One Year Later, Joplin Reflects Leveled town faces long recovery from devastating tornado
shell of St. John’s Regional Medical Center. Throughout the day, people gathered across the disaster zone to mark the May 22, 2011, tornado, mixing somber remembrances with steely resolutions to rebuild.
A year after a deadly tornado tore through Joplin, thousands of survivors and others touched by the storm’s fury made a somber march through some of the hardest-hit neighborhoods in a town dedicated to remembering its losses but also committed to what is certain to be a long, slow recovery. Carrying small American ags and wearing T-shirts bearing the names of lost friends and loved ones, they walked through the town where a tornado packing 200-mph winds killed 161 people. The tornado wiped away entire neighborhoods in the city of 50,000, destroyed Joplin’s only public high school and left behind a ghastly moonscape of block after city block of foundations wiped clean of their structures. In January, elected ofďŹ cials and other members of a 45-person recovery committee endorsed a longterm recovery plan that calls for

Suspicious Claim Diverts Flight On N.C.-bound plane, passenger claims she has implanted bomb 8Wd]eh"CW_d[ A US Airways jet traveling from Paris to North Carolina was diverted to Maine on Tuesday after a French passenger handed a note to a flight attendant mentioning that she had a surgically implanted device, raising fears of a terror scenario that security officials had warned about. There is no evidence the plane was ever in danger, officials said. An examination by two doctors aboard the plane found that the passenger, a French citizen born in Cameroon, had no scars or incisions, said U.S. Sen. Susan Collins of Maine, who was briefed by Transportation Security Administration chief John Pistole. The FBI and Homeland Security Department warned airlines last summer that terrorists are considering surgically hiding bombs inside humans to evade airport security.
Passengers deplane a transatlantic flight Tuesday at Bangor International Airport, in Bangor, Maine, after a woman claimed to have a surgically implanted device.
“We have seen intelligence identifying surgically implanted bombs as a threat to air travel,” said Collins, ranking Republican on the Homeland Security Committee. Two F-15 fighters scrambled to escort Flight 787 with 179 passengers and nine crew members to Bangor International Airport, where it landed shortly after noon Tuesday. Tony Caruso, acting airport
manager, told reporters that the “unruly” passenger was removed after the jet taxied to a remote part of the airport. The jetliner was about 40 minutes from Bangor when local officials were alerted, Caruso said. The remaining passengers aboard the Boeing 767 were kept in a secure area in the airport before being allowed back onto the jet, which departed 3 ½ hours later for Charlotte, N.C. GLENN ADAMS (AP)

