NOT STICKING WITH THE PLAN

Then They Got Food Poisoning Three would-be car thieves in Springfield, Mass., hit the brakes on their plan when they realized none of them knew how to drive a stick. Springfield police say the men held up a food delivery driver Tuesday, and demanded the grub and his keys. When they noticed the car had a manual transmission, the thieves argued among themselves before running away. (AP) MAYBE IT’S NOT YOUR BREATH …

Lawyer: Man’s Execution Botched Ohio killer gasps, dies slowly on new lethal-injection drugs

“You’re not entitled to a painfree execution.”

Lucasville, Ohio

GENER A L THOM A S M A DDEN, DURING

A condemned man appeared to gasp several times and took an unusually long time to die — more than 20 minutes — in an execution carried out Thursday with a combination of drugs never before tried in the U.S. Dennis McGuire’s attorney Allen Bohnert called the convicted killer’s execution “a failed, agonizing experiment” and added: “The people of the state of Ohio should be appalled at what was done here today in their names.” McGuire’s lawyers attempted last week to halt his execution, arguing

that the untried method could lead to a phenomenon known as “air hunger” and cause him to suffer while struggling to catch his breath. McGuire, 53, made loud snorting noises during one of the longest executions since Ohio resumed capital punishment in 1999. Nearly 25 minutes passed between the time the drugs began flowing and McGuire was pronounced dead. Prison officials used two drugs,

the sedative midazolam and the painkiller hydromorphone, to put McGuire to death. The method was adopted after supplies of a previ-

ously used drug dried up because the manufacturer declared it off limits for capital punishment. The execution is certain to launch a new round of federal lawsuits over Ohio’s injection procedure. The state has five more executions scheduled this year, with the next one to come Feb. 19. What was unusual Thursday was the five minutes or so that McGuire lay motionless on the gurney after the drugs began flowing, followed by a sudden snort and then more than 10 minutes of irregular breathing and gasping. Normally, movement comes at the beginning and is followed by inactivity. “Oh, my God,” his daughter, Amber McGuire, said as she observed her father’s final moments. ANDREW WELSH-HUGGINS (AP)

Juba, South Sudan The U.N.’s top aid official in South Sudan watched helplessly as armed men in uniform stole a car from an aid group. Thugs took $50,000 of goods from Mercy Corps. Tons of food have been stolen and $500,000 taken from a bank. With renewed warfare reverberating throughout the world’s newest country, looting of vehicles, equipment and supplies belonging to aid groups is crippling humanitarians’ abilities to help. There is much work to do: Even before the fighting broke out last month, the people of South Sudan were suffering from dismal health care and little education. Now it’s much worse and they need even more help: Thousands of people have been killed and hundreds of thousands displaced by a month of fighting in South Sudan between factions of the military

as well as ethnic militias. The thefts have been particularly widespread in Bentiu, the capital of the oil-rich Unity State, which was in rebel hands for much of the past month before government troops retook the city. South Sudan’s military spokesman, Col. Philip Aguer, blamed rebels loyal to former Vice President Riek Machar for the thefts in Bentiu. “They blew up the ammunition. They looted. U.N. experts interrogated The Holy See for eight hours on the global priest sex-abuse scandal Thursday about the scale of abuse and what it was doing to prevent it, marking the first time the Vatican had been forced to defend its record at length or in public. After decades of fending off accusations that its policies and culture of secrecy had contributed to the abuse, the Vatican was called to account. It resembled a courtroom cross-examination, only no question was off-limits, dodging the answer wasn’t an option and the proceedings were webcast live.

“How can we address this whole systematic policy of silencing of victims?” asked committee member Benyam Mezmur, an Ethiopian academic. “There are two principles that I see are being undermined in a number of instances, namely transparency and accountability.” The Vatican insisted it had little jurisdiction to sanction pedophile priests. Victims groups, though, called such a defense hollow given the clear directions Vatican off icials for decades gave to bishops to not turn their abusing priests in to police and to keep the cases in-house and confidential. Besides, there are lower-cost solutions for the Pike, adds Vincent, a consultant who formerly ran a nonprofit focused on bus rapid transit. “A lot can be done to make the buses faster, higher capacity and more attractive to riders,” Vincent says. “If buses can no longer handle demand, then we can talk about streetcars.” That doesn’t sound like a good deal to Chris Slatt, 33, of Arlington Streetcar Now. The computer programmer bought a house on Columbia Pike in 2008 because of the streetcar plans.

Nothing attracts detractors like a public meeting. So when I showed up at a District Department of Transportation event in November — the first in a series discussing streetcar plans for the north-south corridor — I was ready to jot down any signs of debate. I shouldn’t have bothered to bring a pen. As we headed out, a woman walking near me offered me the harshest comment I heard all night: “We already have such great public transportation around here, so I’m not sure we need it.” It’s not that everyone in the District is gung-ho for streetcars. But the loudest complaint seems to be that they haven’t arrived fast enough. And with that first section of track on the verge of opening on H Street NE, the only real question is where the network will head next. The streetcar debate is much more heated in Arlington, where

the issue of whether to go ahead with a route planned for Columbia Pike looks like it will be a central factor in the upcoming election for the County Board. Over the past year, citizen groups have sprung up on either side of the fight: Arlington Streetcar Now and Arlingtonians for Sensible Transit. Arlingtonians for Sensible Transit’s Bill Vincent, 49, argues that the millions that will be needed for the project could be better spent elsewhere. Vincent, who’s lived in the county for 20 years, would rather see improvements in overall trans-

Express Sunday The transportation innovation that’s set to alter the way we move is the same one that ruled D.C. and its suburbs a century ago: the streetcar. Check out the plans to get us back on track in Express Sunday and at readexpress.com.

“I talk to a lot of people like me who are excited about a better experience than a bus, and a more reliable schedule,” says Slatt, who’s looking forward to using the streetcar to patronize businesses along the Pike that will, in turn, boost Arlington’s tax base. “Some people just don’t get that a streetcar costs money, but it makes money, too.” Slatt also questions whether bus service can be improved without a dedicated lane, which won’t be feasible. Both groups are focused on educating the public, so Arlington residents can expect to hear more debate in the coming months. In the District, meanwhile, the only people going back and forth on streetcars will be the ones riding them.

