FU PANDA 2 (PG, 92 minutes) In the satisfying, if less than sensational, sequel to the funny, charming and actionpacked animated feature from 2008, Po the panda (voice of Jack Black) returns in pursuit of inner peace, the defeat of a murderous peacock (Gary Oldman) and the truth about what happened to his real parents. What? You didn’t actually think that Mr. Ping (James Hong), the noodle-

It’s both a story about Po’s search for his origins and a reckoning with the bad guy responsible for Po’s identity crisis. M.O. MIDNIGHT IN PARIS (PG-13, 94 minutes) From its rapturous opening sequence, “Midnight in Paris” announces that Woody Allen has returned to at least one of his most beloved forms. “Midnight in Paris” finds Allen in a larky, slightly tart and altogether bountiful mood. Owen Wilson plays Gil, a screenwriter and would-be serious author who’s visiting Paris with his fiancee, Inez (Rachel McAdams), and her parents. Gil is besotted with the Paris of the 1920s, when his heroes F. Scott Fitzgerald and Ernest Hemingway traded dry martinis and even drier barbs with the likes of Gertrude Stein and Pablo Picasso. Inez and her family, on the other hand, couldn’t care less. The mood is doubly spoiled when they bump into Paul (Michael Sheen), an old college crush of Inez’s, now an incorrigible pedant. A.H. MR. POPPER’S PENGUINS (PG, 97 minutes) Jim Carrey, as the titular Thomas Popper, steals the show from his avian co-stars, a flock of CGI penguins who are strenuously adorable in the way that only CGI penguins can be. Playing a slick Manhattan real estate developer who reluctantly comes into possession of six Gentoo penguins, the actor uses his gift for physical comedy and funny voices to propel this gentle comedy forward
toward its sweet if slightly familiar message about the importance of family over career advancement. A divorced dad who shares custody of his kids with his ex-wife (Carla Gugino), Popper decides to keep the penguins only after his son (Maxwell Perry Cotton) and daughter (Madeline Carroll) beg him not to send them back. Grown-ups will see where this is going. But before it gets there, what follows is a series of antic misadventures involving penguins’ need for cold temperatures — Popper essentially turns his apartment into a giant walk-in freezer — and the birds’ propensity for imprinting with a parental figure, regardless of species. M.O. SUPER 8 (R, 118 minutes) In “Super 8,” a chubby would-be director named Charles (Riley Griffiths) keeps running around his small Ohio hometown, framing its culde-sacs and tract homes with his hands and calling for “more production value.” Charles is shooting his own zombie movie, and he has commandeered his adolescent friends to work on his cast and crew. The scenes of Charles’ movie-within-a-movie turn out to be the best parts of “Super 8.” While Charles and his team are filming, they inadvertently record a horrific accident that ends up drawing the attention of the U.S. Air Force. Charles’ special-effects guy, Joe Lamb (Joel Courtney), is convinced that something is afoot, between the mysterious military ops, an electrical grid gone haywire and an epidemic of missing dogs. A.H. THE TREE OF LIFE (PG-13, 138 minutes) The sprawling story of a man’s quest to reconcile a contradictory parental legacy,
“The Tree of Life” ties that search to more metaphysical questions having to do with God, creation, truth and beauty. As a character named Mr. O’Brien, Brad Pitt plays the patriarch of a 1950s family that lives in a leafy Texas suburb. A hardjawed, embittered martinet, Mr. O’Brien brings up his three boys with a toxic combination of intimidation and commanding affection. Less a narrative than a series of sharp shards of memory, the next segment of “The Tree of Life” traces his life with Father, whose mercurial, fearsome force Jack fuses with God’s power at its most fickle and inscrutable. A.H. X-MEN: FIRST CLASS (PG-13, 131 minutes) “First Class” begins, like the comic book series itself, in 1944. That’s when a young German boy named Erik Lehnsherr watches his parents being hauled off to Auschwitz. In a fit of fear and rage, he bends the metal gate separating him from his family, commanding the attention of a scientist eager to harness young Erik’s telekinetic powers. Twenty years later, the grown Erik (Michael Fassbender) contemplates his revenge against the man who went on to ruin his life and who now goes by the name of Sebastian Shaw. Meanwhile, the genially telepathic Charles Xavier (James McAvoy) is earning his doctorate in genetic research at Oxford, with his shape-shifting friend and surrogate sister, Raven, by his side. A.H. Because our favorite games re-enact violent combat (e.g. Risk, Battleship), we are inordinately fond of water balloon fights. Not to give too much away, but action soon returns to her vampire Peyton Place by the bayou, where things are nuanced and interesting, if not a tad hard to follow. Not unlike those glowing apples, “True Blood” is a decidedly acquired taste, even if its myriad subplots seem to have grown and multiplied like kudzu.