Army More Selective on Recruits Uncle Sam may still want you. But others? Maybe not. In sharp contrast to the peak years of the Iraq and Afghanistan wars, the Army last year took in no recruits with misconduct convictions or drug or alcohol troubles, according to internal documents obtained by the Associated Press. And soldiers already serving on active duty now must meet tougher standards to stay on for further tours in uniform. The Army is also spending hundreds of thousands of dollars less in bonuses to attract recruits or entice soldiers to remain. It’s all part of an effort to slash
PROFESSIONAL DEVELOPMENT PROGRAMS
For a time during the wars in Iraq and Afghanistan, the Army lowered its recruiting standards, raising the number of recruits who entered the Army with moral, medical and criminal — including felony — waivers. Recruits with misdemeanors, which could range from petty theft and writing bad checks to assault, were allowed into the Army, as well as those with some medical problems or low aptitude scores that might otherwise have disqualified them. (AP)
the size of the active duty Army from about 570,000 at the height of the Iraq war to 490,000 by 2017. The cutbacks began last year, and as of the end of March the Army was down to less than 558,000 troops. In 2006, about 20 percent of new Army recruits came in under some type of waiver, and by the next year it had grown to near-
ly three in 10. After the Defense Department issued new guidelines, the percentage needing waivers started to come down in 2009. Officials say they hope to make cuts largely through voluntary attrition. But Gen. Ray Odierno, the Army chief of staff, said as many as 35 percent of the cuts will be “involuntary.” LOLITA C. ‘The Era of Fear Is Now Over’ Egyptians are eager to select a new leader in anticipated vote 9W_he Sixty years after their country came under military dictatorship, Egyptians are for the first time freely electing their president. The voting slated to begin Wednesday is the prize won by the multitudes who overthrew Hosni Mubarak in the string of uprisings that upended the Middle East in last year’s Arab Spring. It is also a moment of truth for this most populous Arab republic, determining whether power
I[YkbWheh?ibWc_ij5 The lineup in Egypt’s presidential election is an explosive mix. The secular leaders of the revolution that ousted Hosni Mubarak fear a leader that would perpetuate elements of the old, corrupt police state they served. Some Islamists threaten a second uprising. None of the 13 candidates is likely to top 50 percent in voting Wednesday and Thursday, so a runoff vote is set for June 16 and 17. A president will be announced June 21, and the country’s interim ruling generals have promised to yield power by July 1. (AP)
stays in the hands of the secular elite tied to the old regime or makes a momentous shift to the long-suppressed Islamists, with all the implications that such a change may have for relations with the U.S. and the Middle East peace effort. Then again, most of the 50 mil-
lion eligible voters will likely be seeking more modest returns, chiefly peace after more than a year of turmoil and a falling economy. Whoever wins, “I want him to see to the security and safety problem first,” said Abdel-Rahman Shaker, 55. “We want a better life for our kids.”
However, the new chapter to be opened by this election is likely to be just as tumultuous, facing contentious issues that no one has dealt with since Mubarak’s fall: the economy, the role of Islam, the future of democracy, the relationship with the U.S. and the fate of the historic 1979 peace treaty with Israel. At the same time, Egyptians are reveling in a new world of combative, televised politics, presidential debates, rallies and hecklers. “God and the people will guarantee that the next president will stay the course. If he does something wrong, we will kick him out,” said Al-Sayed Hassan Eid, 65. “The era of fear is now over,” he said. HAMZ A HENDAWI (AP)

New Russian Law Targets Protests CeiYem President Vladimir Putin targeted those who dare oppose him Tuesday, introducing draconian new fines for protesters and handing out Kremlin jobs to widely detested lieutenants despite the public anger they have generated. A law introducing a 200-fold increase in fines for taking part in unsanctioned protests was given preliminary approval by the Kremlin-controlled lower house, setting
the stage for toughening Putin’s crackdown on dissent. Opening a new, entrepreneurial era in spaceflight, a ship built by a billionaire businessman sped toward the International Space Station with a load of groceries and other supplies Tuesday after a spectacular, middle-of-the-night blastoff. The launch of the Falcon 9 rocket and its unmanned Dragon capsule marked the first time a commercial spacecraft has been sent to the orbiting outpost. Cutting a brilliant, fiery arc through the darkness, the rocket lifted off just before 4 a.m. and smoothly boosted the capsule into orbit. The capsule is expected to rendezvous with the space station within days, delivering a half-ton of provisions for its six crew members. It is considered just a test flight — the capsule was packed with only nonessential items, in case something goes disastrously wrong — but if all goes well with this mission and others like it, commercial spaceships could be carrying astronauts to and from the space station in three to five years. “Falcon flew perfectly!!” billionaire entrepreneur Elon Musk, founder of the SpaceX company, said via Twitter. “Feels like a giant weight just came off my back.” Musk later told reporters: “For us, it’s like winning the Super Bowl.” SpaceX has spent more than $1 billion on the project, and up to now, flights to the space station were something only major governments had done. The White House offered congratulations. “Every launch into space is a thrilling event, but this one is