Muth was convicted of first-degree murder in Viola Drath’s death Washington Albrecht Gero Muth, an eccentric German native who prosecutors say beat and strangled his 91-year-old wife in their Georgetown brownstone, was found guilty Thursday of first-degree murder. Muth, 49, was charged in the August 2011 killing of his wife, socialite and journalist Viola Herms

In Brief

Drath. Drath was found dead in a bathroom of her home with bruises on her body. The couple had a fascinating, if unconventional, marriage of 20 years. They slept in the same bedroom but in separate beds. He was more of a companion who often served as her social scheduler, prosecutors said. But they said Muth was also abusive and controlling. The six-day trial was the first ever in D.C. Superior Court in which the defendant was not present in the courtroom. Muth — who participated by video conference from

his hospital bed — has periodically fasted since his arrest, and his weight has dwindled to 92 pounds. The jury deliberated for about three hours over two days before returning a verdict. Since Muth and Drath first began dating more than 20 years ago, Drath’s family and friends were leery of her much younger suitor. He often wore an eye patch, and said he lost the eye during a mercenary battle in South America, but he later stopped wearing the patch. He had a military uniform — which prosecutors say he ordered online — and

American Airlines said Wednesday that it would end direct flights from Reagan National Airport to 17 small and midsize cities as part of the deal that paved the way for its merger with US Airways. Analysts said it’s unlikely that the low-cost carriers that bid on the vacated slots will want to fly to less lucrative destinations such as Fayetteville, N.C.;Savannah, Ga.; and Islip, N.Y. In some cases, those airlines fly a single type of airplane that is too large to serve those markets. (THE WASHINGTON POST)

Police: Worker Hit, Killed By SUV in Southeast D.C. Police say Travis Jackson, a construction worker, was killed when an SUV crashed into a work zone on Suitland Parkway in Southeast. Jackson, 34, was setting up a construction zone on outbound lanes between Firth Sterling Avenue and Stanton Road late Wednesday, when police say the crash occurred. Jackson was also the founder of local record label Windian Records, DCist reported. The driver was treated and released at a local hospital. The crash is under investigation. (AP)

Only twice in its 29-year history, during droughts in 1999 and 2002, have authorities released water from Little Seneca Lake, about five miles south of Clarksburg, Md. Otherwise, it has been a 3.9-billion-gallon emergency backup water supply for the D.C. region, more useful for boaters. But concerns about climate change and new construction have pushed the man-made lake into the debate over the future of the northern Montgomery County town. Little Seneca is fed in part by the Ten Mile Creek watershed in the Clarksburg area, where Pulte Homes wants to build up to 1,000 single-family houses. On the other side of the highway, the developers of National Harbor envision 450,000 square feet of retail. Both companies have been planning their projects for years. But Montgomery’s 1994 blueprint for Clarksburg calls for a pause in construction to evaluate the impact of development on Ten Mile, one of the county’s last high-quality streams. This week, the County Council began considering a proposal by the Montgomery Planning Board to revise the blueprint in a way that could significantly limit growth.

wore it around the streets of Georgetown, telling neighbors he was an Iraqi general. But Drath, a former fashion and political writer, playwright and socialite, found Muth at the time fascinating and fun. Defense attorneys argued at trial that Muth was innocent, saying he did not benefit by Drath’s death. They said Drath gave her husband a $2,000 monthly allowance, and there was a prenuptial agreement and last will and testament in place, in which Muth would not inherit anything.

Opponents say that even at the reduced scale, the projects are untenable. In their view, stormwater runoff from new expanses of impervious surface could drive increased amounts of sediment and pollutants into the creek — and into Little Seneca — limiting its storage capacity and future usefulness. Developers and county officials they’ve hired contend that the environmental concerns are overblown, even bogus. A study commissioned by the planning board concluded that runoff would be no more harmful than the level of pollutants generated by existing farms.

The share of District residents who believe that the city’s public schools are performing well has more than doubled since the mid-1990s, but a majority continues to give low ratings to the schools, according to a new Washington Post poll. In the Post poll, 38 percent of residents say D.C.’s public schools are performing “excellent” or “good,” while 51 percent rate them as “not good” or “poor.” About half of D.C. public school students are proficient in math and reading, and just six in 10 students graduate from high school on time. “I look at the graduation rates, yes, we’ve gone up, but it’s still atrocious,” said Margaret Albamonte, who has a daughter at Wilson High School. “I just think it’s crazy how badly we’re broken.” The poll was conducted Jan. 9-12 among a random sample of 1,003 D.C. residents. The full survey’s error margin is four percentage points.

BILL TURQUE (THE WASHINGTON POST )

EMMA BROWN (THE WASHINGTON POST )

There is mostly undeveloped land where Ten Mile Creek meets Little Seneca Lake.

Backstory After a severe drought in the 1960s, there was concern about the Washington region’s heavy reliance on the Potomac River, which supplies 80 percent of its drinking water. Little Seneca was created as part of a strategy to prevent shortages. Although it has only been used twice to augment the flow of the Potomac, there is evidence to suggest that it could play a larger role. In 2010, studies found that climate change could have a serious impact on the level of the Potomac. (T WP)

Cover Story tic chill of a polar vortex. Bao Bao has seen and felt snow before (zookeepers brought some inside for her to play with in a bucket), but she has yet to see it outside. Few things are cuter than an adult panda frolicking in the snow, MacCorkle says. “But seeing a cub? That is an experience that definitely all Washingtonians should make time for.”

DID YOU KNOW?

Giant pandas, such as Bao Bao, and red pandas, such as Rusty, who rose to fame last summer when he escaped to Adams Morgan, share a name but are not related. Red pandas were the first animals named “panda.” Want to take part in some giant vs. red rivalry? We have a song for you at readexpress.com.

Bao Bao’s First Tree Climb Much like a parent would babyproof a home, zookeepers will cub-proof Bao Bao and Mei Xiang’s outdoor enclosure before Bao Bao gets her paws on the trees. Those with branches that overhang dad Tian Tian’s yard are a no-no; others are just too high for Bao Bao to safely scale at her age — stumps are more her speed right now. Zookeepers will also secure the fence lines and cushion some of the rocky areas with hay.

