Senate GOP Blocks Hagel Vote Senate Republicans on Thursday stalled the nomination of former GOP Sen. Chuck Hagel as the nation’s next defense secretary over unrelated questions about President Barack Obama’s actions in the aftermath of the deadly raid on the U.S. diplomatic mission in Libya. Democrats called the vote “tragic” and vowed to revive the nomination after Congress’ weeklong break. By 58-40, with one abstention, the Senate fell short of the 60-vote threshold required to advance Hagel’s nomination to a final vote. Obama reacted immediately, accusing Republicans of playing politics with the nation at war. “It’s just unfortunate that this

Republicans had been blocking the confirmation of Chuck Hagel until they received information from the White House on when President Barack Obama contacted Libyan officials after the attack on the U.S. mission in Benghazi last September in which Ambassador Chris Stevens and three other Americans were killed. Democrats Unveil Sequester Plan Washington Senate Democrats unveiled a plan Thursday to cancel automatic spending cuts known as the sequester through the end of this year. But they acknowledged that the proposal has little chance of passing, leaving no clear path to prevent the sequester from striking March 1. The Senate proposal calls for about $110 billion in alternate savings to replace deep cuts to the Pentagon and other agency budgets through January 2014. Half the savings would be achieved by slashing spending — by making deeper cuts at the Pentagon after 2015 and by ending direct payments to farmers. The other half would come from tax

hikes, primarily on millionaires. The proposal, known as the Buffett rule, would require households earning more than $1 million a year to pay at least 30 percent of their income in federal taxes. In a statement Thursday afternoon, the White House called on Republicans to agree to the plan. With lawmakers leaving town Friday for the weeklong Presidents Day break, Congress will have just four days at the end of the month to act to prevent the sequester. Republicans have vowed to oppose any plan that includes new tax hikes. But Democrats argued that they had presented a reasonable proposal that will ultimately force Republicans to think twice. American, US Airways to Merge With $11 billion deal, it will become biggest airline in the world

US Airways CEO Doug Parker said Thursday that merging with American means keeping all eight hub airports, but the results of past mergers suggest that’s unlikely in the long run. In the shakeout, experts believe American’s hubs in Chicago, Dallas-Fort Worth, New York, Los Angeles and Miami are likely to emerge as winners, if only because those markets can support a large amount of traffic on their own. That leaves US Airways’ facilities in Philadelphia, Phoenix and, most especially, Charlotte, N.C., most at risk. (AP)

As I headed into the Union Station Metro stop the other day, the announcement screen was scrolling through a warning about the recent uptick in phone thefts. You’d think that would be a good way to remind riders to pay attention to their valuable electronic devices — except no one was reading it. They were all too busy paying attention to their valuable electronic devices. I might have been fiddling with my phone, too, if I hadn’t just learned that there are one or two snatchings a day, on average, in the transit system. I’ve generally felt confident in my security plan for my iDevices: Hold on tight with both hands and glance around every few seconds to give anyone inching too close the stink eye. (That’s right, little old lady, I’m watching you.) And I’m extra

cautious when I’m near a door — all that opening and closing makes a getaway easier.  With the release of these new Metro stats, I’m thinking it’s time to wise up. I’m still a target, and so is anyone who’s checking the latest score, responding to that client or triumphing in “Plants vs. Zombies.” And despite the fact that Metro is using undercover police officers to round up perpetrators, it falls on