especially exciting,” said John Holdren, President Obama’s chief science adviser. “This expanded role for the private sector will free up more of NASA’s resources to do what NASA does best — tackle the most demanding technological challenges in space, including those of human spaceflight beyond low-Earth orbit.” NASA is looking to the private sector to take over flights to the space station now that the space shuttle program has ended. Several U.S. companies are vying for the opportunity. “The significance of this day cannot be overstated,” said a beaming NASA Administrator Charles Bolden. “It’s a great day for America. It’s actually a great day for the world because there are people who thought that we had gone away, and today says, ‘No, we’re not going away at all.’” Flight controllers applauded when the Dragon reached orbit. Then they embraced once the solar panels on the craft popped open. Many of the SpaceX controllers wore untucked T-shirts, jeans or shorts, a stark contrast to NASA’s suit-and-tie shuttle crowd. A previous launch attempt, on Saturday, was aborted with a half-second left in the countdown because of a bad valve in one of Falcon’s nine engines. An important test comes Thursday, when the Dragon nears the space station. It will undergo practice maneuvers from more than a mile out. If all goes well, docking will occur Friday. MARCIA DUNN (AP)

Nguyen said, after approaching the boy in a pedestrian tunnel just outside the station’s turnstiles. “Yeah, what are you going to

The suspect, 5-foot-4-inches tall and 110 pounds, started shooting with a semiautomatic pistol and kept firing as the victim tried to run away, according to arrest records. Hit by as many as five rounds, the victim collapsed in the tunnel with wounds to his leg, abdomen and groin, according to court papers. He survived his wounds. Probe Sought in Burning Of Personnel Records Leaders of the D.C. police officers’ and firefighters’ unions are calling for an investigation into how personnel records wound up in dumpster fires. A letter sent Tuesday to the D.C. inspector general says firefighters found three dumpsters full of burning documents at the fire department’s training academy on Friday. The letter says firefighters noticed that at least some of the documents were personnel records for members of the D.C. police department and fire and emergency medical services department. Accident on I-95 Kills 2 Virginia State Police say two people have been killed in separate accidents on Interstate 95 in Prince William County. Police say they were called to a singlevehicle crash in the southbound lanes of the interstate about 4:30 a.m. Tuesday. Authorities say the driver of a van with nine passengers on board lost control of the vehicle and ran off the left side of the roadway. The van hit a guardrail, overturning at least twice. Authorities say one passenger died at the scene, and another eight were taken to hospitals for treatment. Police say the driver, Job J. Diaz-Lemus, 29, has been charged with reckless driving. (AP)
AAA: 875,000 locals plan to hit the road for the long weekend
MWi^_d]jed Forget gas prices. More people plan to head out of town Memorial Day weekend than any time since 2006, and some plan to skip school to do it. An annual AAA survey showed an uptick of 17,000 people planning to travel from the Washington region for an extended holiday weekend, and almost 40 percent of them said they would take the kids along. “I think since we’ve had no snow days this year, parents are less reticent about missing a school day to make the most of a travel weekend,” said John B. Townsend II of AAA. Townsend said the fact that