JANUARY– FEBRUARY

Mei Xiang and Tian Tian, Bao Bao’s mom and dad, love snow and are more active in winter. They even like to do somersaults sometimes. There are 1,600 giant pandas in the wild and 346 in captivity.

Bao Bao moves along the rocks in the zoo’s indoor panda habitat.

Bao Bao’s Going To Be Big in 2014 Bao Bao won’t be this cute forever. And when she’s 4 years old, she’ll be handed a one-way ticket to China. So we need to savor every moment we get with our special furball, born to Mei Xiang and Tian Tian on Aug. 23 at the National Zoo. With the reopening of the panda house to the general public Saturday, Bao Bao groupies — all 10,000-plus of them that the zoo expects to show up this weekend — can turn the Panda Cam off and start watching in person for the milestones she’ll hit in the coming months. “There’s just going to be an explosion of behaviors,” says giant panda keeper Nicole MacCorkle.

Leading up to Bao Bao’s public debut, she’s been “just really building the skills that she’s going to use,” MacCorkle says, including learning to respond to her name when called. Much like dogs, pandas “are very food-motivated,” MacCorkle says. “When she starts to orient toward us, we call her name and say ‘good girl’ and she can have a little taste of apple juice.”

NOW

NO CUDDLING ALLOWED!

Not even zoo staff are allowed to sneak a snuzzle with Bao Bao. “As tempting as that would be, that’s not our role here. Our role is to be as true to what their wild counterparts are doing,” the zoo’s Nicole MacCorkle says. If you DID get to pet her, it might be a letdown. Panda hair isn’t as soft as it looks, especially as a panda gets older; it feels kind of like a scratchy wool sweater. M.P.

Once thought to be marsupials, giant pandas are actually true bears.

Papa Tian Tian will meet his cub through a mesh window.

Bao Bao Meets Dad A panda family is sweet to imagine, but in reality, Tian Tian is an absentee father. (And maybe a dangerous one: “The potential exists that the cub could get killed” if she were housed in the same yard, MacCorkle says.) Unlike pandas in the wild, Bao Bao will get a chance to look at, smell and hear Tian Tian through a mesh window. Zookeepers look forward to this moment because they’ve never seen a female cub meet her father. “Who knows who’s going to vocalize first? Some lucky visitor might get to see that,” MacCorkle says.

JANUARY– FEBRUARY

WHEN TO VISIT BAO BAO Giant panda keeper Nicole MacCorkle suggests visitors arrive early — and not just to get in line before the crowds. Bao Bao is her most active in the morning. To accommodate those who want to see the cub in action, the zoo’s panda house is extending its hours this Saturday through Monday from 8 a.m. to 4:30 p.m. After that, the general public will have to wait until 10 a.m. to catch a glimpse, which could be tough. Bao Bao is currently in the habit of taking midmorning naps. “I know a lot of people are not really wanting to get up super early to get here, but, really, it pays off,” MacCorkle says. M.P.

Cover Story Bao Bao’s First Grown-Up Foods Around her six-month birthday, Bao Bao will start eating bamboo, just like Mom and Dad. She will also get her first fruitsicle, a frozen apple juice and fruit concoction. “We’ll do a little mini one,” MacCorkle says. “Mei is not very sharing when it comes to those.” One treat Bao Bao won’t taste until she’s a year old is honey, as there’s a tiny risk it could give her botulism.

FEBRUARYMARCH The National Zoo launched its Instagram account with a Bao Bao bang on Wednesday when it posted a picture of the cub from @SmithsonianZoo. The zoo also announced its first “InstaMeet” or “#ZooMeet” contest, where 30 lucky winners will have 30 minutes to view and take photos of Bao Bao before the panda house opens for regular hours on Feb. 1, a Saturday. The zoo’s panda team will be on hand to answer questions. To enter, participants should follow @SmithsonianZoo on Instagram and register for the contest at svy .mk/1dtAaxl.

Bao Bao’s First Bamboo Shoots Visitors who really want to see the cub go nuts should visit when bamboo starts to shoot in late spring and early summer. The shoots, new growth that’s softer and more nutritious than mature bamboo, are easily a panda’s top treat pick, more coveted than honey or fruitsicles. “They just go crazy for them,” MacCorkle says.

MAY

Bao Bao’s First Birthday “It will be a big event that the public will be involved in,” MacCorkle promises. For Bao Bao’s birthday dinner, “I’m sure our Department of Nutrition will construct something fabulous and really extravagant-looking,” MacCorkle says. If Tai Shan’s severallayer ice “cakes” are the benchmark, then Bao Bao’s got one fancy fruitsicle to look forward to. MARISSA PAYNE (E XPRESS)

Accounting for 12th Man 49ers prepare to face hostile environment at CenturyLink Field

Patriots at Broncos SUN., 3 P.M., CBS

How the Patriots win: Control the clock. The Patriots’ newly discovered run game, which accounted for 234 yards last week, would help keep the Broncos’ high-powered offense off the field. With a limited receiving corps, Tom Brady can’t do this alone.

NFL Playoffs

How the Broncos win: Don’t let up. If at any point the Broncos have a big lead, they can’t become complacent. It hurt them in the regular-season loss to the Patriots (they were up 24-0 at halftime) and it almost burned them last week against the Chargers.

TED S. WARREN (AP)

Coach Jim Harbaugh will turn to lip reading, motioning and even sign language if he has to in order to communicate with quarterback Colin Kaepernick to keep things running smoothly in the deafening noise of Seattle’s home stadium. Kaepernick plans to repeat his calls as many times as necessary in the huddle during the NFC championship game Sunday to make sure his teammates hear him. “He just has to be louder,” center Jonathan Goodwin said. “There’s really no special tricks. You’ve just got to be as loud as possible and hope everybody hears it.” Solid communication through the chaos at CenturyLink Field will be paramount for Kaepernick, who had one of his worst performances as a pro in a 29-3 Week 2 loss to the Seahawks. In preparation, music blared across San Francisco’s practice field Wednesday. The 49ers regularly practice with the sound system at full blast, but it is that much more important this week as they head to what is considered the NFL’s loudest venue. “Other teams may approach it differently,” Harbaugh said. “You’ve got to be able to communicate without being able to hear very well. You can simulate that somewhat

Prediction: Broncos 35, Patriots 24

Over the past two seasons, the Seattle Seahawks have lost just once in 17 games (including the playoffs) at CenturyLink Field.