us as individuals to be more alert. After spending a morning chitchatting with riders, I realized there’s a problem with this plan. No one seems to be taking the threat seriously. “I ’ v e l i v e d i n D.C. my whole life, and I can assess a situation,” 42-yearold Nathaniel Beers told me as he quickly stuffed his phone into his coat. (I’m g uessi ng he had assessed that this reporting thing was a ruse.) “I’m very cautious,” Julie Cole, 36, said after I’d asked her about juggling both an iPhone and a BlackBerry. And Oliver Thomas, 43, wasn’t worried about his tablet. “There’s a lot of military on here,” he said, gesturing around the Red Line train.  A gray-haired gentleman who was tapping out something on his iPhone laughed at my questions. “I think that only happens to people not paying attention to the world around them,” he said, urging me to talk to people my own age.  Admittedly, younger people often had the most blase attitude. Sandra Rivas, 25, looked perplexed when I asked her whether she worries about keeping her iPhone out on the train. “I always have it out,” she said. And 25-year-old Abby Buzzas had thought about security for her Samsung Galaxy. It just isn’t that secure. “I’m probably really bad about it,” she said. “I should be robbed.”  Given the turnover rate of technology, a 27-year-old named Leila said being robbed could be a good thing: “I have an old phone, so it’d be an excuse to get a new one.”  She might get her chance sooner than she thinks.

Holiday Schedule: Presidents Day is Monday, a federal holiday, which means that many transit systems will run limited schedules or no service at all. Metrorail will operate on a Saturday schedule, opening at 5 a.m. and closing at midnight. Metrobus will operate on a Saturday supplemental schedule. The Circulator will run normal service Monday, but there will be no MARC train service. The Virginia Railway Express will not operate, and Alexandria’s DASH buses will run a Saturday schedule. Metro Explains Green Line Chaos Miscommunication complicated incident that stranded riders

Metro said miscommunication between a transit police officer at the Anacostia station and the transit agency’s command center complicated an incident last month in which about 2,000 passengers were stranded on two trains and an estimated 200 riders exited onto the rail tracks. The finding came as agency officials Thursday gave a replay of the Jan. 30 incident to the board’s safety and security committee. Metro Transit Police Chief Michael Taborn said the situation was complicated by poor radio communication between transit police officials and the two stuck trains. He said Metro is exploring an “enhanced radio communication” channel.

The Blue Devils’ annual visit to College Park has been the one game that, regardless of either team’s record or circumstance, generates unrestrained fanaticism, enough that local police and firefighters must prepare for students overreacting to victory or to defeat. It seems realistic that Duke will never again come to College Park after Saturday. Yes, Maryland will play another full season in the ACC, but the addition of Syracuse and Pittsburgh to the conference next season means that the Terps are guaranteed only one game against the Blue Devils. With the ACC embroiled in litigation over Maryland’s departure and the payout of the exit fee, few in the Maryland athletic department expect the conference to reward the

Caps’ Oates Doesn’t Want NHL Players in Olympics The NHL and the NHL Players Association are meeting with the International Olympic Committee and the International Ice Hockey Federation on Thursday and Friday in New York to determine whether the league will allow its players to participate in the 2014 Sochi Olympics. One person who doesn’t believe NHL players should take part in the Olympics is Capitals coach Adam Oates, even though he understands how it can help promote hockey.

Celtics center Kevin Garnett says this “is definitely my last All-Star game.” He wouldn’t elaborate on whether this is a precursor to a retirement announcement, but he won’t be back to another All-Star game after his 15th nod in 18 years. Garnett was MVP of 2003’s AllStar game, scoring 37 points and grabbing nine rebounds in a 155-145 West win. In his most recent All-Star appearance, he logged a gamelow 7 minutes, 32 seconds, so a second MVP seems unlikely, but it will be interesting to see how the East starter is honored.

LeBron James won just about everything last year — gold medal, NBA title, NBA MVP, NBA Finals MVP — but he didn’t win All-Star MVP honors. With time winding down and the East down by two, James threw an errant pass. His pass-first mentality with the All-Star game on the line drew criticism — remember, this was before he won a title. So now James will try to redeem himself with a third All-Star MVP. He entered Thursday night’s game vs. the Thunder having had at least 30 points and 60 percent shooting in six straight games.