Holiday Travel Spike Expected
AAA says an expected uptick in local travelers could be a sign that people are feeling more positive about the economy. Above, visitors walk in Ocean City on May 16.
875,000 Washington area residents said they plan to travel might be a sign that they are feeling positive about the economy, despite the relatively high price of gasoline.
Locally, drivers are paying an average of $3.68 for a gallon of regular, down from $4 a month ago. This time last year, gas cost $3.95 per gallon.
Not surprisingly, nationwide, it’s the people who can most afford to travel who will take to the roads, rails and air. The biggest increase in planned travel is among those making more than $100,000. People who make less than are less likely to travel this year than they were last, likely a reflection of gas prices, which remain high despite a recent drop. ( T WP)
Perhaps because of gas prices, but also because of the proximity of the ocean and the Chesapeake Bay, local travelers don’t plan to go as far this weekend as people elsewhere in the nation. “They will average just 570 miles round trip,” Townsend said. Gray Campaign Aide Pleads Guilty MWi^_d]jed A key finance official in Mayor Vincent C. Gray’s 2010 campaign admitted to conspiring with a fellow campaign aide to send $660 in illicit money orders to a minor mayoral candidate. Thomas W. Gore, 56, the campaign’s assistant treasurer, made the admissions during a plea hearing Tuesday in the District’s federal court. He has been charged with three campaign finance violations, for using false names, and felony obstruction of justice.
Thomas Gore, 56, faces 12 to 18 months in prison for obstruction of justice.
Under sentencing guidelines agreed to by Gore and prosecutors, he faces 12 to 18 months in prison
for the obstruction of justice charge. Each campaign finance violation also carries a possible sentence of up to six months. Although charging documents filed Monday did not name the mayoral candidate who received the money orders, Gore disclosed his identity during the hearing. “Candidate B is Sulaimon Brown,” he told U.S. District Judge Colleen Kollar-Kotelly. Gore’s guilty plea is the first public admission of criminal wrongdoing since Brown disclosed allegations of cash payoffs last March. (THE WASHINGTON POST )

Pressure is on the Caps GM to fill the holes left from the 2012 season @kijjmeZWoiW\j[hfalling to the New York
Alex Semin’s inconsistency has plagued the Capitals for years.
Assess the Semin situation. Perhaps the biggest puzzle for McPhee to solve is what to do with the on-again, off-again superstar Alex Semin. Despite his ups and downs, Semin has been a major part of the Capitals’ offense for the past five seasons, and there are few free agents who can match his scoring potential. Semin’s agent sounded off on the D.C. sports airwaves about wanting to test the free agency market, but given No. 28’s reclusive nature and sporadic play, it’s hard to imagine he’ll be offered franchise player money by any team in the NHL. McPhee’s biggest challenger to sign Semin will likely come from the Kontinental Hockey League in Russia — his native country, which he led to the World Championship last weekend. Washington may not want to match a deal from the KHL, but the chemistry Semin has with stars Alex Ovechkin and Nicklas Backstrom might be worth taking a chance on — if the price is right, of course.
Rangers to end one of the Capitals’ best postseasons since 1998, it appeared the wheels were coming off the team. Dale Hunter announced he wouldn’t return as coach, and hours later, Alex Semin’s agent announced the winger was headed to free agency. Washington will likely have to endure a bidding war for Semin, and General Manager George McPhee said the coaching search could take months. McPhee will need to put together a transformative offseason that fill the hole left by Hunter, and get the team back on track to competing for the Stanley Cup. No pressure, George. REED S. ALBERS (FOR E X PRES S)
' ( ) * +
Lock up key free agents. The Caps could experience an exodus of sorts if McPhee doesn’t wisely spend money to lock up a number of free agents. One major unrestricted free agent is veteran grinder ' Mike Knuble, whose ice time diminished under Hunter. Though the vet of 1,040 games is aging (he’s 39 this year), Knuble said he intends to continue playing. Having a savvy veteran around the locker room is always a plus, but with the rise of ( Jay Beagle (a restricted free agent) the Caps can’t hand out roster spots like candy this summer. Defensemen ) Mike Green and * John Carlson are restricted free agents, meaning that if any team attempts to sign either of them, the Caps are first allowed to match the offer. It’s hard to imagine the Caps won’t keep both. The last major unrestricted free agent on the Caps’ docket is defender + Dennis Wideman, who racked up a tied-for-team-worst minusseven rating in a dreadful postseason. With Dmitri Orlov entering his second season in the NHL next year, it’s likely adios to Wideman, as his product doesn’t justify the price.
Find a new coach.
Replacing Dale Hunter isn’t hard. Finding the right next coach is. While some fans might cling to the idea that the former Caps legend deserves credit for transforming the team into grinders, he’s hardly irreplaceable. It’s arguable that Hunter had taken the team as far as he could. After all, his record as a coach was 30-23-7. Not exactly the dominance Bruce Boudreau led the Caps to, but then again, Hunter’s Caps would likely top Boudreau’s if they were to face off in the postseason. Before McPhee can nail down a few candidates, he needs to think of who’ll be able to fix star Alex Ovechkin. In fact, that should be the first question on the application after name, address and social security number. Whichever coach has a plausible plan for reviving Ovechkin is the guy for the Caps.
Nats Call Up Wang The Nationals on Tuesday activated pitcher Chien-Ming Wang from the disabled list and plan to use the former Yankees star out of the bullpen. Wang strained his left hamstring in spring training and missed the season’s first 42 games, opening the door for Ross Detwiler to excel in the starting rotation. (EXPRESS) FHE87IA;J87BB