We’ve been in some of those environments.” While Kaepernick blames poor execution, and not noise issues, for two disappointing defeats in Seattle over the past 13 months, he real-

izes he will have to holler at the top of his lungs to avoid further problems getting the snap off in time. “You stick to the basics,” wideout Anquan Boldin said Wednesday. The 49ers (14-4) had the most delay of game penalties in the NFL during the regular season with ten and have frequently struggled to get

plays off on time, forcing them to waste timeouts. And that’s in the best of circumstances, not in the Seattle noise. In the first meeting with the Seahawks, the 49ers committed two false starts, one delay of game and needed to use two timeouts on one third-quarter drive as they fought the play clock. Last year, they had two delays and were again forced to use two timeouts on offense when they couldn’t get the play off. And when it comes to Seattle’s raucous “12th man” crowd, which even affects the home team at times, Kaepernick offers a gentle reminder. “ We on l y h av e 11 on t he field,” he said, “just like them.” JANIE McCAULEY (AP)

49ers at Seahawks SUN., 6:30 P.M., FOX

How the 49ers win: Stop Lynch. In the past two games against the 49ers in Seattle (both Seahawks blowout wins), Marshawn Lynch rushed for 209 yards and three touchdowns. San Francisco has one of the best run defenses in the league, but it always seems to struggle vs. Lynch. How the Seahawks win: Keep Kaepernick in the pocket. In the playoffs, Colin Kaepernick likes to show off his mobility. In five career postseason games, he has 377 rushing yards and four touchdowns. The Seahawks’ defense needs to make the 49ers quarterback beat them with his arm. Prediction: 49ers 23, Seahawks 20 JEFFRE Y TOMIK (E X PRES S)

Of Course He’s Back: New England Patriots quarterback Tom Brady returned after missing one day of practice because of illness. The Patriots are scheduled to practice again Friday before leaving for Denver, where they face Peyton Manning and the Broncos in the AFC championship game on Sunday. The Patriots (13-4) have won their past three games with Brady throwing for fewer than 200 yards in each of them. (AP)

AFC MATCHUP

So Alike, Yet So Different

There are a lot of parallels between the facing teams in each conference title game. There’s Tom Brady vs. Peyton Manning in the AFC championship — a battle of former Super Bowl winners in their mid-30s. Then there’s the NFC’s matchup of defensive-minded division rivals — each led by a young, up-and-coming mobile quarterback. But it’s not like these teams are mirror-images of each other. Here are Venn diagrams of Sunday’s two matchups to break down the teams’ similarities and differences. JEFFREY TOMIK (EXPRESS)

Wizards’ top rookie a work-in-progress despite going No. 3

7 P.M. Friday | CSN

Otto Porter Jr. was a do-it-all player for Georgetown, a rangy forward capable of bringing the ball up court for the Hoyas, snagging rebounds from every conceivable angle and taking control of the game when his team needed it the most. That Otto Porter has not been seen in quite a while. The Porter that plays for the Washington Wizards is a serious work-in-progress, despite his lofty status as the No. 3 pick in last summer’s NBA draft. At the time, it seemed like a no-brainer for general manager Ernie Grunfeld to take Porter, whose ability to play several positions would serve Washington well in the future. But heading into Friday’s game against Chicago, Porter is a nonfactor, anchored to the bench for large stretches of games. It is far, far too early to label Porter a “bust,” but it is fair to say that, given his draft position, he’s been a disappointment through the first half of the season. Porter missed training camp,

Wizards

Wizards rookie Otto Porter Jr. has played just 19 minutes in the past five games.

preseason and the first 18 games of the regular season with a troublesome hip injury, and since his NBA debut on Dec. 6, he’s averaged 10.4 minutes per game. In Washington’s last five games, however, he’s played 19 minutes total. Part of this is due to the fact that Wizards coach Randy Wittman had no idea what kind of player he had in Porter since the rookie was

unable to practice, and part of it is because Trevor Ariza and Martell Webster are much better options at the same position. “I know he feels like, as a lottery pick, he needs to get out there and show the reason why he was picked No. 3,” Webster said. Porter’s scoring (1.9 PPG) and rebounding numbers (1.6 RPG) are negligible, but a more trou-

blesome concern is the notion that the assured player at Georgetown often looks overmatched on the NBA court. He’s not alone. No. 1 overall pick Anthony Bennett has struggled mightily with the Cavaliers, and fellow rookies Victor Oladipo, Cody Zeller and Alex Len have all had growing pains early on. Wizards center Marcin Gortat joked that Porter “is so small,” but still believes in the 6-foot-8, 198-pounder’s ability. “What I see from Otto is that he’s a talented kid,” Gortat said. “His shot looks really good.” Would a stint in the D-League be what Porter needs to gain valuable playing time and a boost in confidence? Several teams, including the San Antonio Spurs, use the D-League as a training ground for their young players, but the stigma of playing in the “minors,” combined with the fact that the Wizards don’t have an affiliate, might prevent the team from making that move. So for now, Porter remains a project. Will that change anytime soon? ELLIOT T SMITH (FOR E XPRESS)

Turgeon Pinpoints the Terps’ Problem Areas Maryland Basketball Alex Len, a 7-footer now in the NBA with the Phoenix Suns, averaged 11.9 points and 7.8 rebounds per game for Maryland last year. This season, two of the Terps’ best and biggest inside options — reserve Charles Mitchell and sophomore starter Shaquille Cleare — have combined to average 11 points and 8.7 boards per contest. Cleare has as many fouls as rebounds (44). “I need our depth to play better,” coach Mark Turgeon said, while

not mentioning Mitchell by name. That may be as good a place as any to start when dissecting the play of Maryland (11-7, 3-2 ACC), which has been inconsistent. Prior to a 74-66 win at home Wednesday against Notre Dame, the Terps lost the previous two games to Pittsburgh and Florida State by a combined 44 points. Another challenge has been the recent scoring slump of wingman Jake Layman, who has just 28 points in his past four games after scoring in double figures in

9 P.M. Monday | ESPNU

11 of the first 13 games. Turgeon, instead of criticizing his sophomore, took an overall team approach. “We have to run our system better,” he said. “If we run our system better, the right guys will get their shots. Our point guard play has to be better.” And it didn’t help that point

guard Seth Allen missed the first 12 games with a foot injury. He made his first start against Notre Dame and is averaging 10.7 points per contest. “Getting Seth back to a high level, I think that is going to help. I don’t think he is there yet,” Turgeon said. “We have not been good in certain phases of our offense. You have to get guys playing better. That is the whole key. “It is never easy. You just k e e p plu g g i n g,” he s a id . DAVID DRIVER (FOR E XPRESS)

Growing Pains for Porter Each manager will now be allowed to challenge one call per game.