Kevin Durant is the favorite. He won the honor last year after scoring 36 points, and the Thunder forward is still young. Then, of course, there’s LeBron (see, redemption). But after all the Lakers’ struggles this season, would anyone be surprised if Kobe Bryant came out with something to prove? Or maybe it’ll be the Rockets’ James Harden, who is fifth in the league in scoring (26.1 points a game) and will be playing in front of his hometown crowd in Houston. The long shot? each year. The set percentage is typically the increase in the Consumer Price Index plus 2 percent. They also cannot raise rents more than once a year, unless an apartment is vacated. All units in D.C. fall under rentcontrol laws, though there are a lot of exceptions. Rental units built after 1975 are exempt, as are landlords who rent four or fewer units. Landlords also can petition for bigger increases for such circumstances as financial hardship or major building improvements. After she moved in, she says, “anytime I went outside, someone would ask me if there were any openings.” Lynn Asaro, 28, who lives in a rent-controlled one-bedroom apartment on Connecticut Avenue in Van Ness, says rent control wasn’t a deciding factor in her apartment search, but she’s really glad to have it. “I definitely don’t want the price to go up,” she says. “It’s already expensive enough.” In the U.S., only four states — California, Maryland, New Jersey and New York — and the District have rent-control laws in place, while 35 states prohibit such laws.

Renters may love it, but tenantadvocates and building owners are sharply divided on whether a rent-control program is beneficial for a city. For Matthew Losak, executive director of Renters Alliance, a nonprofit that protects renters’ rights in Montgomery County, rent control is crucial, particularly for seniors, lower-income families and residents who don’t see salary increases commensurate with rising rents. “Right now in Montgomery County, landlords can raise rents as high as they want each year,” Losak says. They just have to give tenants 60 days’ notice. “Renters live in uncertainty from year to year,” Losak says. Rent-control opponents, meanwhile, say it isn’t the housing or social policy the city needs. “It’s a terribly inefficient means of providing economic assistance to renters in need,” says Shaun Pharr of the Apartment and Office Building Association of Metropolitan Washington, D.C. Without income eligibility requirements, there’s no guarantee that needier people will get those rent-controlled units, Pharr says. Opponents of rent control say an assistance program that gives vouchers to lower-income residents would do a better job of helping those who need it.

Settling Disputes

Rent-Control Radar More than 60 percent of rental units in D.C. are rent-controlled, but how do you know if a prospective apartment is one of them? There’s no single website for finding rentcontrolled units, but here are tips: If your prospective building was built before 1975 and has more than four units, chances are it’s rentcontrolled, says Joel Cohn of the D.C. Office of the Tenant Advocate. Landlords are legally obligated to tell you whether the building is rentcontrolled, so just ask.

If you’re looking for affordable housing, rent-controlled or not, use the D.C. Housing and Community Development Department’s affordable housing locator (Dchousingsearch.org). The nonprofit Socialserve (Socialserve.com) has online housing locators for other regions. E.B.

Though it lacks rent control, Montgomery County has a Voluntary Rent Guideline for landlords. The guideline changes annually based on inf lation. In 2012, it was a 2.8 percent increase, and in 2013, it’s 4 percent. Despite the guideline, Losak says he’s seen rent increases ranging from 7 to 40 percent. When his own rent jumped 12 percent, Losak contacted the county’s Housing and Community Affairs Department. They worked with his landlord to get the increase down to about 7 percent. But Losak and the alliance want to give renter protections more teeth. In D.C., tenants who think their landlord has violated rent-control laws can file tenant petitions with the D.C. rent administrator. Organizations such as the D.C. Office of the Tenant Advocate (Ota.dc.gov), the Neighborhood Legal Services Program (Nlsp.org) and the Legal Aid Society (Legalaiddc.org) can help renters with their complaints. “It happens a heck of lot,” Joel Cohn, legislative director for the D.C. Office of the Tenant Advocate, says of the tenant disputes. So where is rent control heading in D.C.? With new buildings under construction and some older buildings getting torn down or becoming exempt from the law for various reasons, these units could become a scarce resource, Cohn says. “Tenants who are moderate income are going to find it that much tougher to be able to afford to live in the District,” he says. Film The “Die Hard” movies — the fifth of which, “A Good Day to Die Hard,” opened Thursday — have shown audiences the importance of never giving up (as well as the power of a well-timed “yippee-ki-yay”). Everyday hero John McClane, played by Bruce Willis, has fought off terrorists of all stripes, and he’s done it with no superpowers and little help from actual authority figures. That’s got to be getting hard: Detective McClane is only a couple of years away from the big 6-0. Should someone who’s eligible to order off a Denny’s senior menu really be doing all this leaping and rappelling and shooting and climbing? “There is no reason not to be active until the day you die,” hard or otherwise, says Josh Bross, a sports chiropractor who practices in Columbia and Laurel, Md. “I see no reason to stop.” Part of McClane’s advantage