Seau’s suicide resonated among the 13 rookies, 17 active veterans and 10 retirees, with more than half of each group saying it pushed them to consider their future in the sport or the difficulties of adjusting to postNFL life. It’s one thing to read about hundreds of guys they’ve never heard of suing the league because

It’s quite another to find out about Seau, a charismatic, recent star for the Chargers, Dolphins and Patriots who played in the Super Bowl. “The difference with Junior for many folks my age or younger is that I played against Junior a bunch. Redskins Lose Salary Cap Appeal J^[H[Zia_di An arbitrator has dismissed the challenge by the Redskins and Dallas Cowboys to salary cap cuts imposed by the league in March, the NFL announced Tuesday. The announcement was made at a one-day owners’ meeting in Atlanta. The ruling was issued by Stephen Burbank, a University of Pennsylvania law professor who is the sport’s system arbitrator. The Redskins lost $36 million in salary cap space over two years for the way in which they structured
some players’ contracts during the 2010 season, when the NFL had no salary cap. The Cowboys suffered a $10 million salary cap cut over two years. The NFL concluded that the two teams’ actions were an attempt to gain an unfair competitive advantage in subsequent years when the salary cap was reimposed. It was not immediately clear whether the teams would continue to contest the reductions, possibly by going to court. A person familiar with the Cowboys’ thinking has said they were unlikely to join in a legal challenge. (THE WASHINGTON POST )

Kobe Bryant leaves the court Monday after the Lakers’ loss to the Thunder.
Lakers May Make Big Changes Fhe8Wia[jXWbb Kobe Bryant and Pau Gasol spent the final minutes of the Los Angeles Lakers’ final game arguing in Oklahoma City, disagreeing on the best way to run a pick-androll play. It might have been the tandem’s last few minutes together with a franchise that has little patience when even great players stop bringing home rings. The Lakers were eliminated in the second round for the second straight year Monday night with a five-game loss to the Thunder. Although the Lakers had a solid season despite getting no real training camp to make the enormous coaching switch from Phil Jackson to Mike Brown, they weren’t as good as the NBA’s best. That likely means changes for a franchise and a fan base that considers seasons ending before June to be abject failures. “I’m really not used to it, so it’s pretty odd for me,” Bryant said of another early-by-Lakers-standards exit. “I’m not the most patient of people, and the organization is not extremely patient either. We want to win and win now, so I’m sure we’ll figure it out. We always have. I’m sure we will again.” GREG BEACHAM (AP)