MLB OKs Expanded Replay MLB Major League Baseball will greatly expand instant replay to review close calls starting this season. MLB announced Thursday that owners, players and umpires have approved the new system. Each manager will be allowed to challenge at least one call per game. If he’s right, he gets another challenge. After the seventh inning, a crew chief can request a review on his own if the manager has used his challenges. The so-called “neighborhood play” at second base on double plays cannot be challenged. Many had safety concerns for middle infielders being wiped out by hard-charging runners if the phantom force was subject to review. BOB BAUM (AP)

TV Lineup HOYAS HOOPS (SAT., NOON, FOXS1) Georgetown (11-5, 3-2) looks to bounce back from its secondhalf collapse in a loss to Xavier on Wednesday. They host skidding Seton Hall (10-7, 1-3) at Verizon Center. CAPITALS (FRI., 7 P.M., CSN) The Caps have lost three straight and have just three wins in their past 12 games heading into this road matchup against the Blue Jackets.

International Renters If you think the Washington-area rental market is a challenge, imagine trying to navigate it from more than 6,500 miles away. That was the reality Niyara Alakhunova, 29, a graduate student at George Washington University, faced. She began her D.C. apartment search from her native Bishkek, Kyrgyzstan. An American friend told her about a site called Craigslist, which she perused from abroad. (In Kyrgyzstan, renters rely instead on real-estate agents or calling ads in newspapers to find apartments.) When Alakhunova saw apartments she liked online, she called a different friend in D.C., who checked out the units and sent back photographs and reports. But when she arrived and saw one for herself, Alakhunova was disappointed. “The room was so tiny,” she says. Alakhunova’s rental struggle is familiar to the thousands of foreign nationals who need to find a place to live in Washington each year. The mix of top universities, embassies, nonprofits and NGOs draws people from all over the world to D.C. But when it comes to looking for apartments, international renters face more challenges JASON HORNICK (FOR EXPRESS)

Sticker Shock Trandafili and Alakhunova also had to overcome some basic cultural differences about the way people rent in America. Alakhunova was surprised that few apartments in D.C. were furnished, which is the norm in Kyrgyzstan, and that people live in English basement apartments. “No one lives in my country in the basement; it’s like living in a cave,” she says. Although Trandafili now realizes the studio with a patio she found for $1,285 — utilities included — was a good deal, she says she cried when she first saw it. Studios don’t exist in Albania. “There is always a bedroom,” she says. And then there were the prices. In Tirana, Trandafili shared a nicely furnished one-bedroom apartment with her sister and cousin, for which they paid $300 total — $100 per person. “So that was a big shock, coming and paying $1,285,” she says. “I could rent 12 apartments in Albania with this!” Trandafili still lives in the same rent-controlled apartment building in Dupont Circle, though she has since upgraded to a one-bedroom, for $1,485 a month, utilities included. foreign clients, including diplomats and people who work for international organizations. For example, if a landlord asks for a credit report, many international renters can’t provide one. Apartment-hunters who aren’t American citizens often don’t have a Social Security number or a long credit history in the U.S. That can make landlords uncertain about whether they’re good for the rent. There are ways for international renters to show they can cover the rent without a credit check. Showing proof of employment and a pay stub is a good one. Some renters offer to pay multiple months of rent in advance. Alternately, some-

times embassies are willing to sign leases for diplomats, Poitevien says. Ultimately, it is up to the property owner to decide whether to accept an application without being able to verify credit, Poitevien says. In lieu of U.S. credit, Alakhunova’s landlord asked for either two references (from a previous employer and a previous landlord) or an extra $1,000. Alakhunova chose to provide the references. In leasing her first apartment, Trandafili was asked to provide references and to divulge how much rent she paid in her hometown of Tirana, Albania, as well as to provide a pay stub and proof that she had a bank account.

siders herself lucky to have found the building. Alakhunova settled on a onebedroom apartment in Foggy Bottom. She and a roommate split the $2,700 rent. Although Alakhunova owned her three-bedroom apartment in Bishkek, which she bought for

“That was a big shock, coming and paying $1,285. I could rent 12 apartments in Albania with this!” — HOLTA T R A NDA FILI, 34, WHO HAS LIVED IN D.C. SINCE 2010, ON THE STICKER SHOCK SHE FACED IN RENTING AFTER MOVING FROM HER NATIVE ALBANIA

$60,000, she says rent for a furnished one-bedroom apartment there is $400 to $500 a month. But, Poitevien with Long & Foster says sticker shock also depends on where the renter hails from — meaning housing in D.C. might be considered a bargain compared with rent in, let’s say, London. “If they’re coming from the EU, then no, they don’t find it surprising. They’re looking for properties in the $5,000-a-month range,” Poitevien says of D.C. rental prices. “It all depends.” LEA R ADICK (FOR E XPRESS)

What to Watch in 2014 Here’s a look at three story lines for 2014 that could reshape renting in and around Washington.