And McClane’s habit of working through the pain won’t help, Gordon says. “[He’s] at risk for causing long-term damage,” she says. “By not allowing the body to heal itself, you’re creating injury on top of injury.” So before McClane comes back for “Never Say Die Harder Some More Again,” he should take time to recharge his batteries. As the New York cop who never met a problem he couldn’t shoot or drive out of, Willis brings his characteristic deadpan cool to a role he originated in the 1980s, a long-past era that the movie addresses head-on when a villain reminds McClane that “it’s not 1986 … and Reagan is dead.” From the outset, when McClane arrives in Moscow and takes a cab ride that literally goes nowhere, “A Good Day to Die Hard” makes it clear that its prime purpose isn’t crisp storytelling or even modest character development but simply generating its approved quota of testosterone-drenched whammies in under two hours. That Was Intense My 4-year-old son recently succumbed to a stomach bug that was so bad we used up all our designated Puke Towels (good for both kids and cats!), moved on to Muddy Dog towels, went right through all the Human Towels and ended up at Please God Please Send More Towels. Long story short, all screen time restrictions were lifted and my Netflix recommendations are now really screwed up. I worry that he is, too, because plenty of movies in our Virus Film Festival terrified him. We made it through “The Muppet Movie” and “The Tigger Movie.” We had to stop “Finding Nemo” (Nemo’s mom’s death? No biggie. Shark? Biggie.) and “Frankenweenie” (sadness at Sparky getting hit by a car; terror at [spoiler]). I don’t envy the intensity of his experiences, because I remember them well. Even now, when a movie gets too scary or intense for me, my strategy is to look around the theater and repeat “it’s just a movie.” And when my son and I were looking for something else to watch, I vetoed “Dumbo” and “The Fox and the Hound,” not because I worried about how he’d react, but because I remember how soul-destroying those films were for me as a kid. It’s sometimes frustrating to stop a movie in the middle when I know he’d love it if he’d just see it out (it’s also tough to explain death to him over and over again, especially since it means explaining yet again that, yes, my daddy is dead and no, we won’t ever see him again). I hope he doesn’t lose that ability to become entirely absorbed in a film. In that sense, I hope the apple stays really close to the tree. Film Review Hoping to rebottle the lightning captured in “The Notebook” and “Dear John,” romance packager Nicholas Sparks has given his usual formula some sharp edges in “Safe Haven.” The film, which stars Julianne Hough as a woman on the run from a troubled past, opens like a gritty thriller, complete with furtive looks from under a hoodie, a taut chase through a crowded bus station and a few smidgens of blood. Soon enough Hough’s character, Katie, has fetched up in the quaint North Carolina town of Southport, where Sparks’ seductive fantasy of self-reinvention takes place. Quiet and wary, Katie still has elbows

sharp enough to keep curious neighbors at bay, at least until an appealing widower named Alex (Josh Duhamel) manages to charm his way past her chilly reserve. Directed by “Dear John’s” Lasse Hallstrom, “Safe Haven” doesn’t come close to generating the sparks that made Rachel McAdams and Ryan Gosling such breakout stars in “The Notebook.” Hough and Duhamel are attractive enough, and

they possess an unforced ease when they’re together, but their chance encounters and cautious romantic toe-dipping add up to little more than a pretty bore. When a figure from Katie’s past shows up, “Safe Haven” takes on the menacing contours of a slightly safer “Cape Fear,” which in turn slides into utter ridiculousness with a preposterous plot twist.