‘Community’ Exile A colleague recently pointed out how some co-workers and I treat “Community” not like it’s a TV show, but as if it were a way of life. And it’s true. “Community” fans are notoriously obsessive, overanalyzing every joke and each episode’s most minute details. If “Community” is a way of life, then that way of life was threatened Friday when Sony Pictures Television, which produces the NBC series, fired creator, showrunner and head writer 8oHkZ_ Dan Harmon, above. =h[[dX[h] He likened the situation to being beaten up as a child. I felt like I had been punched in the gut. I know “Community” is just a TV show, but I’ve always felt a deep, personal connection to Greendale Community College and its misfit characters. Much of that came from Harmon, whose visionary genius gave us some of the most ambitious, weird and funny TV to ever air. It wasn’t always perfect, but it was so audacious that you couldn’t wait to see what he would try next. Now, we’ll never know. Whatever airs next fall will look like “Community,” it will sound like “Community” and it will seem like “Community.” But without Harmon, it will no longer be the “Community” I felt like I was a part of. 7bXkcH[l_[m It was a little over two years ago that John Mayer soaked his career in kerosene and lit a match, sitting for a Playboy interview in which he compared a certain part of his anatomy to David Duke, and gratuitously overshared about his relationships with ex-girlfriends Jennifer Aniston and Jessica Simpson. It was one of pop history’s most spectacular (and purposeful? Freud would say yes) acts of self-sabotage. Mayer drapes himself in sackcloth and ashes for his first record
since, the doleful adult contemporary apologia “Born and Raised.” It’s seeded with quotable songs about how sorry and ashamed Mayer is, how he’s spent these past few years thinking hard about Life. “Hard times helped me see/I’m a good man with a good heart,” he sings on the first single “Shadow Days,” one of the disc’s many People-magazine-baiting couplets. Mayer’s Big Mouth John Mayer blames his infamous pair of outspoken interviews in 2010 on a desire to be liked. “I had nothing to say — I was going through a time in my life where I didn’t really want to share what was going on, but I didn’t want to be boring,” Mayer told NPR’s “All Things Considered.” “I remember thinking to myself, ‘I don’t want anybody at Playboy to think this is a boring interview.’ I got those lines so crossed, that what you read — among other things — is this complete miscalculation in why I was asked to do the interview.” (E XPRESS)

The best songs (like the title track, on which Graham Nash and David Crosby provide nonshow y harmonies) sound like they were made in Topanga Canyon in 1972. The worst (like the dirgey “Love Is a Verb”) sound like they were made last week, by the really depressed hologram of Stevie Ray Vaughan. ALLISON STEWART (THE WASHINGTON POST)

GEMINI (May 21-June 20) Others may be somewhat surprised by what you have in the works— and the way in which you are trying to bring it all to fruition. CANCER (June 21-July 22) It may be time to abandon a project that has been losing support for some time. You can’t be the only one to make it all happen. LEO (July 23-Aug. 22) You and a friend may want to explore differences in your own aesthetics today. You are likely to discover a more profitable common ground. VIRGO (Aug. 23-Sept. 22) It’s time for you to share your opinions openly with someone who has resisted your influence for a while. LIBRA (Sept. 23-Oct. 22) A fast start today may be misleading; soon you’ll have to adopt a slower, more detailed approach to your current endeavors.
SCORPIO (Oct. 23-Nov. 21) Someone who has been orbiting around you at a distance comes closer today — and forces you to acknowledge what has always been hidden. SAGITTARIUS (Nov. 22-Dec. 21) Let things develop as they will; an organic approach is much better than trying to force anything to happen. CAPRICORN (Dec. 22-Jan. 19) You can give others what they want from you today, but you must remember to keep a little something for yourself.
<EKHH79AJEJ7B Make a 2-7 letter word from the letters in each row. Add points of each word using scoring directions at right. Seven-letter words get a 50-point bonus. Blank tiles used as any letter have no point value. Scrabble is a trademark of Hasbro in the U.S. and Canada.
ARIES (March 21-April 19) Your creativity in the moment will be invaluable. It’s time to give someone a lesson in how to do what really matters. TAURUS (April 20-May 20) You’ll want to reach out to a friend today and ask the important questions. The answers may not come quickly — at first.

AQUARIUS (Jan. 20-Feb. 18) Someone who usually helps you in just the right ways isn’t available to you today. You’re going to have to do it on your own. PISCES (Feb. 19-March 20) Take a look in the mirror at just the right time today and you’ll see the way others see you. The lesson you will learn is invaluable.