Is There an Apartment Glut? Most everyone in Washington real estate agrees that apartments are being added at a blistering rate. More than 35,000 units are in the pipeline. And the pace of new units getting built each quarter has not slowed, with work starting on more than 3,100 new units in the third quarter alone, more than double the average. What everyone does not agree on is whether there is a glut forming and a bubble on the horizon for real-estate investors. Apartments

in Arlington, NoMa, Shaw and elsewhere continue to get leased, with only a slight decline in rents. While some say the demographic influx will keep the apartment party going, others see dark clouds. Metro for Tysons Corner The Silver Line is set to begin running through Tysons Corner in the first half of 2014. Once the trains are running, everyone will get a chance to see not only how many Tysons employees will use Metro to get to work, but also whether the Silver Line prompts people to rent apartments in a number of highrise buildings under construction along its path. For all Tysons has — two dominant shopping malls, Fortune 500

companies — it has little in the way of housing catering to millennials. Will they call Tysons home once the Silver Line comes through? Big Players Downtown The mixed-use CityCenterDC development and the nearby Marriott Marquis hotel both took nearly a decade of work and hundreds of millions of dollars to pull off, and now this year they will be completed. Will the projects revitalize the downtown area as hoped? CityCenterDC’s office space was quickly leased, and there are good signs for its apartment rentals and condominium sales, but developer Hines has been secretive about its massive retail lineup. Snubs & Shockers ‘Fruitvale Station’ leads the list of great movies not joining this year’s Oscar race The Oscar nominations are out, which means it’s time to start complaining about the Oscar nominations. First, best picture: There are nine nominees, one short of the 10 slots available. So there was definitely room for “Fruitvale Station,” which got exactly zero nominations. Based on the true story of Oscar Grant, who was killed by a transit police officer in Oakland, Calif., on New Year’s Day 2009, the film was an astounding debut for director Ryan Coogler. He imbued “Fruitvale” with emotion, yet kept it from being maudlin or manipulative (except for a scene with a dying dog). “Fruitvale” deserved a nod, as did Octavia Spencer for her role as Grant’s mother, a performance that was at least three times better than her winning part in 2011’s “The Help.” I have no real argument against the nominees for best actor. I wouldn’t have minded seeing Joaquin Phoenix on the list for “Her,” but I wouldn’t trade any of the other nominees for him. I feel the same about best actress. I would have liked Emma Thompson to be recognized for making the weightless, slightly corny “Saving Mr. Banks” much better than it deserved to be. But

I’m fine with the Academy’s picks. For best supporting actor, I’d replace “The Wolf of Wall Street’s” Jonah Hill with “American Hustle’s” Jeremy Renner. He was the moral center of that film, a genuinely good guy who reminded us that every other character in the film was out for themselves. For best supporting actress, I’d lose both Jennifer Lawrence and Julia Roberts; both performances were largely due to good writing, not great acting. Switch them out

My major quarrels lie with two ‘minor’ categories: best doc and best foreign language film.

for Spencer and for Sarah Paulson, who played a hated and hateful mistress in “12 Years a Slave.” I’m genuinely glad to see the kung-fu film “The Grandmaster” nominated for best cinematography; I’m a little bummed that “Her” didn’t make the list, particularly given how important the look of the film was to the meaning of the film. Honestly, my major quarrels lie with two “minor” categories: best documentary feature and best foreign language film. In the first category, “The Act of Killing” was nominated — and should win — but the failure to tap “Stories We Tell,” “We Steal Secrets” and “Blackfish” was exactly that: a failure. For foreign language film, “Wadjda” (Saudi Arabia’s first entry ever since it was the country’s first feature EVER) should have been battling it out with Iran’s “The Past.” Neither are nominated. The nomination that made me happiest was Steve Boeddeker and Richard Hymns. They were the sound editors for the utterly gripping Robert-Redford-is-stuck-on-aboat “All Is Lost.” In a movie where no one speaks, they used the creak of a boat and the slap of the waves to create a terrifying, suspensefilled world. It should be used in film classes forever to illustrate the power of sound. This year, there’s nothing to be utterly thrilled about and nothing much to rage against. There will be plenty of time for that when the winners are announced, after all.

Amy Adams ‘American Hustle’ Judi Dench ‘Philomena’ Cate Blanchett ‘Blue Jasmine’ Meryl Streep, below ‘August: Osage County’ Sandra Bullock ‘Gravity’

Director: Ralph Fiennes Stars: Fiennes, Felicity Jones Quick Take: Fiennes’ captivating film is about the affair between Charles Dickens (Fiennes, left, at right) and a young actress, Ellen “Nelly” Ternan (Felicity Jones, center). The engrossing drama centers around Nelly’s ambivalent reminiscences of her relationship with Dickens, which commenced in 1857, when she was 18 and he was 45, and lasted until the author’s death in 1870. A Failure to Relaunch Film Review Having clung to the Russians as go-to villains long after the Cold War thawed, the movies find themselves current again with their favorite arch-enemy. Cooling Russo-American relations have yielded an opening for the return of Tom Clancy’s CIA analyst, just in time for the Sochi Olympics. In the Jack Ryan reboot, “Jack Ryan: Shadow Recruit,” Chris Pine takes over as the spy who was played by Alec Baldwin (“The

Hunt for Red October”), Harrison Ford (“Patriot Games,” “Clear and Present Danger”) and Ben Affleck (“The Sum of All Fears”). “Shadow Recruit,” which was scripted without a Clancy book by Adam Cozad and David Koepp, tells a new backstory for Ryan. Inspired by Sept. 11, he joins the Marines and is heroically injured in Afghanistan. During his recovery, he meets his eventual fiancee (played by Keira Knightley) and is lured to the CIA by a mysterious recruiter (Kevin Costner, unconvincingly trying to exude a Donald Sutherland-like gravitas). He’s covertly embedded at a Wall Street bank where he uncovers a Russian plot to buy up U.S. Treasury bonds, which he suspects

will be sold off in a coordinated act of terrorism and currency devaluation. Ryan’s investigation leads him to the Russian oligarch Viktor Cherevin, played by Kenneth Branagh, who also directed the film. Certainly, it takes a bite out of the nationalistic politics when the movie’s villain is played by a knighted British actor known for his Shakespeare work. Branagh endows his film with old-fashioned competency — something often lacking in today’s action films — but little to distinguish it from earlier, superior thrillers. The best thing here is the sleekness of modern Moscow, where much of the action takes place. The film is filled with a nighttime mix of neon set against the Kremlin and other

monuments — a handsome enough rendering to send a viewer back to the recent “Skyfall,” for those elegant Shanghai scenes. But “Shadow Recruit,” out Friday, is also disappointingly formulaic, relying on the familiar set piece-driven story of an implausible

heist and a time-bomb finale. And when the global scheme is figured out in a minute with a bank of computer-searching analysts, one foresees the obsolescence of the action film: sprawling plots undone with a few keystrokes. JAKE COYLE (AP)

Kevin Hart, left, helps Ice Cube, hearken back to his “Are We There Yet?” days.