“Safe Haven” doesn’t come close to generating the sparks that made a hit out of “The Notebook.” But even with Hallstrom’s soporific pacing and uneven tonal approach, “Safe Haven” presents viewers with the undemanding, easy-on-the-eyes escapism expected from this type of film. “Safe Haven” is one of those Valentine’s Day confections that satisfy your sweet tooth until you get to their weird, off-putting center. Even though the Eagles sang “Take It Easy,” the band’s dynamic wasn’t so easygoing.

A Band Pushed To the Limit ‘History of the Eagles’ chronicles the group’s disintegration — and rebirth 14 years later Television Consider how unusual it is for the exact breaking point of a big-time rock band to be chronicled on film. The Beatles’ “Let it Be” showed a slow disintegration. For the Eagles, the end came abruptly at a political fundraiser in 1980. Don Felder didn’t want to be there. Glenn Frey didn’t like his attitude. Add years of simmering resentment and, as they performed, threats exchanged under the music. Fists didn’t fly, but by the time each stalked into separate limousines, the Eagles were toast for 14 years. It’s one of the fascinating moments in “History of the Eagles,” a documentary that airs on Showtime Friday and Saturday. The film has two parts just like the band, which has been together again since 1994. Frey, 64, said it was time to get the story on film while the health and memories of everyone involved were intact. The Eagles courted filmmaker Alex Gibney, who won FRI/SAT

an Academy Award for his 2007 documentary on torture, “Taxi to the Dark Side.” Gibney expressed interest if he was free to tell a real story, not just an authorized one, and the Eagles agreed. Another key for Gibney was having enough footage to make the story come alive. Here he got lucky; although Frey and co-leader Don Henley were suspicious of outsiders during the height of the Eagles’ fame, they had the foresight to allow some filming, including footage from that ill-fated 1980 benefit. Tell me about that hair. Does it stay up all night in a hot kitchen? It does! I’m all about the product — it’s just Big Sexy Hair, which is just hairspray. It’s a miraculous product. I think they should endorse me. You do so many shows. Why is “Worst Cooks” one you keep up? I feel like I have the spectrum covered on Food Network — professional chefs to home cooks — and “Worst Cooks” is the people who need the most help. I like to call them our lovable losers. They dig deep, and I like to see the light bulb

going on. That’s one I’ll keep doing as long as they’ll have me. How is the mentoring similar between “Chef Wanted” and “Worst Cooks”? It’s a similar kind of tough love. I’m there to push them but then also to be understanding. On “Chef Wanted,” I’m not teaching. These are professional chefs who are looking for a new livelihood. These people have really high stakes. What is the worst dish you’ve ever tasted on “Worst Cooks”? I try not to dwell on the negative,

Which show do you enjoy most? They’re all different. “Chef Wanted” I love because I get to put people in a new job, and that’s great for the restaurant and for the chef. It’s extremely difficult what we ask these people to do, and it’s such a joy and a relief at the end to see them get hired. Why didn’t you participate in “Iron Chef Redemption”? To do “The Next Iron Chef” the first time was really an emotional experience for me. It’s not just a TV show for me. I tried, and it really didn’t go where I wanted. So I guess my role on “Iron Chef” is to be, forever and always, Mario Batali’s faithful sous-chef. How do you do so much in that tiny kitchen on “Secrets of a Restaurant Chef”? That’s what most restaurant kitchens are actually like. People who say, “I can’t really do anything in my kitchen — it’s too small,” don’t really get a pass from me. What things should everyone have in their kitchen? I’m not a huge gadget person. My favorite things in the kitchen are my food mill and a wooden spoon. What’s the next big trend in food?