Good Company Puts Joy in ‘Ride’ Comedian Kevin Hart makes the buddy-cop shtick worthwhile Film Review After bingeing on a heavy meal of year-end movie releases, it’s easy to forget how pleasant a moderately inane broad comedy can be. The Oscar antidote is “Ride Along,” a buddy-cop comedy that

‘Ride Along’ (PG-13) Director: Tim Story Stars: Ice Cube, Kevin Hart In a Nutshell: Ben (Hart) joins cop James (Cube) on patrol to prove himself worthy of marrying James’ sister.

isn’t at all original but does have one big thing going for it: comedian Kevin Hart. He plays Ben, a motor-mouthed gamer and high

school security guard who wants to marry his girlfriend, Angela (Tika Sumpter), but needs to get approval from her prickly brother, James (Ice Cube). James, a police officer, tells Ben there’s one way he can prove himself: James proposes that Ben tag along during a day on the job. Given that Ben is an aspiring cop, he jumps at the chance. The outcome is obvious, but Hart distracts from the familiar territory with consistent laughs. The jokester also proves himself a master of physical comedy, whether he’s imitating Rihanna’s dance moves or reacting to a false-alarm home invasion by falling into a bookcase and knocking himself out cold. Ice Cube does less heavy lifting as the straight man (though who knows what kind of existential crisis he may be grappling with given the unprintable things he used to rap about police back in the day). You might t hink of “R ide Along” as a long car trip you’ve taken many times before. The same old roadside attractions may not be exciting, but when you’ve got great company, who cares? FACE TIME

Alison Victoria As the host of DIY Network’s “Kitchen Crashers,” Alison Victoria helps homeowners turn cucinas from dated to dazzling. The Chicago-based interior designer headlines at the Home + Remodeling Show on Saturday at noon and Sunday at 12:30 p.m. at the Dulles Expo Center (4320 Chantilly Shopping Center, Chantilly, Va.; 703-378-0910). We talked with her about kitchen trends before she arrived. What will you be chatting about at the expo? I’ll be talking about how to make your home healthy and happy. I think creating a space with good energy fosters good habits. And in kitchens, the more organized you are and the better your layout is, the better you’ll eat. If someone wants to redo their kitchen themselves, what do you recommend? Do your homework, and look into what your project is going to require — the tools you’ll need, the materials.

What’s next in kitchen design? I think kitchens are getting more eclectic. People are now recognizing that you can have clean lines and a traditional feel. It all comes from the materials you choose. Like, you can have a Shaker cabinet and take it either ultra modern or country chic. Any materials or appliances you’re liking a lot? Reclaimed wood is something I’m seeing a lot of. It can be used on floors, cabinets or something like a magazine rack. And I love microwave drawers. I just don’t want to see a microwave on the counter anymore!

What should newbie DIYers steer clear of? Any time you are coming across plumbing, electrical and mechanical issues, you should call someone in. You can’t just watch a video. You don’t want to get electrocuted.

What’s your own kitchen like? I did my dream kitchen less than a year ago, and I was blessed with a lot of space. My house is over 100 years old, and the kitchen was last redone in the 1970s. I put in white Shaker cabinets and Carrera marble countertops. And I’ve got a great big kitchen island, like 11 feet long, which is great for entertaining. No one ever leaves my kitchen! It’s the hub of the home, and you’ll always find yourself there.

What’s the biggest issue people have with their kitchens? Everyone says they don’t have enough room! And I can’t give people more room, but I try to show people how to take advantage of every single space. That might mean designing up, putting in spice racks or hanging pans on the wall.

What do you cook in that dream kitchen? I’m 100 percent Greek, and my yaya [grandmother] is teaching me all of the dishes from there. We make stuff together. I really like spanakopita, which is a spinach pie. It’s got like 10 sticks of butter in it and 15 eggs. JENNIFER BARGER (E XPRESS)

Above: A vintage metal bottle-drying rack (similar to ones you’ll find at Foundry, 1129 Atlas Court NE, 571-277-5245) could also hold necklaces or scarves. DRESSING ROOM IN A SPARE BEDROOM OF HER HOUSE

JENNIFER BARGER (E XPRESS)

At Stylish Patina boutique in Falls Church, a vintage ladder holds scarves and a china cabinet gets new life as a shoe closet.

Clothing Storage, Out of the Closet Antique furniture and retro racks put your wardrobe on display Organization A chest of drawers or a two-doored closet is a fine way to store your coats and shoes. But nowadays, clotheshorses and dandies seem as likely to keep their shirts and pants on an industrial-cool metal garment rack or their scarves tied to a vintage wooden apple ladder. “People crave the experience of feeling like they’re in a dressing room at a store,” says Bethesda professional organizer Rachel Strisik (rachel-company.com). “They don’t want their clothes to be stashed in plastic bins anymore.” For some, this increasingly creative clothing storage means turn-

ing a spare bedroom into a fancy dressing room, like Alexandria personal shopper Kathryn Martin did. She combined Elfa shelving with quirkier elements like a frame filled with chicken wire she hangs her earrings on. “I think it’s about being able to see your clothes,” she says. “If things are on display, then you know what you have, and you’re more likely to wear it.” Credit this creeping out of the closet both to our envy of celeb dressing rooms (think Paris Hilton’s massive shoe room in “The Bling Ring”) and the lack of storage in many of the region’s teensy houses and apartments. “A lot of these older homes have the tiniest closets,” says Kelly Millspaugh Thompson, owner of vintage furniture shop Stylish Patina (410 S. out products such as rustic metal clothing racks ($299 at pbteen .com) and bag/shoe/clothes storage towers like Ballard Designs’ beachy gray “Sarah” line ($359$799, ballarddesigns.com). “It’s a feeling of having a retreat, and these closet-like pieces are a component of that,” says Pallavi Naidu, vice-president of merchandising for Ballard Designs. Such shelving and hanging systems can either turn a corner of your bedroom into a primping zone or star in a dressing room. Still, there are considerations when you bring your clothes out of the closet and into the boudoir, hallway or spare room. Don’t store textiles in bright sunlight, or they’ll fade. (Aka, if you convert your kiddo’s former nursery into a dressing room, keep the blackout shades.) And, if you store handbags in a glass-front china cabinet, keep things neat or risk your pad looking like a thrift-shop. “There’s maintenance if you store things in an exposed way,” Strisik says. “It’s more upkeep, and something you’ll have to commit to.” Still, if organizing your wardrobe in a showier, snazzier way means you enjoy getting dressed in the morning, it’s worth it. “You’re making a relaxing, pleasing space to start your day,” says Naidu. “Who wouldn’t want that?”

Below: Ballard Designs’ “Sarah “ storage line includes a wooden tower for shoes and jewelry ($700).

Va.; 703-663-8428). “We sell many armoires to people who live in older places. They work not only for clothes, but also for shoes or bedding.” Other antique pieces that make sense in modern abodes: Old-timey coat racks (“great if you don’t have a hall closet,” says Thompson) and oversized candelabras, which make stellar necklace hangers. For those not inclined to repurpose furniture — or rich enough to call a custom outfitter like California Closets — retailers are turning

DEAR MANOLO

EASTERN CONFEDERATE (3112 Mount Pleasant St. NW, 202-621-7363) doles out affordable, edgy hair cuts with PBRs on the side. Now, owner Ryan Hunter Mitchell debuts Tincture, a line of sulfate-free styling products for men and women to help them achieve that flawlessly mussed, juststumbled-out-of-my-art-studio look. Faves (shown) include oil-busting hair powder made with French chalk, jasmine and oats ($10), mustache wax ($8) and cowboy cologne, which blends whiskey and fir oil ($12).

ANSWERS FROM THE SHOE BLOGGER

It’s the middle of January. The weather is abominable, and my job is dreary. I feel like I’m slogging through a gray fog. Can you show me a superfantastic shoe to cheer me up until the sun returns? —SAR AH

The collection, just in at Web boutique Beklina (beklina.com), also includes whimsical evil-eye studs ($110) and chunky gold-tone cuffs ($140) fit for a latter-day Greek goddess.

JASON HORNICK (FOR EXPRESS)

A Sticky Situation

Hail, Victorian THE DISCO-CLAD characters of “American Hustle” embody a certain kind of cool. But Brooklyn home-decor company Spitfire Girl depicts 19th-century hipsters on its textiles (a tea towel printed with a donkey-headed, sailorsuited boy, $16) and wood accessories (coasters with duelers, shown, 4 for $30). The line just blew into Tabletop (1608 20th St. NW, 202-387-7117).

Manolo says, it is true! In the depths of the winter we find ourselves wondering why our best friend the sun has betrayed us, becoming distant, his smile giving no warmth. Worse, we hear that he is out partying down with all sorts of peoples in places like Melbourne and Rio de Janeiro, while we sit here on the sofa with the oversized mug of hot cocoa, with double extra marshmallows, watching Lena Dunham look uncomfortable in various ill-fitting outfits.

RUMOR HAS IT that if you

hold a box of Salty Road’s taffy up to your ear, you can hear the ocean ($7, Salt & Sundry, Union Market, 1309 Fifth St. NE, 202-556-1866). OK, that’s not true, but Marisa Wu’s chewy confections are so authentic one bite will transport you to the beach. Flavors like caramel-apple and peppermint are made using long-grain sea salt to add oomph to the candy’s sweetness.

Bright at Home IF CRATE & BARREL IS the responsible,

blazer-and-brogues wearing adult of the home-furnishings world, then its sib, CB2, is the 20-something hipster band member in neon kicks (probably Japanese). CB2’s new spring collection buzzes with hot hues, too, as in the Stella Cabinet (shown, $399, cb2.com or 3307 M St. NW, 202333-6204), which merges pale wood and chevron stripes. Other colorful debuts: a pink metal file system ($160) and the jack table ($149) starring a wooden top and a yellow iron base resembling a car jack. Grab Bag is gathered and reviewed by Jennifer Barger and Holley Simmons. Find more food, fashion, beauty and home goods at readexpress.com/grabbag.

Oh, how we long to text the message to our former BFF, Sol. “Were u @, bro?” And if he truly cared about us, he would text us back. “Chillax, holmes. Got sum bidness down south. Back in few wks.” But that would not really be enough to fully assuage our jealousy, for we know that Sol is the ultimate party person. Wherever he goes there will be the hot girls in bikinis and the buff boys in the tighty-tight swim trunks frolicking in his presence. In such dolorous moments, experience has taught us that our greatest comfort will be beautiful shoes. Here is the python sandal from Alexandre Birman ($795, saksfifthavenue.com), the fantasy shoe that will spread warmth to all who gaze upon its magnificence. Ask the Manolo a question at manolo@shoeblogs.com. Visit the Manolo at shoeblogs.com.

“The intricately planned message took Murphy M. 80 minutes, a 1,371-foot gain in elevation, and 749 calories.”

— ERIC SUNDERMANN AT NOISEY.VICE.COM introduces a

new spiritual following that bases its tenets on … Kanye West? Yes. The five tenets, which include, “Man possesses the power to create everything he wants and needs” and “All human suffering exists to stimulate the creative powers of Man” began when one man, who chose to remain anonymous when Sundermann contacted him, tweeted out his views. It became Internet-famous, however, when the man posted about it on Craigslist. And no, this is not a joke. The dude just really, really likes West.

— JENNY XIE AT THEATLANTICCITIES .COM describes the efforts of one

San Francisco man who wanted to propose to his girlfriend. “Murphy M.” used the route-tracking app Strava to record his bike route, which made a heart with the question “Marry me Emily?” inside. She said “yes.”

about “cat armor.” Sold on Etsy (of course) by a seller named “Schnabuble,” the outfit won’t protect your cat against anything, especially the Internet’s laughs. The leather suits (not shown) aren’t cheap either — they start at £314.09, or roughly $513.

Fill in each column, row and 3x3 box with the digits 1 through 9 without repeating any. The twist in Samurai Sudoku is that the digits that appear in the overlapping boxes must work for both puzzles. A piece of advice to get you started: Don’t focus on completing one grid at a time. Keep the whole puzzle in mind as you go, because filling in a number in one grid could give you clues to another.
